2.4 Immediately Dangerous to Life or Health (IDLH).<br />
IDLH is a condition which poses an immediate threat of<br />
loss of life; may result <strong>in</strong> irreversible or immediate severe<br />
health effects, or other conditions which could impair<br />
escape.<br />
2.5 Other Def<strong>in</strong>itions. All other weld<strong>in</strong>g terms used here<strong>in</strong><br />
are <strong>in</strong> accordance with the current edition of ANSI/AWS<br />
A3.0, St<strong>and</strong>ard Weld<strong>in</strong>g Terms <strong>and</strong> Def<strong>in</strong>itions.<br />
2.6 Qualified Person. A person who by reason of tra<strong>in</strong><strong>in</strong>g,<br />
education <strong>and</strong> experience is knowledgeable <strong>in</strong> the<br />
operation to be performed <strong>and</strong> is competent to judge the<br />
hazards <strong>in</strong>volved.<br />
2.7 Shall. Shall is used to <strong>in</strong>dicate provisions which are<br />
m<strong>and</strong>atory.<br />
2.8 Should. Should or it is recommended that is used to<br />
<strong>in</strong>dicate provisions which are not m<strong>and</strong>atory.<br />
2.9 Unit. Numerical values are given <strong>in</strong> U.S. customary<br />
<strong>and</strong> metric (SI) units.<br />
2.10 Welder. Welder <strong>and</strong> weld<strong>in</strong>g operator as used<br />
here<strong>in</strong> are <strong>in</strong>tended to designate any operator of electric<br />
or oxyfuel gas weld<strong>in</strong>g or cutt<strong>in</strong>g equipment, or allied<br />
processes.<br />
3. General Provisions, Management,<br />
<strong>and</strong> Supervision<br />
3.1 Setup <strong>and</strong> Installation<br />
3.1.1 Equipment <strong>and</strong> Condition Ma<strong>in</strong>tenance. All<br />
weld<strong>in</strong>g <strong>and</strong> cutt<strong>in</strong>g equipment shall be <strong>in</strong>spected as required<br />
to assure it is <strong>in</strong> safe operat<strong>in</strong>g condition. When<br />
found to be <strong>in</strong>capable of reliable safe operation, the equipment<br />
shall be repaired by qualified personnel prior to its<br />
next use or withdrawn from service.<br />
3.1.2 Operation. All equipment shall be operated <strong>in</strong><br />
accordance with manufacturers recommendations <strong>and</strong><br />
<strong>in</strong>structions, provided these are consistent with this<br />
st<strong>and</strong>ard.<br />
3.1.3 Heavy Portable Equipment on Wheels. Heavy<br />
portable equipment mounted on wheels shall be secured<br />
<strong>in</strong> position to prevent accidental movement before operations<br />
are started.<br />
3.2 Responsibilities. Operators <strong>and</strong> management shall<br />
recognize their mutual responsibilities for safety <strong>in</strong> weld<strong>in</strong>g<br />
<strong>and</strong> cutt<strong>in</strong>g.<br />
E3.1.2 Most manufacturers provide safety <strong>in</strong>formation<br />
along with operational <strong>and</strong> ma<strong>in</strong>tenance <strong>in</strong>formation. Operators<br />
should become familiar with, <strong>and</strong> follow, that safety<br />
<strong>in</strong>formation.<br />
3.2.1 Management E3.2.1 Management, as used <strong>in</strong> this st<strong>and</strong>ard, <strong>in</strong>cludes<br />
all persons who are responsible for weld<strong>in</strong>g operations such<br />
as owners, contractors <strong>and</strong> others.<br />
