This is only a partial list of requirements. Enclosed are procedures and installation requirements<br />
for water and sewer connections for customers of Cline Butte Water, LLC and Cline Butte<br />
Environmental, LLC (hereinafter referred to collectively as “CBU”) at The Ridge at <strong>Eagle</strong> <strong>Crest</strong><br />
(“The Ridge”). Please also refer to the Architectural Review Committee (ARC) Policies &<br />
Guidelines for The Ridge at <strong>Eagle</strong> <strong>Crest</strong> for additional information. *<br />
I. <strong>Before</strong> Construction<br />
Make “Application for Utility Service” (CBSO1- page 18) if you are building on property at<br />
The Ridge. If you are building on property at <strong>Eagle</strong> <strong>Crest</strong> <strong>Resort</strong> (ECMA), see separate packet.<br />
Include payment of hookup fees with the application. Applications are available at 7555 Falcon<br />
<strong>Crest</strong> or from the CBU office located at 1230 Golden Pheasant Dr.<br />
Submit permit for “STEP” system (CBS02 – page 19) and have a site evaluation visit,<br />
approval and complete statement of site status (CBS03 – page 20/21). These forms can also<br />
be obtained at the CBU office.<br />
Water and/or sewer service will not be provided until a service request form is completed and<br />
hookup fees are paid. For water service, an approved backflow device must be installed and<br />
tested (see pages 5 & 6). <strong>Before</strong> excavation, you MUST call Oregon Utility Notification Center<br />
(it’s the law) at 1-800-332-2344 for a utilities location and verify any known or existing right of<br />
ways and/or easements. The Center may also be reached by dialing 811 on your Cell Phone<br />
II.<br />
Standard Residential Water Service<br />
‣ CBU will install water meter.<br />
‣ A licensed plumber or property owner may install a domestic and/or irrigation backflow<br />
device. A licensed landscaper may also install an irrigation device.<br />
‣ Water service will not be available until the backflow device is installed and tested by<br />
an Oregon State Certified tester. Additionally, the test result must be submitted to CBU on<br />
the approved State of Oregon form, within ten days of completion. Example (CBSO4 page<br />
6)<br />
‣ All Backflow Testers must be registered with CBU office.<br />
‣ CBU staff is available to test backflow devices.<br />
III.<br />
Standard Residential Sewer Service<br />
‣ The sewer is a S.T.E.P. system. Septic Tank Effluent Pump<br />
‣ Installation of S.T.E.P. systems must be completed by a DEQ licensed installer.<br />
‣ Prior to installation CBU staff must approve the septic tank location, (location to be painted<br />
on ground at building site) tank size and effluent pump model package.<br />
IV.<br />
<strong>Before</strong> Occupancy<br />
All CBU inspections must be completed. Please allow 5 days for all inspections. Failure to<br />
comply may result in termination of service and possible fines and/or fees (which may be<br />
deducted from your compliance deposit).<br />

– be sure that you have the current updated version. Contact The Ridge<br />

Water Service Installation Requirements<br />
Backflow devices must be inspected and approved by CBU prior to backfilling.<br />
Water lines must be inspected by Deschutes County and meet all Uniform Plumbing Codes.<br />
Note: Any Line buried under a drive way or side walk must be ran through a conduit at least two times the<br />
diameter of the buried line.<br />
STANDARD RESIDENTIAL WATER SERVICE<br />
NO TEMPORARY WATER SERVICE IS ALLOWED BEFORE METER AND BACKFLOW<br />
DEVICE INSTALLATION!<br />
A. Water service will be provided by CBU upon completion of the service request form and<br />
payment of hook-up fees.<br />
B. Following proper installation of an Oregon Health Authority approved backflow device (min<br />
1”), the device must be tested by a State Certified tester. A copy of the passing test report<br />
must be provided to CBU before water service will be provided. CBU has testers on staff<br />
to provide this service. (See CBSO4 for installation information page 6)<br />
C. Backflow testers must be registered with the State of Oregon and the CBU office.<br />
D. Backflow devices must be installed no more than 30” from the center of the water meter.<br />
E. Some locations may require a pressure regulator valve (PRV) (i.e., services with a tandem<br />
meter setter, (see CBS05, page 4), or pressure greater than 80 psi).<br />
F. Service supplied with minimum water pressure at the meter may require an in-line booster<br />
pump.<br />
G. Service line will be minimum 1” (1 ¼” recommended) schedule 40 PVC, or State Plumbing<br />
Code authorized PEX tubing, with a 12 AWG blue tracer wire attached to the pipe and<br />
detectable metallic underground tape from 12” above the pipe. Water line will be 30” min<br />
depth with 6” of approved bedding material.<br />
H. Both the meter and backflow device must be protected from freezing with approved<br />
material. (Freeze Protection bags are available from CBU.) CBU is not responsible for<br />
frozen meters or backflow devices.<br />
I. Complete water service installation (meter, backflow device testing, boxes, and freeze<br />
protection) is available at CBU. Please call the CBU office for information and cost.<br />

