Founded in 1970, <strong>Inver</strong> <strong>Hills</strong> is a comprehensive community college offering<br />

20 degree options including <strong>the</strong> Associate in Arts (A.A.), a liberal education<br />

degree that leads <strong>to</strong> transfer <strong>to</strong> four-year colleges; <strong>the</strong> new Associate in Fine Art<br />

(A.F.A.) degree in studio arts; and <strong>the</strong> career-related Associate in Science (A.S.)<br />

and Associate in Applied Science (A.A.S.) degrees in leading occupational areas<br />

such as nursing, paralegal, computer networking, law enforcement, human services,<br />

business, emergency health care, and more.<br />

The 90-acre campus includes nine modern buildings that fi t naturally in<strong>to</strong><br />

<strong>the</strong> surrounding wooded hills and wetlands.<br />

A Wilder Research study by economist Paul An<strong>to</strong>n indicated that <strong>Inver</strong> <strong>Hills</strong><br />

adds $95,244,208 a year <strong>to</strong> <strong>the</strong> local economy. This results in an estimated<br />

1,254 jobs for <strong>the</strong> region.<br />

From <strong>the</strong> <strong>College</strong> President<br />

Dear Friends in <strong>the</strong> <strong>Community</strong>:<br />

I cannot tell you how satisfying it is <strong>to</strong> ask a group of students what our college’s mot<strong>to</strong> is and <strong>to</strong><br />

have <strong>the</strong>m shout back, “Finish what you start!” For <strong>Inver</strong> <strong>Hills</strong>, “Finish What You Start” has become<br />

more than our mot<strong>to</strong>. Those words provide us with direction for our most signifi cant work at <strong>the</strong> college.<br />

Whe<strong>the</strong>r we are serving new high school graduates beginning <strong>the</strong>ir college journey, adult learners<br />

striving for promotions in <strong>the</strong>ir workplace, dislocated workers seeking <strong>to</strong> retrain, new retirees wanting<br />

<strong>to</strong> continue <strong>to</strong> contribute <strong>to</strong> <strong>the</strong>ir communities, or businesses looking for courses and certifi cates <strong>to</strong><br />

meet <strong>the</strong>ir needs, <strong>Inver</strong> <strong>Hills</strong> is <strong>the</strong>re <strong>to</strong> help <strong>the</strong>m “Finish What They Start.” Even for those that don’t<br />

have a plan, we will help <strong>the</strong>m prepare one.<br />

This year marks my 13th year as <strong>the</strong> college’s president. During my tenure, <strong>the</strong> college has transformed<br />

in many ways. Our student population has grown 56% since 2000. We have built Heritage<br />

Hall, our largest classroom building, and added new space and classrooms in our <strong>College</strong> Center <strong>to</strong><br />

support our Access and Opportunity Center of Excellence initiative and Information Technology and<br />

Security program. And, we have just completed work on a new multi-purpose classroom addition <strong>to</strong><br />

and remodeling of our Fine Arts Building.<br />

In 2010, we will celebrate our 40th anniversary. As we look back on those forty years, we realize<br />

that at no time in <strong>the</strong> past has <strong>the</strong> need for quality affordable higher education and training been more<br />

important. Simply put, a high school diploma is no longer a ticket <strong>to</strong> a satisfac<strong>to</strong>ry career. With that in<br />

mind, we strive <strong>to</strong> provide <strong>the</strong> kinds of courses and training <strong>to</strong> meet <strong>the</strong> diverse needs of our students<br />

<strong>to</strong>day and in<strong>to</strong> <strong>the</strong> future.<br />

I have enjoyed working with everyone in our <strong>Inver</strong> <strong>Hills</strong> community: our students, faculty, alumni,<br />

staff, and business and foundation partners. Toge<strong>the</strong>r, we can continue <strong>to</strong> move <strong>the</strong> college forward <strong>to</strong><br />

help our students achieve <strong>the</strong>ir career goals and “Finish What They Start.”<br />

Access and Opportunity<br />

Center of Excellence<br />

Those who study higher education policy<br />

know that getting underrepresented students <strong>to</strong><br />

a college setting early and often is one way <strong>to</strong> increase<br />

enrollment of that demographic, but creating<br />

opportunities for junior high and high school<br />

students <strong>to</strong> have positive college experiences<br />

takes a considerable amount of resources and effort.<br />

To help focus <strong>the</strong> necessary energy, <strong>Inver</strong> <strong>Hills</strong><br />

has partnered with Century <strong>College</strong> <strong>to</strong> create <strong>the</strong><br />

