<strong>and</strong> productivity <str<strong>on</strong>g>of</str<strong>on</strong>g> recourses use. To<br />

measure these <str<strong>on</strong>g>performance</str<strong>on</strong>g>s a number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

indicators have been proposed <strong>and</strong> tested in<br />

different parts <str<strong>on</strong>g>of</str<strong>on</strong>g> the world (Molden, D. et<br />

al. 1998; Kloezen W.H., 1998; Burt<strong>on</strong>, M. et<br />

al. 2000; Lorite, J. et al. 2004, Bos, M.G. et<br />

al. 2005, V<strong>and</strong>ersypen et al., 2006). IWMI’s<br />

minimum sets <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>performance</str<strong>on</strong>g> indicators<br />

were used by many researchers to compare<br />

different <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> schemes. <str<strong>on</strong>g>Comparis<strong>on</strong></str<strong>on</strong>g><br />

helps to identify ‘who is doing what right’<br />

<strong>and</strong> what less<strong>on</strong> can be learnt or who can be<br />

a benchmark for a particular activity. The<br />

objective <str<strong>on</strong>g>of</str<strong>on</strong>g> this study was to assess the<br />

<str<strong>on</strong>g>performance</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> 7 <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> schemes in<br />

Ethiopia <str<strong>on</strong>g>based</str<strong>on</strong>g> <strong>on</strong> <strong>management</strong> <strong>and</strong><br />

cropping types using IWMI’s <str<strong>on</strong>g>performance</str<strong>on</strong>g><br />

indicators.<br />

2. Technical background <strong>on</strong><br />

<str<strong>on</strong>g>performance</str<strong>on</strong>g> assessment<br />

Performance can be simply defined as “the<br />

level <str<strong>on</strong>g>of</str<strong>on</strong>g> achievement <str<strong>on</strong>g>of</str<strong>on</strong>g> desired objectives”<br />

(Mohtadullah, K., 1993). Indicators are used<br />

to measure <str<strong>on</strong>g>performance</str<strong>on</strong>g>. An indicator is<br />

some number that describes the level <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

actual achievement in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

objective <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> system. Indicators are<br />

used to simplify the otherwise complex<br />

internal <strong>and</strong> external factors affecting the<br />

<str<strong>on</strong>g>performance</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> irrigated agricultural system.<br />

Performance can be measured from process<br />

<strong>and</strong> output points <str<strong>on</strong>g>of</str<strong>on</strong>g> view. Process measures<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>performance</str<strong>on</strong>g> relate to a system’s internal<br />

operati<strong>on</strong>s <strong>and</strong> procedures whereas output<br />

measures <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>performance</str<strong>on</strong>g> examine the<br />

quality <strong>and</strong> quantity <str<strong>on</strong>g>of</str<strong>on</strong>g> the system’s final<br />

output (Small, L. <strong>and</strong> M. Svendsen, 1990).<br />

While quoting the value <str<strong>on</strong>g>of</str<strong>on</strong>g> certain<br />

indicators, at a particular <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> system<br />

<strong>and</strong> time, it means that all other factors <strong>and</strong><br />

processes are ignored or neglected. The fact<br />

that an indicator services as a guideline for<br />

further decisi<strong>on</strong> making it should be<br />

carefully chosen, measured <strong>and</strong> interpreted.<br />

Irrigati<strong>on</strong> <str<strong>on</strong>g>performance</str<strong>on</strong>g>, whether bad or<br />

good, is the result <str<strong>on</strong>g>of</str<strong>on</strong>g> verities <str<strong>on</strong>g>of</str<strong>on</strong>g> activities<br />

such as planning, design, c<strong>on</strong>structi<strong>on</strong>,<br />

operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> facilities, maintenance <strong>and</strong><br />

proper applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> water <strong>and</strong><br />

agr<strong>on</strong>omic activities (Small L. <strong>and</strong> Svendsen<br />

M. 1990). Facilitati<strong>on</strong> <strong>and</strong> executi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> these<br />

activities requires proper coordinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> six<br />

functi<strong>on</strong>al processes <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g>, i.e.<br />

pers<strong>on</strong>nel <strong>management</strong> <strong>and</strong> support,<br />

equipment <strong>management</strong>, financial<br />

<strong>management</strong> <strong>and</strong> accounting, <strong>and</strong> resources<br />

mobilizati<strong>on</strong>. Planning, design <strong>and</strong><br />

c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> schemes are<br />

mainly dealing with creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> physical<br />

infrastructure to facilitate the capturing <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

water from its source <strong>and</strong> transportati<strong>on</strong> up<br />

to the farm level. These physical facilities<br />

need to be properly operated to ensure the<br />

capturing, allocati<strong>on</strong> <strong>and</strong> delivery <str<strong>on</strong>g>of</str<strong>on</strong>g> water at<br />

the right time <strong>and</strong> adequate quantity.<br />

Maintenance activities are designed to<br />

ensure the capabilities <str<strong>on</strong>g>of</str<strong>on</strong>g> physical<br />

infrastructure to deliver the intended amount<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> water over the project life time.<br />

Applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> water to the field is the core<br />

activity <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> which is designed to<br />

disperse the incoming stream from higher<br />

level canal over the field thereby storing in<br />

the crop root z<strong>on</strong>es. Substantial<br />

improvements in the <str<strong>on</strong>g>performance</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> such a<br />

complex system is not possible by making<br />

big improvements at <strong>on</strong>ly <strong>on</strong>e level within<br />

the system (Clemmens A.J. & Molden D.J.,<br />

2007). Physical or <strong>management</strong><br />

improvements may need to be made at all<br />

levels before substantial improvements in<br />

the <str<strong>on</strong>g>performance</str<strong>on</strong>g> can result.<br />

Gorantiwar S.D. <strong>and</strong> I.K. Smout (2005) have<br />

summarized <str<strong>on</strong>g>performance</str<strong>on</strong>g> measures<br />

proposed by various researches into<br />

allocati<strong>on</strong> type <strong>and</strong> scheduling types.<br />

Allocati<strong>on</strong> types <str<strong>on</strong>g>performance</str<strong>on</strong>g> measures are<br />

those which need to be attained primarily<br />

during the allocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the resources at the<br />

planning <strong>and</strong> operati<strong>on</strong> stages. Productivity<br />

<strong>and</strong> equity are <str<strong>on</strong>g>performance</str<strong>on</strong>g> measures under<br />

allocati<strong>on</strong> type category. Scheduling type<br />

<str<strong>on</strong>g>performance</str<strong>on</strong>g> measures c<strong>on</strong>sists <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g><br />

scheduling, i.e. temporal <strong>and</strong> spatial<br />

distributi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>irrigati<strong>on</strong></str<strong>on</strong>g> water to the users.<br />

This measures adequacy, reliability,<br />

flexibility, efficiency <strong>and</strong> sustainability.<br />
