When you’re in a disaster situation and you have to make do with what you have<br />
in your emergency survival kit, you may need to get creative. In the coming months,<br />
we’ll be presenting some interesting recipes you can use in these situations, which<br />
make good use of canned and packaged long life foods.<br />
Last month, we shared an easy to prepare flavoured tuna Casserole dish using<br />
canned tuna.<br />
In this month’s issue, we present a quick and easy potato salad recipe using a<br />
popular potato snack called “Jagariko”.<br />
Utensils: Plastic bag<br />
Ingredients: 1 “Jagariko” potato snack (pictured), 80ml water (from your PET<br />
bottle supply), 40g mayonnaise, 1 small can of corn kernels<br />
How to make it:<br />
1) Place the “Jagariko” into the plastic bag, add the water and when soft, mash<br />
with your hands<br />
2) Open the bag, add the mayonnaise and corn into the bag, and mix<br />
• This potato salad recipe idea was conceived using a snack that our children like.<br />
The “Jagariko” packaging is quite strong and sturdy so if you need to, you can also<br />
soften the potato in the cup without using the plastic bag.<br />

A training program for supporters, carers and teachers of foreign<br />
students and children which aims to equip people with fundamental<br />
knowledge through workshops and lectures. Learn how to assist children<br />
with their studies and also how to be a source of emotional and mental<br />
support through the use of techniques utilised by social workers. The first<br />
introductory opening session will be free, and will present information<br />
about the current state of foreign children’s education in Japan.<br />

international understanding education program, NIC’s Classroom for<br />
Global Citizen’s program is looking for foreign instructors to visit schools<br />
and local organizations and introduce their home countries. We are<br />
looking for instructors who are able to communicate in Japanese, who<br />
are available during the day time. Successful applicants will be asked to<br />
attend training on Saturday, September 21 (10:00 - 12:00).<br />

FAE 28 - The Foreign Artists Exhibition -<br />
Artists Wanted!<br />
The long-running <strong>Nagoya</strong> Foreign Artists Exhibition will be held from<br />
December 3 to 8 at the <strong>Nagoya</strong> <strong>International</strong> <strong>Center</strong>. Organized by<br />
the Central Japan <strong>International</strong> Society (CJIS), with support from the<br />
<strong>Nagoya</strong> <strong>International</strong> <strong>Center</strong> (NIC) this ever-popular show continues<br />
to attract a diverse range of artists.<br />
If you are a potter, painter, sculptor, watercolorist, photographer,<br />
printer or are involved in any other kind of creative art form, then this<br />
exhibition presents an excellent opportunity for you to display your<br />
artwork, exhibited alongside other local foreign artists from a wide<br />
range of countries. We are especially interested in finding artists who<br />
have yet to exhibit in this long running show.<br />

Kusamakura Haiku Contest <br />
Haiku are short, image-based poems about the things that make people<br />
feel connected to nature. English haiku do not adhere to the strict<br />
syllable count found in Japanese haiku, and typical English haiku have<br />
three lines of up to 17 syllables. Kumamoto's annual international haiku<br />
competition is open to all non-native Japanese speakers and participation<br />
is free. Entries can be submitted by post or through the competition<br />
website by September 10 (postmarked on this day is OK). You can<br />
submit up to 2 pieces of Haiku, but they must be unpublished works.<br />
The grand prize is 50,000 Yen with second (8 winners) and third place<br />
(20 winners) prizes also awarded. Works may be submitted by mail or<br />
through the homepage.<br />

Observe the night sky using the large rooftop telescope after a lecture<br />

<strong>Nagoya</strong> City Science Museum and Planetarium – Closure<br />
and Maintenance Notice <br />
The museum is usually closed every Monday and 3rd Friday, however<br />
there are some changes for the months of August and September.<br />
The museum will be open on Monday, August 12 and Friday, August<br />
16. The museum will be closed on Tuesday, September 3 and on<br />
Wednesday, September 4. The planetarium will be closed for equipment<br />
inspection on Thursday, September 5 and Friday, September 6.<br />
The exhibition room will remain accessible.<br />
Axtos 6 hr Relay Marathon 2013 at <strong>Nagoya</strong> Dome<br />
<br />
At this marathon event, there are two types of entry available to participants. Choose between<br />
a 6 hour relay or a 42.195km relay marathon. Groups of 3 to 10 people are accepted and men<br />
only, women only or mixed groups are allowed entry. If either of these two marathons are too<br />
long for your liking, there’s also a shorter 2km family run with no time limits. Please see the event<br />

