The mission of the Task Force was to identify workable strategies and practical actions the<br />

Community of <strong>Westchester</strong> can implement to reduce global warming and foster sustainable<br />

development, and to present this information in an <strong>Action</strong> <strong>Plan</strong> appropriate for<br />

implementation by all sectors of the community: households, businesses, education and<br />

similar institutions, and local and county government.<br />

Using the ICLEI Cities for Climate Protection Campaign Five Milestones i as a guide, the<br />

<strong>County</strong> Executive requested the following actions of the Task Force:<br />

• Update the Community of <strong>Westchester</strong>’s six-year-old greenhouse gas emissions<br />

inventory.<br />

• Recommend an emissions reduction goal.<br />

• Develop an <strong>Action</strong> <strong>Plan</strong> with actions for all sectors to achieve the goal.<br />

• Recommend sustainable development actions.<br />

Task Force<br />

The Task Force included representatives from<br />

government, business, education,<br />

communities of faith, and environmental<br />

organizations. Among these experts were<br />

members from county business associations,<br />

international corporations with offices in the<br />

county, teachers and professors, college<br />

presidents, and representatives from local<br />

and national environmental groups. The Task<br />

Force had two co-chairs: one a <strong>Westchester</strong><br />

town supervisor and one from county<br />

government.<br />

In developing the <strong>Action</strong> <strong>Plan</strong>, the Task Force<br />

evaluated the following five technical subject<br />

areas:<br />

• Energy including energy efficiency, renewable energy, and green building;<br />

• Transportation including transportation and alternative fuels;<br />

• Land Use including regional planning and code modifications;<br />

• Water Resources including stormwater, water supply, and wastewater; and<br />

• Recycling including waste reduction, recycling and green purchasing.<br />
