Current Situation<br />

Waste accounted for 3% of the generation of GHG emissions in <strong>Westchester</strong> <strong>County</strong> in<br />

2005. The <strong>County</strong> recycling facility, the MRF (Material Recovery Facility), processed<br />

approximately 41% of the total county waste in 2005. Of the remaining waste, 33% was<br />

sent to the <strong>County</strong> waste-to-energy plant, Wheelabrator/RESCO (Charles Point Resource<br />

Recovery Facility) with the residue ash from the process going to landfill. The remaining<br />

26% of the total county waste was sent directly to landfill.<br />

Thirty-six (36) of 45 municipalities in <strong>Westchester</strong> <strong>County</strong> belong to the <strong>Westchester</strong><br />

<strong>County</strong> Solid Waste District. The <strong>Westchester</strong> <strong>County</strong> <strong>Government</strong> currently offers to the<br />

municipalities that are part of the solid waste district, the ability to dispose of recyclables at<br />

the MRF. The non-recyclables go to the Wheelabrator/RESCO for conversion to energy.<br />

The six municipal jurisdictions that are not part of the district contract with licensed private<br />

hauler firms to dispose of their solid waste and recycling.<br />
