Francisco Bay. Piedmont is centrally located within a<br />
few minutes from Oakland and San Francisco on the West and Concord<br />
and Walnut Creek on the East. Within Piedmont’s 1.7 square-mile area<br />
there are five parks and numerous landscaped areas which offer wooded<br />
paths, tennis courts, children’s playgrounds and picnic facilities.<br />
The City, which is virtually built out, consists of established, high-quality single<br />
family homes on quiet tree-lined streets. A large percentage of the population<br />
are long-time residents while younger families are bringing an increased diversity<br />
to the community. Although the commercial district is extremely limited,<br />
the city has an estate zone in which lot size must be at least 20,000 square feet.<br />
Many of the homes in this zone date from the turn of the century and are<br />
important both historically and architecturally. A significant portion of the city is<br />
located in canyon areas with urban/wild land intermix.<br />
The residents of Piedmont take pride in their community and enjoy many city<br />
sponsored events, such as movies and concerts in the park, the annual Martin<br />
Luther King Day celebration, and the well-known 4th of July parade.<br />
THE CITY<br />
Piedmont was incorporated in 1907 and is a full service city operating under a<br />
City Council/Administrator form of government. Five council members are<br />
elected at-large on a nonpartisan basis to staggered, four-year terms. The council<br />
chooses a mayor and vice-mayor from among its members, and city officials<br />
are appointed by the City Council. The departments within the city include<br />
Administration, Finance, Planning, Public Works, Police, Fire and Recreation.<br />
The city also operates KCOM-TV Channel 27, a government/educational<br />
access station.<br />
The city employs approximately 94 full-time<br />
employees and operates with an<br />
annual budget of $22.5 million.<br />
THE<br />
DEPARTMENT<br />
The Piedmont Police Department employs<br />
20 sworn personnel (the Police<br />
Chief, one Captain, four Sergeants and<br />
fourteen Police Officers), professional<br />
personnel (five Dispatchers, two Animal<br />
Services Officers and one Administrative<br />
Assistant), part-time Per Diem Dispatchers,<br />
and part-time Parking Enforcement<br />
Officers. Volunteers in Public Safety<br />
(VIPS) and Police Explorers round out<br />
the staff of devoted public servants.<br />
The Department has a budget of $5.4<br />
million.<br />
The Office of the Chief provides overall<br />
administration and management of<br />
the Police Department to ensure appropriate<br />
service levels to the community.<br />
Specific responsibilities include:<br />

The Operations Division of the Piedmont Police Department is tasked with<br />
providing primary policing services to the community, 24-hours per day, every<br />

Services and Dog Licensing, Anti-terrorism Liaison, Bicycle Patrol and Problem<br />
Solving, Crime Prevention & Neighborhood Watch, Crossing Guards, Dispatch<br />
(Police-Fire-Medical), Fleet Maintenance, Parking Enforcement, Internal Affairs,<br />
Patrol, Payroll, Police Explorers, Scheduling, Solicitor Permits, Traffic, and Training.<br />

IDEAL CANDIDATE<br />
The City Council is seeking a Police Chief who can be a strong leader<br />
for the Department. An individual with the ability to hold people<br />
accountable, be a mentor to staff, and build on the positive relationships<br />
with other department heads is being sought.<br />
A team player who can communicate with people at all levels<br />
and have the ability to form partnerships is highly desired.<br />
Exceptional interpersonal and communication skills are vital<br />
members of the staff.<br />

The selected candidate will have a<br />
bachelor’s degree with major course<br />
work in criminology, law enforcement,<br />
social or police science, public administration<br />
or a related field and four years
of command or supervisory experience in the police service<br />
equivalent to the level of Captain or above. Candidates must<br />
possess P.O.S.T. certificates through the advanced level.<br />
COMPENSATION<br />
The salary for the Police Chief is dependent upon qualifications. The<br />
current salary is $172,692. The City also offers an attractive benefits<br />
package including:<br />
Retirement – The City is currently negotiating options for a two tier<br />
system. It is likely that the second tier applicable to this position will be 2%<br />
@ 50. Current employees are under the 3% @ 50 plan. The city’s contract<br />
also provides for credit for unused sick leave in accordance with Government<br />
Code Section 20965 of the California Public Employees’ Retirement<br />
Law, and retiree health coverage for eligible retirees and their qualified dependents.<br />
Health Insurance – The city participates in the CalPERS health plan, which<br />
offers a variety of plans to choose from. The city pays up to the Kaiser rate.<br />
Dental Insurance – The city offers Delta Dental Premier, which includes a<br />
$2,000 annual maximum, and orthodontics with a $5,000 lifetime limit.<br />
Vision Insurance – Provided by the city, with eligibility for an exam and glasses<br />
every 12 months.<br />
Life Insurance – Provided in the amount of twice the employee’s annual<br />
salary.<br />
Uniform Allowance – Provided.<br />
Holidays – 12 designated days and one floating holiday.<br />
Personal Leave – Up to eight days of personal leave with pay each year.<br />
