Whitfield-Manjiro House one year anniversary
TOP: The Whitfield-Manjiro Friend ship
House & Museum celebrated its first
anniversary on Friday, 5/7. The house,
at 11 Cherry Street in Fairhaven, is
where Manjiro Nakahama of Japan
lived after being rescued from an
island in the Pacific by Capt. William
Whiftield of Fairhaven. Nakahama was
the first person to live in the United
States and was instrumental in
opening Japan to the west. LEFT: a
WEST ISLAND:
A day late and many dollars short.
As a typist, I’ve gotta say:
that was some typo that
sent the stock exchange in a
tailspin! Wow. My only
question is: Don’t they use
numbers, instead of words
Anyway, the point is, they are saying that the Dow
plunged 1,000 points because somebody typed in the
wrong thing somewhere. For the first time ever, some
trades are not being honored. Ouch. Wouldn’t want
to be that secretary. And I got all upset when we spell
a name wrong.
I want to give you all a heads-up about a fun little
gig in a couple of weeks called HMS Has Talent. If you
read the notice on page 6, you will see that there are
celebrity judges. Ahem...get my point Sure the
police chief will be a judge, but I’m talking about ME.
Yup, your favorite editor is going to be one of the
judges. Honestly, though, for a fleeting moment, I
thought of “forgetting” to list it so no one would show
up and see me goof up. Then I thought, ah well, what
about those kids who worked so hard Yes, it’s about
the kids, remember it’s about the kids...the kids....
We have some meeting coverage for this week.
Mali Lim covered Selectboard, on page 17; and John
Garcia covered Conservation, on page 4.
Our cover story is about the one year anniversary
of the Whitfield-Manjiro museum. The museum is up
and running, the renovations are almost done, and it
will be open for regular hours this summer. See page
16 for details. The house is where young Manjiro
Nakahama lived after he was rescued from a deserted
island in the Pacific by Capt. William Whitfield of the
Whaleship John Howland. It’s quite a story, and
would be unbelievable, except, well, it’s true. Some
stuff you just can’t make up.
Also on Page 16 are a couple of pictures of a
regional event hosted by the Fairhaven Council on
Aging. A senior health fair drew 250 seniors and more
than 60 vendors to the Recreation Center gym.
It’s also time for the weather to finally start
warming up. We’ve had some teaser days, and then
we go right back to being cold again. But the warmer
hours of the days are slowly beginning to outnumber
the cold hours. No matter, though, because the
springtime festivities are beginning to happen. See
pages 6–8 for listings from the whole area, many of
them signalling the start of spring and getting ready
for summer.
That goes for the adver -
tisers, too. We’ve got a couple
cont’d next page
HMS Green Team wins Mass. award
Fairhaven’s Hastings Middle School Green Team was recognized by the Massachusetts Executive
Office of Energy and Environmental Affairs for their projects, which include separating recyclables in
the cafeteria every day and selling items made from recycled materials. Fifty-two programs at 42
schools were recognized in a ceremony on April 16. Photo submitted. See it in color at www.
The HMS Green Team meets
weekly with advisor Ann Richard and
is a very popular after school
activity involved in many different
aspects of the school. The team has
a goal for the school to recycle more
than ever before. They also want all
the teachers and students to realize
how important everything they do is
for the environment.
Each week team members visit
every classroom in the school and
empty the blue recycling bins; Every
day they separae plastic bottles in
the cafeteria and recycle juice
pouches. The juice pouches are
mailed to Terra Cycle which
is a company that makes
pencil cases, lunch bags
and backpacks for schools
to sell as fundraiser.
The newest fundraiser
for the Green Team is selling
Relief Beads to support
Dafur. The beads are
handmade in Dafur and the
money directly sup ports
malnourished children and
These green initiatives
are just some of the ways
that members of this after
school environmental club
are trying to change the way
people think, buy, act and
live in our community.
The students are all very
dedicated to these
programs and have many
ConCom hears neighbor complaints about fence, land sale
By John Garcia
Neighb News Correspondent
The Fairhaven Conservation Com -
mis sion approved two Notices of
Intent and voted to continue two
other hearings at their meeting on
Monday, May 10th.
John and Mary Sylvia requested
approval to cut trees and install a
fence on their property at 7 Hickory
Street. Mr. Sylvia had purchased the
land from the town at an auction. He
had started to cut trees on the
property, but then was told to stop
after a neighbor complained.
Kenneth Ferreira, the engineer for
the project, stated that several
abutters had encroached on the
property when it was owned by the
town. Mr. Sylvia wanted the fence in
place to mark out his land. Mr.
Ferreira added that the fence would
be eight to ten inches off the ground.
Edna Hopkins, an abutter to the
property, stated that she was opposed
to the construction of the fence.
