President Hamilton called the meeting <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Education</strong> <strong>of</strong> <strong>Coal</strong> <strong>City</strong> <strong>Community</strong> <strong>Unit</strong> <strong>School</strong> <strong>District</strong><br />
<strong>#1</strong> to order at 6:30 p.m. at the <strong>Coal</strong> <strong>City</strong> Middle <strong>School</strong> <strong>Community</strong> Room. Members answering roll call were<br />
Mary Gill, Curtis Grove, Mark Jiskra, Ken Miller, Robert Pogliano and Shawn Hamilton. Superintendent Kent<br />
Bugg, Director <strong>of</strong> Business Services Jason Smith, Curriculum Director Tammy Elledge and Karen Vota were<br />
also in attendance. Other members <strong>of</strong> the audience included: Principals Travis Johnson, Robert Brovont, Frank<br />
Perucca, Ken W. Miller; Jim Looper, Joe Phillips and members <strong>of</strong> the press Ann Gill, Peter Krowiak and<br />
Bridget Adell.<br />

Mr. Jiskra moved and Ms. Gill seconded to go to closed session at 6:31 p.m. for the purpose <strong>of</strong> considering<br />
information regarding the review <strong>of</strong> closed session minutes; the appointment, employment, compensation,<br />
discipline, performance, or dismissal <strong>of</strong> specific employees; collective negotiating matters, imminent litigation<br />
and the sale <strong>of</strong> property.<br />

Staff Recognition<br />
*CCES and CCIS staff attended a presentation on the Response to Intervention (RTI) process on<br />
October 25 in the CCES cafeteria. The presentation was given by Mazon Elementary principal<br />
Cindy Christensen and teacher Alicia O’Keefe. The presentation focused on how Mazon has<br />
implemented the RTI process in their district and some basic structures they have in place for<br />
the process. Cindy and Alicia did a nice job on their presentation and it was great to get our<br />
PreK – 5 th grade staffs together as a unit. CCES is continuing with the RTI process and we will<br />
be meeting on November 19.<br />
*On October 15 and 16, Ken Miller and I attended the IL Principals Association State Conference<br />
in Peoria, IL. It was a very good conference and I had the opportunity to hear some good keynote<br />
speakers and saw some excellent small group sessions. The keynote speakers included Dr. Bob<br />
Ash, Dr. Pedro Noguera and State Superintendent Christopher Koch. I also attended small<br />
group sessions on Response to Intervention, Phonemic Awareness, Leadership, No Child Left<br />
Behind and Assessments. It was also good to have the opportunity to see other administrators<br />
from across the state especially colleagues I worked with in other school districts and attended<br />
classes with.<br />
*Patti Monk and I held a RTI Information Parent Meeting for the parents <strong>of</strong> CCES and the <strong>Coal</strong><br />
<strong>City</strong> <strong>School</strong> <strong>District</strong> on Monday, October 29. We did not have a great turnout but we have<br />
placed the Powerpoint presentation from the meeting on the CCES webpage. Please take a<br />
moment to look at the presentation and Patti and I would gladly answer any questions you may<br />
have. We are planning on holding other parent education meetings throughout the year for our<br />
CCES parents.<br />
CCES/ECC staff members continue to prepare for the transition to the new ECC next school<br />
year. We have been working on tentative schedules and determining staff needs for the 2008-09<br />
school year. We have had many committee meetings to help with this transition. Groups that<br />
have met include: Grade Levels, ECC Transition Committee, 2 nd /3 rd Transition Committee,<br />
Playground Committee and the Teaching/Learning Committee. I would like to thank everyone<br />
for all <strong>of</strong> their extra help during this process.<br />
Student Achievement<br />
*I have reviewed our Illinois Standards Achievement Test (ISAT) data from spring 2007. I would<br />
like to recognize the students who scored at the exceeds level on the ISAT test. The CCES 3 rd<br />
grade students took tests in the area <strong>of</strong> reading and mathematics. In the area <strong>of</strong> reading, CCES<br />
had 39 students who scored at the exceeds level which is 25% <strong>of</strong> the grade level. In the area <strong>of</strong><br />
mathematics, 59 students scored at the exceeds level which is 37% <strong>of</strong> the class. We also had 27<br />
students who scored at the exceeds level on both the reading and math tests.<br />

