1. The United Nati<strong>on</strong>s Fundamental Principles <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Official</str<strong>on</strong>g> <str<strong>on</strong>g>Statistics</str<strong>on</strong>g> (see Annex 2)<br />

were agreed at a Special Sessi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> UN Statistical Commissi<strong>on</strong> in April 1994.<br />

Although <strong>the</strong> main driver behind <strong>the</strong> Fundamental Principles was a desire to<br />

help <strong>the</strong> new democracies <str<strong>on</strong>g>of</str<strong>on</strong>g> Eastern Europe to establish statistical systems that<br />

supported <strong>the</strong>ir new political envir<strong>on</strong>ments, <strong>the</strong> Principles have had a much<br />

broader impact as a globally agreed-up<strong>on</strong> codificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> statistical<br />

pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>alism. Stimulated by <strong>the</strong>ir publicati<strong>on</strong>, many countries have reflected<br />

<strong>the</strong>m in <strong>the</strong>ir legislati<strong>on</strong> <strong>and</strong> in <strong>the</strong>ir own statistical codes <str<strong>on</strong>g>of</str<strong>on</strong>g> practice. This has<br />

had <strong>the</strong> effect <str<strong>on</strong>g>of</str<strong>on</strong>g> raising <strong>and</strong> harm<strong>on</strong>ising internati<strong>on</strong>al st<strong>and</strong>ards <str<strong>on</strong>g>of</str<strong>on</strong>g> statistical<br />

governance, producti<strong>on</strong> <strong>and</strong> disseminati<strong>on</strong>.<br />

2. In 2005, <strong>the</strong> European Statistical System (ESS) – <strong>the</strong> partnership <str<strong>on</strong>g>of</str<strong>on</strong>g> Eurostat<br />

<strong>and</strong> <strong>the</strong> Nati<strong>on</strong>al Statistical Institutes (NSIs) <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Member States – endorsed<br />

a new European <str<strong>on</strong>g>Statistics</str<strong>on</strong>g> <str<strong>on</strong>g>Code</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Practice</str<strong>on</strong>g> (see Annex 3). At <strong>the</strong> same time,<br />

<strong>the</strong> European Commissi<strong>on</strong> outlined a strategy to implement <strong>and</strong> m<strong>on</strong>itor<br />

compliance with <strong>the</strong> <str<strong>on</strong>g>Code</str<strong>on</strong>g>. This strategy, supported by <strong>the</strong> Statistical<br />

Programme Committee, is characterised by self-assessment (<str<strong>on</strong>g>of</str<strong>on</strong>g> compliance<br />

against <strong>the</strong> <str<strong>on</strong>g>Code</str<strong>on</strong>g>) <strong>and</strong> NSI reporting, rein<str<strong>on</strong>g>for</str<strong>on</strong>g>ced by peer reviews to help<br />

identify areas in which NSIs <strong>and</strong> Eurostat should take steps to improve <strong>the</strong>ir<br />

compliance. Ec<strong>on</strong>omic <strong>and</strong> Finance Ministers <str<strong>on</strong>g>of</str<strong>on</strong>g> EU Member States endorsed<br />

<strong>the</strong> ESS’s approach to improving <strong>the</strong> independence, integrity <strong>and</strong> accountability<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> nati<strong>on</strong>al <strong>and</strong> Community statistical authorities. The first round <str<strong>on</strong>g>of</str<strong>on</strong>g> peer<br />

reviews is now complete, <strong>and</strong> all reports have been published by Eurostat.<br />