World Orchids Festa 2013 <br />
August is the month of Africa at this colourful event. Weeks one and two celebrate Madagascar,<br />
followed by Tanzania in week three and South Africa in week four. There will be lectures, exhibits,<br />
music and cultural presentations at this event. Come and listen to researchers talk about the<br />
disappearing orchid environments while learning about global environment protection.<br />

KICA Essay Contest <br />
The Kyoto <strong>International</strong> Cultural Association’s (KICA) 36th Essay<br />
Contest is open for entries. This year’s theme is “Japan and the<br />
World I’ve seen”. We are pleased to present this opportunity for<br />
specialists and non-specialists alike to describe their personal<br />
experiences in Japan or to compare Japanese society, culture,<br />
economics and politics to those of their home countries. The<br />
contest is open to people whose mother language is not<br />
Japanese, and the essay must be presented in Japanese. Contestants<br />
must also be available to give an oral presentation on<br />
Sunday, 17 November in Kyoto if selected. All entries must be<br />

Okazaki Summer Festival 65th Fireworks Display<br />
<br />
Last year approximately 460,000people attended this spectacular event! This<br />
is one of the most well-known fireworks in the region and is highly recommended.<br />
There’ll also be approximately 100 stalls on the day.<br />
When: Saturday, August 3, 18:50 - 21:00 (in the event of rain, will go on, in<br />
the event of stormy weather it will be postponed till the next day).<br />
Where: Otogawa and Yahagi riversides.<br />

Japan Rhine Summer Festival & Fireworks Display<br />

With Japan’s oldest castle illuminated in the background, approximately<br />
3000 fireworks are launched from river boats stationed in the middle of<br />
the Kiso River. Attracting approximately 200,000 people and with around<br />
200 market stalls in operation, you’re sure to have a fun night out.<br />

Noubi Big Fireworks Festival 2013<br />
From ancient times, the cities of Hashima and Ichinomiya have had<br />
economic connections. This festival celebrates the Kiso River and is recognized<br />
as “the mother who protects”. Join the festivities and watch the<br />
spectacular fireworks.<br />
When: Wednesday, August 14 (19:30 - 20:45). In the event of rain,<br />
postponed till Friday August 16.<br />
Where: Hashima City, Masaki cho, Oura (Upstream Kiso River Noubi<br />
Ohashi Bridge.)<br />
Access: From Hashima: a 15 minute walk and a shuttle bus ride from<br />
Meitetsu Hashima Shiyakusho Mae Station . From Ichinomiya:<br />

Kariya Wansaka Festival <br />
As well as the large fireworks display (approx. 7,000) there are also stage<br />
events and festival stalls throughout the day.<br />
When: Saturday, August 17. Day festivities from 11:00 - 21:00.<br />
Fireworks scheduled for 19:30 - 20:45<br />
Where: Kariya City General Athletic Park , Kariya City.<br />
Access: A 20 minute walk across the river from Meitetsu Fujimatsu (<br />
) or Hitotsugi () Stations.<br />
48th Utsumi Fireworks Festival <br />
This fireworks festival features rarely seen “Suichuu Star Mine” fireworks<br />
that are exploded from the surface of the water and a 200m-wide<br />
“Niagara Falls” cascade that is popular with spectators. The festival takes<br />
place on Utsumi Beach- one of the best in the Tokai region.<br />
When: Saturday, August 17 (19:00 - 20:30)<br />
Access: A 15 minute walk from Meitetsu Utsumi Station or 7 minutes<br />
by car from Minamichita IC on the Chita Peninsula Expressway Toll<br />

Hirokoji Summer Festival <br />
With over 150 stalls lining the streets you’ll see singing,<br />
dancing, taiko drums and a float parade. In addition, 13<br />
outdoor stages will give way to lives and hand held<br />
fireworks (tezutsu hanabi). Held every year for 2 days and<br />
attracting around 500,000 people, don’t miss it!<br />

47th Tokoname Yaki Matsuri and Evening<br />
Fireworks <br />
Watch approximately 1,500 fireworks over the seaside<br />
location of Tokoname from 19:00.<br />
When: Saturday, August 24 (19:00 - 20:00). In the<br />
event of heavy rain, postponed to August 25.<br />

