and crafts, and year-round events honor and celebrate<br />

history today.<br />
Located just 25 miles from the Gulf of Mexico and 14<br />
miles south of Georgia, Tallahassee is situated in the<br />
Panhandle area of Florida. With four major highways<br />
- I-10, US 27, US 319 and US 90 – leading into<br />
Tallahassee, a regional airport with major airline<br />
carriers, a private charter airport and many rental car<br />
companies, getting to and around Tallahassee is<br />
simple and stress-free.<br />
Tallahassee is the home of Florida State University,<br />
Florida Agricultural and Mechanical University, a<br />
large Tallahassee Community College and seven postsecondary/private<br />
schools. Tallahassee’s multiple<br />
premier research and education institutions are<br />
attracting world-class talent while also providing<br />
training programs for a variety of skill-sets, including<br />
certification through doctoral degrees.<br />

AIRPORT<br />
In 1929, the City of Tallahassee opened its first<br />
municipal airport, Dale Mabry Field. At that time, the<br />
airport had one grass landing strip. In 1938-39, the<br />
United States Army established a fighter pilot training<br />
school at this location and developed three runways to<br />
serve their needs. This facility continued to provide<br />
military operations and commercial service to the<br />
community. The Dale Mabry Field site was<br />
abandoned in 1961 when a new facility was<br />
completed adjacent to the present airport site. This<br />
facility, originally designed to accommodate air traffic<br />
needs through 1975, expanded to meet the<br />
transportation needs of Florida's capital city and the<br />
surrounding region until the late 1980's. On December<br />
3, 1989, the city opened the existing $33 million,<br />
airline passenger terminal. The airport anticipates that<br />
these facilities and surrounding land development<br />
opportunities will enable the Tallahassee Regional<br />
Airport to provide world class aviation transportation<br />
services for business and leisure travelers well into the<br />
next century.<br />
The Tallahassee market area of more than 1.4 million<br />
total populations includes Tallahassee, eleven<br />
neighboring Florida counties and twelve southern<br />
Georgia counties.<br />

Tallahassee Regional Airport accounts for 32% of air<br />
passenger travel in the Northwest Florida Region. On<br />
February 20, 2000, the passenger terminal was officially<br />
renamed the Ivan Munroe Terminal in honor of Tallahassee<br />
aviation pioneer Ivan Munroe.<br />
THE RESPONSIBILITIES OF THE<br />
DIRECTOR OF AIRPORT<br />
The Director is appointed by and serves<br />
at the pleasure of the City Manager of Tallahassee, who is<br />
appointed by the Tallahassee City Commission. There are<br />
approximately 50 full-time and part-time employees for the<br />
aviation department grouped under the following divisions:<br />

Environmental/Technical Services.<br />
The City's Police and Fire Departments provide law<br />
enforcement and Aircraft Rescue and Firefighting Services<br />
at the Tallahassee Regional Airport.<br />
Executive Division is responsible for managing the<br />
Aviation Division's proposed "Vision 2020" with five<br />
strategic cornerstones to include, building a high<br />
performance organization, expanding for the future,<br />
preserving the airport's financial health, building stronger<br />
relationships in the community, enhancing and delivering<br />
Best-In-Class customer service, and providing overall<br />
direction and guidance for the airport staff. Responsibilities<br />
include: monitoring and responding to federal, state, and<br />
local regulatory requirements; meeting and exceeding<br />
passenger service demands and expectations through air<br />
service development; media and community relations;<br />
strategic planning; and providing safe and efficient airport<br />
operations.<br />
Commercial Development Division manages commercial<br />
tenants for the Aviation Division to include lease<br />
management and tenant compliance/customer service,<br />
ACDBE programming of the following commercial lines<br />
of business: concessions (food and beverage, news and<br />
gifts, rental car, specialty retail, personal services, baggage<br />
services, advertising, banking, parking management, art<br />
and music programs).<br />
Finance and Administration Division manages and<br />
provides financial management at all levels of the Aviation<br />
Division. Responsibilities include but not<br />
limited to: accounting:<br />
human resources management; procurement and risk<br />
management review; organizational development and<br />
training; and internal audit.<br />
Facilities and Maintenance Division manages all real<br />
properties for the Aviation Division. Responsibilities<br />
include but not limited to: exterior terminal, landscape and<br />
roadway maintenance; building code compliance and<br />
electrical compliance (local, state and federal); facility<br />
maintenance, repair and inspection; ground transportation<br />
center management and compliance; structural<br />
maintenance and repairs.<br />
Operations, Security, Information Technology Division<br />
manages the oversight and regulatory relationships, as well<br />
as operations, security, and information technology for<br />
the Aviation Division. Responsibilities include: managing<br />
aeronautical revenue streams (general aviation, cargo,<br />
commercial and Fixed Based Operators FBO's); FAA,<br />
TSA, FBI, DOHS regulatory compliance; landside and<br />
airside operations; training and safety compliance;<br />
expanded Communication Command Control Center (C4);<br />
police and fire rescue; and all other airfield miscellaneous<br />
agencies.<br />
Planning, Development and Environmental/Technical<br />
Services Division manages oversight of construction<br />
contracts and provides engineering management support to<br />
the Aviation Division.<br />
Responsibilities include: engineering review (mechanical,<br />
structural, HVAC and electrical); architectural design;<br />
CADD mapping, oversight, compliance and management<br />
of DBE, MBE, WBE contracts and constructions;<br />
structural/land records; storm water management;<br />
economic development; and environmental compliance.<br />