“I’m totally against him putting
the fence up,” she said.
Ms. Hopkins’ daughter Cynthia
explained that her mother had lived
next to the property for years, and
had not been informed about the
sale of the land, which she would
have been interested in buying.
“She’s been there for over 50 years,”
she said. “It’s like her back yard.”
Chairperson Andrew Jones told
he said.
He told Mr. Ferreira that the Com -
mis sion wanted Mr. Sylvia’s portion
of the land flagged so that it was
clearly marked.
“The issue is, I want it recorded,”
he said.
In addition, the project would
have to check if the land had a
hydraulic connection with School
Street, which would determine if the
...there could be someone
we’d transfer property with,
but the use wouldn’t change
[Allen Decker, CBB]
area was part of a bigger wetland
and not isolated.
Mr. Jones added that he had no
other major complaints.
“Other than that, personally, I
don’t have a huge issue,” he said.
The ConCom voted unani mously
to continue the hearing to May 24th.
Allen Decker, the Director of Land
Protection for the Coalition for
Buzzards Bay, appeared to request a
conservation restriction for Marsh
Island. It would ensure that the land
is kept as open space.
Mr. Jones noted that there was
400a Main St. • Fairhaven
language in the
restriction
related to the
potential sale of
the land. Mr.
Decker replied
that the Coalition
would only con -
sider selling Marsh Island to another
conservation group, and that such a
situation would only arise if they felt
the other group could do a better job
of pro tecting the land. The restric -
tion would remain in place.
“In essence, there could be some -
one we’d transfer property with, but
the use wouldn’t change,” he said.
The ConCom voted unanimously
in favor of approving the restriction
pending minor changes.
Patricia Jayson filed a Notice of
Intent requesting permission to
install a dock and ramp at 82 Fort
Street. Susan Wilson, the engineer
for the project, told the Commission
that the width of the dock had been
narrowed based on the concerns of
abutters. She added that the dock
would only be large enough for a
dinghy or a small sailboat.
The Commission voted unani -
mously in favor of approving the
project with four conditions,
including a requirement that the
Commission would be provided with
the names and telephone numbers of
everyone working on the project.
Daniel Magalhaes made a Request
For Determination regarding a 20x40
in-ground pool at his property on 33
Sylvia Street. The property is within
the 100 foot buffer to Bordering
Vegetated Wetland (BVW). The Commission
voted unanimously in favor
of giving the project a classification
of negative three, meaning that it
would have no impact to the
resource area.
Carlos Pereira was scheduled to
make a Request for Determination
regarding work already done at his
property on 103 Ashley Island Road.
However, he had failed to notify the
abutters. The Commission voted to
delay the hearing until May 24th.
Whitfield-Manjiro Friendship House & Museum is a year old
Text and photos by Beth David
Editor
Fairhaven’s Whitfield-Manjiro
Friend ship House and Museum
celebrated its one year anniversary
with an open house on Friday 5/7,
one year after a visit by Japanese
dignitaries, including Dr. Shigeaki
Hinohara, to officially open the
museum.
Friday’s affair was a bit more sub -
dued, with small groups of visitors
throughout the day visiting the
rooms and listening to remarks by
WMF Society president Gerry Rooney.
Mr. Rooney said the renovation of
the house was nearly finished, with
only a few furnishings and some
finishing touches left.
A grant from the US-Japan
Foundation allowed the society to
train guides and buy tour guide
jackets. The grant will also provide
funding for Japanese language
lessons, and to finish the rooms
upstairs. The society also received a
grant to create a DVD tour of the
whole house.
The house received a visit from a
Japanese travel guide that is largely
considered the must-have book for
tourists to the US. Fairhaven and
New Bedford have two pages
devoted to them.
“We’ve got a pretty good spread in
here,” said Mr. Rooney. “Anyone who
comes here gets this book.”
Mr. Rooney said the museum had
more than 600 visitors last year and
more than half were Japanese.
“It is a destination here that
people can appreciate,” he said.
The museum’s artifacts include
copies of the pages of the log book
from the Whaleship John Howland,
the ship that rescued young Manjiro
from a remote island in 1841.*
Manjiro was 14 when he and four
fishing companions were caught in a
storm and stranded for approxi -
mately six months. The John
Howland, captained by William
Whitfield of Fairhaven, rescued the
men. Four stayed in Hawaii, but
young Manjiro decided to return to
Fairhaven. He became the first
Japanese person to live in the US.
The education he received here
was extremely important in the
opening of Japan after its closeddoor
policy of 200 years.
Douglas Wine gets probation for selling infraction
By Mali Lim
Neighb News Correspondent
The Fairhaven Selectboard issued
a six-month probationary period to
Douglas Wine & Spirits, the results of
a March 30th violation of MA General
Law 138, prohibiting the sale of
alcohol to an intoxicated person.
