EXECUTIVE BOARD & STEERING COMMITTEE
Meeting Minutes
June 26, 2012
Washington, DC
Note:
The meeting presentations are posted with the minutes on the website at
http://www.i95coalition.org
1. Welcome, Introductions, and Opening Remarks
Gene Conti, Executive Board Chair, welcomed all present and all participating by webcast to the
Executive Board & Steering Committee meeting. The Executive Board’s Vice Chairs and the
Steering Committee Chair were recognized, and the National Capital Region Transportation
Planning Board was thanked for hosting the meeting.
It was noted that Stan Gee, New York State DOT Deputy Commissioner, recently stepped down
as Executive Board Vice Chair upon his retirement from New York State DOT. Joan McDonald,
New York State DOT Commissioner, has agreed to fill the resulting Vice Chair vacancy.
Following, for the record, is an excerpt from a letter addressed to Mr. Gee from Gene Conti:
“On behalf of the I-95 Corridor Coalition’s Executive Board, we extend our gratitude for
your extraordinary leadership while serving as Vice Chair. Since joining the Executive
Board Leadership Team in October 2007, your guidance has been invaluable. The
Coalition’s program has grown geographically and programmatically during your
Leadership term, and the Coalition has enjoyed national recognition. No doubt your
perspective and vision contributed greatly to the Coalition’s many successes and to the
program’s increased visibility. We appreciate, also, the time you dedicated to the
numerous conference calls, meetings and workshops over the past five years. Your
efforts to involve New York State DOT staff in these, and other, Coalition activities have
brought us closer to achieving our mutual goals. Best wishes to you in your future
endeavors.”
Self-introductions were made and the agenda for the meeting was reviewed.
2. FHWA Multistate Corridor Operations & Management Program
Funding the I-95 Corridor Coalition FY ’11 and FY ’12 Programs
Given the new uncertainty in funding, the Coalition formed a Funding & Financing Working
Group to evaluate potential funding sources. For the immediate future, it was decided to (1)
compete for the USDOT Corridors Program to fund projects, (2) seek financial support from the
member states to fund the operating activities, and (3) encourage Authorization programs
pertaining to multistate corridors.
George Schoener reported on the elements of the Coalition’s proposal for funding under
FHWA’s Multistate Corridor Operations & Management Program (MCOMP) covering FY ’11. The
proposal was submitted on January 3 and the award announcement is pending. Bob Arnold,
FHWA, indicated that there were multiple proposals received and multiple awards would be
given. Those awards will be for specific projects within the proposed programs. Following the
announcement, FHWA will host a debriefing to explain their investment decisions. It is likely
that a similar competitive program will be conducted for the FY ’12 funding, beginning with a
Federal Register notice likely posted in August or September.
3. Tolling & Financing Initiatives
State Perspectives
Updates were provided on states’ tolling efforts:
I-95 Corridor Coalition – George Schoener
o The Coalition conducted a survey of current and planned tolled facilities, and
tolling studies underway in the 16 Coalition states. The table (attached to these
minutes) shows the diversity and stages of toll activities throughout the corridor
and provides contacts for further information.
North Carolina DOT – Gene Conti
o North Carolina has been granted a conditional provisional tolling slot under
FHWA’s Interstate System Rehabilitation & Reconstruction Pilot Program
(ISRRPP), and is conducting a holistic evaluation of I-95 to investigate the
facility’s current condition, determine necessary improvements, and
recommend a viable strategy for funding the improvements within a realistic
timeframe. A comprehensive economic assessment of the benefits and costs of
proposed improvements will be performed. Depending on the outcome of the
economic assessment, NCDOT may seek to gain full approval under the ISRRPP
so that a toll can be implemented in order to generate the necessary revenue to
fund this project. North Carolina is also working with the Alliance for Toll
Interoperability on enforcement and legislation issues.
Virginia DOT – Connie Sorrell
o Like NCDOT, Virginia DOT has received conditional provisional approval to toll I-
95. The toll revenue will be used to make pavement, structural, operational,
capacity and safety improvements throughout the corridor. VDOT is analyzing
tolling rates, technology and equipment requirements/locations, and facility
management plans.
Rhode Island DOT – Bob Shawver and Mike Gannon
o Rhode Island has interest in tolling the southern portion of I-95 and will
continue to develop a tolling concept in the event one of the three ISRRPP slots
becomes available. A blue Ribbon Panel found that only ½ of the revenue
needed for highway maintenance and operations is currently available, and
tolling offers an opportunity to increase that revenue percentage.
Connecticut DOT – Tom Maziarz
o Connecticut, as is the case in most states, lacks sufficient funding to adequately
preserve and expand the highway system. There currently is no
highway/interstate tolling in Connecticut; however, three tolling studies are
underway – two of which are funded through the Value Pricing Project program.
2
Florida DOT – Bob Romig
o Florida has more toll roads than any other state in the Country. To date, 7.1
million SunPass transponders have been sold. In 2004, 45% of all toll
transactions were electronic; in early 2012, that number has increased to 80%.
