West Island Wacky Regatta lives up to its name<br />
TOP: The first annual West Island Wacky Regatta drew a record field of<br />
five (loosely defined) boats on Saturday, August 20, at the Causeway<br />
Road Beach. Contestants had to construct their boats on the beach and<br />
nagivate across the cove to the finish line. See page 16 for story and<br />

WEST ISLAND —<br />
A day late and many dollars short.<br />
Well, last week was about<br />
Hurricane Bob, next week<br />
might be about Hurricane<br />
Irene (see page 17), which is<br />
aimed right for us as I write<br />
this. It’s not supposed to get<br />
here until late Sunday,<br />
though, so anything can Beth David, Publisher<br />
happen between now and then. Meanwhile, places<br />
south of us are getting pummeled.<br />
We’ll be out there taking pictures and getting your<br />
stories if Irene makes an appearance here, but we can’t<br />
be everywhere, so be sure to send in your pictures and<br />
stories after the storm.<br />
Speaking of which....no Bob stories Really C’mon, I<br />
know people out there have great stories. Not a one for<br />
the local free rag<br />
I know you have blackout stories and stranded<br />
stories, and ... other stuff.<br />
Speaking of blackouts. We had a power outage on<br />
Sunday night when someone crashed into a pole on the<br />
Neck (see page 17). I took a little walk during it and it<br />
was very eerie. No lights at all.<br />
I have always hated the light at the end of my<br />
driveway. Light pollution is definitely one of my pet<br />
peeves. I’ve got admit, though, that having no lights at<br />
all on my little street was creepy. Just creepy.<br />
It was very quiet, too, until someone’s generator<br />
started up. Then it sounded like an industrial zone.<br />
Geesh. Can’t they come up with something a little<br />
quieter. From creeped out to annoyed in two seconds<br />
flat.<br />
Our cover story this week is a hoot! I didn’t make it<br />
to the event myself, but I saw the crews as they made<br />
their way back from the beach and I saw the You Tube<br />
video by Kevin Hodson. It’s very West Island to say the<br />
least.<br />
The Wacky Boats have to be assembled on the beach<br />
and nothing that a “real” boat would use can be part of<br />
it. Young Zach Dean used a snow shovel as a paddle. I’m<br />
sorry I missed it. There’s always next year, though,<br />
right See page 16 for that.<br />
Well, time to wrap it up. I need food. I’m going to go<br />
to my back yard and pick a couple of tomatoes and a<br />
couple of cucumbers. There’s nothing like taking food<br />
from your own back yard. It’s such a short amount of<br />
time we’re able to do that. Meanwhile, you can always<br />
go to the farmers market at the high school on Sundays.<br />

Annual Fort Phoenix Road Race coming up fast<br />
Press Release<br />
The 22th annual Fort Phoenix 5K<br />
Road Race/Walk will be held on<br />
Sunday, Sept. 11 at 10 a.m., rain or<br />
shine. Start/finish is at Fort Phoenix<br />
State Beach in <strong>Fairhaven</strong>.<br />
Non-competitive walk to take place<br />
concurrently with the run. All<br />
proceeds from the walk will benefit<br />
Cameron’s Kids, a non-profit<br />
charitable corporation, which is tax<br />
exempt under Section 501(c)(3) of the<br />
Internal Revenue Code.<br />
Proceeds from the run benefit<br />
various charities/causes within our<br />
community. List is available upon<br />
request.<br />
The end of summer means it is<br />
time again for the Our Lady of Angels<br />
Feast! We are once again in need of<br />
volunteers. At the Malassadas and<br />
Clam Cake and French Fry Booth we<br />
are looking to have some fun and<br />
raise some finances for the many<br />
charities that the Feast assists within<br />
the community.<br />
The Feast begins on Saturday<br />
September third at 5pm and goes till<br />

Family Overnights on board the<br />
USS Massachusetts are always<br />

who have found a stay on this World<br />
War II battleship to be a living history<br />
lesson they’ll never forget.<br />
But the September 10th Family<br />
Overnight will be more than special<br />
for the participating groups. They will<br />
be able to attend the September 11th<br />
Memorial Service on Sunday,<br />
September 11th, the tenth<br />
anniversary of the nation’s most<br />
deadly attack. Local public safety<br />
officials and apparatus will be on<br />
hand, and a steel beam salvaged from<br />
one of the Twin Towers will be on<br />
display. Battleship Cove is the home<br />
of the state’s official memorial for the<br />
Massachusetts victims of the<br />
terrorist attack.<br />

