West Island Wacky Regatta lives up to its name
TOP: The first annual West Island Wacky Regatta drew a record field of
five (loosely defined) boats on Saturday, August 20, at the Causeway
Road Beach. Contestants had to construct their boats on the beach and
nagivate across the cove to the finish line. See page 16 for story and
more photos. ABOVE: Captained Marc Dunn paddles into second place
on The Sink or Swim. RIGHT: Capt. Dunn models the The Sink or Swim’s
design. Above photo of Capt. Dunn courtesy of Lisa Esten. Other photos
The Editor
WEST ISLAND —
A day late and many dollars short.
Well, last week was about
Hurricane Bob, next week
might be about Hurricane
Irene (see page 17), which is
aimed right for us as I write
this. It’s not supposed to get
here until late Sunday,
though, so anything can Beth David, Publisher
happen between now and then. Meanwhile, places
south of us are getting pummeled.
We’ll be out there taking pictures and getting your
stories if Irene makes an appearance here, but we can’t
be everywhere, so be sure to send in your pictures and
stories after the storm.
Speaking of which....no Bob stories Really C’mon, I
know people out there have great stories. Not a one for
the local free rag
I know you have blackout stories and stranded
stories, and ... other stuff.
Speaking of blackouts. We had a power outage on
Sunday night when someone crashed into a pole on the
Neck (see page 17). I took a little walk during it and it
was very eerie. No lights at all.
I have always hated the light at the end of my
driveway. Light pollution is definitely one of my pet
peeves. I’ve got admit, though, that having no lights at
all on my little street was creepy. Just creepy.
It was very quiet, too, until someone’s generator
started up. Then it sounded like an industrial zone.
Geesh. Can’t they come up with something a little
quieter. From creeped out to annoyed in two seconds
flat.
Our cover story this week is a hoot! I didn’t make it
to the event myself, but I saw the crews as they made
their way back from the beach and I saw the You Tube
video by Kevin Hodson. It’s very West Island to say the
least.
The Wacky Boats have to be assembled on the beach
and nothing that a “real” boat would use can be part of
it. Young Zach Dean used a snow shovel as a paddle. I’m
sorry I missed it. There’s always next year, though,
right See page 16 for that.
Well, time to wrap it up. I need food. I’m going to go
to my back yard and pick a couple of tomatoes and a
couple of cucumbers. There’s nothing like taking food
from your own back yard. It’s such a short amount of
time we’re able to do that. Meanwhile, you can always
go to the farmers market at the high school on Sundays.
See page 16 for a story on their latest special event:
farm day.
Well, time to go. Oh, right, there’s some meeting
coverage in here: BPW on page 12 and Conservation
Commission on page 22. And a couple of letters to
the editor (page 25) and a press release
from a new group that formed to
support the new one-school
option (page 26). Until next
wee then... see ya,
Community Nurse helped our
family get through a very difficult
time during those last few weeks of
our Mom’s life.
The whole team at Community
Nurse is such wonderful caring
people. From the people who answer
the phones and direct you to who
you need, to the nurses who came
to the house. They always made us
feel like they cared about our Mom
and about us, the family.
All proceeds of the walk will go to help patients and families of Community Nurse and Hospice Care,
making it easier for people like the Soares family to care for their loved ones.
We never felt alone while caring
for Mom during that difficult time.
Someone was always there to
answer questions and help you get
through whatever was needed until a
nurse could come out to the
house. The after care counselor
continues to call and check in to
see how we are all doing. They all
went above and beyond what we
expected.
STOP Senior Hunger
Help STOP Senior Hunger During
Hunger Action Month. At least one in
nine seniors is at-risk of going hungry
Fairhaven Neighborhood News Thursday, August 25, 2011 Page 11

By Joyce Rowley
Neighb News Correspondent
In contrast to a stormy August 8
meeting, the Fairhaven Board of
Public Works quietly sped through a
full agenda at its August 22 regular
meeting. The Board did take time to
hear the illegal dumping complaint
from Regina and Amicar Gomes of 33
Castle Avenue.
According to the couple, neighbors
from as far as Plymouth Street,
Robert Street and Green Street have
been using Mayflower Street to
dispose of yard waste. Mayflower is a
Town-owned “paper” street, meaning
it exists on maps, but has not been
built.
According to the Gomeses, the
dumping of yard waste for several
years has weakened trees to the point
of falling, pushed out the Gomeses’
fence, and prevented them from using
their yard due to moldy smells and
hordes of mosquitoes.
“I was born and raised in
Fairhaven,” said Ms. Gomes,
adding that she can not enjoy her
property of 14 years.
