The Mediterranean Commission of United Cities and Local Governments (<strong>UCLG</strong>) is pleased<br />
<strong>to</strong> invite you <strong>to</strong> attend <strong>the</strong> seminar on Methods and <strong>to</strong>ols for <strong>the</strong> development of<br />
terri<strong>to</strong>ries, <strong>to</strong> be held in Sarajevo on 25-26 May 2009.<br />
This seminar will aim at exchanging experiences on common problems and issues in <strong>the</strong><br />
field of <strong>the</strong> development of terri<strong>to</strong>ries in <strong>the</strong> Balkan region.<br />
It will focus on decentralisation, self local government and strategies and methodological<br />
<strong>to</strong>ols offered <strong>to</strong> local and regional authorities for <strong>the</strong> development of <strong>the</strong>ir terri<strong>to</strong>ries:<br />
<strong>to</strong>wn and country planning, terri<strong>to</strong>ry marketing, <strong>to</strong>urism.<br />
The seminar will also encourage cooperation with European and Mediterranean local and<br />
regional authorities and present <strong>the</strong> opportunities for local authorities in <strong>the</strong><br />
Mediterranean region through decentralised and multilateral cooperation (programs,<br />
projects, networking).<br />
This working meeting will contribute <strong>to</strong> <strong>the</strong> preparation of <strong>the</strong> second Forum of Local and<br />
Regional Authorities of <strong>the</strong> Mediterranean, <strong>to</strong> be held in Barcelona in 2010.<br />

As President of <strong>the</strong> Mediterranean Commission of <strong>UCLG</strong>, <strong>the</strong> Piedmont Region is chairing<br />
<strong>the</strong> steering committee of this first regional seminar, organised in partnership with <strong>the</strong><br />
Network of Associations of Local Authorities of South Eastern Europe (NALAS), <strong>the</strong><br />
Commission of <strong>UCLG</strong> on Decentralisation and Local Au<strong>to</strong>nomy chaired by <strong>the</strong> Diputació of<br />
Barcelona and Cités Unies France.<br />
You will find enclosed <strong>the</strong> draft programme of <strong>the</strong> seminar.<br />