Standard Residential PRESSURE REDUCING VALVE (PRV) Detail<br />
(EXAMPLE CBSO5)<br />
Tandem Setters<br />
In some areas of The Ridge, there is above normal water pressure. Services with greater than<br />
120 psi will have a tandem setter to allow for a standard 5/8” x ¾” water meter and a pressure<br />
reducing valve (PRV). An “S” tube must be used to allow for the connection of both the meter<br />
and the PRV. It is recommended that pressures over 80 psi have a PRV installed.<br />
Copper setter “S” tube may be purchased along with a pressure reducing valve.<br />
Ford Tandem Coppersetters<br />
Designed to solve problems resulting from above-normal water pressure, the Tandem<br />
Coppersetter holds a pressure regulator and the water meter – all in one compact, quicklyinstalled<br />
Ford Coppersetter device. Pressure of the water flow through the meter and customer<br />
service lines is thereby reduced to normal.<br />
Ford recommends service lines and valves are set a minimum of 2” from the pit wall to<br />
help prevent freezing.<br />

Standard Residential Double Check Valve Detail<br />
(All premise isolation backflow devices must be installed by an Oregon Licensed Plumber or Property Owner)<br />
(Example CBSO6)<br />
1. Jumbo plastic (Ametex/Armor) meter box (approx. 15” x 20”) with 6” extension must be<br />
used to allow for testing and maintenance. Traffic load boxes are required if located in<br />
or near driveways or sidewalks.<br />
2. Area around device must drain well.<br />
3. Test cocks must be equipped with threaded stainless steel, plastic or brass plugs or<br />
caps.<br />
4. “Y” pattern devices shall be installed to facilitate access to both check valves and test<br />
cocks.<br />
5. Thoroughly flush the lines prior to installation of the device.<br />
6. Device must be tested after installation prior to service being approved for use.<br />
7. Test report must be submitted to CBU office prior to service being approved for use.<br />
8. Device must be protected from freezing with approved material (available at CBU).<br />
**CBU is not responsible for a frozen device.**<br />
9. Depth of device must be 20” from top of shut-off valve to finish grade.<br />
10. All devices must be installed with PVC Sch. 80 unions on both ends as well as any<br />
devices in paved areas (driveways, sidewalks, etc.).<br />
11. All devices will be a 1” minimum in size.<br />

