Morgan Hill Agricultural Policies and Implementation Program
Public Review Draft 12/22/11
• From the perspective of development feasibility, it is recommended that the City avoid, if
possible, the levy of a 1:1 mitigation ratio (on the complete parcel size) where mitigation is
required within the Morgan Hill SEQ.
• The City could seek to strike a balance between the feasibility of new development in the
short/medium term and supporting agriculture in and around Morgan Hill by continuing to
focus on the SEQ and by establishing a lower benchmark, such as a 0.5:1 mitigation ratio.
• The 0.5:1 mitigation ratio would result in a more modest increase in overall development
costs, while still supporting the City goals for a preserved and active working landscape and
buffer within the SEQ and directly addressing CEQA-related agricultural concerns.
• Some type of outlet for agricultural mitigation beyond the SEQ may be appropriate given the
small size of the SEQ and the limited number of landowners. To limit the financial incentive
to go beyond the SEQ, however, a higher mitigation ratio could be required.
