Despite their market sophisticati<strong>on</strong>, M<strong>on</strong>terrey shippers had very little knowledge about the<br />
inland waterway system before the activities described below were undertaken. In additi<strong>on</strong>, the<br />
Mexican shippers have a different business model, stressing pers<strong>on</strong>al and l<strong>on</strong>g-term relati<strong>on</strong>ships.<br />
These factors provided challenges for this project.<br />
The interviews c<strong>on</strong>ducted by the c<strong>on</strong>sultants prioritized three U.S. nodes with the greatest chance<br />
of developing inland waterway COB markets to/from shippers in M<strong>on</strong>terrey those nodes are<br />
c<strong>on</strong>centrated around: (a) the Oklahoma-Arkansas Waterways node (b) the Illinois-Indiana-<br />
Western Kentucky node (c) the Pennsylvania-New York-Ontario Eastern Ohio node. On a<br />
m<strong>on</strong>thly basis, shippers estimate that the following volumes of truckload traffic between<br />
M<strong>on</strong>terrey, Mexico and the above listed nodes are (a) 1,333 (b) 300 and (c) 325, especially in<br />
steel, chemicals, and plastics. While specific leads have been developed, they are being treated as<br />
c<strong>on</strong>fidential transacti<strong>on</strong>s. Please see Appendix I for a listing of Mexican companies and<br />
commodities with a possible interest in this project.<br />
