President’s Message 

Having just returned from the races in Spokane and 

even having my car come back in one piece, I want 

to share some thoughts about the race weekend. 

ICSCC had a great turnout of drivers for Team Continental’s 

races at Spokane — approximately 425 entries 

for the two races. Thank you drivers (especially 

Brad Pugh) and crew for your support! It looks like 

we will be going back next year. 

Talking with drivers over the weekend it appears the 

large turnout resulted from a variety of reasons. 

1. Scheduling – the July date filled a large void in 

our race schedule. 

2. New and Different Track – many of our newer 

drivers had never been to Spokane before. 

3. Distance – Spokane is much closer to Portland, 

Seattle and Canada than Thunderhill was. 

4. Team Continental Event – TC has a reputation 

for putting on fun races and many drivers wanted to 

support TC’s effort. 

5. Double Races – drivers were able to compete in 

two out of town races with one tow. 

6. The Track Itself – Spokane Raceway is a fun 

track to drive and many drivers, myself included, just 

love to race there. 

7. Double Championship Points on Monday – drivers 

going after championships made every effort to 

be at the race. 

8. Vacation – Several drivers made a vacation out of 

the trip. 

Team Continental is the only Member club that puts 

on just one race weekend a year. When you only 

get one chance you need to get it right the first time. 

TC got it right. It is extremely difficult and time consuming 

to put on a race, especially at a track almost 

400 miles from home. TC’s race chairman, Scott 

Hanken, did an outstanding job. Hopefully he will do 

it again next year. Scott had tremendous support 

from many other TC, Cascade, Northwest Motorsports 

and META members. This race would not 

have been a success without their efforts and hard 

work. Thanks to all who helped and participated. 

It is now August and that means it’s rule change 

time in the Pacific Northwest. Drivers, crew and 

workers - your clubs will soon be holding rule change 

meetings: these must take place prior to September 

10 th . Please participate and make your ideas known 

so we can continue to have safe, fair and fun racing. 

ICSCC is a unique racing organization that allows 

and encourages licensed drivers to determine most 

of the rules they race under. No other race sanctioning 

body gives so much power to their drivers. If you 

don’t go to the meetings and vote, you give your 

power to others. 

Finally, you still have five opportunities left this year 

to race with ICSCC. August and September are the 

best months for racing. With your driving skills tuned 

by previous races, the air temperatures starting to 

drop, class championships getting tighter and the 

kids heading back to school, you won’t want to miss 

any of our last five races.

This schedule forms part of the Supplemental Regulations

SCCBC Event Supplementary Regulations 2004 

Your application/entry to the event constitutes acceptance of these Supplementary Regulations. Infractions will result in penalties being 

assessed to the driver. 

1. All events are to be held on the Mission Raceway Park road course in a counter clockwise direction. 

2. All events will be timed & scored by the AMB Transponder System. Race cars must have a suitable transponder installed and 

operating in each session. 

3. Open to cars eligible under ASN Canada FIA, CACC, SCCA or ICSCC current regulations. 

4. Insurance shall be as per ASN Canada FIA and CACC regulations or ICSCC as applicable. 

5. All competitors, entrants, crewmembers and guests must sign the official release agreement and waiver. 

6. All minors (under 19) require a signed "minor waiver" for each event (available at Registration). 

7. Minors (16 and over) are allowed to be in hot pits provided a parent/legal guardian has signed the appropriate minor waiver. 

8. NSF cheques will be charged an additional $25.00 Canadian fee. 

9. Competitors affected by a race cancellation will be notified by telephone, if possible, or by first class letter. 

10. Consumption of alcohol during an event is NOT PERMITTED at Mission Raceway Park! You are responsible for the 

behavior of your crew and guests. 

11. Registration & Tech hours, and procedures for handling Late Entries as per the race announcement. 

12. Driver Services and the Official Notice Board are located in the SCCBC Clubhouse near Pregrid. 

13. Novice/License Director will be located just west of the entrance to pit lane. 

14. No racing engines may be started prior to 8:50am. Warm as quietly as possible until 9:00am. 

15. The scales will be open Saturday from noon and Sunday all day. 

16. No skateboards, scooters, or roller blades. Bicycles and small motorized vehicles allowed by permission of the Race Chairmen only. 

Permission may be withdrawn at any time. NO ONE UNDER 16 IS ALLOWED TO OPERATE A MOTORIZED VEHICLE! 

17. Both paved lanes in the Paddock area run EASTBOUND after 8:50am. Speed Limit: SLOW - excessive speed will be subject to 

penalties assessed by the Race Chairmen. 

18. Refueling not allowed in Pregrid. Fueling in the Hot Pits requires a crewmember assigned only to manning a fire bottle. 

