The Mediterranean Commission of United Cities and Local Governments (UCLG) is pleased
to invite you to attend the seminar on Methods and tools for the development of
territories, to be held in Sarajevo on 25-26 May 2009.
This seminar will aim at exchanging experiences on common problems and issues in the
field of the development of territories in the Balkan region.
It will focus on decentralisation, self local government and strategies and methodological
tools offered to local and regional authorities for the development of their territories:
town and country planning, territory marketing, tourism.
The seminar will also encourage cooperation with European and Mediterranean local and
regional authorities and present the opportunities for local authorities in the
Mediterranean region through decentralised and multilateral cooperation (programs,
projects, networking).
This working meeting will contribute to the preparation of the second Forum of Local and
Regional Authorities of the Mediterranean, to be held in Barcelona in 2010.

As President of the Mediterranean Commission of UCLG, the Piedmont Region is chairing
the steering committee of this first regional seminar, organised in partnership with the
Network of Associations of Local Authorities of South Eastern Europe (NALAS), the
Commission of UCLG on Decentralisation and Local Autonomy chaired by the Diputació of
Barcelona and Cités Unies France.
You will find enclosed the draft programme of the seminar.

Within UCLG, the Interregional Mediterranean Commission is a platform of dialogue and
exchange of experience common to all local and regional authorities of the Mediterranean
countries, as well as their networks and associations, to promote local and regional
autonomy and the institutional strengthening of local authorities from South and East of
the Mediterranean.
