(HMRC) pointed out <strong>the</strong> resource implicati<strong>on</strong>s, <strong>and</strong> <strong>the</strong> need <str<strong>on</strong>g>for</str<strong>on</strong>g> clear<br />
accountability. The Home Office suggested <strong>the</strong> inclusi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a reference<br />
to <strong>the</strong> Publicati<strong>on</strong> Hub, <strong>and</strong> pointed out that <strong>the</strong> ‘basic pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al<br />
st<strong>and</strong>ards’ referred to have not been specified – <strong>and</strong> suggested some<br />
improved text. The Nor<strong>the</strong>rn Irel<strong>and</strong> <str<strong>on</strong>g>Statistics</str<strong>on</strong>g> <strong>and</strong> Research Agency felt<br />
that this should not be part <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <str<strong>on</strong>g>Code</str<strong>on</strong>g> but, ra<strong>the</strong>r, should be covered<br />
by <strong>the</strong> Ministerial <str<strong>on</strong>g>Code</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> C<strong>on</strong>duct or through training <str<strong>on</strong>g>for</str<strong>on</strong>g> policy<br />
colleagues.<br />

We were pleased that <strong>the</strong>re was unanimous support <str<strong>on</strong>g>for</str<strong>on</strong>g> <strong>the</strong><br />
principle <str<strong>on</strong>g>of</str<strong>on</strong>g> separating departmental policy statements from<br />
statistical releases, <strong>and</strong> that <strong>the</strong>re was widespread support <str<strong>on</strong>g>for</str<strong>on</strong>g> <strong>the</strong><br />
inclusi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> appropriate statements in <strong>the</strong> <str<strong>on</strong>g>Code</str<strong>on</strong>g>.<br />
The principle <strong>on</strong> ‘Impartiality <strong>and</strong> objectivity’ includes practices<br />
which are intended to ensure not <strong>on</strong>ly that government releases<br />
do not undermine or c<strong>on</strong>tradict <strong>the</strong> statistical release, but also that<br />
<strong>the</strong> use <str<strong>on</strong>g>of</str<strong>on</strong>g> statistics in government releases meets basic pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al<br />
st<strong>and</strong>ards.<br />

that pre-release access to <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial statistics in <strong>the</strong>ir final <str<strong>on</strong>g>for</str<strong>on</strong>g>m is<br />
specifically excluded from <strong>the</strong> coverage <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <str<strong>on</strong>g>Code</str<strong>on</strong>g><br />
A few resp<strong>on</strong>dents suggested specific parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Protocol which <strong>the</strong>y<br />
thought had strayed into commenting <strong>on</strong> <strong>the</strong> pre-release <str<strong>on</strong>g>of</str<strong>on</strong>g> statistics<br />
in <strong>the</strong>ir final <str<strong>on</strong>g>for</str<strong>on</strong>g>m – <strong>the</strong> aspect which <strong>the</strong> <str<strong>on</strong>g>Code</str<strong>on</strong>g> is not allowed to cover<br />
under <strong>the</strong> provisi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <str<strong>on</strong>g>Statistics</str<strong>on</strong>g> <strong>and</strong> Registrati<strong>on</strong> Service Act 2007.<br />
Most resp<strong>on</strong>dents expressed <strong>the</strong> view that such a Protocol was helpful<br />
in clarifying <strong>and</strong> detailing good practice in relati<strong>on</strong> to <strong>the</strong> release <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
statistics.<br />
A number <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>dents commented <strong>on</strong> <strong>the</strong> text <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Protocol<br />
too. Many important points <str<strong>on</strong>g>of</str<strong>on</strong>g> both principle <strong>and</strong> detail were raised.<br />
Eurostat reiterated <strong>the</strong>ir view that <strong>the</strong> pre-release arrangements set out<br />
in <strong>the</strong> Act lag behind comm<strong>on</strong> practices across <strong>the</strong> European Statistical<br />
System. The Audit Commissi<strong>on</strong> expressed c<strong>on</strong>cern that <strong>the</strong> Protocol<br />
m<strong>and</strong>ates an approach to release that may c<strong>on</strong>flict with <strong>the</strong> existing<br />
procedures <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> organisati<strong>on</strong> <strong>and</strong> may be perceived as reducing <strong>the</strong><br />
independence <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>-Crown bodies.<br />
