1. Welcome, Introductions, and Opening Remarks<br />

Gene Conti, Executive Board Chair, welcomed all present and all participating by webcast to the<br />

Executive Board & Steering Committee meeting. The Executive Board’s Vice Chairs and the<br />

Steering Committee Chair were recognized, and the National Capital Region Transportation<br />

Planning Board was thanked for hosting the meeting.<br />

It was noted that Stan Gee, New York State DOT Deputy Commissioner, recently stepped down<br />

as Executive Board Vice Chair upon his retirement from New York State DOT. Joan McDonald,<br />

New York State DOT Commissioner, has agreed to fill the resulting Vice Chair vacancy.<br />

Following, for the record, is an excerpt from a letter addressed to Mr. Gee from Gene Conti:<br />

“On behalf of the I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong>’s Executive Board, we extend our gratitude for<br />

your extraordinary leadership while serving as Vice Chair. Since joining the Executive<br />

Board Leadership Team in October 2007, your guidance has been invaluable. The<br />

<strong>Coalition</strong>’s program has grown geographically and programmatically during your<br />

Leadership term, and the <strong>Coalition</strong> has enjoyed national recognition. No doubt your<br />

perspective and vision contributed greatly to the <strong>Coalition</strong>’s many successes and to the<br />

program’s increased visibility. We appreciate, also, the time you dedicated to the<br />

numerous conference calls, meetings and workshops over the past five years. Your<br />

efforts to involve New York State DOT staff in these, and other, <strong>Coalition</strong> activities have<br />

brought us closer to achieving our mutual goals. Best wishes to you in your future<br />

endeavors.”<br />

Self-introductions were made and the agenda for the meeting was reviewed.<br />

2. FHWA Multistate <strong>Corridor</strong> Operations & Management Program<br />

Funding the I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong> FY ’11 and FY ’12 Programs<br />

Given the new uncertainty in funding, the <strong>Coalition</strong> formed a Funding & Financing Working<br />

Group to evaluate potential funding sources. For the immediate future, it was decided to (1)<br />

compete for the USDOT <strong>Corridor</strong>s Program to fund projects, (2) seek financial support from the<br />

member states to fund the operating activities, and (3) encourage Authorization programs<br />

pertaining to multistate corridors.<br />

George Schoener reported on the elements of the <strong>Coalition</strong>’s proposal for funding under<br />

FHWA’s Multistate <strong>Corridor</strong> Operations & Management Program (MCOMP) covering FY ’11. The


proposal was submitted on January 3 and the award announcement is pending. Bob Arnold,<br />

FHWA, indicated that there were multiple proposals received and multiple awards would be<br />

given. Those awards will be for specific projects within the proposed programs. Following the<br />

announcement, FHWA will host a debriefing to explain their investment decisions. It is likely<br />

that a similar competitive program will be conducted for the FY ’12 funding, beginning with a<br />

Federal Register notice likely posted in August or September.<br />

3. Tolling & Financing Initiatives<br />

State Perspectives<br />

Updates were provided on states’ tolling efforts:<br />

I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong> – George Schoener<br />

o The <strong>Coalition</strong> conducted a survey of current and planned tolled facilities, and<br />

tolling studies underway in the 16 <strong>Coalition</strong> states. The table (attached to these<br />

minutes) shows the diversity and stages of toll activities throughout the corridor<br />

and provides contacts for further information.<br />

North Carolina DOT – Gene Conti<br />

o North Carolina has been granted a conditional provisional tolling slot under<br />

FHWA’s Interstate System Rehabilitation & Reconstruction Pilot Program<br />

(ISRRPP), and is conducting a holistic evaluation of I-<strong>95</strong> to investigate the<br />

facility’s current condition, determine necessary improvements, and<br />

recommend a viable strategy for funding the improvements within a realistic<br />

timeframe. A comprehensive economic assessment of the benefits and costs of<br />

proposed improvements will be performed. Depending on the outcome of the<br />

economic assessment, NCDOT may seek to gain full approval under the ISRRPP<br />

so that a toll can be implemented in order to generate the necessary revenue to<br />

fund this project. North Carolina is also working with the Alliance for Toll<br />