She said the dumping reached a
tipping point last Thursday when
her husband approached resident
Stephen Nowell of 268 Green Street
who was carrying clippings to the
area. Mr. Nowell, who lives on the
other side of Mayflower Street, was
also present. Mr. Nowell later
stated he was taking his hedge
trimmings to vacant property he
owns on the other side of the paper
street, and dis claimed contributing to
the Mayflower Street problem.
But other residents had freely
admitted to the Gomeses that they
had been dumping there for years
and were continuing to do so. Police
had posted a “no dumping” sign to no
avail. The couple asked the Board to
clean the property, as it is townowned.
BPW member Steven Riley said he
had visited the property after
receiving the Gomeses’ letter and
photos. He said he found the site
much as they described.
“We can clean it up,” said Mr. Riley.
“[Highway superin tendent] Mr.
Charbonneau said it was a one week
job. We can’t leave a BPW truck there,
but we can clean it up.”
Mr. Riley also said that letters had
been sent out to numerous residents
BPW Tackles Mayflower Street Dumping
in the neighborhood, and that the
Board of Health had just raised the
dumping fine to $500.00. The sign will
be updated to reflect the new fine. He
also suggested that a video of people
dumping would help the police
enforce the fine.
BPW member Daniel Freitas and
Vice-chairperson Robert “Hoppy”
Hobson agreed. Mr. Hobson also
suggested that the two neighbors ask
the Selectboard if they can buy the
paper street, so that they could put
up a fence to block dumping. Mr.
Nowell said he had attempted to do
so 30 years ago, but the previous
town planner had discouraged him.
Member Kathleen Sturtevant said
her neighbor had a similar problem
and understood the issue.
“Catch them on video and go to the
police,” she recommended.
Chairperson Geoffrey Haworth
The Board of Health...
raised the dumping fine
to $500.00. The sign will
be updated to reflect
the new fine.
suggested that in addition to cleaning
it up, the BPW could put boulders in
place to prevent trucks from dumping
material and neighbors from carrying
yard waste over in wheelbarrows. He
said he had visited the site and was
surprised at how far back into the
property material had been dumped.
The Board voted 5-0 to have
Highway workers clean out the area
and place boulders eight feet in from
Castle Avenue to prevent future
dumping.
In another matter, the board voted
5-0 to approve the promotion of Joyce
Wilson, Senior Clerk, to Principal
Clerk for the Water department. A
Town Hall domino effect started when
Linda Smith left the Town Clerk’s
office and Carolyn Hurley, BPW
Principal Clerk, leaves to replace her
on 8/26. Ms. Wilson was approved 5-0
as the new Principal Clerk effective
8/29, which will leave an opening for a
Senior Clerk. Ms. Wilson has been
with the Town 2 1/2 years and is a
town resident.
The BPW approved the WES
Construction Payment #18 of
$475,000 in a 5-0 vote. The payment
was reduced by $60,000 because the
total $2.3 million remaining balance
will be spread out to January 2012.
Mr. Haworth announced that all
involved parties met last Thursday,
August 18, to discuss problems with
the anaerobic digester. He said that
he expects the involved parties to
present a solution to the tank
problem to the Board within a week.
The re-bid of Item #17, rental of a
track-mounted backhoe, was awarded
for a second time to Fairhaven
Excavating (Robert “Robby”
Roderiques) at $125/hour. Peter
deTerra, the only other bidder,
rescinded his bid. The item was rebid
after a controversy over the disqualif -
ica tion of Mr. deTerra’s bid and a
complaint by Mr. deTerra about
the disqualification.
In the two weeks since he
started, Mr. Furtado told the board
said has spent “a good bit of time”
on the digester issue; notified Nye
Lubricants of the process they
need to follow for discontinuing
River Ave.; sent a letter to DATCO
bus company asking them to slow
the buses in response to Mr.
Alvernaz’s complaint; notified
Fairhaven Ship yard they will need
to fix an asphalt sidewalk on Fort
Street as per a former agreement; and
met with Tighe and Bond on the
Inflow and Infiltration study
assessment of the sewer system. He
said that Tighe and Bond has rated
the sewer system and will present
costs of repair at the end of
September in time for the October
Town Meeting.
Mr. Furtado also suggested that the
town consider a flushing program for
the water system to keep the water
fresher and the pressure high by
eliminating mineral build-up.
He also told the board he was
concerned about the number of
engineering consultants on various
projects and said that he will look for
ways to reduce that to establish
continuity. Finally he suggested that
the Town look into a light-duty policy
as an incentive to get employees back
to work after injuries.
