11.2 Reporting and Accountability<br />

All personnel are informed and encouraged to report any discrepancy or deficiency that may exist<br />

in the survey results or site survey procedures. This begins with the review of the documentation<br />

as described and the incorporating of comments and suggestions. The process will continue as<br />

the <strong>project</strong> goes forward and data are collected. Improvements to the procedures will be<br />

presented in reports to management for approval prior to any implementation.<br />

If at any time during the review and verification process any employee or consultant feels that<br />

data <strong>quality</strong> may be compromised due to deficient or inaccurate oversight procedures, they will<br />

report the concern and condition to the QA Manager, the Project Manager, and the EPA Project<br />

Officer. If the condition is not satisfactorily addressed, the QA Manager has the authority to stop<br />

work on the <strong>project</strong> until the condition is resolved.<br />

11.2.1 Active Communication<br />

It is the management philosophy of EEMS that <strong>quality</strong> starts with communication. By actively<br />

involving all <strong>project</strong> participants during regular meetings, all <strong>quality</strong> concerns are brought forth<br />

and addressed. Open communication is also encouraged between EEMS personnel, consultants,<br />

NADP personnel, and EPA personnel. The <strong>project</strong> management will be transparent with all<br />

aspects of the program available for data users, NADP and EPA clients for examination.<br />

All <strong>project</strong> personnel are reminded that they are accountable. They are encouraged to actively<br />

communicate with clients to ensure <strong>quality</strong> issues are addressed and a <strong>quality</strong> product is<br />

produced.<br />
