Recommendati<strong>on</strong>s: Knowledge<br />

A comb<strong>in</strong>ati<strong>on</strong> of local wisdom and modern practices would reduce spoilage, improve<br />

quality and fetch better prices.<br />

• Knowledge and practices relat<strong>in</strong>g to harvest<strong>in</strong>g and post harvest<strong>in</strong>g treatments<br />

need to be codified. Protocols developed and suggested by M<strong>in</strong>istry of<br />

Envir<strong>on</strong>ment and Forests should be popularized through tra<strong>in</strong><strong>in</strong>g and campaign<br />

programmes.<br />

• Orientati<strong>on</strong> of the primary producers and traders <strong>on</strong> grad<strong>in</strong>g and mark<strong>in</strong>g of<br />

<strong>Mahua</strong> as prescribed <strong>in</strong> <strong>Mahua</strong> Flower Grad<strong>in</strong>g and Mark<strong>in</strong>g Rules, 2008 should<br />

undertaken <strong>on</strong> a regular basis.<br />

Other significant recommendati<strong>on</strong>s<br />

• Plantati<strong>on</strong> of <strong>Mahua</strong> trees needs to be encouraged given the level of depleti<strong>on</strong> of<br />

resources. Plantati<strong>on</strong> programmes by state forest department and various other<br />

agencies should have a comp<strong>on</strong>ent for <strong>Mahua</strong> plantati<strong>on</strong>. NREGA can be<br />

harnessed for the purpose of both plantati<strong>on</strong>s <strong>on</strong> <strong>in</strong>dividual lands and comm<strong>on</strong><br />

lands. A variant of Tree patta model can be worked out for poorer families hav<strong>in</strong>g<br />

no or less land.<br />

• A Nati<strong>on</strong>al Transit Code may be formulated/facilitated for <strong>in</strong>ter state movement<br />

of <strong>Mahua</strong> as <strong>Mahua</strong> is both exported and imported by Chhattisgarh <strong>in</strong> substantial<br />

quantities. This would cut down <strong>on</strong> transacti<strong>on</strong> costs.<br />

• As trade through mandi has come down drastically, mandi tax may be imposed<br />

<strong>on</strong>ly <strong>on</strong> the produce traded through mandi.<br />

• An <strong>in</strong>ter state c<strong>on</strong>sultati<strong>on</strong> forum <strong>on</strong> excise regulati<strong>on</strong>s relat<strong>in</strong>g to <strong>Mahua</strong> flower<br />

may be evolved so that the effects of sudden changes are m<strong>in</strong>imized.<br />

F<strong>in</strong>ancial implicati<strong>on</strong>s of recommendati<strong>on</strong>s<br />

The micro credit fund should start with an <strong>in</strong>itial corpus of Rs200 milli<strong>on</strong> target<strong>in</strong>g<br />

f<strong>in</strong>anc<strong>in</strong>g 10-20 per cent of annual trade <strong>in</strong> <strong>Mahua</strong> flower <strong>in</strong> terms of value. The storage<br />

<strong>in</strong>frastructure would cost around Rs400milli<strong>on</strong> for 1000 m<strong>in</strong>i godowns. Knowledge<br />

related <strong>in</strong>terventi<strong>on</strong>s others would cost around Rs100 milli<strong>on</strong>. The total cost of the<br />

<strong>in</strong>terventi<strong>on</strong> comes to Rs700 milli<strong>on</strong> which is expected to benefit at least 20 per cent of<br />

state populati<strong>on</strong> or four milli<strong>on</strong> people.<br />

PRIs are expected to play a critical role <strong>in</strong> the whole process. The model suggested has a<br />

better poverty outcome than the poverty alleviati<strong>on</strong> programs be<strong>in</strong>g implemented at a<br />

lesser cost.<br />