Recipe of the Week<br />
For you and your best friend<br />
Tostadas<br />
2 cups cooked red beans<br />
1 onion<br />
2 cloves garlic<br />
1 cup tomato sauce<br />
1/2 tsp cumin<br />
1-2 tbsp chili powder<br />
Optional: pinch of oregano, salt<br />
Mash beans, onion, garlic and<br />
tomato in blender until smooth.<br />
Warm beans in pan over medlow<br />
heat. Add seasoning.<br />
Toppings: Lettuce & cheese,<br />
grated; Tomatoes & onions,<br />
chopped.<br />
Dog Biscuits<br />
1 tbsp yeast<br />
1/4 cup warm water<br />
1 pint broth or gravy<br />
3 /12 cups unbleached flour<br />
2 cups whole wheat flour<br />
2 cups rye flour<br />
1/2 cup dry milk<br />
2 cups bulgar<br />
1 cup corn meal<br />
4 tbsp salt<br />
Glaze: 1 egg, 1 tbsp milk<br />
Dissolve yeast in waetr.<br />
Mix other ingredients together.<br />
Knead into stiff dough.<br />
Roll out dough, 1/4-inch thick<br />
with a small cookie cutter.<br />
Beat egg and milk together,<br />
brush on cookies.<br />
Bake at 300 for 45 mins.<br />
Leave out overnight. Then store.<br />

In contrast to a stormy August 8<br />
meeting, the <strong>Fairhaven</strong> Board of<br />
Public Works quietly sped through a<br />
full agenda at its August 22 regular<br />
meeting. The Board did take time to<br />
hear the illegal dumping complaint<br />
from Regina and Amicar Gomes of 33<br />
Castle Avenue.<br />
According to the couple, neighbors<br />
from as far as Plymouth Street,<br />
Robert Street and Green Street have<br />
been using Mayflower Street to<br />
dispose of yard waste. Mayflower is a<br />
Town-owned “paper” street, meaning<br />
it exists on maps, but has not been<br />
built.<br />
According to the Gomeses, the<br />
dumping of yard waste for several<br />
years has weakened trees to the point<br />
of falling, pushed out the Gomeses’<br />
fence, and prevented them from using<br />
their yard due to moldy smells and<br />
hordes of mosquitoes.<br />
“I was born and raised in<br />
<strong>Fairhaven</strong>,” said Ms. Gomes,<br />
adding that she can not enjoy her<br />
property of 14 years.<br />
She said the dumping reached a<br />
tipping point last Thursday when<br />
her husband approached resident<br />
Stephen Nowell of 268 Green Street<br />
who was carrying clippings to the<br />
area. Mr. Nowell, who lives on the<br />
other side of Mayflower Street, was<br />
also present. Mr. Nowell later<br />
stated he was taking his hedge<br />
trimmings to vacant property he<br />
owns on the other side of the paper<br />
street, and dis claimed contributing to<br />
the Mayflower Street problem.<br />
But other residents had freely<br />
admitted to the Gomeses that they<br />
had been dumping there for years<br />
and were continuing to do so. Police<br />
had posted a “no dumping” sign to no<br />
avail. The couple asked the Board to<br />
clean the property, as it is townowned.<br />
BPW member Steven Riley said he<br />
had visited the property after<br />
receiving the Gomeses’ letter and<br />
photos. He said he found the site<br />
much as they described.<br />
“We can clean it up,” said Mr. Riley.<br />
“[Highway superin tendent] Mr.<br />
Charbonneau said it was a one week<br />
job. We can’t leave a BPW truck there,<br />
but we can clean it up.”<br />
Mr. Riley also said that letters had<br />
been sent out to numerous residents<br />
BPW Tackles Mayflower Street Dumping<br />
in the neighborhood, and that the<br />
Board of Health had just raised the<br />
dumping fine to $500.00. The sign will<br />
be updated to reflect the new fine. He<br />
also suggested that a video of people<br />
dumping would help the police<br />
enforce the fine.<br />