Access and Opportunity Center of Excellence.<br />

The Access and Opportunity Center of Excellence<br />

serves as a great bridge <strong>to</strong> higher education<br />

for those who might o<strong>the</strong>rwise be left behind in<br />

<strong>the</strong> struggle <strong>to</strong> achieve <strong>the</strong> American Dream. Targeted<br />

groups include students who would be <strong>the</strong><br />

fi rst in <strong>the</strong>ir families <strong>to</strong> go <strong>to</strong> college, students of<br />

color, and o<strong>the</strong>r underrepresented groups.<br />

In order <strong>to</strong> help students realize that a college<br />

education is within <strong>the</strong>ir reach, <strong>the</strong> Access and<br />

Opportunity Center initiative focuses on several<br />

different components.<br />

Preparing <strong>to</strong> Achieve a <strong>College</strong> Education, or<br />

PACE program, pays for high school juniors and<br />

seniors <strong>to</strong> take up <strong>to</strong> 20 credits during summer<br />

months and on Saturdays during <strong>the</strong> school year.<br />

This past summer 62 students were enrolled in <strong>the</strong><br />

program, with an almost 100% success rate.<br />

In addition <strong>to</strong> free credits, PACE students gain<br />

experience outside <strong>the</strong> classroom. Students have<br />

<strong>the</strong> opportunity <strong>to</strong> visit four-year colleges, area<br />

businesses and participate in career explora<strong>to</strong>ry<br />

workshops.<br />

In <strong>the</strong> PACE program, family members are<br />

encouraged <strong>to</strong> attend orientation sessions. Once<br />

<strong>the</strong>y are on campus, <strong>the</strong>se family members are<br />

not only given advice on how <strong>to</strong> support those in<br />

<strong>the</strong>ir family attending college, but are also shown<br />

how <strong>the</strong>y can also register and earn college credits<br />

<strong>the</strong>mselves.<br />

Learning Communities, an existing initiative<br />

rolled in <strong>the</strong> Access and Opportunity program,<br />

are designed <strong>to</strong> provide fi rst-year college students<br />

with a cohort of classmates who take <strong>the</strong> same<br />

courses, get extra support services, and learn success<br />

strategies that will help <strong>the</strong>m no matter what<br />

career or life path <strong>the</strong>y choose.<br />

<strong>Inver</strong> <strong>Hills</strong> is actively committed <strong>to</strong><br />

serving all its constituencies and<br />

reaching out <strong>to</strong> a variety of potential<br />

students, especially underrepresented<br />

populations including adult and<br />

part-time students, students of color,<br />

new immigrants, career changers, and<br />

single parents.


Teacher Collaboration support dialogue and<br />

<strong>the</strong> sharing of best-practices between high school<br />

teachers and college faculty <strong>to</strong> create cus<strong>to</strong>mized<br />

readiness activities for high school students.<br />

A Summer Enrichment program provides<br />

hands-on learning activities for eighth and ninth<br />

grade students in surrounding school districts.<br />

Cultural Diversity<br />

During <strong>the</strong> 2008-<strong>2009</strong> school year, 29<br />

international students and students of color<br />

attended <strong>Inver</strong> <strong>Hills</strong>—a modest increase over <strong>the</strong><br />

previous year.<br />

To meet <strong>the</strong> needs of <strong>the</strong>se students, several<br />

student clubs—including Black Student Union,<br />

International Student Club, Somali Club, Chinese<br />

Club, French Club, German Club, Ethiopian<br />

Student Association, and Muslim Student<br />

Association—sponsor monthly programs targeted<br />

at multicultural education.<br />

In addition, more than 1,675 students<br />

participated in programs sponsored by <strong>the</strong> Offi ce<br />

of Multicultural Affairs and student clubs on such<br />

<strong>to</strong>pics as AIDS and community engagement.<br />

Promote and measure high-quality learning<br />

programs and services<br />

Learning Communities<br />

In Oc<strong>to</strong>ber, <strong>2009</strong>, Minnesota Public Radio<br />

featured <strong>Inver</strong> <strong>Hills</strong>’ Learning Communities,<br />

a cohort of students who take two, three or<br />

four classes <strong>to</strong>ge<strong>the</strong>r. Through integration of<br />

assignments, outside activities, and close contact<br />

with <strong>the</strong> students, Learning <strong>Community</strong> instruc<strong>to</strong>rs<br />

are, according <strong>to</strong> <strong>the</strong> MPR report, “reaching out <strong>to</strong><br />

students who face academic or fi nancial challenges<br />

before those problems force <strong>the</strong>m <strong>to</strong> drop out.”<br />

