BAY AREA RAPIDTRANSIT DISTRICTThe Mission of the San Francisco Bay AreaRapid Transit District is to provide safe, clean,reliable, and customer-friendly regional publictransit service in order to increase mobility andaccessibility, strengthen community and economic prosperity, andpreserve the environment in the Bay Area. BART is widely regarded assuccessfully doing just that, by those in the Bay Area and by those in publictransit nationally. This is one of America’s premier systems.BART began construction of the Trans-Bay Tunnel and the core system in1964, and initiated revenue service in 1972. With continual line extensionssince, it now serves a population area of 3 million people. Up to 90% of itsfleet of over 600 railcars is needed to transport the nearly 350,000 peoplewho ride BART each weekday among its 43 stations in the region, making 104 millionpassenger trips a year. BART has over 3,100 employees and an operating budget of$600 million annually.ORGANIZATIONAL DESIGNAND GOVERNANCEThe Mission of theBay Area Rapid TransitDistrict is to provide safe,clean, reliable, and customerfriendlyregional publictransit service...The BART Board of Directors consists of nine members, each elected to a fouryearterm from one of nine election districts within the counties of Alameda,Contra Costa and San Francisco that comprise the communities that contributeto the BART budget. The Board appoints four officers for the District, the GeneralManager, General Counsel, Controller Treasurer, and the District Secretary.The Chief of Police reports directly to the General Manager.THE OFFICE OF THE INDEPENDENTPOLICE AUDITORThe Independent Police Auditor reports directly to the BART Board of Directors.The Office of the Independent Police Auditor was established within the pastyear, both as a best practice in public safety management, as well as in responseto a serious officer-involved incident in early 2009, which continues to carrya high level of community concern. Aneleven member Citizen ReviewBoard was also established toprovide additional civilianoversight of the BARTPolice Department.Citizen Review Boardmembers will be appointedby the BARTBoard of Directors.The Independent Police Auditor willreceive and act on citizen complaints,review Internal Affairs investigationsconducted by the BART Police Department,establish a mediation functionfor resolution of certain types of complaints,act as a monitor with respect toall aspects of the investigation of anon-duty officer involved shooting, developrecommendations concerningprocedures and practices of the BARTPolice Department, establish and maintainappropriate records, maintain ongoingcommunication and outreach to theBART Police Associations and thegreater BART community, and takeother actions appropriate to and authorizedfor the Office.The Independent Police Auditor willhave unfettered access to police reportsand records, and the ability to compelthe cooperation of sworn personnel inthe conduct of his/her responsibilities,all with due regard to relevant confidentialityrequirements.The Independent Police Auditor willprovide monthly reports to the CitizenBoard on all issues within the purviewof the Office, and will closely coordinatethe work of the Office with theCitizen Board.The primary interface of the IndependentPolice Auditor will be the BARTPolice Department, which is composedof 296 personnel, of which 206 aresworn peace officers of the State ofCalifornia. Community-service officers,communications/9-1-1 dispatchers, revenueprotection-guards, clerical staff andsupervisors comprise the Department’scivilian employees. The Departmentprovides the full range of police servicesfor the District.