Florida’s Turnpike is moving to all electronic tolling. It was noted that tolling’s
real benefit is congestion relief by reducing severity and duration. Under an
Urban Partnership grant for the I-95 Express Lanes, a significant benefit has
been realized in more efficient passenger and freight movement through
volume/congestion control and increased transit ridership. The State is now
looking at express lanes for other facilities.
I-95 Corridor Coalition Multistate Mileage-Based User Fee Project
George Schoener provided a briefing on the I-95 Corridor Coalition’s initiative to document
administrative and legal issues of a multistate mileage-based user fee program. The study
resulted in a concept of operations for the administration of a mileage-based user fee program
in a multistate environment, and further evaluated a three state case study (Maryland,
Delaware and Pennsylvania).
4. Doing More with Less – Role of Sponsorships
State Perspectives
Updates were provided on states’ activities to pursue revenue from sponsorships:
Florida DOT – Bob Romig
o Florida is currently conducting a feasibility study on naming rights and
sponsorship revenue for DOT assets. Legislative authorization will be sought in
2013.
Georgia DOT – Hugh Colton
o Georgia is currently seeking sponsors for the 511 program. The HERO program
(roadside assistance) has been sponsored, since the 1990’s, by State Farm at
$1,000,000+ per year and is in the third year of a five year contract.
New York State DOT – Todd Westhuis
o New York State’s HELP program is sponsored by State Farm in five of the state’s
11 regions (a total of 87 trucks). The contract includes right-of-way signing, and
the total contract value equates to approximately $25,000 per truck – covering
about 25% of the program cost.
Virginia DOT – Connie Sorrell
o Virginia is rebuilding the VDOT 511 website to include sponsorship and
advertising opportunities. Additionally, Virginia is planning to seek sponsors for
rest area vending systems – to include sponsor ads on interstate mainlines,
within the rest area vending alcoves, and in the rest area “phone zones.” It was
also noted that the state legislature passed a law to allow naming rights on
assets (primarily on key facilities receiving regular media coverage); a related
policy will be drafted for mid-July consideration by the Transportation Planning
Board. FHWA approval will also be sought for brand ribbons on cameras and
other devices/output.
3
North Carolina DOT – Gene Conti
o North Carolina is following Florida’s lead to seek sponsorship of DOT assets,
including structures/facilities, rest areas, ferries, and trains.
5. I-95 Corridor Coalition Select Project Updates
George Schoener provided updates on the following I-95 corridor Coalition projects:
Vehicle Probe Project Suite
Regional Rail Studies
New England Multistate Trip Planner
Operations, Freight, and Incident Management Training Programs
Details on the projects are provided in the meeting presentation file attached to these minutes.
6. Guest Speaker – Colin Peppard, U.S. Senate EPW Staffer
Colin Peppard, of US Senator Carper’s staff, discussed the importance of the I-95 Corridor
Coalition in addressing multijurisdictional transportation issues, and the interaction of different
modes, in a highly complex corridor. The I-95 Corridor Coalition is a model that other states will
emulate and this type of regional collaboration is the key to future planning, coordination and
investments.
He further stated that the relationship between Federal and State governments is changing in
respect to involvement in infrastructure projects, and because of pressure for more State
control and less Federal involvement. If the Federal government is scaling back its role, the
States will need to be politically empowered to make decisions and take actions.
The draft surface transportation bill will not include language to fund the I-95 Corridor Coalition;
however, Colin offered to help spread the news about the Coalition’s good works and to assist in
locating funding opportunities.
7. I-95 Corridor Coalition Funding
With the Coalition’s new business model of funding support from the states (rather than
through the surface transportation bill), issues related to governance and administration need
to be addressed.
Governance – Coalition Leadership will evaluate voting rights for states related to
funding commitments, and the extension of funding requests to Affiliate and Associate
members.
Funding Administration - The Coalition is currently working with FHWA and the
University of Maryland to determine whether a pooled funds study or a direct billing
program, or a combination of both, can be established to administer the monies from
the states.
4
The following comments were noted:
Maryland DOT is working with the Coalition to determine a long-term and stable
administrative structure for funding management.
It was suggested that an RFP be developed to solicit private sector interest in deploying
multistate tests.
The Coalition needs to clarify its uniqueness compared to other multistate
organizations, and to ensure that there’s no competition between the Coalition and its
states for funding from Federal or private programs.
ACTION: It was determined that the Steering Committee would continue to discuss the
Coalition’s structure, funding/administration, and governance and report back to the Coalition’s
Leadership.
8. Other Business
The next Executive Board and Steering Committee (combined) meeting will likely be held as a
webcast later this year.
There being no other business, the meeting adjourned.
the initial phase of the study was approved by the
FHWA in January 2012, and conditional approval
under the Interstate System Rehabilitation &
in February 2012. As part of the conditions of
ISRRPP, NCDOT will perform a comprehensive
economic assessment of the benefits and costs of
these proposed improvements to determine how
users of this facility will be affected. Depending on
the outcome of this economic assessment, NCDOT
may seek to gain full approval under ISRRPP so that
a toll can be implemented in order to generate the
necessary revenue to fund this project.