Data from learning communities at <strong>Inver</strong> <strong>Hills</strong><br />

and around <strong>the</strong> country suggest that students who<br />

participate are more likely <strong>to</strong> have a successful<br />

college experience. Across <strong>the</strong> board, students<br />

enrolled in learning communities (including<br />

students who are <strong>the</strong> fi rst in <strong>the</strong>ir family <strong>to</strong> attend<br />

college and o<strong>the</strong>r underrepresented students)<br />

show signifi cant increases in retention over <strong>the</strong>ir<br />

non-learning community counterparts.<br />

Because of <strong>the</strong>se fi ndings, faculty, counselors,<br />

administra<strong>to</strong>rs and staff have worked <strong>to</strong> increase<br />

<strong>the</strong> number of Learning Communities being<br />

offered from three in 2006-2007 <strong>to</strong> sixteen in<br />

2008-<strong>2009</strong>.<br />

<strong>Inver</strong> <strong>Hills</strong> actively reviews its<br />

academic programs and student<br />

service opportunities, initiates change,<br />

builds on successful ideas, and uses<br />

faculty and staff as an engine <strong>to</strong> drive<br />

improvements in <strong>the</strong> ways we serve<br />

students.


Service Learning<br />

Next year will mark <strong>the</strong> fi fth trip <strong>Inver</strong> <strong>Hills</strong><br />

faculty, staff, and students will have made <strong>to</strong> help<br />

<strong>the</strong> victims of Hurricane Katrina.<br />

“The students obviously feel good about doing<br />

good,” said Cheryl Redinger, a human services<br />

instruc<strong>to</strong>r on campus who helps lead <strong>the</strong> team and<br />

certifi es <strong>the</strong> service learning credits for <strong>the</strong> college,<br />

“but <strong>the</strong>y also come away with new skill sets.”<br />

Online Learning<br />

Online programming continues <strong>to</strong> diversify<br />

and expand at <strong>Inver</strong> <strong>Hills</strong>. A new <strong>to</strong>tally online<br />

certifi cate was created – Innovative Technology<br />

and Instruction. The program is designed <strong>to</strong><br />

prepare educa<strong>to</strong>rs and trainers <strong>to</strong> use innovative<br />

technologies <strong>to</strong> engage students and improve <strong>the</strong>ir<br />

learning experience.<br />

In FY09, <strong>the</strong>re were 106 online instruc<strong>to</strong>rs<br />

compared <strong>to</strong> just 35 three years earlier, a 300%<br />

increase. In addition, in FY09, 24% of <strong>the</strong> credits<br />

that students enrolled in at <strong>the</strong> college were<br />

offered online. The college also has increased webenhanced<br />

offerings by 6.5% over <strong>the</strong> previous year.<br />

cell phones in order <strong>to</strong> get <strong>the</strong>m more<br />

engaged in class. “I’m trying <strong>to</strong> meet <strong>the</strong><br />

students where <strong>the</strong>y are with technology,”<br />

Emergency Medical Services<br />

In partnership with Mayor Chris Coleman’s<br />

Ready for School, Ready for Life education initiative;<br />

City of St. Paul Youth Job Corps; and Ramsey<br />

County Work Force, <strong>the</strong> EMS Department at <strong>Inver</strong><br />

<strong>Hills</strong> set up a fi rst-in-<strong>the</strong>-state Emergency Medical<br />

Services Academy this year.<br />

In ano<strong>the</strong>r effort <strong>to</strong> target key populations, <strong>Inver</strong><br />

<strong>Hills</strong> has partnered with Allina Medical Transportation<br />

and returning veterans <strong>to</strong> help <strong>the</strong>m advance<br />

<strong>the</strong>ir careers in emergency health services.<br />

<strong>the</strong> EMS and Nursing departments have partnered<br />

<strong>to</strong> allow certifi ed paramedics <strong>to</strong> have <strong>the</strong>ir credits<br />

accepted in<strong>to</strong> <strong>the</strong> Registered Nursing program,<br />

cutting almost a year out of <strong>the</strong> curriculum.<br />

The <strong>Inver</strong> <strong>Hills</strong> EMS Student Association has<br />

continued its outreach efforts in <strong>the</strong> community<br />

with such activities as safety programming <strong>to</strong> fi rst<br />

and second graders in St. Paul and Dakota County,<br />

and logistic and medical support <strong>to</strong> over 50 bicyclists<br />

on <strong>the</strong> EMS Memorial Bike Ride <strong>to</strong> honor<br />

EMS members who have given <strong>the</strong>ir lives while<br />

helping o<strong>the</strong>rs.<br />

At <strong>Inver</strong> <strong>Hills</strong> “community” is our<br />

middle name. The college is a key<br />

resource for organizations and<br />

businesses of all kinds, for employee<br />

training and re-training, for developing<br />

educational programs that fi t its<br />

communities, and for providing services<br />

that make a difference in Minnesota’s<br />

quality of life.


