1. Purpose <strong>and</strong> Scope<br />

1.1 Purpose. This st<strong>and</strong>ard is for the protection of persons<br />

from <strong>in</strong>jury <strong>and</strong> illness <strong>and</strong> the protection of property<br />

(<strong>in</strong>clud<strong>in</strong>g equipment) from damage by fire <strong>and</strong><br />

explosions aris<strong>in</strong>g from weld<strong>in</strong>g, cutt<strong>in</strong>g, <strong>and</strong> allied<br />

processes.<br />

1.2 Scope <strong>and</strong> Applicability. This st<strong>and</strong>ard shall be for<br />

the guidance of operators, managers, <strong>and</strong> supervisors <strong>in</strong><br />

the safe setup <strong>and</strong> use of weld<strong>in</strong>g <strong>and</strong> cutt<strong>in</strong>g equipment,<br />

<strong>and</strong> the safe performance of weld<strong>in</strong>g <strong>and</strong> cutt<strong>in</strong>g<br />

operations.<br />

E1.1 Beg<strong>in</strong>n<strong>in</strong>g with the revision of 1983, the scope of<br />

ANSI St<strong>and</strong>ard Z49.1 has been refocused towards those<br />

safe practices for perform<strong>in</strong>g weld<strong>in</strong>g, cutt<strong>in</strong>g, <strong>and</strong> allied<br />

processes, which are generally with<strong>in</strong> the implementation<br />

control of the welder or the weld shop management. It is<br />

written <strong>in</strong> a manner suitable for issuance to the welder <strong>and</strong><br />

shop management to give practical <strong>in</strong>formation to help<br />

them perform these functions safely. It also conta<strong>in</strong>s <strong>in</strong>formation<br />

useful to <strong>in</strong>dustrial hygienists, eng<strong>in</strong>eers, <strong>and</strong><br />

similar parties also responsible for safety <strong>and</strong> health <strong>in</strong><br />

weld<strong>in</strong>g. With this refocused scope, some provisions which<br />

appeared <strong>in</strong> prior editions have been deleted. Those were<br />

provisions which dealt more <strong>in</strong> matter of build<strong>in</strong>g design<br />

<strong>and</strong> construction, facility pipel<strong>in</strong>es, <strong>and</strong> electrical <strong>in</strong>stallations.<br />

Those provisions, of course, are still important <strong>and</strong><br />

necessary <strong>and</strong> must be followed. They are not provisions<br />

usually under the immediate control of weld<strong>in</strong>g <strong>and</strong> cutt<strong>in</strong>g<br />

operations.<br />

E1.2 Specific provisions are <strong>in</strong>cluded for oxyfuel gas <strong>and</strong><br />

arc weld<strong>in</strong>g <strong>and</strong> cutt<strong>in</strong>g, resistance weld<strong>in</strong>g, electron beam<br />

weld<strong>in</strong>g <strong>and</strong> laser beam cutt<strong>in</strong>g <strong>and</strong> weld<strong>in</strong>g.<br />

However, the requirements of this st<strong>and</strong>ard are generally<br />

applicable to the other weld<strong>in</strong>g processes such as submerged<br />

arc weld<strong>in</strong>g, braz<strong>in</strong>g, <strong>and</strong> allied processes shown<br />

<strong>in</strong> the American Weld<strong>in</strong>g Society Master Chart of Weld<strong>in</strong>g<br />

<strong>and</strong> <strong>Allied</strong> <strong>Processes</strong>, <strong>in</strong>cluded <strong>in</strong> Annex D.<br />