Wacky Regatta showcases wacky boats on wacky island
By Beth David
Editor
The first annual West Island Wacky
Regatta lived up to its name on
Saturday, August 20. Five speedily
constructed (although decidedly not
speedy) flotation devices able to
carry humans competed for bragging
rights and a place in the annals of
West Island history.
The boats had to be assembled on
the beach prior to the race. Then the
contestants set off across the cove at
the little beach on the north side of
Causeway Road.
First place went to Captain Emily
Esten in a boat named “Save the
Earth,” built by Emily and Greg
Squillante. The boat was made of
aluminum cans wrapped in plastic.
Capt. Marc Dunn paddled into
second place in the “Sink or Swim,”
constructed from four five-gallon
buckets and some wood for a seat. In
third place was The Cookie Monster
by Shannon, Mike, Zach and Sam and
captained by Zach Dean; fourth place,
The Whatgamadinghy II, built by Bob,
Sean and Randy and captained by
Sean and Randy. Fifth place: Three
Tubs of Fun built by Grace Barnes,
Diane and Roland Leblanc and
captained by Grace.
As of press time, Hurricane Irene
was poised to hit this area as a
hurricane as projected by the
National Hurricane Center (link:
http://www.nhc.noaa.gov/graphics_
at4.shtml5-daynllarge#contents).
Fairhaven town officials were
taking the situation seriously and had
scheduled a meeting of all town
department heads for Thursday
morning, 8/25.
Fairhaven Fire Department Public
Information Officer Wayne Oliveira
said the department is preparing for a
direct hit on Sunday. He said the
hurricane plan calls for the depart -
ment to perform equipment checks
first.
Sgt. Kevin Kobza, spokesperson for
the Fairhaven Police Department also
said that equipment checks are the
first order of business. He said the
Hurricane Plan is reviewed annually
and revised as needed. Before the
hurricane, there are specific tasks to
be performed. As the hurricane gets
closer, things like calling in additional
personnel and assigning vehicles to
specific posts get implemented.
If evacuations are necessary,
residents will be notified by radio and
TV, reverse 911 calls, and roadside
checkpoints.
Police cruisers may also be posted
at certain intersections to prevent
Accident causes power
outage on Neck, West Island
By Beth David
Editor
A single car accident caused a
power outage on Sconticut Neck and
West Island on Sunday night, 8/21.
At approximately 9 p.m., a car
crashed into a telephone pole
between the 500 and 600 blocks on
Sconticut Neck Road. Power was out
for an undetermined amount of time.
NSTAR was unable to give details by
press time.
The telephone pole was replaced
by NSTAR crews on Tuesday.
According to the Fairhaven fire
department, the operator of the
vehicle was transported to St. Luke’s
Hospital.
No charges have been filed in the
accident.
At approxi mately the same time,
spectators from favorite spots like
the West Island Causeway and the
hurricane barrier at Fort Phoenix.
Mr. Oliveira said that as the storm
becomes imminent, fire trucks will be
deployed to various parts of town so
they will not have to maneuver along
streets that often get flooded.
He said the department does
ongoing fire drills with the public and
encouraged people to be prepared.
“Tell people to watch the news
faithfully in the next few days,” said
Mr. Oliveira. “Pack an overnight bag
in case you have to evacuate.”
On the waterfront, local marinas
and boat owners were pulling boats
out of the water and getting them to
higher ground. Earl’s Marina planned
to start hauling boats on Wednesday
and placing them in a hay field on
Sconticut Neck Road.
In case of a mandatory evacuation,
the fire and police departments do
not physically remove people who
refuse to leave their homes, however,
authorities may not respond if a call
comes in for help from evacuated
areas.
Shelters will be set up for those
who need to evacuate or feel unsafe
staying at home. The Wood School on
Sconticut Neck Road is the primary
shelter with the Hastings Middle
School serving as an overflow shelter.
Remember that pets are not allowed,
so make arrange ments to take them
somewhere else.
Residents are also enouraged to
get their hurricane stickers from the
Department of Public Works right
away. The stickers are free and allow
residents to pass through check
points in case heavy damage causes
police to restrict access to some
neigh borhoods.
For general information on how to
prepare for a hurricane, visit the
Fairhaven Fire Depart ment website at
www. FairhavenFire.org and click on
the hurricane preparedness link at
the top of the page. If you do not find
the informa tion you need there, call
508-994-1428.
The storm is still several days
away and could very well veer away
from the area. Meanwhile, it is still a
good idea to be prepared.
