Principle 4: Sound methods <strong>and</strong> assured quality<br />

Statistical methods should be c<strong>on</strong>sistent with scientific principles <strong>and</strong><br />

internati<strong>on</strong>ally recognised best practices, <strong>and</strong> be fully documented. Quality<br />

should be m<strong>on</strong>itored <strong>and</strong> assured, taking account <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>ally agreed<br />

practices.<br />

<str<strong>on</strong>g>Practice</str<strong>on</strong>g>s<br />

1. Ensure that <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial statistics are produced according to scientific principles.<br />

Publish details <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> methods adopted, including explanati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> why<br />

particular choices were made.<br />

2. Ensure that <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial statistics are produced to a level <str<strong>on</strong>g>of</str<strong>on</strong>g> quality that meets<br />

users’ needs, <strong>and</strong> that users are in<str<strong>on</strong>g>for</str<strong>on</strong>g>med about <strong>the</strong> quality <str<strong>on</strong>g>of</str<strong>on</strong>g> statistical<br />

outputs, including estimates <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> main sources <str<strong>on</strong>g>of</str<strong>on</strong>g> bias <strong>and</strong> o<strong>the</strong>r errors,<br />

<strong>and</strong> o<strong>the</strong>r aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> European Statistical System definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> quality 9 .<br />

3. Adopt quality assurance procedures, including <strong>the</strong> c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> each<br />

statistical product against users’ requirements, <strong>and</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong>ir coherence with<br />

o<strong>the</strong>r statistical products.<br />

4. Publish quality guidelines, <strong>and</strong> ensure that staff are suitably trained in<br />

quality management.<br />

5. Seek to achieve c<strong>on</strong>tinuous improvement in statistical processes by, <str<strong>on</strong>g>for</str<strong>on</strong>g><br />

example, undertaking regular reviews or releasing statistical work in<br />

progress such as experimental statistics 10 .<br />

6. Promote comparability within <strong>the</strong> UK <strong>and</strong> internati<strong>on</strong>ally by, <str<strong>on</strong>g>for</str<strong>on</strong>g> example,<br />

adopting comm<strong>on</strong> st<strong>and</strong>ards, c<strong>on</strong>cepts, sampling frames, questi<strong>on</strong>s,<br />

definiti<strong>on</strong>s, statistical units <strong>and</strong> classificati<strong>on</strong>s (including comm<strong>on</strong><br />

geographic referencing <strong>and</strong> coding st<strong>and</strong>ards). Make <strong>the</strong> reas<strong>on</strong>s <str<strong>on</strong>g>for</str<strong>on</strong>g> any<br />

deviati<strong>on</strong>s from st<strong>and</strong>ard models publicly available.<br />

7. Where time series are revised, or changes are made to methods or coverage,<br />

produce c<strong>on</strong>sistent historical data where possible.<br />

punctuality, accessibility <strong>and</strong> clarity, comparability, <strong>and</strong> coherence.<br />

10 Experimental statistics are new <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial statistics undergoing evaluati<strong>on</strong>. They are published in<br />

order to involve users <strong>and</strong> stakeholders in <strong>the</strong>ir development <strong>and</strong> as a means to build in quality at<br />

an early stage.<br />