Hobson agreed. Mr. Hobson also<br />
suggested that the two neighbors ask<br />
the Selectboard if they can buy the<br />
paper street, so that they could put<br />
up a fence to block dumping. Mr.<br />
Nowell said he had attempted to do<br />
so 30 years ago, but the previous<br />
town planner had discouraged him.<br />
Member Kathleen Sturtevant said<br />
her neighbor had a similar problem<br />
and understood the issue.<br />
“Catch them on video and go to the<br />
police,” she recommended.<br />

suggested that in addition to cleaning<br />
it up, the BPW could put boulders in<br />
place to prevent trucks from dumping<br />
material and neighbors from carrying<br />
yard waste over in wheelbarrows. He<br />
said he had visited the site and was<br />
surprised at how far back into the<br />
property material had been dumped.<br />
The Board voted 5-0 to have<br />
Highway workers clean out the area<br />
and place boulders eight feet in from<br />
Castle Avenue to prevent future<br />
dumping.<br />
In another matter, the board voted<br />
5-0 to approve the promotion of Joyce<br />
Wilson, Senior Clerk, to Principal<br />
Clerk for the Water department. A<br />
Town Hall domino effect started when<br />
Linda Smith left the Town Clerk’s<br />
office and Carolyn Hurley, BPW<br />
Principal Clerk, leaves to replace her<br />
on 8/26. Ms. Wilson was approved 5-0<br />
as the new Principal Clerk effective<br />
8/29, which will leave an opening for a<br />
Senior Clerk. Ms. Wilson has been<br />
with the Town 2 1/2 years and is a<br />
town resident.<br />
The BPW approved the WES<br />
Construction Payment #18 of<br />
$475,000 in a 5-0 vote. The payment<br />
was reduced by $60,000 because the<br />
total $2.3 million remaining balance<br />
will be spread out to January 2012.<br />
Mr. Haworth announced that all<br />
involved parties met last Thursday,<br />
August 18, to discuss problems with<br />
the anaerobic digester. He said that<br />
he expects the involved parties to<br />
present a solution to the tank<br />
problem to the Board within a week.<br />
The re-bid of Item #17, rental of a<br />
track-mounted backhoe, was awarded<br />
for a second time to <strong>Fairhaven</strong><br />
Excavating (Robert “Robby”<br />
Roderiques) at $125/hour. Peter<br />
deTerra, the only other bidder,<br />
rescinded his bid. The item was rebid<br />
after a controversy over the disqualif -<br />
ica tion of Mr. deTerra’s bid and a<br />
complaint by Mr. deTerra about<br />
the disqualification.<br />
In the two weeks since he<br />
started, Mr. Furtado told the board<br />
said has spent “a good bit of time”<br />
on the digester issue; notified Nye<br />
Lubricants of the process they<br />
need to follow for discontinuing<br />
River Ave.; sent a letter to DATCO<br />
bus company asking them to slow<br />
the buses in response to Mr.<br />
Alvernaz’s complaint; notified<br />
<strong>Fairhaven</strong> Ship yard they will need<br />
to fix an asphalt sidewalk on Fort<br />
Street as per a former agreement; and<br />
met with Tighe and Bond on the<br />
Inflow and Infiltration study<br />
assessment of the sewer system. He<br />
said that Tighe and Bond has rated<br />
the sewer system and will present<br />
costs of repair at the end of<br />
September in time for the October<br />
Town Meeting.<br />
Mr. Furtado also suggested that the<br />
town consider a flushing program for<br />
the water system to keep the water<br />
fresher and the pressure high by<br />
eliminating mineral build-up.<br />
He also told the board he was<br />
concerned about the number of<br />
engineering consultants on various<br />
projects and said that he will look for<br />
ways to reduce that to establish<br />
continuity. Finally he suggested that<br />
the Town look into a light-duty policy<br />
as an incentive to get employees back<br />
to work after injuries.<br />

• Approved the Marsh Island salt<br />
marsh restoration agreement with<br />
NOAA. Steve Block, NOAA Habitat<br />
Restoration Specialist, answered<br />
the Board’s questions on the use of<br />
heavy equipment over the sewer<br />
lines and other utilities as well as<br />
issues with the use of River Road<br />
through the cemetery. Riverside<br />
Cemetery trustees have not yet<br />
signed off on an agreement.<br />