26th Toyokawa Tezutsu Festival<br />
<br />
The festival is famous for its 400 “tezutsu” large hand-held<br />
“Roman candle” style fireworks. There are also around<br />
1500 regular fireworks.<br />

Sakae Fountain Beer Festa 2013 <br />
Held at the Plaza of Hope (the famous fountain area at Hisaya Odori), there’s plenty of food and drink to try out at this unique outdoor<br />
setting. There’s a variety of beers including craft beers, and the food menu includes well known <strong>Nagoya</strong> favourites like miso katsu<br />
skewers, spicy chicken wings, as well as some food and desserts from Hokkaido.<br />

Aichi <strong>International</strong> Women's Film<br />
Festival AIWFF 2013 <br />
Held annually since 1996, the 18th festival will take place this<br />
year, showing 36 films of various genres and backgrounds,<br />
many of them Aichi premieres. There will also be talks and<br />
events with special guests as well as a short film competition.<br />
Some of the films are in English while some of the foreign<br />
language films have English subtitles, so there is something for<br />
everyone. Some films to look out for this year include;<br />

The 15 th Nippon Domannaka Festival<br />
<br />
From Friday evening, August 23 to Sunday, August 25 over 200 teams &<br />
around 23,000 performers from across Japan and from around the world will<br />
take over the streets of <strong>Nagoya</strong> as part of Japan’s largest dance festival. In<br />
2010, the festival was recognized by the Guinness Book of Records for having<br />
the “Largest Naruko Dance” in the world with 9,481 participants which lasted<br />
5 minutes and 33 seconds! Colourful and vibrant parades & performances will<br />
be held at over 19 locations in and around the City, with the main stage<br />
located in Hisaya Odori Park in Yabacho (Yaba-cho Subway<br />
Station, exit 6). Admission is free, but main stage spectator seating is extra.<br />

Cormorant Fishing on the Kiso River<br />
<br />
Ukai is not conventional fishing with lines or nets, but<br />
fishing using specially-trained cormorant birds to<br />
catch, swallow, and regurgitate the fish. This unique<br />
fishing technique has been passed down through the<br />
generations and the first written record of ukai on the<br />
Kiso River dates back to 702. Since 1909 it has been<br />
one of the area’s premier tourist attractions. With the<br />
exception of typhoons and river swell there are daily<br />
ukai tours in Inuyama until the early autumn. Tours last<br />
just under 2 hours and visitors are taken out on special<br />
viewing boats to within close proximity of the fishing<br />
boats. There are ukai tours in other parts of Japan, but<br />
Inuyama is unique in that ukai fishing is done in the<br />
day time as well as at night.<br />
When: This year, both day and night ukai are held every day between June 1 to<br />
October 15, except August 10. Note that Kiso River may also close operation at its<br />
discretion due to weather and conditions.<br />
Reservations<br />
Reservations are required for all tours and can be made at the riverside ticket office<br />
- in person or over the phone (Tel: 0568-61-2727). Cancelation charges apply.<br />
Access: The Inuyama Bashi ukai reception area is a 5 minute walk from (Meitetsu)<br />
Inuyama Yuen Station, East Exit .<br />

The “Gaspard and Lisa” and “Penelope” Exhibition - Georg<br />
Hallensleben and Anne Gutman’s World<br />
<br />
Gaspard and Lisa and Penelope are the creations of husband and wife team Anne Gutman (writer) and Georg<br />
Hallensleben (illustrator) who live in France. They successfully make light of childhood mishaps and challenges<br />
with their light-hearted wit and humour.<br />
Lisa, the curious grown-up little girl and her friend Gaspard, are the main characters in their respective books,<br />
and together with their adventures were warmly received in Japan after the translation of their works in 2000.<br />
Penelope, the careless blue koala and her animations also came to Japan through NHK’s Educational Channel<br />
(now E-Television) and gained huge popularity with children.<br />
The exhibition presents approximately 100 pieces, including sketches and illustrations which let you more<br />
closely see the picture book making process. To truly appreciate these charming children picture book<br />
characters, one must really come and see these originals in person.<br />
When: Saturday, 6 July to Sunday, September 29 (10:00 - 19:00, last entry 18:30). Closed on Mondays (if a<br />

