down barriers in the marketplace and encourage
increased competition.
• A SBE Participation Goal of up to 25% can be set on any
construction opportunity.
• This goal must be met by attainment or documentation
of Good-Faith Efforts.
• Good-Faith Effort Guidelines are included in the
Specifications.
