While not under the purview of the public behavioral health m<strong>in</strong>isterial network, state regulated agencies and private<br />

entities can access fund<strong>in</strong>g sources like philanthropic foundations, health foundations, other state agencies (i.e.<br />

Rehabilitation <strong>Services</strong> Commission), etc. and could provide peer support services us<strong>in</strong>g that fund<strong>in</strong>g.<br />

Note: Ma<strong>in</strong>tenance of effort clauses <strong>in</strong> SAPT and MH Block Grants limit flexibility by requir<strong>in</strong>g ma<strong>in</strong>tenance of state general revenue<br />

fund expenditures for mental health services separately from state expenditures for addiction services. SAMHSA requires SAPT Block<br />

Grant funds to be expended for alcohol and other drug treatment and prevention. Additionally, SAMHSA requires MH Block Grant funds<br />

to be expended for mental health services for adults with serious mental illness and children with serious emotional disturbances.<br />
