Jury shall be competent to pass a resolution if at least three members are<br />

present. The Competition Jury Chair shall only vote in case of a tie<br />

vote. Decisions shall be made by each member voting on the issue and a<br />

simple majority shall decide.<br />

2.3.5 Tasks of the Competition Jury<br />

A detailed list of tasks of the Competition Jury is given in Annex B<br />

to these Rules.<br />

2.3.6 Appeals Against Competition Jury Decisions<br />

An appeal may be made against penalties and disciplinary measures<br />

imposed by the Competition Jury. The appeal must be made to the<br />

Jury of Appeal established for the event concerned, and be put forward<br />

in accordance with the <strong>IBU</strong> Disciplinary Rules.<br />

2.4 RACE DIRECTOR <strong>AND</strong> ASSISTANT RACE DIRECTOR<br />

2.4.1 The Race Director is an official appointed by the <strong>IBU</strong>.<br />

The RD represents the <strong>IBU</strong> in all matters having to do<br />

with the conduct of the following events: WC, WCH,<br />

Y/JWCH and OWG.<br />

The Assistant Race Director is an official appointed by the <strong>IBU</strong>.<br />

The Asst. RD represents the <strong>IBU</strong> in all matters having to do<br />

with the conduct of the following events: <strong>IBU</strong> Cups,<br />

and OEC U26 and all summer biathlon events.<br />

In addition, the RD/Asst. RD are to act together with the TD<br />

as advisors for the OC. OCs shall follow the directions of<br />

the RD or Asst. RD in accordance with these Rules.<br />

2.4.2 If the appointed official representative of the <strong>IBU</strong> Executive Board<br />

is not present, another member of the Executive Board,<br />

the RD/Asst. RD or the TD may perform their function.<br />

2.4.3 The RD/Asst. RD shall conduct the necessary inspections and<br />

meetings with the OC to ensure proper preparations,<br />

or delegate this responsibility to the TD.<br />

2.5 TECHNICAL DELEGATES<br />

2.5.1 General Regulations<br />

TDs shall be appointed by the <strong>IBU</strong> TC<br />

and shall work under the<br />

guidance of the RD/Asst. RD.<br />

In the absence of the RD/Asst. RD, the<br />

TD shall assume the RD’s/Asst. RD’s duties.<br />

2.5.2 Appointment of TDs<br />

TDs shall be appointed by the <strong>IBU</strong> TC from among its members or<br />

from the TD group at least three years prior to OWG, two years<br />

prior to WCH and in the season before for all other <strong>IBU</strong> events,<br />

and may not be from the host NF. Two TDs shall be<br />

appointed for the OWG, one as an assistant TD. For all other events,<br />

one TD shall be appointed. TDs for CC events may be from the<br />

host NF, except for ECs.<br />

2.5.2.1 The TD shall be Chairperson of the Competition Jury or Juries for the<br />

event for which he has been appointed. At OWG, the assistant TD<br />

shall be a member of both the Men’s and Women’s Competition<br />

Juries.<br />

2.5.2.2 A TD’s function shall be valid only for the event for which he has<br />

been appointed.<br />

2.5.3 Tasks and Duties of TDs