19. NO SMOKING or animals allowed in Hot Pits, Pregrid, or any Mission Raceway Park Building. 

19. The Hot Pit speed limit is Fifty (50) Kilometers per hour (30 mph). The Hot Pit Lane ends at the Starters Tower. 

21. Only ONE support vehicle allowed in Paddock/Pit area. Roads MUST remain clear. All Support vehicles and trailers must be parked 

perpendicular to the track unless permission is obtained in writing from the organizer. 

22. No race vehicle may exceed 95decibels (db) measured at 50ft. from the racing surface. Readings will be taken at an acceleration point 

Cars exceeding the db limit will have their Qualifying times erased or be Disqualified from their race. 

23. Damage to track, grounds, buildings or equipment, regardless of cause, will be charged to the driver responsible. Damage to paved 

areas may result in fines. You are required to protect the asphalt from damage by jacks, jack stands, poles, etc. 

24. If entries exceed the number of cars allowed on the track (determined by the Race Chairmen) for a particular group, drivers and cars 

entered as an "additional entry" will be restricted from participating, based on the date the entries were received. This is in order to 

allow participation by those for whom the event is their primary event, including novices upgrading to a championship event. 

25. All entries for this event shall present, at tech inspection, empty sealable container(s) marked with the driver's name and number, 

capable of holding 8 L. (2 gal.) of liquids. These are to be used to remove all oil, cleaners, brake fluid, etc. from Mission Raceway 

Park. There will be no oil drums provided. 

26. All hazardous waste spills are to be reported to the Race Chairman. Anyone caught dumping oil will be FINED and BANNED from 

the raceway. 

27. DO NOT BLOCK THE PAVED PADDOCK LANES DURING RACES. Trailers may be loaded at the back of the paddock, on 

the gravel 

28. Tire scrubbing is not allowed at any time during practice or qualifying sessions. Scrubbing is allowed only on the pace laps 

preceding the initial green flag starting a race, under pace car control. 

29. The importation and use of leaded fuels for use in motor vehicles is permitted in Canada only for use in racing vehicles. Leaded fuel is 

not available for sale at gas stations in Canada. 

30. No open fires anywhere! Barbecues will be the only exception as long as they are away from any combustible source such as gas cans, 

gas tanks or fuel cells, etc. 

31. No overnight camping at the track Sunday night. 

32. Gates are locked for the evening at 10:30pm and reopened at 7:00am. In case of emergency call the number posted on the inside 

of the gate. There is a pay phone at the east end of the spectator parking lot. 

33. Long pants, sleeved shirts, closed toe shoes, and visible wristbands are to be worn in the Pregrid, Hot Pits and Impound areas. 

34. Cars arriving at Pregrid after the 5-minute warning will be put at the back of the grid 

35 All pets must be on a leash while on site. 

36 Late Registrations on Sunday MAY be accepted, at the Race Chairmen’s discretion. 

37 BLEND LINE. On entering the track, keep four (4) wheels to the right of the solid line, two (2) wheels to the right of the dash line.

The Goodyear Bridge will be open from 7AM till 10PM Saturday and all day Sunday. 

This is a spectator event. Tickets will be on sale at $5.00 each for both days. We will also be 

selling lunchtime rides for workers, crew, and spectators. All proceeds go to Doernbecher 

Children’s Hospital. Drivers: Please bring that extra seat and seatbelts for your racecar, and 

help out by giving rides around the track. 

This race is sanctioned by ICSCC, under the 2004 regulations as a championship race, organized by the Cascade

CSCC Supplemental Regulations 2004 

Infractions will result in penalties assessed to the driver. 

1. Open to cars eligible under ICSCC current regulations. 

2. This event is organized under 2004 ICSCC Competition Regulations, and all who enter PIR are subject to them. 

Cascade Sports Car Club reserves the right to refuse entry to this event or to PIR at any time. 

3. Alcoholic beverages allowed in the beer garden area only, and only after the track closes. You may not bring alcohol 

into PIR! This is an Oregon Liquor Commission requirement. Any person caught bringing alcohol into PIR will be 

banned from the raceway. 

4. Registration closes at 1:30 pm Saturday and at 10:00am on Sunday. 

5. Competition numbers must be readable: Section 1106 enforced. 

6. Late entries handled according to ICSCC rules. Entries received after the postmark deadline will be charged $50. 

7. Under 18 years old not allowed in hot pits, pre-grid or on victory laps. Under 12 must have direct adult supervision at 

all times. 

8. A current and properly completed minor release form, signed by an authorized adult, must be on record for all minors 

brought into PIR. 

9. The scales will be open Saturday from noon and Sunday all day. 

10. No skateboards or scooters allowed in the paddock area. Users of bicycles and small motorized vehicles may have 

riding privileges revoked at any time by the Race Chairperson. 

11. Refueling not allowed in pre-grid. Fueling in the hot pits requires a crew member assigned only to manning a fire 

bottle. Excess spillage will result in a penalty. 

