56. Although the investigation has sho~n that NATaTIEL has on occasion played<br />

the lottery, I believe that NICHOLSON may be using the term "lottery" as a proxy for funds paid<br />

by the Russian government. I also believe that NICHOLSON is intimating that he and<br />

NATHANIEL might expect future payments from the Russian Federation and that<br />

NATHANIEL should suggest that such funds be paid in Euos and deposited into a foreign bank<br />

account. At the bottom of the final page of the letter were two Post-It notes that contained lists<br />

of reading materials for NATHANIEL to obtain on NICHOLSON'S behalf. I believe that<br />

NICHOLSON may have used the Post-It notes so that NATHANIEL could remove them from<br />

the letter prior to providing it to his Russian contacts.<br />

57. Finally, in the August 3 1,2008, letter NICHOLSON enclosed an article cut out<br />

from a unknown magazine on skyscrapers around the globe. The article included drawings of<br />

fourteen buildings lined up from left to right. The first depicted is the Petronas Twin Towers in<br />

Kuala Lumpur, Malaysia, of 1998. Over this drawing, NICHOLSON wrote the following note:<br />

"Nathan, check out these towers, remember the Petronas Towers were being built when we were<br />

in K.L. Look at what's coming up!" One of the fourteen buildings depicted is the "Russia<br />

Tower" planned for Moscow in 2012. It is unclear what NICHOLSON may mean here. The<br />

reference to the future could be as simple as suggesting that some day NICHOLSON may reside<br />

in Russia.<br />

58. On September 7,2008, court authorized surveillance of NATHANIEL'S telephone<br />

number 503-569-9345, revealed a conversation between NATHANIEL and his sister Star. Star<br />

asked NATHANIEL whether he will continue with school and pursue a degree in architecture.<br />

NATHANIEL responded: "I'm just sort of like waiting for more excitement to happen, waiting