Where is a Septic Tank Effluent Pump System (S.T.E.P.) needed<br />
On-site sewage disposal system, also known as a S.T.E.P. system, is needed to properly dispose of sewage.<br />
The septic tank retains solids, and gray water is discharged to a Membrane Bio-Reactor (MBR) Treatment<br />
Plant.<br />
Why are permits required<br />
The permitting process is to ensure that septic systems are sited and constructed in a manner in which<br />
human health and the environment are protected.<br />
Permit Process<br />
Step 1: To prevent a delay, <strong>Call</strong> utility locates at the number on page one of this document, complete the<br />
CBU service application, including the owner’s or legally authorized representative’s signature, and submit<br />
it along with the required fees. At a minimum, the following documents must be attached:<br />
‣ A completed On-Site S.T.E.P. permit application (page 22)<br />
‣ Completed Site Development Plan, the plans must be drawn by the property owner or a DEQlicensed<br />
installer. (page 23)<br />
‣ A Photo Copy of the DEQ Installers Current License<br />
Step 2: Upon completion of Step 1, call the (CBU) office to schedule an on-site evaluation. Depending on<br />
conditions, more than one visit may be necessary.<br />
What is a “Site Evaluation” Site Evaluation determines which type and size of system is suitable for<br />
your property. <strong>Before</strong> excavation, a permit to install a S.T.E.P. system must be issued. A CBU authorized<br />
representative must complete a site evaluation and approval must be received before excavation begins.<br />
If you have questions about permits for larger or more complex systems, contact the CBU office.<br />
Note: A septic system must be installed by a Department of Environmental Quality (DEQ)-licensed<br />
installer using DEQ-approved materials and equipment that meet minimum standards. All equipment must<br />
be installed and operated according to the manufacturer’s and CBU’s specifications. Contact the CBU<br />
office if you have questions about installers or approved materials and equipment.<br />
Step 3: A tank, electrical conduit, and effluent line inspection must be done before backfilling. Please call<br />
the CBU office to schedule this inspection. After completion of a satisfactory inspection, you may backfill.<br />
Step 4: <strong>Before</strong> occupancy, and use of the septic tank a final tank inspection must be completed by CBU.<br />
<strong>Call</strong> the CBU office to schedule this inspection. Please remember CBU has 5 working days to respond!<br />
Failure to comply with these guidelines WILL incur fines, cause delays, and if not<br />
resolved, cause service to be disconnected from THE UTILITY SYSTEM.<br />

Utility Service Installation Requirements<br />
S.T.E.P. system installations must be done by a DEQ licensed installer. Installations must be inspected and<br />
approved by a CBU representative prior to backfilling and must meet all standard county building codes.<br />
Standard Residential Sewer Service<br />
The Residential sewer system is a S.T.E.P. system (Septic Tank Effluent Pump).<br />
A) This system consists of the following components:<br />
1) 1100 gallon precast tank – approx. 6’8”W x 9’L x 5’5”H. <strong>Call</strong> tank supplier for actual<br />
dimensions.<br />
2) 24” dia. X 18”H (min.) 36”H (max.) gasketed PVC risers with fiberglass lids. Secured with<br />
manufacturer supplied stainless steel allen head bolts (see example CBSO7-page 10).<br />
3) PVC splice box with four (4) electrical cord grips (see example CBSO9-page 11)<br />
4) Screened PVC pump vault<br />
5) Float switch assembly (see example CBSO9-page 11) (for ease of removal, there must be a 1”<br />
PVC Tee handle close to the lid.)<br />
6) Control alarm panel (see Example CBSO10-page 13)<br />
7) Hose and valve assembly – a double swivel will need to be installed between the ball valve<br />

8) Effluent pump – call CBU office to verify which pump package is required for your lot. (See<br />
example CBSO12-page 15 for approved Orenco parts).<br />
B) S.T.E.P. system installation requirements:<br />
1) Tank must be 20’ max. from paved access, and be accessible to pumper truck. Per<br />
(OAR 340-071-0220), tank must be a minimum of 5’ from the foundation and a minimum<br />
of 5’ from the property line. Tank may not interfere with the Public Utility Easement<br />
(P.U.E.), which is commonly 10’ in from the property pin on the street side of the lot<br />
(see example CBSO3-page 20-21).<br />
2) Riser lids must be 3” above finished grade.<br />
3) Sewer line must be compliant with the manufacturer’s specifications with a 12 AWG green<br />
tracer wire attached to pipe and detectable metallic underground tape 12” above pipe. Pipe<br />
will be a minimum depth of 30” and meet all applicable codes with 6” of bedding underneath.<br />
If discharge line is more than 50 lineal feet, additional swing checks are required. (Installation<br />
detail-page 23), Please contact CBU office for requirements on placement of additional swing<br />
checks.<br />
4) Discharge line must be sleeved if it crosses a water line or crosses under a driveway or<br />
sidewalk. The sleeve shall be twice the diameter of the service line!<br />
5) Control Panel must be located at or near tank and be accessible and visible from the<br />
road.<br />
6) Power source must be on dedicated circuit, in a non-metallic rigid conduit and must sweep to<br />
the top of the tank.<br />
7) Float wires and wire from panel to your splice box must be 14 AWG Stranded copper<br />
wire, color coded to CBU specs: Red/Off float, Blue/On float, Yellow/Alarm float, float<br />
common wire can be any color other than float and pump lead colors (red, blue, yellow,<br />
black, white or green) (see example CBSO10-page 11).<br />
8) Pump wire must be 12 AWG stranded, black/white/green (see example CBSO10-page 11).<br />
9) NO banding will be accepted! Colored wire ONLY!!<br />
All sewer components shall be manufactured by Orenco Systems, Roseburg, Oregon.<br />

