President’s <strong>Message</strong><br />
Dear Guests,<br />
Today we gather to celebrate an event that began four years ago with an idea; an idea that became an action;<br />
and an action that has become the 4th Annual Awards Luncheon to honor 25 Powerful <strong>Minority</strong> Women In<br />
Business. This year’s theme is “Applauding Excellence”. We come here to pay tribute to these extraordinary<br />
women who have demonstrated excellence in the various industries they represent. It is in that spirit that I<br />
welcome you all here today.<br />
We are extremely pleased to have the Honorable Eleanor Holmes Norton (D-DC) serve as our keynote speaker.<br />
Congresswoman Norton has stood as a powerful advocate for women and human rights for many years. She is the chair<br />
of the House Committee on Economic Development, Emergency Management, and Public Buildings, all of which she<br />
is passionate about. And it is a pleasure to have the Honorable Lurita Doan, former Administrator for the U.S. General<br />
Services Administration, serve as our guest speaker. Today, Ms. Doan hosts Leadership Matters on FederalNews<br />
Radio AM 1500.<br />

Eleanor Holmes Norton<br />
Congresswoman for the District of Columbia<br />
Congresswoman Eleanor Holmes Norton is now in her ninth term as Congresswoman for<br />
the District of Columbia. She is chair of the House Subcommittee on Economic Development,<br />
Emergency Management, and Public Buildings. Named by President Jimmy Carter as the<br />
first woman to chair the Equal Employment Opportunity Commission, she came to Congress<br />
as a national figure who had been a civil rights and feminist leader, tenured law professor<br />
of law, and board member of three Fortune 500 companies. Ms. Norton also had been<br />
named on of the 100 most important American women in one survey and one of the most<br />
powerful women in Washington in another.<br />
The Congresswoman’s work for full congressional voting representation and for full<br />
democracy for the people of the District of Columbia continues her lifelong struggle for<br />
universal human rights. Congresswoman Norton has used her background in national<br />
affairs and in law to become a leader in the House in important posts. She has served in the Democratic Leadership group and as the<br />
Democratic Chair of the Women’s Caucus, and she has been a member of the Committee on the Reorganization of the Congress. In<br />
2007, she successfully completed a four-year campaign for the House vote when the House passed H.R. 1905, now pending in the<br />
Senate. Even without a vote, her success in writing bills and getting them enacted has made her one of the most effective members of<br />
the House in producing legislation. She has a full vote in House committees and she won a vote on the House Floor in the Committee<br />
of the Whole for the first time in the city’s history. She serves on three rather than the usual two committees-the Committee on Homeland<br />
Security, the Oversight and Government Reform Committee and the Transportation and Infrastructure Committee. Her numerous<br />
accomplishments for her district also include other first time breakthroughs, among them a two day debate and the first vote on D.C.<br />
statehood and senatorial courtesy achieved for the first time during the Clinton administration in the selection of federal judges.<br />
Congresswoman Norton’s work in breaking barriers for her disempowered district is matched by her successful emphasis on bringing<br />
home unique economic benefits to her constituents. Among them are her bills that award $10,000 to all D.C. high school graduates<br />
to attend any public U.S. college or $2,500 to attend many private colleges because the District does not have a higher education<br />
system of state colleges; a unique D.C. $5,000 homebuyer tax credit that has increased sharply home ownership and has been<br />
a major factor in stabilizing the city’s population; and several D.C.-- only business tax breaks including a significant tax credit for<br />
employing D.C. residents that has maintained businesses and residents in the District. Among her development initiatives and bills are<br />
the relocation of 6,000 jobs to the Navy Yard; private development of the 55 acre Southeast Federal Center to benefit the District;<br />
and her successful committee efforts that have brought build new headquarters for the Department of Transportation, Securities and<br />
Exchange Commission , the Bureau of Alcohol, Tobacco, and Firearms, and the Department of Homeland Security under construction,<br />
each important for jobs for residents and the D.C. federal and tourist based economy.<br />
Congresswoman Norton ended the city’s most serious financial crisis in a century by achieving a historic package that for the first time<br />
restructured the financial relationship between the Congress and the District by transferring $5 billion in unfunded pension liability<br />
and billions morehn_and_pelosie in state costs to the federal government. Congresswoman Norton, who taught full time before being<br />
elected, continues as a tenured professor of law at Georgetown University, teaching a course there every year. After receiving her<br />
bachelors degree from Antioch College in Ohio, she simultaneously earned her law degree as well as a masters degree in American<br />
Studies from Yale. Yale Law School has awarded her the Citation of Merit as Outstanding Alumna of Yale Law School, and Yale<br />
Graduate School has awarded her the Yale Wilbur Cross Medal as outstanding Alumna of the Graduate School, the highest awards<br />
conferred by each on alumnae. She is the recipient of more than 50 honorary degrees. Before being elected, Congresswoman Norton<br />
has served on the board of the Rockefeller Foundation and the Board of Governors of the D.C. Bar Association, as well as the boards<br />
of civil rights, and other national organizations. The Congresswoman is a third generation Washingtonian and is the mother of John<br />
Holmes Norton and Katherine Felicia Norton.