12. No smoking allowed in hot pits, pre-grid or any PIR building. 

13. Only one support vehicle allowed in paddock. Pit and pre-grid roads must remain clear. 

14. Noise rule ICSCC 1112 enforced! 103 dB at 50 ft.: no exceptions! 

15. Oregon State Law requires functioning mufflers to be used at PIR. Functioning mufflers must be capable of reducing 

sound energy by at least 5dB at trackside. Cars losing mufflers, even if they are still below the sound level, will be 

black-flagged immediately. 

16. Damage to the track, grounds or buildings, regardless of cause, will be charged to the driver responsible. Also, damage 

to any equipment or devices used by the sanctioning body (ICSCC) or sponsoring club (CSCC) to conduct this race, 

regardless of cause, will be charged to the driver responsible. 

17. Family and crew members of drivers are to contact the land line communication person at pre-grid with any questions 

regarding their driver or car. 

18. All entrants for this event shall present at tech inspection an empty, seal able container or containers, marked with the 

driver’s name and license number, capable of holding 2 gallons of liquid. These are to be used to remove all oil, 

cleaners, brake fluid, etc. from PIR. There will be no drums provided. 

19. Anyone caught dumping oil at the raceway will be fined and banned from the raceway. This is a PIR regulation. 

20. If entries exceed the number of cars allowed on the track for a particular event, drivers and cars entered as an 

“additional event” will be restricted from participating, on a first-come, first-served priority based on the date entries 

were received. This is in order to allow participation by all drivers for whom the event is their primary event, 

including Novices upgrading to a championship event. 

21. NSF checks will be charged an additional $50 fee. 

22. The racing “hot pit” is defined as that area under the control of Hot Pits personnel. This area is located immediately 

west of the break in the concrete wall half way up the pit lane. Per ICSCC rule #1607, any person over that “pit wall” 

during practice, qualifying or races shall wear long pants, shirts that cover the shoulders, and shall not be barefoot or 

wear open-toed shoes. At the one minute warning, pre-grid becomes a “hot” area. At that time, pre-grid must be 

cleared of all crew, support personnel and spectators. Notwithstanding the above, ICSCC rule #1607 does not apply to 

the pre-grid area. 

23. Working transponders will be required for practice, qualifying, and racing. 

24. All cars that are towed into the paddock area are subject to being dropped off in impound. 

25. In order to receive a refund you must notify registration if you are withdrawing from the event after you have checked 

in at registration.

Race Steward’s Report 

In the last Memo I covered the interpretation of our rules 

regarding passing and leaving racing room. I promised a 

follow-up to answer a few questions about blocking. Also 

in this issue, some of the reasons I will be recommending 

HANS devices in our 2005 rules package, and a warning 

to make sure you have a tow eye as required by our 

rules. 

Blocking: Rule 1518 covers blocking in our Competition 

Regulations. To paraphrase, blocking is changing your 

line to prevent passing. Telling you what blocking ‘IS’ is 

easy. Moving across the track to ‘block’ a competitor’s 

progress is blocking. 

leave racing room for a competitor once they do manage 

to get alongside. The lesson I’ve learned from watching 

this action is that you had better know where your competitor 

is before you try to occupy the same space he 

does. 

HANS devices: At the Spokane race we had an incident 

where 2 sports racers fell of the track. Both racers were 

wearing HANS devices, and both credited them with the 

lack of neck injuries. This makes 6 drivers who have 

credited their HANS devices with reducing injury this 

year. I would like your feedback on making HANS devices 

mandatory in ICSCC racing. I believe they have 

value to all drivers, but I also believe the value in open 

wheel cars is greater. There will be a rule proposal on 

mandatory HANS devices. Take this opportunity to let 

me know your thoughts. 

Describing what blocking ‘is not’ is a little tougher. But I 

believe this helps with the interpretation for racers. 

Choosing a line down the center of the track; turning to 

the apex when a following competitor has barely overlapped 

your bumper; choosing the inside line under braking 

are not blocking, per se. 

However, once you choose your line you could be 

charged with blocking if you move over to impede the progress 

of another car. 

I have watched several videos lately of some very close 

racing with no blocking. I’ve also had the displeasure of 

showing the black flag to a driver who was blocking a 

competitor at Mission. But, the main offense I have seen 

in close racing this season isn’t blocking, but failing to 

Towing Eyes: I’ve been fielding complaints from our 

workers on their attempts to tow cars that do not have tow 

hooks readily accessible. Tow hooks are required by our 

rule 1105.G on all cars that do not have an exposed roll 

bar. Beginning with the Seattle race on August 8/9, there 

will be a penalty assessed to any driver needing to be 

towed who does not have an appropriate/adequate tow 

hook in place. The Stewards will be cruising the pits and 

tech area with friendly reminders, and we’ll be asking tech 

to check for a hook prior to issuing tech stickers. Please 

read this rule and make sure you are in compliance.
