specific collectively-owned lands of pre-Saharan Morocco. In turn<strong>in</strong>g to the specificity of southern<br />

Morocco, my po<strong>in</strong>t is also not to assert that the reality on the ground is so much worse than the advocates<br />

could have imag<strong>in</strong>ed. There is a danger for scholars of the new land grab <strong>in</strong> adopt<strong>in</strong>g the discursive frame<br />

that has emerged <strong>in</strong> some press coverage and that privileges violence and dispossession as the only modes<br />

for critiqu<strong>in</strong>g the new appropriation. When evaluated along a cont<strong>in</strong>uum of <strong>in</strong>justice, situations <strong>in</strong>volv<strong>in</strong>g<br />

less or no violence can be judged accord<strong>in</strong>g to a simplified metric of how much they do or do not exploit<br />

local populations, at the possible expense of draw<strong>in</strong>g out the implications of the these projects for shift<strong>in</strong>g<br />

relations of authority and sovereignty over natural resources such as land.<br />

Produc<strong>in</strong>g marg<strong>in</strong>al lands<br />

The social and environmental impact study for the CSP plant provides a detailed description of<br />

the site, conclud<strong>in</strong>g that "the location, characteristics, and geomorphology of the chosen site lend<br />

themselves perfectly to the realization of this project" (Kouz et al. 2011: 23). The plant will be built on a<br />

plateau, render<strong>in</strong>g it literally <strong>in</strong>visible to the national road that skirts its lower perimeter and to the five<br />

villages located at the eastern edge of the allotment. There will be some dust and noise dur<strong>in</strong>g the<br />

construction phase but ongo<strong>in</strong>g operations will be both silent and imperceptible to the surround<strong>in</strong>g<br />

communities that farm the oasis plots l<strong>in</strong><strong>in</strong>g an irregularly flow<strong>in</strong>g river to the east or the transhumant<br />

pastoralists that bypass the site twice annually with their herds. The noise creat<strong>in</strong>g by the turb<strong>in</strong>es will be<br />

m<strong>in</strong>imized by situat<strong>in</strong>g them at the furthest end of the allotment from human habitation. The plant runs<br />

some risk of spill<strong>in</strong>g the synthetic oils and salts used to store the heat produced by sun which is then used<br />

to power turb<strong>in</strong>es, but aside from this m<strong>in</strong>imal risk, the plant will have no impact on the surround<strong>in</strong>g<br />

environment. To the contrary, "by its nature and objective of produc<strong>in</strong>g clean, renewable energy--solar<br />

power--the Ouarzazate <strong>in</strong>stallation will not constitute a source of atmospheric emissions…and will<br />

therefore not have a negative impact on air quality" (Kouz et al. 2011: 116). In fact, the study cites<br />

estimates that the Solar Plan as a whole will result <strong>in</strong> the emission of 3.7 million less tons of CO2<br />

annually.<br />