Maureen Bunyan is a veteran television news broadcaster and a primary anchor for ABC7. Ms. Bunyan<br />
anchors the 6 p.m. and 11 p.m. weeknight newscasts.<br />
Named a “Washingtonian of the Year” in 1992. Ms. Bunyan has an extensive record of service to the<br />
community. She is a founder and board member of the International Women’s Media Foundation, which serves women in the media<br />
in 100 countries. She is a founder of the National Association of Black Journalists. She also serves on the National Advisory Board<br />
of the Casey Journalism Center on Children & Families, the Girl Scout <strong>Council</strong> of the Nation’s Capital Women’s Advisory Board, the<br />
Advisory Committee of Women in Film & Video and is a board member of Women of Washington.<br />
In recognition of her significant contributions to broadcasting for over 30 years, Ms. Bunyan has been inducted into the “Hall of Fame”<br />
of the Washington Chapter of the Society of Professional Journalists, “The Silver Circle” of the National Academy of Television Arts<br />
and Sciences (NATAS) and the Broadcast Pioneers Club of Washington. She has been awarded seven local Emmys, and the “Ted Yates<br />
Award,” given by NATAS of Washington, DC news broadcasters who are leaders in the profession. She was named “Journalist of the<br />
Year” by the National Association of Black Journalists. She received the annual “Immigrant Achievement Award” from the American<br />
Immigration Law Foundation in 2002.<br />
Ms. Bunyan attended the University of Wisconsin-Milwaukee, Columbia University School of Journalism and holds a Master’s Degree<br />
from Harvard University Graduate School of Education.<br />
Ms. Bunyna was born in Aruba and grew up in Southeastern Wisconsin. She is of Guyanese descent.<br />

Roger Campos<br />
President & CEO<br />
<strong>Minority</strong> Business RoundTable (MBRT)<br />
Mr. Campos serves as the first President & CEO of the <strong>Minority</strong> Business RoundTable (MBRT). Incorporated as<br />
a 501(c) 3 non-profit organization in February 2002, MBRT is the first national membership organization for<br />
CEOs of the nation’s leading African American, Asian American, Hispanic American, and Native American<br />
businesses. Patterned after The Business Roundtable, which represents Fortune 500 companies, MBRT<br />
provides a forum for the CEOs of minority-owned businesses to address public policy issues and serves as a unique resource on minority<br />
business issues. Membership is by invitation only.<br />
“Roger Campos has considerable experience and a national reputation in the minority business field, both in the private and government<br />
sectors, and has played a pivotal role in making MBRT a principal voice in the public policy arena for minority-owned businesses<br />
around the United States gaining international recognition,” said Houston L. Williams, past Chairman of MBRT.<br />
Prior to being elected as President & CEO, Mr. Campos served as <strong>Executive</strong> Director of the MBRT Program at the Joint Center for<br />
Political & Economic Studies. Prior thereto, Mr. Campos was Vice President of government relations for the Hispanic Association<br />
of Colleges and Universities (HACU) where he managed Washington operations. Past positions include: CEO and Principal of<br />
International Network of Consultants and Associates which provides consulting services to business owners; founder and CEO of<br />
EKKOR Electronics, an aerospace and electronics manufacturing and technical services firm; Consultant to the Administrator, Small<br />
Business Administration; Special Assistant to the Administrator, Community Services Administration; Legal Counsel, U.S. Department of<br />
Agriculture; and he served four years in the White House, <strong>Executive</strong> Office of the President, Office of Management and Budget.<br />
Mr. Campos holds a Juris Doctorate degree from the United States International University, California Western School of Law (San<br />
Diego, CA) and a Bachelor of Arts degree in social sciences from the University of California at Santa Barbara. He has been<br />
recognized in the Hispanic Who’s Who in America and the Outstanding Young Men of America; and is considered a national expert<br />
on small and minority business issues.<br />
He is a published author having written the first New Age fiction “Rock Novel” with 13 song track music CD performed by his son titled<br />
“Sleeping with an Angel” about a Washington lobbyist saved from disgrace by his Guardian Angel which is available in book stores.
Guest Speaker<br />
The Honorable Lurita Doan<br />
Lurita Doan hosts Leadership Matters on FederalNews Radio AM 1500, a commentary and<br />
talk show discussing issues facing today’s government leaders. Before hosting Leadership<br />
Matters, Lurita served as the Administrator of the U.S. General Services Administration from<br />
May 31, 2006 to April 30, 2008. She is the first woman and the first African-American woman,<br />
to serve as chief executive of the U.S. General Services Administration.<br />
Lurita’s tenure at the nation’s premier procurement agency was marked by a return to the fundamentals that date<br />
to GSA’s creation in 1949 as well as a wave of innovative new ideas. With Doan at the helm, the GSA:<br />
• Regained its clean audit, eliminated or revamped many non-performing programs, and saved millions of taxpayer dollars;<br />
• Completed a major reorganization that has bolstered internal efficiencies and sharpened GSA’s focus on customer service;<br />
• Launched the Office of Emergency Response and Recovery;<br />
• Restructured the GSA Land Border Ports of Entry (POE) construction program to streamline the process to build POEs and ignite a<br />
building book at the northern and southern borders of the US;<br />
• Implemented the Multiple Award Schedule (MAS) Express program, which reduced the time to award contracts by three months;<br />
• Reaffirmed its commitment to increase federal contracting opportunities for all small business owners;<br />
• Awarded a $5 Billion contract vehicle to Service Disabled Veterans in the federal government;<br />
• Launched the most aggressive TELEWORK initiative in the federal government;<br />
• Launched the MAS Advisory Panel, Blue Ribbon Commission to review the GSA Schedules Program and the procurement pricing<br />
policy requirements;<br />
• Launched one of the most robust mentoring and leadership development initiatives in the federal government.<br />
Such accomplishments have helped GSA restore customer confidence and rebuild employee morale. The latter was reflected by a<br />
2007 survey that ranked GSA among the best places to work in the federal government.<br />
In August 2008, Doan was selected as the recipient of the ABRAZO 2008 award from San Diego, CA community groups led by Casa<br />
Familiar for her “transformational efforts at bi-national border crossings.” Lurita was awarded the prestigious “Friend of the Americas” tri<br />
national award in April of 2008, selected by representatives from Canada, the U. S. and Mexico. Previous recipients include Secretary Tom<br />
Ridge and then Governor George Bush. Doan was chosen in February 2008 as one of the 25 Most Influential Black Women in Business.<br />
In addition, prior to her tenure in public services, Lurita founded a surveillance Technology company in 1990. She was selected as<br />
one of SBA’s Women Business Owner Success Stories for its 50th Anniversary Celebration. In December 2004, Lurita was selected<br />
as one of the members of the inaugural class of 50 “Women Who Mean Business” by the Washington Business Journal. In addition,<br />
Lurita is the 2004 recipient of the National Women’s Business <strong>Council</strong> Award for entrepreneurship, the 2003 recipient of the National<br />
Director’s Award for Entrepreneurial Innovation from the Department of Commerce, Committee of 200 Luminary Award for Innovation<br />
in Technology, the 2003 recipient of the Office Depot Entrepreneurial Visionary Award and the recipient of the 2003 Visionary Award<br />
from the National Foundation for Teaching Entrepreneurship.<br />
Background<br />
Lurita is a native of New Orleans whose home was destroyed in during Hurricane Katrina and is descended from three generations of African-<br />
American entrepreneurs. Doan led her company over fifteen years from a one-woman operation to its standing as a highly innovative IT<br />
organization with offices across the United States and a vital and family oriented corporate culture. Doan cites the inspiration of her grandmother,<br />
customer loyalty and a willingness to be first to market, as key elements of her company’s success. She sold the company in 2005.<br />