Interoperability on enforcement and legislation issues.<br />

Virginia DOT – Connie Sorrell<br />

o Like NCDOT, Virginia DOT has received conditional provisional approval to toll I-<br />

<strong>95</strong>. The toll revenue will be used to make pavement, structural, operational,<br />

capacity and safety improvements throughout the corridor. VDOT is analyzing<br />

tolling rates, technology and equipment requirements/locations, and facility<br />

management plans.<br />

Rhode Island DOT – Bob Shawver and Mike Gannon<br />

o Rhode Island has interest in tolling the southern portion of I-<strong>95</strong> and will<br />

continue to develop a tolling concept in the event one of the three ISRRPP slots<br />

becomes available. A blue Ribbon Panel found that only ½ of the revenue<br />

needed for highway maintenance and operations is currently available, and<br />

tolling offers an opportunity to increase that revenue percentage.<br />

Connecticut DOT – Tom Maziarz<br />

o Connecticut, as is the case in most states, lacks sufficient funding to adequately<br />

preserve and expand the highway system. There currently is no<br />

highway/interstate tolling in Connecticut; however, three tolling studies are<br />

underway – two of which are funded through the Value Pricing Project program.<br />

Florida DOT – Bob Romig<br />

o Florida has more toll roads than any other state in the Country. To date, 7.1<br />

million SunPass transponders have been sold. In 2004, 45% of all toll<br />

transactions were electronic; in early 2012, that number has increased to 80%.<br />

Florida’s Turnpike is moving to all electronic tolling. It was noted that tolling’s<br />

real benefit is congestion relief by reducing severity and duration. Under an<br />

Urban Partnership grant for the I-<strong>95</strong> Express Lanes, a significant benefit has<br />

been realized in more efficient passenger and freight movement through<br />

volume/congestion control and increased transit ridership. The State is now<br />

looking at express lanes for other facilities.<br />

I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong> Multistate Mileage-Based User Fee Project<br />

George Schoener provided a briefing on the I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong>’s initiative to document<br />

administrative and legal issues of a multistate mileage-based user fee program. The study<br />

resulted in a concept of operations for the administration of a mileage-based user fee program<br />

in a multistate environment, and further evaluated a three state case study (Maryland,<br />

Delaware and Pennsylvania).<br />

4. Doing More with Less – Role of Sponsorships<br />

State Perspectives<br />

Updates were provided on states’ activities to pursue revenue from sponsorships:<br />

Florida DOT – Bob Romig<br />

o Florida is currently conducting a feasibility study on naming rights and<br />

sponsorship revenue for DOT assets. Legislative authorization will be sought in<br />

2013.<br />

Georgia DOT – Hugh Colton<br />

o Georgia is currently seeking sponsors for the 511 program. The HERO program<br />

(roadside assistance) has been sponsored, since the 1990’s, by State Farm at<br />

$1,000,000+ per year and is in the third year of a five year contract.<br />

New York State DOT – Todd Westhuis<br />

o New York State’s HELP program is sponsored by State Farm in five of the state’s<br />

11 regions (a total of 87 trucks). The contract includes right-of-way signing, and<br />

the total contract value equates to approximately $25,000 per truck – covering<br />

about 25% of the program cost.<br />

Virginia DOT – Connie Sorrell<br />

o Virginia is rebuilding the VDOT 511 website to include sponsorship and<br />

advertising opportunities. Additionally, Virginia is planning to seek sponsors for<br />

rest area vending systems – to include sponsor ads on interstate mainlines,<br />

within the rest area vending alcoves, and in the rest area “phone zones.” It was<br />

also noted that the state legislature passed a law to allow naming rights on<br />

assets (primarily on key facilities receiving regular media coverage); a related<br />

policy will be drafted for mid-July consideration by the Transportation Planning<br />