The selectboard held a public
hearing Monday, 5/11, to hear
testimony from police officials as
well as Douglas representatives
owner John Haronian, manager Isaac
Macy and vice president of opera -
tions Craig Power, regarding the
liquor license violation.
According to testimony from
Police Chief Michael Myers an
inebriated male was observed
entering the liquor store the evening
of March 30th and exiting shortly
afterward with a bottle of vodka. The
man then attempted to walk along
Route 6, before stumbling and falling
into a fence. At that point he was
picked up by police and brought to
the hospital due to his severely
intoxicated state.
Chief Meyers related to the board
that the management of the shop
took immediate action, contacting
police both that evening and again
the next day, claiming responsibility
for the liquor law infractions. Store
management subsequently met with
police and laid out an action plan to
prevent such a violation from
happening again, but as mandated
by the liquor laws, the matter had to
come before the board as the town’s
licensing body, said the chief.
Mr. Power, speaking on behalf of
Douglas Wine & Spirits, apologized
to the selectboard.
“I would like to apologize to the
board and to the town as a whole
that this even occurred,” he told the
board members. “We are highly
embarrassed that this happened and
we can’t apologize enough.”
“I can’t think of any other
violations in the 17 years we’ve been
operating, maybe a tobacco viola -
tion in the mid 1990s,” Mr. Power
told the board.
“We work hard to train our
employees, and the clerk involved
was a long-time employee so we
don’t know why she sold alcohol to
this individual,” he continued.
“However, because we have a notolerance
policy we had to terminate
her employment. We have met with
all our employees to discuss this
situation and have made it clear we
will enforce our no-tolerance policy.”
“We’re sorry to see a long-time
employee leave, but you do have to
follow policy and the plan set in
motion,” commented selectboard
member Brian Bowcock. “We have
concern,s especially this time of
year, as we have graduations and
proms coming up, and young people
sometimes like to try to get alcohol
for their parties. This time of year it’s
important to be diligent.”
The selectboard opted to give
Douglas Wine & Spirits a six-month
probation, primarily due to the their
clean track record in town.
Selectboard Chair Charles
Murphy noted that he had confirmed
with Chief Meyers that violations
involving the retailer were rare.
“We have the option of sus -
pending the license and closing the
store down for a day or longer, and
from our standpoint, we need to
make all the other license holders in
town aware that this is serious,” said
M. Murphy. “Based on evidence
presented, we are making a recom -
mendation of a letter, putting them
on probation for six months because
they showed due diligence and tried
to do the right thing.”
The board did caution the shop’s
representatives that if any other
violations happen during the six
month probation period, another
hearing would be convened.
In other licensing related busi -
ness, the board voted to approve a
common victualer’s license for Lady
J’s d/b/a Griddles at 140 Huttleston
Avenue; a private livery license for
Iskandar Sarkis; and an All Day All
Alcoholic license for St. Joseph’s
School’s Blessing of the Bikes to be
held at the Ice Chest Bar & Grille on
Sunday May 16, from noon to 9 p.m.
The board also approved the
Natural Resource Department’s
request to appoint Ronald Manzone
an assistant harbormaster/shellfish
warden. They appointed Jennifer
Bishop and Ian Dobson to the
Bicentennial Committee and
accepted a letter from Tourism
Commit tee member Mark Scanlon
requesting not to be reappointed
when his term runs out.
Before going into executive
session to discuss land acquisitions,
issues regarding workers’ comp for a
former employee and a request for
authorization of legal services for
board of public works, the board had
a brief meeting with town planner
Bill Roth, for an update on recent
economic development.
The board authorized Mr. Murphy
to sign documents relating to a
federal land grant application for
property on New Boston Road,
approved at town meeting and which
Mr. Roth plans to submit next month.
The board also designated Mr. Roth
as the town’s official representative
for the grant.
The board requested that Mr.
Roth look into scheduling a meeting
between the town and the UMass –
Dartmouth Center for Market
Research to look at ways the town
could better market itself to visitors.
“One of the things that concerns
me about tourism is that we don’t
really have any hard information in
terms of market research about who
wants to come visit Fairhaven, or
what can we do to make people want
to visit Fairhaven,” said Selectboard
Member Michael Silvia. “We do have
a tourism director, which many
towns our size don’t have. We do
have a room tax and meal sales tax,
so we owe it to our hotel business
owners and restaurant owners to
work on tourism development.”
Mr. Silvia added that the up -
coming opening on the tourism
committee might be an opportunity
for someone from the hotel or
restaurant industry to have a
position on the committee, saying
their input would be valuable to the
town’s planning processes.•••