“Every year we get geared up for
this, it’s just that the public doesn’t
know about it unless we get a
hurricane,” said Sgt. Kobza. “It’s not
out of the ordinary for us to be at this
level of preparation. We do take it
seriously and review and abide by it
annually.”
“I think everyone’s taking it
seriously,” said Fairhaven Select -
board Executive Secretary Jeff Osuch.
“Each day we’ll have a better idea. At
this point it certainly looks like we’re
going to get some heavy rain and
some wind. The question is, how
much wind.” •••
Press Release
In late fall 2011 the Town of
Fairhaven will make a critical
decision to address the serious
deficiencies in two of its elementary
school buildings.
Rogers School has an ever growing
list of structural and systemic failures
affecting the safety of all students.
Wood School, while newer, has its
own list of significant issues that
require a long term solution.
Neither school provides the
facilities to meet today’s standards in
order to provide a quality education
to all Fairhaven students.
Fairhaven is moving in the
direction of solving the problem by
providing a new model school on the
Wood School site. This project was
named as the preferred solution after
a thorough feasibility study, and was
overwhelmingly supported by the
recent town meeting vote. The one
school solution has also been
unanimously approved by votes
taken by the School Building
Committee, School Committee, and
the Board of Selectmen.
A group of concerned Fairhaven
residents who are committed to the
successful completion of this project
have come together to form YES for
Fairhaven. This group was created
to inform residents on the facts of
this decision and encourage all voters
to vote YES on the expected ballot
question to approve the construction
of the new school.
The membership of this group has
carefully reviewed all the facts
available about the existing problem
and remained informed on the
progress of the School Building
Committee. YES for Fairhaven has
concluded that building a new model
school at the Wood School site is the
most cost-effective means to provid -
ing the right educational opportuni -
ties to all Fairhaven elementary
school students.
YES for Fairhaven has launched a
website to serve as a resource for the
voters of Fairhaven to make their
decision based on the facts at
www.YESforFairhaven.org. This site
contains project updates, the facts as
well as an extensive question and
answer section detailing the entire
process.
New digs, still that yummy chocolate aroma
By Beth David
Editor
Dorothy Cox’s Chocolates official -
ly moved into its new retail space in
the Fairhaven Center for Business, 63
Alden Road, Fairhaven (across from
WalMart), on Monday, 8/22. The
family owned candy making business
began in 1928 when Dorothy Cox
started making candy in her kitchen.
The manufaturing and retail opera -
tions had been located in the same
building on Huttleston Avenue since
1957. The famliy recently announced
the move to expand their facilities.
The manufacturing operation is
now located in Wareham. According
to Francis Cox, Jr., the move was
necessary to expand production. He
said 80% of the business is now
wholesale and the little shop on
Huttleston Avenue just could not
keep up anymore.
The wholesale business includes
creating and selling candies to large
retailers like Trader Joe’s and smaller
shops throughout the region. Mr. Cox
said the company also creates candy
labels for corporations, charities, and
special promotions.
The old facility was approximately
800 square feet. The new retail space
is approximately 3,000 sf, and the
manufacturing facility is 11,000 sf.
ConCom approves replication; reviews open space proposal
By Meredith Winnett
Neighb News Correspondent
At its August 22 meeting, the
Fairhaven Conservation Commission
allowed percolation tests, tree
trimming, and construction of a deck
as well as continuing three requests
and reviewing an amendment from
the Buzzards Bay Coalition for
conserving a parcel of land on New
Boston Road.
Allen Decker from the Buzzards
Bay Coalition (BBC) approached the
board looking for comments on a
proposal to place a conservation
restriction on a 59-parcel on New
Boston Road.
The town acquired eight acres of
property from the Fitzgerald family in
February for a prior conservation
project. The final project of 66.95
acres will allow recreation, trails, and
a parking area. The proposal will
require a public hearing at a
Conservation Commission meeting
before it can be approved.
Lucy Figueiredo of 1 Bayside
Street, represented by Rick Charon,
appeared before the board seeking
permission to perform percolation
tests within 100 feet of a buffer zone
to BVW (bordering vegetated wet -
lands) and within a VE (velocity zone,
so the property would take direct
impact of waves during a major
event) flood zone.
Mr. Charon stated that the septic
system filtration will need at least two
holes and they will be covered. Ms.
Figueiredo’s front yard is just inside
the limits of the buffer zone. The
board ruled a positive 2B determina -
tion for the boundary and a negative
two determination for the work.