Gina F. Adams is Senior Vice President for Government Affairs at FedEx Corporation. Ms. Adams is responsible for protecting<br />
and promoting the interests of all FedEx Corporation operating companies, including FedEx Express, FedEx Ground, FedEx<br />
Freight and FedEx Services in Washington, D.C. FedEx serves more than 220 countries and territories with operations that<br />
include 672 aircraft and over 75,000 vehicles. More than 290,000 employees and independent contractors worldwide handle more<br />
than 7.5 million shipments each business day.<br />
As a lawyer and the company’s top lobbyist, Ms. Adams oversees the second largest corporate PAC in the United States and is the<br />
face of FedEx in Washington. She works with the White House, Administration officials, members of Congress, policy makers, the<br />
diplomatic community and industry associations on domestic and international transportation and trade issues.<br />
Ms. Adams is extremely active in the Washington, D.C. community. She sits on a number of boards including the American University,<br />
the American Red Cross, the Meridian International Center, the National Museum of Women in the Arts, the Beauvoir School (National<br />
Cathedral’s Elementary School), the Washington Performing Arts Society and the D.C. Chamber of Commerce. She has been<br />
instrumental in countless fundraisers in Washington to raise money and support for a variety of projects focused on youth, health and<br />
education issues.<br />
Ms. Adams has been named one of the 2008 Top 25 Influential Black Women in Business by The Network Journal. She has been<br />
honored by Girls Inc., a 140-year old philanthropic organization, for her commitment to promoting education and opportunities for<br />
young women of all socio-economic backgrounds. She was also given a lifetime achievement award by the National Women of Color<br />
and received honors from the Black Women’s Agenda and the Jack and Jill Foundation, an organization dedicated to supporting<br />
education, literary and scientific projects benefiting minority children.<br />
Ms. Adams joined the company in 1992 as Managing Attorney of the International Regulatory Affairs Office. She’s held a number of<br />
positions since that time, including Staff Director and Staff Vice President for International Regulatory Affairs. She was promoted to her<br />
current position in 2001. Ms. Adams is a two time recipient of the FedEx Five Star Award which is the highest employee achievement<br />
award at FedEx. She began her career as a lawyer in the Attorney Honors Program at the U.S. Department of Transportation and<br />
spent nine years in the Office of the General Counsel.<br />
She received a Master in International and Comparative Law from Georgetown University Law Center, her law degree from Howard<br />
University School of Law and a Bachelor of Science degree from American University. She currently serves as President of the Capital<br />
City Chapter of The Links, Inc.<br />