Installing ORENCO SYSTEM Ribbed PVC Risers<br />
Getting the right height<br />
The installed riser shall extend 3 inches above the original ground level (approximately 2 inches for tank<br />
settlement and 1 inch to ensure drainage away from the riser).<br />
If the riser is too tall, it may be cut. The top of the riser has plastic bolt catches attached that<br />
accommodates the lid bolts. A riser must be cut at the bottom end. Use masking tape to mark the riser<br />
for cutting. To ensure a good fit and a watertight joint, a square cut is absolutely necessary.<br />
If the riser is too short, a grade ring may be installed under the riser. Generally, it is easiest to bond<br />
the grade ring to the top of the tank as described below then bond the riser to the grade ring with epoxy.<br />
Making a Watertight Seal<br />
If your tank has a groove for the riser cast into the top, roughen and clean the surfaces of the riser<br />
and tank where they are to be joined. If the groove is wet, sponge up as much water as possible then dry<br />
thoroughly with a propane torch. Since rock in the concrete may explode when overheated, wear safety<br />
glasses and apply heat slowly and evenly. Using the two-part epoxy supplied, mix according to the<br />
directions; fill the ½ inch groove around the access hole in the top of the tank with approximately one pint<br />
of epoxy. Set the riser in place, twisting gently back and forth while pushing down into the groove. A bead<br />
of epoxy will be displaced from the groove and will appear around the outside and inside perimeter of the<br />
riser.<br />
If your tank does not have a groove for the riser, center the riser over the access hole and mark its<br />
position on the top of the tank. Roughen, clean and dry the surfaces as described above. Set the riser<br />
over the tank opening and run a generous fillet of epoxy completely around the inside of the riser’s base.<br />
Allow ample curing time for the epoxy, then backfill and slope the ground surface away from the riser so<br />
that runoff will drain away from the tank. Exercise care during the curing period to avoid dislodging the<br />
riser or disrupting the watertight seal between the riser and the tank.<br />
Working in Cold Weather<br />
The epoxy which Orenco System, Inc. (OSI) supplies cures quickly in very warm weather but needs at<br />
least 90 minutes curing time at 60 degrees and often much longer at lower temperatures. Two<br />
approaches for successful installation during cold weather are:<br />
1) Set the riser in place on the tank and apply cement grout around the outside of the riser’s base.<br />
Once the grout has set, clean and dry inside of the riser’s base and the adjoining surface of the<br />
tank then apply a generous fillet of epoxy. Backfill may be done when the cement grout has<br />
set. Complete curing of the epoxy may take much longer but eventually will create a watertight<br />
seal.<br />
OR<br />
2) Have your local concrete tank maker cast an OSI PVC grade ring into the top of the tank<br />
surrounding the access hole at the time of manufacture. The riser can later be bonded to the<br />
grade ring with epoxy.<br />
Access Hole Too Big<br />
The OSI fiberglass tank adapter converts any oversized opening up to 24” diameter to an 18” diameter<br />
access hole. The tank adapter may be bonded to a concrete tank using the same two-part epoxy as is<br />
used for riser installation.<br />

