DEFINITIONS<br />

Atomic Energy Regulatory Board (AERB)<br />

A national authority designated by the Government <strong>of</strong> India hav<strong>in</strong>g the legal authority<br />

for issu<strong>in</strong>g regulatory consent for various activities related to the nuclear and radiation<br />

facility and to perform safety and regulatory functions, <strong>in</strong>clud<strong>in</strong>g their enforcement<br />

for the protection <strong>of</strong> site personnel, the public and the environment aga<strong>in</strong>st undue<br />

radiation hazards.<br />

Design Basis Threat (DBT)<br />

The attributes and characteristics <strong>of</strong> potential <strong>in</strong>sider and/or external adversaries, who<br />

might attempt unauthorised removal <strong>of</strong> nuclear material or sabotage, aga<strong>in</strong>st which a<br />

physical protection system is designed and evaluated.<br />

<strong>Radiation</strong> Facility<br />

Any <strong>in</strong>stallation/equipment or a practice <strong>in</strong>volv<strong>in</strong>g use <strong>of</strong> radiation-generat<strong>in</strong>g units<br />

or use <strong>of</strong> radioisotopes <strong>in</strong> the field <strong>of</strong> research, <strong>in</strong>dustry, medic<strong>in</strong>e and agriculture.<br />

<strong>Radiation</strong> Surveillance<br />

Measures that may be specified by the competent authority to provide adequate<br />

protection either generally or <strong>in</strong> any <strong>in</strong>dividual case.<br />

<strong>Radioactive</strong> Material/<strong>Radioactive</strong> Substance<br />

Any substance or material, which spontaneously emits radiation <strong>in</strong> excess <strong>of</strong> the levels<br />

prescribed by notification by the Central Government.<br />

Sealed Source<br />

<strong>Radioactive</strong> source material that is (a) permanently sealed <strong>in</strong> a capsule, or (b) closely<br />

bounded and <strong>in</strong> a solid form. The capsule or material <strong>of</strong> a sealed source shall be strong<br />

enough to ma<strong>in</strong>ta<strong>in</strong> leak tightness under the conditions <strong>of</strong> use and wear for which the<br />

source was designed, as also under foreseeable mishaps.<br />

Anyth<strong>in</strong>g that may cause radiation exposure, either by emitt<strong>in</strong>g ionis<strong>in</strong>g radiation or<br />

releas<strong>in</strong>g radioactive substances or materials.<br />