LaSonya Berry<br />

LaSonya Berry has an exeptional track record of helping businesses and individuals achieve their full potential. A dynamic human<br />
resource professional, she has lent her expertise to a wide array of government agencies, nonprofit organizations and Fortune<br />
500 companies such as IBM and General Electric for over 15 years. In 2000, she founded McPherson, Berry & Associates<br />
(McPherson|Berry), a multifaceted consulting firm dedicated to providing first-class executive coaching, leadership training, and<br />
human resource solutions to diverse clientele. As president and CEO of McPherson|Berry, LaSonya Draws on her broad-ranging<br />
experience to design effective, growth-producing organizational development strategies for companies of all sizes. The company was<br />
recognized with the coveted Trailblazer Award by GWBC, a region of the Women Business <strong>Enterprise</strong> National <strong>Council</strong>.<br />
While an operations manager at IBM, she became known for her superior project management skills, as well as her unique ability<br />
to quickly diagnose and solve complex challenges. She led a department that generated over &50 million annually in revenue, and<br />
transformed countless new employees into knowledgeable, productive team members via specialized training and mentoring. Her<br />
propensity for achieving significant bottom-line results earned her IBM’s COM Award and the prestigious Leadership Award.<br />
LaSonya possesses a distinctive blend of business acumen and social consciousness. She is as skilled at grooming young people<br />
for success as she is at managing multimillion dollar contracts. She has worked as a South Carolina Department of Social Services<br />
counselor, as well as a director for Operation Dignity’s Bankhead Courts Initiative in Atlanta, Georgia. Inspired by her experiences<br />
as a Welfare to Work Program trainer and her passion for working with youth, she established GET POISED, a nonprofit organization<br />
offering leadership and life skills training to adolescents and those in life transition.<br />
A two-time Clemson University alumna, LaSonya holds a BS in Industrial Engineering and an MS in Human Resource Development.<br />
She will complete her PhD in Educational Leadership in 2008. She is also co-author of the books “Becoming the Professional Woman”,<br />
“Customer Service and Professionalism”, the “Young Woman’s Guide”, and the “Young Man’s Guide”. LaSonya serves as a board<br />
member for the Georgia Women’s Business <strong>Council</strong> (WBENC), Georgia SHRM State <strong>Council</strong> Member, the past Director of Community<br />
Relations for the southern Crescent SHRM, United Way’s Women Legacy <strong>Council</strong> member, a South DeKalb Business Association<br />
board member, International Advisory Board member of PWN and adjunct professor at DeVry University’s Keller Graduate School of<br />
Management and University of Phoenix.
Cynthia Dinkins<br />
<strong>Executive</strong> Consultant<br />
Cynthia Dinkins served as President of the Sheila C. Johnson Foundation and the Washington Mystics Foundation from 2005 –<br />
2008. In her role, she oversaw the inner workings of both organizations, developing programs to empower women and to<br />
positively impact youth with a clear focus on supporting arts education and tackling the childhood obesity epidemic.<br />
Through the Sheila C. Johnson Foundation, Ms. Dinkins brokered a partnership with CARE, a humanitarian organization whose<br />
mission is to fight global poverty. The partnership launched “The Sheila’s I Am Powerful Challenge,” a six-million dollar matching gift<br />
grant generating awareness and support of women who make up 70 percent of the world’s poorest people. During her tenure, Ms.<br />
Dinkins supervised over $26 million in domestic giving to organizations including Parsons The New School for Design, The Whitney<br />
Museum, VH1 Save the Music, the Centers for Disease Control (CDC) Foundation, The Jackie Robinson Foundation and the United<br />
Negro College Fund.<br />
Ms. Dinkins was also instrumental in developing the Mystics in Training Program, an innovative approach to educate children and<br />
their families about the risks of childhood obesity for the Washington Mystics Foundation. The Mystics in training program partnered<br />
with schools in Washington, DC, Baltimore, MD, and Virginia to assure students had access to healthy foods, drinks and physical<br />
activity. The program also created opportunities for increased exercise by asking students to commit to walking with friends, celebrities<br />
and Washington Mystics team members as part of the “Mystic Mile”, a 30-minute daily routine that helped 78% of the participating<br />
students lose weight and develop healthy eating patterns.<br />
As part of the Washington Mystics Foundation, Ms. Dinkins also formed a first-ever series of Hip Hop Forums, designed to increase<br />
awareness of social issues plaguing the urban community such as education, HIV/Aids, teen violence, racism, depression, healthy<br />
living, and financial empowerment. A four-part installment, the Hip Hop Forums drew luminaries including Washington D.C.’s Mayor<br />
Adrian Fenty, Dr. Cornel West, MC Lyte, Ron Moten (PeaceOholics), Darrin Henson (Actor, Soul Food) and Malcom Jamal Warner<br />
(Actor, The Cosby Show).<br />
Prior to her work with the Sheila C. Johnson and The Washington Mystics Foundations, Ms. Dinkins served as vice president of<br />
program and business development at the T. Howard Foundation, an organization serving the telecommunications and entertainment<br />
industries. While at T. Howard, she helped create one of the nation’s most successful programs to foster diversity in those industries<br />
previously stated, ultimately securing internships and positions for students of color at top organizations including HBO, Showtime,<br />
ESPN, NFL, Discovery and Black Entertainment Television (BET). In addition, Dinkins worked to identify partnerships and external<br />
funding sources as well as created opportunities benefiting Historically Black Colleges and Universities (HBCUs) and Hispanic Serving<br />
Institutions (HSI).
Gail Dolman-Smith, M.B.A.<br />
CEO and President,<br />
Paragon TEC, Inc.<br />
Since founding Paragon TEC (Technology, Education, Communication), Incorporated (Paragon) in 1996, Gail Dolman-Smith has<br />
been a dynamic leader in providing consulting services for government, education, and industry clients. With experience spanning<br />
20 years, her extensive program management knowledge includes: management of community public relations activities at NASA<br />
Glenn Research Center; numerous contracts nationwide with NASA and other organizations in industry, K-12 education, and higher<br />
education; as well as diverse, wide-ranging support in her Northeast Ohio community.<br />
As a result of her leadership, Paragon TEC has twice won a five-year NASA contract to manage the Science, Engineering, Mathematics<br />
and Aerospace Academy (SEMAA), a national, innovative project designed to increase the participation and retention of K-12 youth in<br />
groups historically underserved and underrepresented in STEM fields. This project is located in 14 states in the U.S. and implemented<br />
at 24 colleges/universities and public schools. Ms. Dolman-Smith developed and established the first SEMAA Parent CafÈ which has<br />
been adapted nationwide by NASA and youth organizations. Paragon TEC was also awarded a five-year contract in 2007 to manage<br />
NASA’s Aerospace Education Laboratories (AEL) located in 33 states in the U.S. and Puerto Rico. Projects managed by Paragon TEC<br />
have reached over 400,000 underrepresented and underserved students, parents, and teachers in various sites and outreach locations<br />
across the United States.<br />
While NASA is one of Paragon’s primary and most valued partners, Gail Dolman-Smith has expanded both her company’s suite of<br />