Wacky Regatta showcases wacky boats on wacky island<br />

The first annual West Island Wacky<br />
Regatta lived up to its name on<br />
Saturday, August 20. Five speedily<br />
constructed (although decidedly not<br />
speedy) flotation devices able to<br />
carry humans competed for bragging<br />
rights and a place in the annals of<br />
West Island history.<br />
The boats had to be assembled on<br />
the beach prior to the race. Then the<br />
contestants set off across the cove at<br />
the little beach on the north side of<br />
Causeway Road.<br />
First place went to Captain Emily<br />
Esten in a boat named “Save the<br />
Earth,” built by Emily and Greg<br />
Squillante. The boat was made of<br />
aluminum cans wrapped in plastic.<br />
Capt. Marc Dunn paddled into<br />
second place in the “Sink or Swim,”<br />
constructed from four five-gallon<br />
buckets and some wood for a seat. In<br />
third place was The Cookie Monster<br />
by Shannon, Mike, Zach and Sam and<br />
captained by Zach Dean; fourth place,<br />

As of press time, Hurricane Irene<br />
was poised to hit this area as a<br />
hurricane as projected by the<br />
National Hurricane Center (link:<br />

<strong>Fairhaven</strong> town officials were<br />
taking the situation seriously and had<br />
scheduled a meeting of all town<br />
department heads for Thursday<br />
morning, 8/25.<br />
<strong>Fairhaven</strong> Fire Department Public<br />
Information Officer Wayne Oliveira<br />
said the department is preparing for a<br />
direct hit on Sunday. He said the<br />
hurricane plan calls for the depart -<br />
ment to perform equipment checks<br />
first.<br />
Sgt. Kevin Kobza, spokesperson for<br />
the <strong>Fairhaven</strong> Police Department also<br />
said that equipment checks are the<br />
first order of business. He said the<br />
Hurricane Plan is reviewed annually<br />
and revised as needed. Before the<br />
hurricane, there are specific tasks to<br />
be performed. As the hurricane gets<br />
closer, things like calling in additional<br />
personnel and assigning vehicles to<br />
specific posts get implemented.<br />
If evacuations are necessary,<br />
residents will be notified by radio and<br />
TV, reverse 911 calls, and roadside<br />
checkpoints.<br />

at certain intersections to prevent<br />
Area gets ready for Hurricane Irene<br />
Accident causes power<br />
outage on Neck, West Island<br />

A single car accident caused a<br />
power outage on Sconticut Neck and<br />
West Island on Sunday night, 8/21.<br />
At approximately 9 p.m., a car<br />
crashed into a telephone pole<br />
between the 500 and 600 blocks on<br />
Sconticut Neck Road. Power was out<br />
for an undetermined amount of time.<br />
NSTAR was unable to give details by<br />
press time.<br />
The telephone pole was replaced<br />
by NSTAR crews on Tuesday.<br />
According to the <strong>Fairhaven</strong> fire<br />
department, the operator of the<br />
vehicle was transported to St. Luke’s<br />
Hospital.<br />
No charges have been filed in the<br />
accident.<br />
At approxi mately the same time,<br />
spectators from favorite spots like<br />
the West Island Causeway and the<br />
hurricane barrier at Fort Phoenix.<br />
Mr. Oliveira said that as the storm<br />
becomes imminent, fire trucks will be<br />
deployed to various parts of town so<br />
they will not have to maneuver along<br />
streets that often get flooded.<br />
He said the department does<br />
ongoing fire drills with the public and<br />
encouraged people to be prepared.<br />
“Tell people to watch the news<br />
faithfully in the next few days,” said<br />
Mr. Oliveira. “Pack an overnight bag<br />
in case you have to evacuate.”<br />
On the waterfront, local marinas<br />
and boat owners were pulling boats<br />
out of the water and getting them to<br />
higher ground. Earl’s Marina planned<br />
to start hauling boats on Wednesday<br />
and placing them in a hay field on<br />
Sconticut Neck Road.<br />
In case of a mandatory evacuation,<br />
the fire and police departments do<br />
not physically remove people who<br />
refuse to leave their homes, however,<br />
authorities may not respond if a call<br />
comes in for help from evacuated<br />
areas.<br />
Shelters will be set up for those<br />
who need to evacuate or feel unsafe<br />
staying at home. The Wood School on<br />
Sconticut Neck Road is the primary<br />
shelter with the Hastings Middle<br />
School serving as an overflow shelter.<br />
Remember that pets are not allowed,<br />
so make arrange ments to take them<br />
somewhere else.<br />
Residents are also enouraged to<br />
get their hurricane stickers from the<br />
Department of Public Works right<br />
away. The stickers are free and allow<br />
residents to pass through check<br />
points in case heavy damage causes<br />
police to restrict access to some<br />
neigh borhoods.<br />

