<str<strong>on</strong>g>ANNEX</str<strong>on</strong>g> A: <str<strong>on</strong>g>Details</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> <strong>Clean</strong> <strong>Mark</strong> Accreditati<strong>on</strong> <strong>Scheme</strong>The <strong>Clean</strong> <strong>Mark</strong> Accreditati<strong>on</strong> <strong>Scheme</strong> focus <strong>on</strong> companies that tender for <strong>the</strong> generalcleaning c<strong>on</strong>tracts for <strong>the</strong> following types of premises:• C<strong>on</strong>servancy Area (Town Council areas, public areas, etc.)• Commercial Buildings (Office buildings, shopping malls, industrial estates,educati<strong>on</strong>al instituti<strong>on</strong>s, etc).• Food & Beverage Establishment (Hawker centres, food courts, restaurants, etc.)<strong>Clean</strong>ing companies seeking accreditati<strong>on</strong> can apply for ei<strong>the</strong>r <strong>the</strong> <strong>Clean</strong> <strong>Mark</strong> Silver or<strong>Clean</strong> <strong>Mark</strong> Gold award depending <strong>on</strong> <strong>the</strong> company’s ability to fulfil <strong>the</strong> different set ofaccreditati<strong>on</strong> criteria. The accreditati<strong>on</strong> certificati<strong>on</strong> is valid for <strong>on</strong>e year.As of October 2012, <strong>the</strong>re are 61 service providers accredited by NEA with <strong>Clean</strong> <strong>Mark</strong>Silver Award.Under <strong>the</strong> Enhanced Accreditati<strong>on</strong> <strong>Scheme</strong>, cleaning companies are assessed in <strong>the</strong>following four areas:(i) Professi<strong>on</strong>al and regulatory standards;(ii) Envir<strong>on</strong>mental health and cleanliness standards;(iii) Operati<strong>on</strong> planning, support and delivery; and(iv) Training, quality of manpower and general working c<strong>on</strong>diti<strong>on</strong>s (includesmandatory Envir<strong>on</strong>mental <strong>Clean</strong>ing WSQ training)The full set of criteria for <strong>the</strong> enhanced <strong>Clean</strong> <strong>Mark</strong> Accreditati<strong>on</strong> <strong>Scheme</strong> can be foundbelow. The scheme will kick in <strong>on</strong> 1 November 2012.Enhanced <strong>Clean</strong> <strong>Mark</strong> Accreditati<strong>on</strong> <strong>Scheme</strong> Criteria• The new and revised criteria under <strong>the</strong> enhancements are highlighted.• Unless o<strong>the</strong>rwise indicated, <strong>the</strong> criteria applies to both <strong>the</strong> <strong>Clean</strong> <strong>Mark</strong> Silver and <strong>Clean</strong><strong>Mark</strong> Gold AwardsNo.CriteriaProfessi<strong>on</strong>al and Regulatory Standards1 Company must be registered with ACRA.2 Company has sufficient financial resources i.e. paid up capital or net worth of at least$25,000.3 Company has relevant track record and performances i.e. completed cleaning relatedprojects in <strong>the</strong> past 3 years.4 Company has not been c<strong>on</strong>victed in <strong>the</strong> past twelve m<strong>on</strong>ths preceding <strong>the</strong>certificati<strong>on</strong>, in particular for offences administered by NEA, MOM and CPFB.7


No.Criteria5 (New) Company has not defaulted <strong>on</strong> Labour Court Orders 2 in <strong>the</strong> past twelve m<strong>on</strong>thspreceding <strong>the</strong> certificati<strong>on</strong>.6 (New) Company must have attained at least:‒ bizSAFE 3 Level 1‒ bizSAFE Level 3 (Applicable for <strong>Clean</strong> <strong>Mark</strong> Gold Award Only)7 Company has ISO 9001 certificati<strong>on</strong>.(Applicable for <strong>Clean</strong> <strong>Mark</strong> Gold Award Only)Envir<strong>on</strong>mental Health and <strong>Clean</strong>liness Standards8 Company has an established system in place for a minimum of six m<strong>on</strong>ths to letworkers 4 know how and where <strong>the</strong>y could improve up<strong>on</strong> to ensure that performancestandards agreed between <strong>the</strong> company and clients are met.(Applicable for <strong>Clean</strong> <strong>Mark</strong> Gold Award Only)Operati<strong>on</strong>s Planning, Support and Delivery9 Company to provide cleaning workforce with:i. sufficient supply of clean and presentable uniforms;ii. appropriate cleaning equipment(Revised) Appoint at least <strong>on</strong>e supervisor as a Productivity Manager to improve workprocesses, develop and implement productivity initiatives.10 (Revised) Company has to achieve 65 points (or 75 points, for <strong>Clean</strong> <strong>Mark</strong> GoldAward Only) <strong>on</strong> average for its clients’ assessment forms.Training, Quality of Manpower and General Working C<strong>on</strong>diti<strong>on</strong>s11 (Revised) At <strong>the</strong> point of applicati<strong>on</strong> and throughout <strong>the</strong> accreditati<strong>on</strong> award,company to fulfill any two modules under <strong>the</strong> Envir<strong>on</strong>mental <strong>Clean</strong>ing WSQ coursesas follows:a) For <strong>Clean</strong> <strong>Mark</strong> Silver Award, at least:- 50% of its cleaners trained in WSQ Certificate in Envir<strong>on</strong>mental <strong>Clean</strong>ing or higher- 50% of its team leaders trained in WSQ Higher Certificate in Envir<strong>on</strong>mental <strong>Clean</strong>ingor higher- 50% of its supervisors trained in WSQ Advanced Certificate in Envir<strong>on</strong>mental<strong>Clean</strong>ing2 Labour Court orders are issued after <strong>the</strong> Commissi<strong>on</strong>er for Labour hears <strong>the</strong> salary claims lodged by<strong>the</strong> claimant and makes a decisi<strong>on</strong> <strong>on</strong> whe<strong>the</strong>r <strong>the</strong> claim is valid3 bizSAFE is a capability building programme of <strong>the</strong> Workplace Safety and Health Council, and isintended to assist companies to fulfil <strong>the</strong>ir obligati<strong>on</strong>s under <strong>the</strong> Workplace Safety and Health Act, toput in place risk management.4 Workers refer to cleaner, team leader and supervisor.8

The structure would also have to show that cleanersbel<strong>on</strong>ging to various categories of cleaners receive basic wages beginning at levelsthat are based <strong>on</strong> recommendati<strong>on</strong>s of <strong>the</strong> Tripartite Cluster for <strong>Clean</strong>ers14 (New) Workers’ salary (i.e. including all overtime payments, allowances, b<strong>on</strong>uses andany o<strong>the</strong>r forms of salary payments) is paid through GIRO unless o<strong>the</strong>rwise requestedby workers.15 Workers are given basic statutory benefits as stated under <strong>the</strong> Employment Laws,including <strong>the</strong> following:i. Salary payment <strong>on</strong> timeii.iii.iv.Payment for overtime work and work performed <strong>on</strong> rest days andpublic holidaysOne rest day per weekSick leavev.
