Pacing - running or skiing in front, beside or behind competitors - is<br />

forbidden. It is permitted to run without skis up to 50 m beside<br />

competitors to give competition information or to offer beverages. It<br />

is forbidden to touch competitors in such a way as to assist their<br />

propulsion or to obstruct other competitors. Assistance to competitors<br />

to change the glide performance of their skis is prohibited during the<br />

competition.<br />

In the area 100 m before and to 100 m after the range, in the<br />

handover zone and in the last 100 m before the finish, running beside<br />

competitors is forbidden.<br />

1.8.3 Sanctions<br />

Spectators and other persons must be clearly informed of these rules<br />

by the official announcer before the beginning of the competition<br />

and warned that a violation of these rules, or any behavior that disrupts<br />

the event may lead to spectators and other persons<br />

being removed from the venue by the Organizing<br />

Committee.<br />

1.9 Awards<br />

<strong>IBU</strong> medals will only be given for<br />

competitions where three or more competitors or Relay Teams are<br />

competing.<br />

2. ORGANIZATION BODIES <strong>AND</strong> APPOINTMENTS<br />

2.1 GENERAL<br />

The following organizations and persons shall be established, elected or<br />

appointed for the preparation, conduct and control of Biathlon events<br />

and competitions:<br />

- Organizing Committee;<br />

- Jury of Appeal;<br />

- Competition Juries for Men and Women;<br />

- RD/Ass. RD/TD(s) and IRs;<br />

- <strong>IBU</strong> EB Representative (if applicable);<br />

- <strong>IBU</strong> Medical Delegate (if applicable).<br />

2.2 THE ORGANIZING COMMITTEE<br />

The right to host an event or competition shall be awarded to a NF<br />

as host of the event. The NF must establish an Organizing<br />

Committee to prepare and conduct the event or competition by these<br />

Rules and the applicable event rules, and it shall follow the directives<br />

provided in the<br />

Organizers' Guide about all aspects of hosting an event. In order to<br />

be eligible to host an <strong>IBU</strong> event or competition, a NF must present a site<br />

holding a valid <strong>IBU</strong> site license for the facility for the appropriate event.<br />

2.2.1 Information Bulletins and Invitations<br />

The OC of an <strong>IBU</strong> event must send the information bulletins<br />

and/or the invitation for the event to all <strong>IBU</strong> NFs as stipulated in the<br />

event rules, on the required dates by post, fax or email. The contents of<br />

invitations and bulletins are provided in the Organizers' Guide. The<br />

information bulletins and invitations must be approved by the<br />

RD/Asst RD/TD.<br />

2.3 THE <strong>COMPETITION</strong> JURY<br />

2.3.1 General<br />

A Competition Jury shall be established for all Biathlon events to<br />

act as the<br />

authority on all matters related to the event that are not<br />

specifically designated to be under the jurisdiction of other <strong>IBU</strong><br />

Organs. The Competition Jury shall be established and operate<br />

in accordance with these Rules. Generally, a separate Competition<br />

Jury shall be established<br />

for Men’s and Women’s competitions. However, at certain events,
