3.8 Cab<strong>in</strong>et <strong>Information</strong> and Decision Support<br />

Center<br />

The Cab<strong>in</strong>et <strong>Information</strong> and Decision Support Center (CIDSC) serves the executive<br />

branch of the national government and reports directly to the Prime M<strong>in</strong>ister. It is one of the most<br />

active and technically capable organizations work<strong>in</strong>g <strong>in</strong> <strong>in</strong>formation systems <strong>in</strong> <strong>Egypt</strong>. Early <strong>in</strong><br />

1996, CIDSC helped create some thirteen commercial Internet Service Providers (ISPs) <strong>in</strong> <strong>Egypt</strong>.<br />

Currently, all ISPs except one connect through CIDSC for Internet access. Under their <strong>Egypt</strong><br />

<strong>Information</strong> Highway Project, CIDSC has created a series of Websites provid<strong>in</strong>g <strong>in</strong>formation on<br />

<strong>Egypt</strong>ian culture, tourism, bus<strong>in</strong>ess, governorates, and health care.<br />

<strong>Health</strong>Net, CIDSCs Website for health care <strong>in</strong>formation, has been physically moved to a<br />

Web server at MOHP headquarters. MOHP currently does not have the capacity to manage the<br />

site, which is designed for public rather than <strong>in</strong>ternal use.<br />

Among CIDSC's many projects are programs to support <strong>in</strong>formation systems efforts <strong>in</strong><br />

the m<strong>in</strong>istries and governorates. The CIDSC helped establish a Governorate <strong>Information</strong> Center<br />

(GIC) <strong>in</strong> each governorate as part of their Governorates Program. These GICs are now largely<br />

<strong>in</strong>dependent, report<strong>in</strong>g directly to the governor <strong>in</strong> each governorate. The CIDSC cont<strong>in</strong>ues to<br />

provide tra<strong>in</strong><strong>in</strong>g and technical support. Each GIC provides basic <strong>in</strong>formation on each major<br />

government sector monthly to the governor and the CIDSC. Separate data collection by GICs and<br />

other sectoral <strong>in</strong>formation centers duplicates effort and causes confusion among data providers.<br />

When reliable <strong>in</strong>formation is available from m<strong>in</strong>istry <strong>in</strong>formation systems, CIDSC prefers not to<br />

duplicate the data collection effort. For several years GICs and the CIDSC have been gett<strong>in</strong>g<br />

education statistics directly from the Education <strong>Management</strong> <strong>Information</strong> System of the M<strong>in</strong>istry<br />

of Education.<br />

Recently CIDSC approached the MOHP offer<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g and technical assistance to build<br />

the necessary <strong>in</strong>formation system <strong>in</strong> health. Although there are several good private sector tra<strong>in</strong><strong>in</strong>g<br />

providers, CIDSC tra<strong>in</strong><strong>in</strong>g programs have become a significant resource to many m<strong>in</strong>istries.<br />

Because they pay competitive salaries, they also have some of the best technical talent <strong>in</strong> the<br />

country. As mentioned earlier, the HIS team is now coord<strong>in</strong>at<strong>in</strong>g efforts with the CIDSC.<br />

CIDSC has been criticized for overstepp<strong>in</strong>g its mission and effectively try<strong>in</strong>g to<br />

nationalize <strong>in</strong>formation systems development <strong>in</strong> <strong>Egypt</strong>, an area that should be supported by a<br />

healthy private sector. There is ample evidence of CIDSC political ambition. An awkward<br />

political turf battle erupted when CIDSC attempted to provide technical assistance to the<br />

Parliament. However, at a technical level CIDSC provides some of the best resources <strong>in</strong> the<br />

country. CIDSC technical personnel are dedicated to their work and are eager to cooperate with<br />

other <strong>in</strong>itiatives. In health care, more would be ga<strong>in</strong>ed than lost by cooperat<strong>in</strong>g with CIDSC<br />

efforts.<br />