Today she is the founder of the Montgomery Fertility Center in Silver Spring, Maryland. Dr. Famuyiwa is also the Associate Clinical<br />
Professor of Obstetrics and Gynecology at George Washington University School of Medicine and attending physician at Holy<br />
Cross Hospital in the department of Obstetrics and Gynecology in Silver Spring, Maryland.<br />
Dr. Famuyiwa loves people and the field of medicine. Her patients come from all over the world. Dr. Famuyiwa says, “There is nothing<br />
more rewarding than seeing my patients return with their children.” Being a sole practitioner gives the doctor the flexibility to spend as<br />
much time as she needs with patients, and get to know them well. It also allows her to balance professional and personal life.<br />
In 1989, Dr. Famuyiwa received her medical degree from Emory University School of Medicine in Atlanta, Georgia. Dr. Famuyiwa did<br />

Wendy Lewis<br />

Major League Baseball<br />
Wendy Lewis has been promoted to SVP of Diversity and Strategic Alliances for Major League Baseball, Office of the<br />
Commissioner. In her new role, she will implement MLB’s Diversity Economic Initiative, (DEI). The DEI advances the level<br />
of MLB’s current workforce and supplier diversity efforts as well as creates methodologies for cultural assessments and<br />
industry-wide diversity training. This internal consultant model approach will serve as the platform for enhancing some of MLB’s<br />
current initiatives to a more advanced level for the industry’s Central Office and Clubs. In this capacity Ms. Lewis will continue to<br />
direct the workforce and supplier diversity strategy and metrics in conjunction with the Commissioner’s Diversity Oversight Committee.<br />
The resulting diversity analysis, training and reporting will be key elements of the strategic planning and implementation for Major<br />
League Baseball’s workforce and supplier diversity objectives. In 2006 she led the team that developed MLB’s new talent pipeline, The<br />
<strong>Executive</strong> Development Program (EDP). The EDP is a two year rotational career development program whose goal is to add to MLB’s<br />
high-potential talent pool as well as establish an agenda for succession planning.<br />
Ms. Lewis is also the leader and strategist for MLB’s Diverse Business Partners Program, the premier minority procurement program in<br />