The World of DRAGON BALL<br />
Akira Toriyama’s “DRAGON BALL” was serialized in the “Weekly<br />
Shonen Jump” since 1984 and is highly appreciated by people of<br />
all ages around the world.<br />
The manga’s 42 volumes have sold over 230 million copies<br />
worldwide. The televised anime has an impressive average rating<br />
of over 20% for 11 years and gained legendary status among the<br />
population.<br />
The theatrical film released this year on the 30th of March,<br />
“DRAGON BALL Z BATTLE OF GODS”, made a huge hit for the<br />
first time in 17 years since the previous Dragon Ball film release in<br />
1996.<br />
The exhibition is divided into 7 different zones, named after the 7<br />
Dragonballs, from “1 Star Dragonball” through to “7 Star<br />
Dragonball” and will feature original comic pictures, colour<br />
illustrations, cels, a character wall and a special theatre. There will<br />
be approximately 300 items on exhibit as well as a “Battle of<br />
Gods” corner attraction to make for one huge opening!<br />

Were you aware that children of foreign nationality can enroll in public elementary schools<br />
If you live in <strong>Nagoya</strong> City and would like your child to attend a <strong>Nagoya</strong> City public elementary school (koritsu shogakko ) from April<br />
2014, you can apply at your local ward office’s citizen’s section (shimin-ka ). Applications for children born between April 2, 2007 and<br />
April 1, 2008 are now being accepted. Enrollment is based upon the residential area you live in and children cannot enroll in a school in an<br />
area where they are not a resident. After application, it will be necessary for your child to have a medical check-up on a specific date (after<br />
October 1) set up by the local elementary school. In January 2014 a notice of enrollment acceptance (shugaku tsuchi-sho ) will be<br />
mailed out from the local ward office. For more information please contact your local ward office’s citizen’s section (shimin-ka ).<br />
Basic Resident Registration Card <br />
For foreign residents, the “Basic Resident Registration Network System” will commence operation. Furthermore, foreign residents will be<br />
eligible to receive a “Basic Resident Registration Card”.<br />
Q1 What is the “Basic Resident Registration Network System”<br />
A1 The “Basic Resident Registration Network System” is a system that enables nationwide<br />
identity verification by putting the Basic Resident Registration on a network in order to increase<br />
convenience for residents.<br />
Q2 What is the “Basic Resident Registration Card”<br />
A2 The “Basic Resident Registration Card” is a highly secure IC card and the “Basic Resident<br />
Registration Card with Photo” can be used as an official identification.<br />
Q3 What procedures will become necessary at the commencement of operation of the “Basic<br />
Resident Registration Network System”<br />
A3 It is not necessary for foreign residents to perform any procedures at the commencement of<br />
operation of the “Basic Resident Registration Network System”.Please note that in accordance with the commencement of operation of the<br />
“Basic Resident Registration Network System”, a Resident Record Code* will be entered in the Resident Record of foreign residents and they<br />
will be notified of their Resident Record Code by their municipality of residence from July 8, 2013.<br />
Entry of the Resident Record Code may be requested in some administrative procedures, so please keep the Notification of Resident Record<br />
Code in a safe and secure location.<br />
*The Resident Record Code is a random 11 digit number that is essential in performing nationwide identity verification through the “Basic<br />

Q4 How can I acquire the “Basic Resident Registration Card”<br />
A4 Please bring the Application for Issuance of the Basic Resident Registration Card, photo (only for those who desire “Basic Resident Registration<br />
Card with Photo”), certificate such as residence card, etc. and fee (free in some municipalities) and apply at your municipality of residence.<br />
When the “Basic Resident Registration Network System” commences operation, the following are examples of activities that will<br />
become possible.<br />
• Procedures will be simplified. For example, it will be possible to omit submission of a copy of the Resident Record at some administrative<br />
organs.<br />
• It will be possible for copies of the Resident Record to be issued at municipalities other than your municipality of residence. Presentation<br />
of the “Basic Resident Registration Card” or residence card, etc. will be required.<br />
• Special provisions for Move in Notification will be applied to those who have been issued the “Basic Resident Registration Card” which will<br />
allow them, by making Move out Notification by mail or other method, to appear only one time at the municipality of their new residence<br />
to complete the moving procedure.<br />
• Online administrative procedure applications that require an electronic certificate for verification of identification will be possible by storing<br />
an electronic certificate on the “Basic Resident Registration Card”.<br />
• It will be possible for those who have been issued the “Basic Resident Registration Card” to receive original services provided by<br />
municipalities such as issuance of certificates at convenience stores in some municipalities.<br />