Board. FHWA approval will also be sought for brand ribbons on cameras and<br />

other devices/output.<br />

North Carolina DOT – Gene Conti<br />

o North Carolina is following Florida’s lead to seek sponsorship of DOT assets,<br />

including structures/facilities, rest areas, ferries, and trains.<br />

5. I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong> Select Project Updates<br />

George Schoener provided updates on the following I-<strong>95</strong> corridor <strong>Coalition</strong> projects:<br />

Regional Rail Studies<br />

New England Multistate Trip Planner<br />

Operations, Freight, and Incident Management Training Programs<br />

Details on the projects are provided in the meeting presentation file attached to these minutes.<br />

6. Guest Speaker – Colin Peppard, U.S. Senate EPW Staffer<br />

Colin Peppard, of US Senator Carper’s staff, discussed the importance of the I-<strong>95</strong> <strong>Corridor</strong><br />

<strong>Coalition</strong> in addressing multijurisdictional transportation issues, and the interaction of different<br />

modes, in a highly complex corridor. The I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong> is a model that other states will<br />

emulate and this type of regional collaboration is the key to future planning, coordination and<br />

investments.<br />

He further stated that the relationship between Federal and State governments is changing in<br />

respect to involvement in infrastructure projects, and because of pressure for more State<br />

control and less Federal involvement. If the Federal government is scaling back its role, the<br />

States will need to be politically empowered to make decisions and take actions.<br />

The draft surface transportation bill will not include language to fund the I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong>;<br />

however, Colin offered to help spread the news about the <strong>Coalition</strong>’s good works and to assist in<br />

locating funding opportunities.<br />

7. I-<strong>95</strong> <strong>Corridor</strong> <strong>Coalition</strong> Funding<br />

With the <strong>Coalition</strong>’s new business model of funding support from the states (rather than<br />

through the surface transportation bill), issues related to governance and administration need<br />

to be addressed.<br />

Governance – <strong>Coalition</strong> Leadership will evaluate voting rights for states related to<br />

funding commitments, and the extension of funding requests to Affiliate and Associate<br />

members.<br />

Funding Administration - The <strong>Coalition</strong> is currently working with FHWA and the<br />

University of Maryland to determine whether a pooled funds study or a direct billing<br />

program, or a combination of both, can be established to administer the monies from<br />

the states.<br />

The following comments were noted:<br />

Maryland DOT is working with the <strong>Coalition</strong> to determine a long-term and stable<br />

administrative structure for funding management.<br />

It was suggested that an RFP be developed to solicit private sector interest in deploying<br />

multistate tests.<br />

The <strong>Coalition</strong> needs to clarify its uniqueness compared to other multistate<br />

organizations, and to ensure that there’s no competition between the <strong>Coalition</strong> and its<br />

states for funding from Federal or private programs.<br />

ACTION: It was determined that the Steering Committee would continue to discuss the<br />

<strong>Coalition</strong>’s structure, funding/administration, and governance and report back to the <strong>Coalition</strong>’s<br />

Leadership.<br />

8. Other Business<br />

The next Executive Board and Steering Committee (combined) meeting will likely be held as a<br />

webcast later this year.<br />

No NC is currently undertaking a holistic evaluation of I-<br />

<strong>95</strong> (designated as the I-<strong>95</strong> <strong>Corridor</strong> Planning &<br />

Finance Study) that investigates this facility’s<br />

current condition, determines necessary<br />

improvements, and recommends a viable strategy<br />

for funding these improvements within a realistic<br />

timeframe. An Environmental Assessment detailing<br />

the initial phase of the study was approved by the<br />

FHWA in January 2012, and conditional approval<br />

under the Interstate System Rehabilitation &<br />

Reconstruction Pilot Program (ISRRPP) was granted<br />

in February 2012. As part of the conditions of<br />

ISRRPP, NCDOT will perform a comprehensive<br />

economic assessment of the benefits and costs of<br />

these proposed improvements to determine how<br />

users of this facility will be affected. Depending on<br />

the outcome of this economic assessment, NCDOT<br />

may seek to gain full approval under ISRRPP so that<br />

a toll can be implemented in order to generate the<br />

necessary revenue to fund this project.<br />
