COMMUNITY ECONOMIC DEVELOPMENT PROGRAM
LOCAL, SMALL, AND EMERGING BUSINESS OPPORTUNITIES
The Los Angeles Community College District’s (District) Board of Trustees (“Board”) seeks to
continue and further its mission to contribute to the economic development of the community
through the inclusion of local, small and emerging businesses. To that end, the Board adopted
Board Rule 7103.17 Opportunities for Local, Small and Emerging Businesses.
A. Definitions.
1. “Proposal” shall mean all facilities proposals that are projected to be funded by at least fifty
percent (50%) by the funds from Proposition A, AA or Measure J;
2. “Emerging” shall mean a firm that has been in business in its substantially current form for
up to five (5) years;
3. “Local” shall mean a business that has its principal headquarters located within Los Angeles
County;
4. “Small” shall be defined in the same terms as defined by the U.S. Small Business
Administration (http://www.sba.gov/content/am-i-small-business-concern);
5. “Reimbursable Expenses” shall mean expenses such as photocopying, travel, telephone
other services provided by another business, that are specified as permissible under the
agreement, and that are less than ten percent (10%) in the aggregate of the total
agreement. Reimbursable Expenses shall not include performance of services or materials
supplies that are subcontracted to another person or firm.
B. Goals.
The Board has established a goal of twenty-eight percent (28%) participation of Local, Small or
Emerging businesses in its agreements regarding facilities awarded each fiscal year.
C. Proposing.
As a condition to be considered responsive, a Proposer must submit a completed Outreach
Certification Form OR-110, attached hereto, certifying that it has satisfied one of the below
requirements:
1) Demonstrated participation of at least twenty-eight percent (28%) of the total proposal being
performed by Local, Small and Emerging businesses by submitting a completed Local,
Small, and Emerging Business Identification Form OR-120, in the form attached hereto, and
a completed Subconsultant Business Identification Form OR -125, in the form attached
hereto, from each Subconsultant identified in the OR-120, with the Proposal; or
2) Demonstrated Good Faith Effort (GFE) to include Local, Small or Emerging businesses, in
accordance with the requirements found in Section D Good Faith Effort below, and a
completed Good Faith Effort Certification Form OR -160 and submission, within five (5)
business days of request by District, of evidence of such good faith effort as required by
Good Faith Effort Certification Form OR -160; or
3) Provide certification that it intends to perform ninety-five percent (95%) of the work with its
own employees, excluding Reimbursable Expenses.