“Every year we get geared up for<br />
this, it’s just that the public doesn’t<br />
know about it unless we get a<br />
hurricane,” said Sgt. Kobza. “It’s not<br />
out of the ordinary for us to be at this<br />
level of preparation. We do take it<br />
seriously and review and abide by it<br />
annually.”<br />
“I think everyone’s taking it<br />
seriously,” said <strong>Fairhaven</strong> Select -<br />
board Executive Secretary Jeff Osuch.<br />
“Each day we’ll have a better idea. At<br />
this point it certainly looks like we’re<br />
going to get some heavy rain and<br />
some wind. The question is, how<br />

In late fall 2011 the Town of<br />
<strong>Fairhaven</strong> will make a critical<br />
decision to address the serious<br />
deficiencies in two of its elementary<br />
school buildings.<br />
Rogers School has an ever growing<br />
list of structural and systemic failures<br />
affecting the safety of all students.<br />
Wood School, while newer, has its<br />
own list of significant issues that<br />
require a long term solution.<br />
Neither school provides the<br />
facilities to meet today’s standards in<br />
order to provide a quality education<br />
to all <strong>Fairhaven</strong> students.<br />
<strong>Fairhaven</strong> is moving in the<br />
direction of solving the problem by<br />
providing a new model school on the<br />
Wood School site. This project was<br />
named as the preferred solution after<br />
a thorough feasibility study, and was<br />
overwhelmingly supported by the<br />
recent town meeting vote. The one<br />
school solution has also been<br />
unanimously approved by votes<br />
taken by the School Building<br />
Committee, School Committee, and<br />
the Board of Selectmen.<br />
A group of concerned <strong>Fairhaven</strong><br />
residents who are committed to the<br />
successful completion of this project<br />
have come together to form YES for<br />
<strong>Fairhaven</strong>. This group was created<br />
to inform residents on the facts of<br />
this decision and encourage all voters<br />
to vote YES on the expected ballot<br />
question to approve the construction<br />
of the new school.<br />
The membership of this group has<br />
carefully reviewed all the facts<br />
available about the existing problem<br />
and remained informed on the<br />
progress of the School Building<br />
Committee. YES for <strong>Fairhaven</strong> has<br />
concluded that building a new model<br />
school at the Wood School site is the<br />
most cost-effective means to provid -<br />
ing the right educational opportuni -<br />

New digs, still that yummy chocolate aroma<br />

Dorothy Cox’s Chocolates official -<br />
ly moved into its new retail space in<br />
the <strong>Fairhaven</strong> Center for Business, 63<br />
Alden Road, <strong>Fairhaven</strong> (across from<br />
WalMart), on Monday, 8/22. The<br />
family owned candy making business<br />
began in 1928 when Dorothy Cox<br />
started making candy in her kitchen.<br />
The manufaturing and retail opera -<br />
tions had been located in the same<br />
building on Huttleston Avenue since<br />
1957. The famliy recently announced<br />
the move to expand their facilities.<br />
The manufacturing operation is<br />
now located in Wareham. According<br />
to Francis Cox, Jr., the move was<br />
necessary to expand production. He<br />
said 80% of the business is now<br />
wholesale and the little shop on<br />
Huttleston Avenue just could not<br />
keep up anymore.<br />
The wholesale business includes<br />
creating and selling candies to large<br />
retailers like Trader Joe’s and smaller<br />
shops throughout the region. Mr. Cox<br />
said the company also creates candy<br />
labels for corporations, charities, and<br />
special promotions.<br />
The old facility was approximately<br />
800 square feet. The new retail space<br />
is approximately 3,000 sf, and the<br />
manufacturing facility is 11,000 sf.<br />

