<strong>Annex</strong> B<br />
<strong>Role</strong> <strong>and</strong> <strong>Responsibilities</strong> <strong>of</strong> <strong>CET</strong> <strong>Centres</strong> (<strong>CET</strong>C) <strong>and</strong> Programme Partners (PP) under<br />
Process (Chemicals) WSQ<br />
The appointed Process (Chemicals) WSQ <strong>CET</strong>C(s) / PP(s) must undertake the following<br />
commitments:<br />
a) Provide a suitable location <strong>and</strong> training equipments to deliver training <strong>and</strong> assessment;<br />
b) Develop curriculum <strong>and</strong> assessment plans, where necessary, <strong>and</strong> deliver a suite <strong>of</strong> <strong>CET</strong><br />
programmes, both WSQ <strong>and</strong> non-WSQ, if required, that will provide skills acquisitions<br />
<strong>and</strong> upgrading pathways for all trainees;<br />
c) Submit the WSQ courses for accreditations to <strong>WDA</strong> <strong>and</strong> ensure that all accreditation<br />
requirements are met (information about the accreditation process will be made known to<br />
appointed Process (Chemicals) WSQ <strong>CET</strong>C(s) / PP(s) <strong>and</strong> some details on<br />
accreditations can be found online at <strong>WDA</strong>’s website);<br />
d) Conduct the accredited WSQ courses based on open access (regardless <strong>of</strong> educational<br />
qualifications) at the nett course fees <strong>and</strong> ensure that a reasonable portion <strong>of</strong> training<br />
places are accessible to self-sponsored trainees, if applicable. As such, the appointed<br />
Process (Chemicals) WSQ <strong>CET</strong>C(s) / PP(s) is expected to provide clear <strong>and</strong> complete<br />
information on such requirements to trainees <strong>and</strong> to ensure that the trainees underst<strong>and</strong><br />
<strong>and</strong> accept these requirements prior to enrolment;<br />
e) Market the Process (Chemicals) WSQ programmes <strong>and</strong> outreach to employers <strong>and</strong><br />
individuals in the Chemicals industry, <strong>and</strong> to promote the adoption <strong>and</strong> acceptance <strong>of</strong><br />
Process (Chemicals) WSQ as a national qualification st<strong>and</strong>ard for the Chemicals<br />
workforce;<br />
f) Provide career guidance/services <strong>and</strong> facilitate placement <strong>of</strong> self-sponsored trainees.<br />
These services may include but are not limited to the organising <strong>of</strong> workshops,<br />
recruitment seminars <strong>and</strong> fairs; linking up with companies or industries to <strong>of</strong>fer job<br />
placements opportunities for trainees at all levels;<br />
g) Provide contextualised training when requested by organisations;<br />
h) Submit quarterly reports that are truthful <strong>and</strong> accurate, on the trainees pr<strong>of</strong>iles, take up<br />
rates, pass rates, number <strong>of</strong> Statement <strong>of</strong> Attainments (SOAs) achieved, post training<br />
evaluation reports, 4M 1 training outcome reports, demographic reports, sponsoring<br />
companies, <strong>and</strong> any other reports requested by <strong>WDA</strong> from time to time <strong>and</strong> b the<br />
required deadline. The report format will be stipulated by <strong>WDA</strong>;<br />
i) Establish clear governance with the Board <strong>of</strong> Directors; <strong>and</strong><br />
j) Provide <strong>and</strong> manage a training management programme for monitoring pre- <strong>and</strong> posttraining<br />
requirements. The programme should capture pre-enrolment screening,<br />
registration details, training <strong>and</strong> tracking outcomes, <strong>and</strong> any other related information as<br />
maybe required by <strong>WDA</strong>.<br />
1 4M training outcomes are defined as:<br />
Move Into: Unemployed individuals moving into a new job;<br />
Move Across: Employed individuals moving into a new industry;<br />
Move Between: Employed individuals moving between jobs/companies within the same industry;<br />
Move Up: Given a wider job scope or promotion or pay rise.<br />

k) Engage companies to adopt Process (Chemicals) WSQ modules(s) into their total<br />
organisation training plan <strong>and</strong> drive industry adoption rate <strong>and</strong> awareness rate <strong>of</strong> the<br />
Process (Chemicals) WSQ to at least 28.5% for both indicators.<br />