Prior to Ms. Lewis’s current position, she was the Vice President of Strategic Planning for Recruitment and Diversity following her position<br />
of Vice President of Human Resources and Office Operations for Major League Baseball; that role included directing the recruitment,<br />
compensation, benefits, performance planning, training and development for Major League Baseball’s Central Office in New York and<br />
its satellite offices. Additionally, she served as the corporate liaison in the area of Human Resources to all 30 Major League Clubs. As<br />

studies, and community assessments. She is the principal or co-author of a large number of professional publications in her field.<br />
Ms. Malhotra helped the Office of National Drug Control Policy to examine the effectiveness and cost effectiveness of the use of remote<br />
sensing technology to facilitate a major increase in the amount of outdoor marijuana eradicated in the State of California.<br />
She conducted a cost of illness analysis to estimate the costs of fetal alcohol spectrum disorders for the Substance Abuse and Mental Health<br />
Services Administration of Department of Health and Human Services. The work resulted in the publication of<br />
“Estimates of Economic Costs of Fetal Alcohol Spectrum Disorders,” prepared for the Substance Abuse and Mental Health Services<br />
Administration, Fetal Alcohol Spectrum Disorders Center for Excellence, in August, 2005.<br />
She examined the effects of managed behavioral health care on access to mental health and substance abuse treatment over a five-year<br />
period to model the effects of respondent characteristics and type of insurance coverage on respondent’s access to mental health and<br />
substance abuse treatment.<br />
Ms. Malhotra worked to characterize and analyze the costs of providing residential substance abuse treatment services for women and their<br />
children or pregnant and postpartum women, as part of a demonstration program funded by the Center for Substance Abuse Treatment<br />
(CSAT). She also worked with CSAT to characterize and analyze the costs of providing substance abuse treatment services to adolescents<br />
among model treatment programs.<br />
For the Mental Health Provider Education (MHCPE) in HIV/AIDS Program II., her work involved seven education training sites that were funded<br />
to provide training to traditional and non-traditional mental health care providers with information on the psychological, neuropsychiatric and<br />
ethical aspects of HIV/AIDS.<br />
She also worked on a multi-year project to evaluate the impact of the anticipated shift in regulatory authority of methadone treatment programs<br />
from the Food and Drug Administration to the Center for Substance Abuse Treatment.<br />
Her work has also included support for local health care delivery systems. She worked with Daimler Chrysler, Ford Motor Company, and the<br />
International Union United Auto Workers (UAW) on an initiative to refocus these systems in communities where autoworker employees live<br />
and work. In Washington, D.C., she conducted a needs assessment for Care First Blue Cross Blue Shield.<br />
She worked on an evaluation of the Treatment Improvement Protocol Program for the Center for Substance Abuse Treatment. She also assisted<br />
on a longitudinal study of over 5,000 Head Start families.<br />

Joyce Anne Moorehead<br />

Ms. Moorehead matriculated at Bethune-Cookman College in Daytona Beach, Florida. During her junior year, she was a<br />
participant in a program sponsored by the American University of Washington DC that enabled her to study abroad and to<br />
visit 12 African countries. Upon returning to her alma mater, she earned a BS degree in Sociology with a concentration in<br />
Criminology in 1967.<br />
Ms. Moorehead’s outstanding performance at Bethune-Cookman earned her an Epworth Fellowship from the United Methodist Church<br />
at Boston University. At Boston University, Ms. Moorehead pursued a curriculum that focused upon the African family. She was among<br />
a select group of students to earn the highest rating on the comprehensive examination required to complete the program and received<br />
a MS degree in Sociology in 1968. She developed an interest in law and enrolled at the University of Miami Law School in 1973.<br />
She transferred to the University of Arkansas and earned her JD degree in 1976. She is a member of the Florida and Maryland Bars,<br />
and licensed to practice in both jurisdictions.<br />
In 1978, Ms. Moorehead entered the political arena and was elected to the Miami-Dade County School Board – the management<br />
entity for the fourth largest school district in the nation. She was a two-term president of the Dade County Black Lawyers Association,<br />
Chairperson of the <strong>Executive</strong> Committee of the board of the directors of the Urban League of Greater Miami, and a board member<br />
of WPBT-TV, a Miami based public television station. In 1984, she relocated to Baltimore, Maryland to become General Counsel of<br />
Chicken George, Inc., a national food franchise headquartered in Baltimore. In 1986, she moved to the NAACP as Associate General<br />
Counsel. At the NAACP, she was a critical part of the team responsible for developing civil rights litigation and handling cases in the<br />
federal system involving employment and labor issues, education, and voting rights. She was also the principal liaison to the several<br />
attorneys affiliated with the various NAACP regions, and with outside attorneys.<br />
Besides operating a successful law practice and being involved in several professional organizations, Ms. Moorehead is also a part<br />
of the executive management team of BMW of Sterling, the largest African American owned BMW franchise in the nation. With her<br />
husband – Thomas A. Moorehead, she helped form the Sterling Automotive Group Foundation, a 501 (c) 3 private foundation in<br />
2004, whose target constituents are the socially and economically disadvantaged in Northern Virginia, Mr. & Mrs. Moorehead are<br />
also significant contributions to their respective alma maters, and major supporters of a charity targeting handicapped children.<br />
Indeed, Ms. Moorehead is the epitome of a success, a role model not simply for women but also for men, and is truly a remarkable citizen.