Academy for Lifelong Learning<br />

The Academy for Lifelong Learning (ALL) is<br />

a community of adult learners, excited about being<br />

at a stage in <strong>the</strong>ir lives when <strong>the</strong>y are able <strong>to</strong><br />

explore new and varied interests. Dick Graham,<br />

longtime community leader in Dakota County,<br />

chairs <strong>the</strong> ALL Task Force at <strong>the</strong> college. Offering<br />

a variety of interesting college-level classes taught<br />

by informed and experienced instruc<strong>to</strong>rs, ALL is a<br />

low pressure environment where adults 50+ can<br />

explore new <strong>to</strong>pics and indulge <strong>the</strong>ir interests.<br />

The Teacher Collaborations Project<br />

The community partnership between <strong>Inver</strong><br />

<strong>Hills</strong> and Henry Sibley High School is infl uencing<br />

<strong>the</strong> way teachers in both settings address <strong>the</strong> needs<br />

of underrepresented students.<br />

The project, funded through <strong>the</strong> Access and Opportunity<br />

grant, includes opportunities for college<br />

instruc<strong>to</strong>rs <strong>to</strong> visit high schools as well as for high<br />

school teachers and students <strong>to</strong> visit <strong>the</strong> college.<br />

Students gain experience and practice collegelevel<br />

reading and writing skills both in <strong>the</strong>ir high<br />

school setting and during college visits. Completion<br />

specifi c college-readiness projects.<br />

Cisco Advanced Training<br />

As one of seven Advanced Networking Cisco<br />

Instruc<strong>to</strong>r Training Centers in <strong>the</strong> world, <strong>Inver</strong><br />

<strong>Hills</strong> has helped hundreds of students enter <strong>the</strong><br />

growing fi eld of Networking Technology/Security.<br />

<strong>Inver</strong> <strong>Hills</strong> <strong>Community</strong> <strong>College</strong> has partnered<br />

with area high schools <strong>to</strong> offer Advanced Computer<br />

Technology classes after school <strong>to</strong> help students<br />

get a head start on <strong>the</strong>ir coursework. In addition,<br />

<strong>Inver</strong> <strong>Hills</strong> sponsors two-week computer technol-<br />

ogy workshops during <strong>the</strong> summer on campus and<br />

a one-day IT Career Fair for high school students<br />

at Thomson Reuters in Eagan.<br />

Networking & Security Center of Excellence<br />

<strong>Inver</strong> <strong>Hills</strong> <strong>Community</strong> <strong>College</strong> is an integral<br />

part of a new Center for Strategic Information<br />

and Security. In cooperation with Metropolitan<br />

State University and Minneapolis <strong>Community</strong><br />

and Technical <strong>College</strong>, this academic and training<br />

center at <strong>Inver</strong> <strong>Hills</strong> is devoted <strong>to</strong> networks,<br />

information security, wireless communication,<br />

telephony, and o<strong>the</strong>r emerging information<br />

<strong>Inver</strong> <strong>Hills</strong> <strong>Community</strong> <strong>College</strong> Foundation<br />

In <strong>2009</strong>, <strong>the</strong> <strong>Inver</strong> <strong>Hills</strong> Foundation continued<br />

<strong>to</strong> fulfi ll its mission <strong>to</strong> help students succeed by<br />

awarding $154,625 in scholarships <strong>to</strong> 220 students.<br />

Over <strong>the</strong> last three years, <strong>the</strong> <strong>Inver</strong> <strong>Hills</strong><br />

<strong>Community</strong> <strong>College</strong> Foundation has distributed<br />

over $444,346 in scholarship funds <strong>to</strong> 555 students.<br />

Challenge grants from <strong>the</strong> Ka<strong>the</strong>rine B. Andersen<br />

Fund of The Saint Paul Foundation and <strong>the</strong><br />

Friends of Dennis Anderson were matched by<br />

alumni <strong>to</strong> grow <strong>the</strong> Alumni Scholarship Endowment<br />