ConCom approves replication; reviews open space proposal<br />

At its August 22 meeting, the<br />
<strong>Fairhaven</strong> Conservation Commission<br />
allowed percolation tests, tree<br />
trimming, and construction of a deck<br />
as well as continuing three requests<br />
and reviewing an amendment from<br />
the Buzzards Bay Coalition for<br />
conserving a parcel of land on New<br />
Boston Road.<br />
Allen Decker from the Buzzards<br />
Bay Coalition (BBC) approached the<br />
board looking for comments on a<br />
proposal to place a conservation<br />
restriction on a 59-parcel on New<br />
Boston Road.<br />
The town acquired eight acres of<br />
property from the Fitzgerald family in<br />
February for a prior conservation<br />
project. The final project of 66.95<br />
acres will allow recreation, trails, and<br />
a parking area. The proposal will<br />
require a public hearing at a<br />
Conservation Commission meeting<br />
before it can be approved.<br />
Lucy Figueiredo of 1 Bayside<br />
Street, represented by Rick Charon,<br />
appeared before the board seeking<br />
permission to perform percolation<br />
tests within 100 feet of a buffer zone<br />
to BVW (bordering vegetated wet -<br />
lands) and within a VE (velocity zone,<br />
so the property would take direct<br />
impact of waves during a major<br />
event) flood zone.<br />
Mr. Charon stated that the septic<br />
system filtration will need at least two<br />
holes and they will be covered. Ms.<br />
Figueiredo’s front yard is just inside<br />
the limits of the buffer zone. The<br />
board ruled a positive 2B determina -<br />
tion for the boundary and a negative<br />
two determination for the work.<br />
A positive 2B means the line has<br />
not been reviewed by the commis -<br />
sion, but they will allow the project to<br />
proceed because it is far enough<br />
away from the proposed structure. A<br />
negative two means the erosion and<br />
sedimentary barrier shall serve as<br />
the alternation line and that barrier<br />
will protect the wetland. No work<br />
shall be done past that point.<br />
In a continued hearing, Fernando<br />
A. Lemos of 9 Goulart Memorial Drive,<br />
who had attended the August 8<br />
meeting, received permission to trim<br />
and remove overgrown and rotted<br />
trees. The board did an on-site review<br />
on August 21 and gave a negative 3<br />
determination, with no special<br />
conditions, at the 8/22 meeting.<br />
A negative three means that the<br />
work within the buffer zone will not<br />
alter an area subject to protection<br />
under the act.<br />
A to Z Construction Co. Inc. from<br />
40 Point Street applied to construct a<br />
rear deck within 100 feet of a BVW<br />
and within a VE flood zone. Building<br />
manager John Cusson and business<br />
owner Sam Sylva represented the<br />
company. They requested permission<br />
to remove a stockade fence and three<br />
deteriorating sheds while adding a<br />
farmer’s porch and a new plastic<br />

shed. They were asked to return in<br />
front of the board on September 12 ,<br />
so members could visit the site on<br />
September 11, and changes could be<br />
made to their amendment.<br />
They were granted permission<br />

deck determination as it is in a<br />
previously disturbed area of grass.<br />
In an a after-the-fact filing, Brian<br />
Ribeiro of 475 Bridge Street appeared<br />
in front of the board after doing work<br />
without attending a meeting. Mr.<br />
Ribeiro said he wishes to construct a<br />
lean-to to an existing garage within<br />
100 feet of a buffer zone to BVW and<br />
within NRB (Nasketucket River Basin,<br />
which protects the Mill Pond area).<br />
Neighbor Gloria McGreevy<br />
attended the meeting to voice her<br />
concern of the noise level and what<br />
sounded like “grinding stone.” The<br />
board will visit the site on September<br />
25. If the site is in compliance, then<br />
Mr. Ribeiro will likely receive a permit<br />
on September 26.<br />
A hearing for an amendment to a<br />
project by John J. Sylvia of 7 Hickory<br />
Street was continued. Mr. Sylvia, who<br />
is requesting to include a shed and<br />
car port within 100 feet of a buffer<br />
zone to BVW did not attend the<br />
meeting.<br />
Some of Mr. Sylvia’s neighbors<br />
attended, saying the construction is a<br />
“shame” because it is supposed to be<br />
a wetland area and there are missing<br />
trees, so the property does not look<br />
the same. The hearing was<br />
automatically continued to the<br />
September 12 meeting because Mr.<br />
Sylvia did not attend.<br />
Wayne and Nancy Frye of Seaview<br />
Avenue received a continuance at the<br />
August 8 meeting after a notice of<br />
intent for landscaping. Consultant<br />
Brandon Phaneuf was supposed to<br />
attend the 8/22 meeting with BPW<br />
Superintendent Vincent Furtado, but<br />
Mr. Furtado was at the BPW meeting.<br />
Chairperson Andrew Jones<br />
suggested that Mr. Phaneuf, Mr.<br />
Furtado, and the Fryes meet with<br />
Conservation Agent Wayne Fostin to<br />
discuss their plan for the land -<br />
scaping. The hearing was continued<br />
to September 12.<br />