include Global Diversity and Work-Life initiatives. During Ms. Rosa’s tenure at Morgan Stanley she revamped the Firm’s Work-Life<br />
programs introducing initiatives such as College Coach, onsite Lamaze classes, expanded lactation rooms and new parent kits. She<br />
is also very involved with the strategy behind the Employee Networking Groups. Prior to 1999, Ms. Rosa was a marketing manager<br />
for Creative Games International (CGI), an affiliate of GTECH – a global gaming company. During her eight years at CGI, Ms. Rosa<br />
negotiated gaming contracts for governments overseas and traveled the world living in several countries abroad, including Mexico,<br />
Japan and Russia.<br />
Ms. Rosa also created the Morgan Stanley Diversity High School Internship Program which focuses on high achieving minority high<br />
school students. The program provides the students a paid internship while introducing them to the fundamentals of the Financial<br />
Services industry.<br />
In 2002, the Network Journal: Black Professionals and Small Business Magazine named Ms. Rosa one of 40 under 40. Annually,<br />
the Network Journal features 40 outstanding Black professionals under 40 years of age who have demonstrated success in both their<br />
professional and personal lives. Ms. Rosa states her highest achievement and most cherished award is Susannah, her daughter born<br />
in October 2003.<br />
A native of Spanish Harlem and the Bronx, Ms. Rosa was a recipient of the A Better Chance scholarship. She attended The Taft Preparatory<br />

Gisel Ruiz, a 14-year veteran of Wal-Mart Stores, Inc., is currently a Regional General Manager at Wal-Mart, overseeing the<br />
multi-billion dollar operation of 110 stores in the West and Southwest region of Texas. Ruiz began her career as a management<br />
trainee in Madera, California in 1992. She quickly moved up through the ranks to Assistant Manager, Co-Manager and Store<br />
Manager jobs in Utah and California.<br />
As an Operations Coordinator, she co-led a team in developing the strategy and process for restructuring the mid and upper<br />
management levels of Wal-Mart Store Operations. Additionally, she led Hispanic store of the community initiatives by working closely<br />
with merchants, marketing and operations to drive changes in stores in key markets.<br />
From 2001 to 2004 Ruiz served as a Director of Personnel, charged with managing the Human Resources operations for Wal-Mart<br />
stores across one-third of the U.S. Her territory stretched from the upper Midwest to the far West including Alaska and Hawaii. She<br />
has served as a Labor Relations Manager, educating Wal-Mart managers on labor law and other employment related issues, and was<br />
integral in developing people staffing strategies for Wal-Mart’s Supercenter expansion in the Western United States.<br />
Ruiz has been recognized for her ability as a leader and teacher of associates, by mentoring and helping to develop the careers of<br />

large Government and commercial information technology contracts, Ms. Scott began Powertek in 2001.<br />
During Powertek’s first 3 years of operation, Ms. Scott pursued smaller subcontracts performed at customer sites and requiring minimal<br />
overhead. The firm’s first prime contract, awarded by the Department of Treasury’s Financial Management Service for $256,000,<br />
netted Powertek a Meritorious Achievement Award from the Assistant Commissioner of Management in April 2004.<br />
In 2005, Ms. Scott led the implementation of three strategic business goals: achieve ISO 9001:2000 certification, obtain a Top Secret<br />
facility clearance, and establish a corporate proposal center. The following year, Ms. Scott brought on board a partner who serves<br />

of the Company and its Chief salesperson, Ms. Stallings has served as the Program Director of several large contracts with the City<br />
of Detroit. She seamlessly juggles managing project staff, negotiating contracts and contract issues with ease. She is as comfortable<br />
in a meeting with a chief officer for a major corporation negotiating a multi-million dollar contract as she is on a work site with her<br />
sleeves rolled up problem solving.<br />

their first computer lab. Ms. Stallings has also served as the Dean of Camp “IALAC” (I AM LOVABLE AND CAPABLE) for almost 12<br />
years and has sponsored an effort to raise funds for youth through a “Walk for Kids Walk-a-thon” for three consecutive years. SYNC<br />
Technologies has supported this program since before the founding of the company, over 30 years. Donna’s commitment to the<br />
community stretches even further, she sits on the Board of Directors for several organizations making an impact in the City of Detroit;<br />
Cornerstone Community Center, Eagle International Bible Training College, People’s IALAC Community Center, and the Water Access<br />
Volunteer Effort (WAVE). WAVE is a non-profit organization that helps families in arrears pay their water and sewerage bills. Ms.<br />
Stallings efforts with WAVE were so appreciated that an award was named in her honor. Henceforth, the organization’s top volunteer<br />
in a given year is awarded the, “Donna P. Stallings Volunteer Award”. She also received the “Woman of the Year Award” from the<br />
American Business Woman’s Association (ABWA) in 2004.<br />