Airport Advisory Committee<br />
This committee serves in an advisory capacity to the<br />
Tallahassee City Commission and to the Aviation<br />
Department, on issues presented to the committee<br />
related to the operation and promotion of Tallahassee<br />
Regional Airport, economic development<br />
opportunities and activities prompted by its presence<br />
and functions.<br />
The Airport Advisory Committee consists of 18<br />
members recommended by the Mayor and appointed<br />
by the City Commission.<br />
‣ Project a strong professional presence in<br />
appearance, actions, and personal demeanor in<br />
representing the City, and be a person who can<br />
inspire confidence and credibility with regard<br />
to the Aviation Department affairs.<br />
‣ Have financial management and conceptual<br />
abilities involving budgeting, financial<br />
forecasting, cost-benefit analysis, and capital<br />
improvement programming, and leases and<br />
permits for property and facilities.<br />
THE IDEAL CANDIDATE<br />
‣ Have strong leadership and interpersonal skills<br />
and special capability in the direction and<br />
utilization of organizational resources and<br />
talent toward promoting and maintaining high<br />
staff and employee morale, resulting in<br />
delivery of the Aviation Department services<br />
in a productive, cost-effective, and "customer<br />
service focused" manner.<br />
‣ Have exceptional management, interpersonal,<br />
and communication skills with a hands-on and<br />
proactive approach to addressing a broad range<br />
of aviation planning challenges and related<br />
issues.<br />
‣ Be familiar with strategic planning practices<br />
leading to activities and policy development<br />
which anticipate future opportunities, issues,<br />
and concerns, assisting the City Manager and<br />
Commission in implementing long-range<br />
plans.<br />
‣ Identify and evaluate specific organizational<br />
planning problems and provide new and<br />
revised solutions to these complex challenges.<br />
‣ Strong understanding of FAA regulations,<br />
Aviation industry standards, State statutes and<br />
City ordinances.<br />
‣ Have sufficient experience to provide a strong<br />
sense of direction for the department. Imprints<br />
values on members of the organization. Aligns<br />
individual efforts and abilities toward<br />
organizational goals. Develops and maintains<br />
personnel as an effective team.<br />

JOB REQUIREMENTS<br />
Minimum Training and Experience<br />
Possession of a bachelor’s degree in airport management, public or business administration or a related field<br />
and seven years of administrative and managerial experience, three of which must have included airport<br />
facilities administration and management, and at least one of the following: long range airport planning, airport<br />
marketing, and contracts negotiations and administration; or an equivalent combination of training and<br />
experience. Three years of the required experience must have been in a supervisory capacity.<br />
Necessary Special Requirements<br />
In accordance with 49 CFR Part 1542, employees must successfully complete a fingerprint-based criminal<br />
history records check and personal background check prior to employment.<br />
Must possess a valid Class E State driver's license at the time of appointment.<br />
An incumbent of this job classification will be required to file a financial disclosure statement with the<br />
Supervisor of Elections in their county of residence, in compliance with Florida Statutes, Chapter 112, Part III.<br />
Such filing is required within 30 days of placement in a covered position, annually thereafter by no later than<br />
July 1 of each year in which they serve in the covered position, and within 60 days of leaving the covered<br />
position.<br />
Note: Preference may be given to applicants with experience in commercial airport management and<br />
administration<br />