• Issued a Certificate of Compliance<br />
to the residents of 37 Babbit Street.<br />
A Certificate of Compliance is<br />
issued after a project has been<br />
completed and the applicant has<br />
satisfied the conditions the<br />
Commission has placed on it.<br />
• Received a complaint letter for the<br />
area of 3 Courtlyn Way about a<br />
neighbor dumping grass on town<br />
conservation land and allowing a<br />
dog to defecate in the woods. The<br />
board will perform an on-site<br />

Hurricane lessons<br />

What Have We Learned From<br />
Hurricanes<br />
Massachusetts has learned<br />
nothing since the Hurricane of 1938,<br />
Hurricane Carrol in 1953 and<br />
Hurricane Bob twenty years ago.<br />
In New Bedford a hurricane barrier<br />
was built in the 1960s by the Army<br />
Corps of Engineers with two 440 ton<br />
gates. The gates are old now and<br />
stayed in the stuck open position for<br />
several months in 2009 to make repair<br />
of reduction gear.<br />
The Cannon Street Power plant on<br />
New Bedford Harbor was flooded in<br />
1953 and finally closed in 1998. The<br />
toxic plant remains there today.<br />
In 2003 the Coast Guard relocated<br />
the Tahoma and the Campbell, both<br />
270-foot cutters from New Bedford, to<br />
the Portsmouth Naval Shipyard in<br />
Kittery, Maine.<br />
After the 1938 hurricane during<br />
World War ll ship building move<br />
inland to the Quonset Point armynavy<br />
base in Rhode Island and the<br />
Fore River Shipyard in Quincy,<br />

awards for exemplary community<br />
service. The trio was honored at Your<br />
Theatre, Inc.’s annual Volunteer<br />
Appreciation Day celebration held on<br />
August 13 at Rose Alley Ale House<br />
located in the historic New Bedford<br />
Waterfront Area.<br />
Fred and Maureen Scott of<br />
Dartmouth each received Volunteer<br />
of the Year awards and Cynthia J<br />
Messier of <strong>Fairhaven</strong> was honored<br />
with a plaque commemorating her 40<br />
plus years of service as a YTI<br />
volunteer.<br />
Mr. & Mrs. Scott, also active with<br />
the organization for over forty years,<br />
were cited for their work on<br />
numerous productions and manage -<br />
ment projects, including over 20<br />
years as box office staffers, a position<br />
in which they are still actively<br />
involved.<br />
Ms. Messier, a retired <strong>Fairhaven</strong><br />
school teacher, was honored for her<br />
many years of extraordinary service<br />
to YTI. Over the years she served as a<br />
prompter, set painter, actress, stage<br />
manager, director and Box Office<br />
Manager as well as the theatre<br />
company’s president from 1977 to<br />
2003.<br />

Volunteers. Direct Patient Care<br />
Volunteers offer a special kind of care<br />
designed to provide support in a<br />
sensitive manner for people in the<br />
final phase of terminal illness either<br />
in their own home or in a nursing<br />
facility. Direct volunteers need 16<br />
hours of training.<br />
Indirect volunteers are people who<br />
are not comfortable sitting with<br />
someone who is ill, but are willing to<br />

Therapy. We are also interested in<br />