A123Systems is known internationally for its Nanophosphate lithium ion battery technology. Ms. Thompson was co founder,<br />
President and CEO of T/J Technologies, Inc., a nationally recognized Michigan company for alternative energy technologies,<br />
which was acquired by A123Systems Inc. in 2006. Combined, the organizations represent the largest lithium-ion R&D team in North<br />
America, with world-class expertise and management, and global manufacturing operations. A123Systems is one of the world’s<br />
leading suppliers of high-power lithium-ion batteries. Applications include power tools, electric vehicles, hybrid electric and plug in<br />
hybrid vehicles, defense and aerospace.<br />
Under Ms. Thompson’s leadership, T/J Technologies attracted national and regional recognition. She was chosen as one of Crain’s<br />
Detroit Business Most Influential Women for 2007. NASA Headquarters honored T/J Technologies with a “Special Recognition<br />
Award” presented by NASA Administrator, Dr. Michael Griffin. T/J Technologies was also named one of “50 Companies to<br />
Watch in Michigan” and Crain’s Detroit Business chose the company as one of the “20 Largest Technology-Based Companies”.<br />
Ms. Thompson was invited to speak to the U.S. House Committee on Small Business as part of the Small Business Administration’s<br />
50th Anniversary. T/J Technologies received the Nunn/Perry Award from the Department of Defense for its ultracapacitor<br />
development with Lockheed Martin. In 2000, Ms. Thompson was named one of Metro Detroit’s Innovators by Crain’s Detroit<br />
Business. Additional recognition includes awards from NASA Glenn Research Center, the Small Business Foundation of Michigan,<br />
and The Small Business Association of Michigan.<br />
Ms. Thompson is a member of Ann Arbor SPARK’s Board of Directors, the Zell Lurie Institute Advisory Board, and The Michigan Small<br />
Business Foundation. She also served for 6 years on the Advanced Technology Advisory Board for the National Institute of Standards<br />
and Technology (NIST), and is a former member of several non-profit organization boards. Ms. Thompson earned a Masters of<br />
Business Administration degree from the University of Michigan Business School. Prior to starting T/J Technologies, Ms. Thompson<br />
worked at Steelcase and IBM, where she earned numerous company awards. She is a life member of Delta Sigma Theta Sorority and<br />
a member of Jack and Jill of America. She and her husband, Dr. Levi Thompson, have 2 daughters.

Yolanda Maria Welch, known to all as Maria, is the founder and CEO of Respira Medical, a respiratory and durable medical<br />
equipment company started in 2001. In recognition of her Hispanic heritage, the company was named Respira Medical, respira<br />
means to breathe in Spanish.<br />
Ms. Welch founded the Better Breathing Foundation in honor of her father, Miguel A. Better, to raise awareness of deadly respiratory<br />
illnesses such as Chronic Obstructive Pulmonary Disease (COPD) and Obstructive Sleep Apnea (OSA). His deadly battle with COPD<br />
through asbestos exposure as an ironworker and OSA are what inspired Ms. Welch to start her company.<br />
Ms. Welch’s life experiences have had a strong influence on her personal and professional activities. She was appointed by Governor<br />
Martin O’Malley to serve as Chair for the Governor’s Commission on Hispanic Affairs, Regulatory Oversight Commission Maryland<br />
Department of Health and Mental Hygiene and Maryland Auto Insurance Fund. She is the Immediate Past President ex-officio of the<br />
Baltimore Hispanic Chamber of Commerce, Chair of Legislative Affairs for Maryland Hispanic Chamber of Commerce, University of<br />

Dr. Mary Wu holds a bachelor’s degree in environmental science from Tunhai University, Taiwan, and a master’s and a doctorate<br />
in computer science from the George Washington University. Earlier in her career, Dr. Wu worked for PricewaterhouseCoopers<br />
and KPMG, involved in custom software development projects. Subsequently she has been an adjunct professor in computer<br />
science at the Georgetown University and University of Maryland College.<br />
In 2001, Dr. Wu realized that she needed to start her own company to realize her goals. As president of Wu Consulting LLC,<br />
an information technology services company in Arlington, Virginia. Wu Consulting provides software independent verification and<br />
validation, and computer system security certification.<br />
For Dr. Wu, growing a business is a personal responsibility of the entrepreneur behind the company name. She put a large measure<br />
of her time and energy into the firm and invested in the highest quality of human talent to ensure the product would support her growth<br />
objectives. She increased her staff twenty-fold, including many people with advanced degrees. Her sole indulgence in technology was<br />
to develop a proprietary product – innovation, vision and valueSM that would discriminate her company from its competitors.<br />
Dr. Wu recognized that success as an entrepreneur cannot be achieved alone, and she spent time building strategic and subcontracting<br />
relationships with such industry giants as Science Applications International Corporation; ManTech International Corporation; and SRA<br />
International, Inc. Wu Consulting has worked with the U.S. Department of Homeland Security and U.S. Department of Veterans Affairs<br />
to evaluate development contractor performance on large complex and highly visible projects.<br />
Dr. Wu is a community leader as well. She is active in the Armed Forces Communications-Electronic Association (AFCEA); the Institute<br />