A positive 2B means the line has
not been reviewed by the commis -
sion, but they will allow the project to
proceed because it is far enough
away from the proposed structure. A
negative two means the erosion and
sedimentary barrier shall serve as
the alternation line and that barrier
will protect the wetland. No work
shall be done past that point.
In a continued hearing, Fernando
A. Lemos of 9 Goulart Memorial Drive,
who had attended the August 8
meeting, received permission to trim
and remove overgrown and rotted
trees. The board did an on-site review
on August 21 and gave a negative 3
determination, with no special
conditions, at the 8/22 meeting.
A negative three means that the
work within the buffer zone will not
alter an area subject to protection
under the act.
A to Z Construction Co. Inc. from
40 Point Street applied to construct a
rear deck within 100 feet of a BVW
and within a VE flood zone. Building
manager John Cusson and business
owner Sam Sylva represented the
company. They requested permission
to remove a stockade fence and three
deteriorating sheds while adding a
farmer’s porch and a new plastic
The final project of
66.95 acres will allow
recreation, trails,
and a parking area.
shed. They were asked to return in
front of the board on September 12 ,
so members could visit the site on
September 11, and changes could be
made to their amendment.
They were granted permission
with a negative three for their rear
deck determination as it is in a
previously disturbed area of grass.
In an a after-the-fact filing, Brian
Ribeiro of 475 Bridge Street appeared
in front of the board after doing work
without attending a meeting. Mr.
Ribeiro said he wishes to construct a
lean-to to an existing garage within
100 feet of a buffer zone to BVW and
within NRB (Nasketucket River Basin,
which protects the Mill Pond area).
Neighbor Gloria McGreevy
attended the meeting to voice her
concern of the noise level and what
sounded like “grinding stone.” The
board will visit the site on September
25. If the site is in compliance, then
Mr. Ribeiro will likely receive a permit
on September 26.
A hearing for an amendment to a
project by John J. Sylvia of 7 Hickory
Street was continued. Mr. Sylvia, who
is requesting to include a shed and
car port within 100 feet of a buffer
zone to BVW did not attend the
meeting.
Some of Mr. Sylvia’s neighbors
attended, saying the construction is a
“shame” because it is supposed to be
a wetland area and there are missing
trees, so the property does not look
the same. The hearing was
automatically continued to the
September 12 meeting because Mr.
Sylvia did not attend.
Wayne and Nancy Frye of Seaview
Avenue received a continuance at the
August 8 meeting after a notice of
intent for landscaping. Consultant
Brandon Phaneuf was supposed to
attend the 8/22 meeting with BPW
Superintendent Vincent Furtado, but
Mr. Furtado was at the BPW meeting.
Chairperson Andrew Jones
suggested that Mr. Phaneuf, Mr.
Furtado, and the Fryes meet with
Conservation Agent Wayne Fostin to
discuss their plan for the land -
scaping. The hearing was continued
to September 12.
In other business the board:
• Issued a Certificate of Compliance
to the residents of 37 Babbit Street.
A Certificate of Compliance is
issued after a project has been
completed and the applicant has
satisfied the conditions the
Commission has placed on it.
• Received a complaint letter for the
area of 3 Courtlyn Way about a
neighbor dumping grass on town
conservation land and allowing a
dog to defecate in the woods. The
board will perform an on-site
inspec tion on September 25. •••
Hurricane lessons
unlearned
What Have We Learned From
Hurricanes
Massachusetts has learned
nothing since the Hurricane of 1938,
Hurricane Carrol in 1953 and
Hurricane Bob twenty years ago.
In New Bedford a hurricane barrier
was built in the 1960s by the Army
Corps of Engineers with two 440 ton
gates. The gates are old now and
stayed in the stuck open position for
several months in 2009 to make repair
of reduction gear.
The Cannon Street Power plant on
New Bedford Harbor was flooded in
1953 and finally closed in 1998. The
toxic plant remains there today.
In 2003 the Coast Guard relocated
the Tahoma and the Campbell, both
270-foot cutters from New Bedford, to
the Portsmouth Naval Shipyard in
Kittery, Maine.
After the 1938 hurricane during
World War ll ship building move
inland to the Quonset Point armynavy
base in Rhode Island and the
Fore River Shipyard in Quincy,
Massachusetts.
Letters from our reader
We have got to question the
decision by Gov Patrick and the
leaders on Beacon Hill to propose
building a 36 million dollar ocean
wind turbine port (New Bedford
Marine Commerce Terminal) behind
the hurricane barrier. The tidal surge
from Hurricane Bob was twenty-eight
feet at the hurricane barrier with
wind speeds of 106 mph.