Fund <strong>to</strong> over $67,000.<br />

The Foundation kicked off <strong>the</strong> Forty for 40<br />

Legacy Society Campaign <strong>to</strong> grow <strong>to</strong> <strong>the</strong> scholarship<br />

endowment <strong>to</strong> $1,000,000. A matching grant<br />

of $125,000 from <strong>the</strong> Ka<strong>the</strong>rine B. Andersen fund<br />

of The Saint Paul Foundation will help reach this<br />

goal.<br />

Gifts from <strong>the</strong> Kopp Foundation and <strong>Inver</strong><br />

Foundation grants during FY09.<br />

• $377,000 <strong>to</strong> provide online safety training for<br />

3000 employees at Xcel Energy<br />

• $300,000 <strong>to</strong> provide quality processes training<br />

for 250 employees at Regina Medical Center<br />

• $286,000 <strong>to</strong> provide dementia training for 400<br />

employees at Ebenezer Ridges Care Center.<br />

• $243,000 <strong>to</strong> provide IP telephony training<br />

for 110 employees at Thomson Reuters, Blue<br />

Cross Blue Shield of Minnesota, US Bank,<br />

Qwest Communications, Technology Management<br />

Corporation, TelEd, and Spamlink.<br />

• $78,320 from <strong>the</strong> National Science Foundation<br />

<strong>to</strong> provide high school outreach, student<br />

internships, faculty development, and curriculum<br />

in VoIP.<br />

The college continues <strong>to</strong> manage<br />

its budget and resources effectively,<br />

look ahead <strong>to</strong> identify needs and<br />

plan for change, review and adjust<br />

operations, and seek out partners<br />

<strong>to</strong> provide fi nancial and in-kind<br />

support.


Accountability<br />

For <strong>the</strong> past seven years, <strong>Inver</strong> <strong>Hills</strong> has<br />

been accredited through <strong>the</strong> Academic Quality<br />

Improvement Program (AQIP) of <strong>the</strong> Higher<br />

Learning Commission. As part of <strong>the</strong> AQIP<br />

continuous improvement model, <strong>Inver</strong> <strong>Hills</strong> has<br />

begun three new action projects:<br />

Quality scheduling—helping students get <strong>the</strong><br />

classes <strong>the</strong>y need, when <strong>the</strong>y need <strong>the</strong>m, and in<br />

<strong>the</strong> format <strong>the</strong>y prefer.<br />

New employee orientation and men<strong>to</strong>ring—<br />

providing consistent information <strong>to</strong> <strong>the</strong> <strong>Inver</strong><br />

<strong>Hills</strong> faculty and staff as well as welcoming<br />

<strong>the</strong>m <strong>to</strong> campus.<br />

Green initiative—ga<strong>the</strong>ring data and provide<br />

planning for carbon neutrality as part of <strong>the</strong><br />

school’s ongoing commitment <strong>to</strong> <strong>the</strong> President’s<br />

Climate Commitment.<br />

Base budgetary needs are funded through state appropriations, student<br />

friends of higher education. The FY09 budget was created in order <strong>to</strong> hold<br />

any tuition increase <strong>to</strong> 5% and maintain <strong>the</strong> college’s budget reserves at 5%.<br />

Ken and George Slipka<br />

Long-time West St. Paul and South St. Paul<br />

residents George and Jean Slipka have valued<br />

higher education throughout <strong>the</strong>ir lives. To<br />

show <strong>the</strong>ir appreciation for <strong>the</strong> benefi ts of a<br />

college education, <strong>the</strong> Slipkas established <strong>the</strong><br />

George A. Slipka Accounting Scholarship for<br />

<strong>Inver</strong> <strong>Hills</strong> students. The scholarship covers<br />

tuition, fees, and books for full-time students.<br />

George Slipka, who grew up during <strong>the</strong><br />

Depression, learned <strong>the</strong> importance of saving.<br />

As an accountant for Deluxe Corporation,<br />

Slipka built a portfolio of Deluxe s<strong>to</strong>ck that now<br />

provides <strong>the</strong> basis of his philanthropy.<br />

In addition <strong>to</strong> all <strong>the</strong> good work <strong>the</strong> Slipkas do,<br />

<strong>the</strong>ir nephew Ken serves as a member of <strong>the</strong><br />

<strong>Inver</strong> <strong>Hills</strong> <strong>Community</strong> <strong>College</strong> Foundation<br />