Panel<br />
Panel Installation<br />
1. Read all instructions before proceeding with the installation. Improper installation may void<br />
warranties.<br />
2. Inspect your order for completeness and inspect each component for shipment damage. If<br />
something is missing or damaged you will need to contact your supplier to obtain<br />
replacements.<br />
3. Check to be sure the instructions and items supplied comply with State and local regulations.<br />
4. A qualified electrician must be employed to install and service the panel and ancillary wiring.<br />
The equipment must be installed in compliance with the national Electric Code, as well as<br />
State codes, local codes and CBU regulations.<br />
Placement of the Control Panel<br />
5. Install the electrical control or alarm panel near the tank and in view of the road. The panel<br />
should be attached to a post or an exterior wall. Panels that contain motor contactors should<br />
not be mounted to an exterior wall unless the mounting method includes sound deadening. If<br />
possible, position the panel in the shade to protect it from weather. Extreme temperatures<br />
can cause inconsistent performance of the electrical components. Locate the panel at a<br />
convenient height (usually about five feet above the ground) and where it will be accessible for<br />
maintenance.<br />
Install Floats and Pumps<br />
6. Install the electrical splice box (es) for the floats and pump(s) before installing the actual floats<br />
and pumping equipment. The splice box (es) is installed in the grommet(s) provided near the<br />
top of the riser.<br />
7. Install the floats. Thread the float and pump cords through the cord grips into the PVC splice<br />
box, leaving adequate lengths of electrical cord coiled inside the riser to allow easy removal<br />
of the pump and float assembly. Do not remove the colored markers or the paper tags from<br />
the float cords, and do not try to thread the markers and tag through the cord grip. These<br />
should be left on the float cord, outside the splice box. Tighten the cord grips by hand, not by<br />
tool and then check the tightness of the cord grips by tugging on each cord. A cord is secure<br />
and the connection watertight when the cord grip is tight enough to prevent slippage.<br />
Adequate lengths of cord should be left within the splice box to allow for easy removal for<br />
future disconnecting and re-splicing.<br />
8. Run the wires from the control panel to the splice box. The wires must be brought through a<br />
conduit. Conduit that enters the splice box must be sealed with a conduit seal to prevent the<br />
infiltration of water into the splice box. The number of wires required depends on the control<br />
panel and the number of floats and pumps used. This can be determined by consulting the<br />
splice box wiring diagram appropriate for the control panel and float arrangement being used.<br />
9. Wire shall be sized at 14 AWG stranded for the floats. When calculating wire size, you<br />
need to take the length and size of your branch circuit wires from the service entrance panel<br />
to the pump control panel into account. Wire that is too small can cause an excessive voltage<br />
drop and poor pump performance.<br />

Connect Control Panel<br />

10. Connect the wires coming from floats to the terminals in the control panel. Refer to the<br />
appropriate float arrangement diagram or splice-box wiring diagram for the correct terminal<br />
connections.<br />
11. Connect the wires coming from the pump(s) to the pump terminals. Refer to the panel wiring<br />
diagram for the correct terminal connections.<br />
12. Connect the incoming power to the panel. Power to the panel must be appropriate to the<br />
control panel and pump motor (i.e., 120 VAC, single phase for a 120 VAC motor, 240 VAC<br />
single phase for a 240 VAC motor, etc). Insure that the panel is properly grounded and that<br />
the fuse or breaker and wire size, from the main power panel and to the pump, are sized<br />
correctly. Separate circuits for the pump controls and each of the pump motors are<br />
recommended. Note: voltage for the controls in the panel is always 120 VAC, although the<br />
pump voltage may be 120 VAC or 240 VAC.<br />
13. Use 60 degrees CU conductors only. Torque the terminal blocks to 7.1 LB-IN. Torque the<br />
circuit breaker and ground lugs to 45 LB-IN.<br />
14. When power is applied to the control panel, the wires to the pump may be energized. Do not<br />
service the pump or any electrical wiring in the pump vault without disconnecting the power at<br />
the circuit breaker and the fuse. The pump vault area is a hazardous area and may contain<br />
explosive gases. Take appropriate precautions before working in the pump vault.<br />

color coded to CBU specs: Black/White/Green.<br />
