beautiful Oakland Hills, overlooking the San<br />
Francisco Bay. Piedmont is centrally located within a<br />
few minutes from Oakland and San Francisco on the West and Concord<br />
and Walnut Creek on the East. Within Piedmont’s 1.7 square-mile area<br />
there are five parks and numerous landscaped areas which offer wooded<br />
paths, tennis courts, children’s playgrounds and picnic facilities.<br />
The City, which is virtually built out, consists of established, high-quality single<br />
family homes on quiet tree-lined streets. A large percentage of the population<br />
are long-time residents while younger families are bringing an increased diversity<br />
to the community. Although the commercial district is extremely limited,<br />
the city has an estate zone in which lot size must be at least 20,000 square feet.<br />
Many of the homes in this zone date from the turn of the century and are<br />
important both historically and architecturally. A significant portion of the city is<br />
located in canyon areas with urban/wild land intermix.<br />
The residents of Piedmont take pride in their community and enjoy many city<br />
sponsored events, such as movies and concerts in the park, the annual Martin<br />
Luther King Day celebration, and the well-known 4th of July parade.<br />
THE CITY<br />
Piedmont was incorporated in 1907 and is a full service city operating under a<br />
City Council/Administrator form of government. Five council members are<br />
elected at-large on a nonpartisan basis to staggered, four-year terms. The council<br />
chooses a mayor and vice-mayor from among its members, and city officials<br />
are appointed by the City Council. The departments within the city include<br />
Administration, Finance, Planning, Public Works, Police, Fire and Recreation.<br />
The city also operates KCOM-TV Channel 27, a government/educational<br />
access station.<br />
The city employs approximately 94 full-time<br />
employees and operates with an<br />
annual budget of $22.5 million.<br />
THE<br />
DEPARTMENT<br />
The Piedmont Police Department employs<br />
20 sworn personnel (the Police<br />
Chief, one Captain, four Sergeants and<br />
fourteen Police Officers), professional<br />
personnel (five Dispatchers, two Animal<br />
Services Officers and one Administrative<br />
Assistant), part-time Per Diem Dispatchers,<br />
and part-time Parking Enforcement<br />
Officers. Volunteers in Public Safety<br />
(VIPS) and Police Explorers round out<br />
the staff of devoted public servants.<br />
The Department has a budget of $5.4<br />
million.<br />
The Office of the Chief provides overall<br />
administration and management of<br />
the Police Department to ensure appropriate<br />
service levels to the community.<br />
Specific responsibilities include:<br />
• Implementation and carrying out<br />
the policy and direction of the City<br />
Council and City Administrator.<br />
• Providing the vision and direction<br />
for Department employees to enable<br />
and promote the enhanced<br />
quality of life in all of our neighborhoods<br />
and to always maintain a<br />
focus on the residents in the delivery<br />
of police services to the community.<br />
• Appointment and retention of employees.<br />
• Interacts with department union<br />
representatives and legal counsel.<br />
• Preparation and administration of<br />
the budget.<br />
• Maintenance of personnel files and<br />
department records in accordance<br />
with city, state and federal requirements.