Congratulations to all <strong>of</strong> these students on their outstanding achievement.<br />
Month in Review<br />
*On October 2, the CC PSO held their monthly meeting. Agenda items discussed at the meeting<br />
included Fall Fundraiser, Octoberfest, and Santa’s Workshop.<br />
*On October 3, <strong>Coal</strong> <strong>City</strong> <strong>School</strong>s held a <strong>District</strong> <strong>School</strong> Improvement Day. Students were<br />
dismissed at 11:25am and teachers attended a variety <strong>of</strong> meetings on that day. The writing<br />
initiative staff development was held for the 50 staff members involved in the process. The rest<br />
<strong>of</strong> the teachers worked on curriculum surveys, curriculum and assessment validation and<br />
Pearson Benchmark test materials.<br />
*We held fire drills on October 4 and 5. The students and staff members quickly evacuated the<br />
building on both drills. These fire drills were in preparation for Fire Prevention Week which was<br />
held October 9 – 12. The <strong>Coal</strong> <strong>City</strong> Fire Department did an outstanding job <strong>of</strong> educating the<br />
students for the week. Sean Anderson talked with the Kindergarten students on Tuesday about<br />
Fire Safety. On Wednesday, the CCFD brought several fire trucks to the school for the students<br />
to see the many different parts <strong>of</strong> the equipment. On Thursday, Sean held a presentation for the<br />
1 st , 2 nd and 3 rd grade students and showed the students a video on evacuating your house in a<br />
fire. A coloring contest and essay contest was held for the 1 st , 2 nd and 3 rd grade students and<br />
the winners were treated to breakfast at McDonalds along with a ride in the fire trucks to the<br />
restaurant. Winners from CCES were Madeline Reagan, Emma Corneilson, Lindsey Stogsdill,<br />
Leslie Yousketch, Madison McCawley and Macey Spencer. The students also received a variety<br />
<strong>of</strong> fire safety materials and information throughout the entire week.<br />
*On October 10, picture retakes were held at CCES.<br />
*On October 18, the CC Jr. Women’s Club and CC Police Department fingerprinted all<br />
kindergarten students and any new students to the <strong>Coal</strong> <strong>City</strong> <strong>School</strong> <strong>District</strong>. Special thanks to<br />
the Jrs., Officer Best and Officer Clark for their help with this project.<br />
*October 19 marked the end <strong>of</strong> the 1 st quarter.<br />
*On October 25 and 26, CCES held Parent/Teacher Conferences. We had an excellent turnout<br />
with 619 <strong>of</strong> 638 parents attending conferences. This is a 97% attendance parent and one I am<br />
very proud <strong>of</strong>. The conferences went very well overall and the CCES staff is looking forward to<br />
helping our students continue to grow academically and socially throughout the rest <strong>of</strong> the<br />
school year.<br />
*On October 31, CCES held their annual Halloween Parade. We had an excellent community<br />
turnout for the parade. I would like to thank Mark Larmon and the Middle <strong>School</strong> band for<br />
leading the parade. The students really enjoy the event and then held their room parties<br />
following the parade.<br />

Tim Sheehan, an 8 th grade student, was selected to to participate in the IMEA <strong>District</strong> 1 Music Festival on<br />
November 3 rd . He was one <strong>of</strong> 500 students selected from 60 schools located in the southwest Chicago<br />
metropolitan area.<br />
The sixth grade girls basketball team (Kassie Aldridge, Alexis Brummerstedt, Lindsey Casey, Autumn<br />
Grimes, Emily Halliday, Hayley Holmes, Olivia Jakubowski, Brittany Jezik, Hope Johnson, Morgan<br />
Leopold, Natalie Morris, Kristen Pearcy, Karissa Perkins, Abby Polakovic, Britta Spelde, Courtney<br />
Torino, and Taylie Waldron) finished their season with a 25-3 record and a 2 nd place finish in the<br />
Wilmington Tournament.<br />

TALC meetings were held on October 15 and 29. Spanish scheduling was the<br />
Student Council sponsored Red Ribbon Week from October 22-26. Various activities were planned<br />

Tuesday: Sweat Clothes Day-“Drug Free is No Sweat”<br />

There was also an assembly held on Thursday to reinforce the idea <strong>of</strong> living a healthy lifestyle and making<br />
positive choices.<br />
Parent/Teacher Conferences went very well. There were 182 parents in on Thursday evening at 89<br />
parents in on Friday for a total <strong>of</strong> 271.<br />

raised will be used as a donation to charity. Over 200 students participated.<br />
Our 3 rd fire drill <strong>of</strong> the year was held on November 1 with the Fire Department present. This drill was<br />
originally scheduled much earlier, but had to be changed twice due to inclement weather. Everything<br />
went fine.<br />
The Book Fair wrapped up on November 1. The pr<strong>of</strong>it <strong>of</strong> almost $400 will be used to purchase reading<br />
incentives for the students.<br />
Band-O-Rama on November 2 nd was enjoyed by all. The Music Boosters and the Student Council<br />
recognized Mr. Mark Larmon for his final Band-O-Rama performance.<br />
AcRock, sponsored by the PSO, performed for the students on November 6. The students thoroughly<br />
enjoyed the performance.<br />
Mr. Joe Tripiedi, from the Wilmington VFW, came and spoke to the students on November 7 about<br />
Veteran’s Day. Both the MS Band and Chorus performed during the assembly.<br />
The presenters at both the above mentioned assemblies commented on how impressed they were with the<br />
MS students’ behavior during the assemblies.<br />

Recognition: <strong>Coal</strong> <strong>City</strong> High <strong>School</strong> attended the Interstate -8 Leadership Conference held at Starved<br />
Rock Lodge on October 22 nd . The following students represented CCHS at the conference. Cameron Stone,<br />
Kaitlyn Jacob, Carolyn Kratochvil, Nick Trotter, Andrew Rankovich, Taylor Lardi, Bobby Kroeger, Megan<br />
Petty along with sponsors Mr. Spencer, Mr. Dziuban.<br />
Congratulations to Coley Nelson on being named this year’s DAR Good Citizenship Award winner. He will<br />
be recognized along with other winners from Grundy County, at a recognition in February in Morris. The<br />
other finalists were Katie Crawford and Lauren O’Keefe.<br />
Congratulations to Dave Oldham on being selected for the Program <strong>of</strong> the Year award presented by (Illinois<br />
Technology <strong>Education</strong> Association).<br />
On Tuesday, October 30 th CCHS held its annual Test Incentive Ceremony to reward students who met or<br />
exceeded on last April’s state test. We had 23 students who met or exceeded on 2 out the 4 areas <strong>of</strong> the state<br />
tests. We had 22 students meet or exceed on 3 out <strong>of</strong> the 4 areas and we 58 students who met or exceeded<br />
on all 4 <strong>of</strong> the areas <strong>of</strong> the state test. CCHS recognized 103 out <strong>of</strong> 138 who took last spring’s standardized<br />
test.<br />
CCHS ranked 177 out <strong>of</strong> 646 high schools in the state and was 76 out <strong>of</strong> the 338 high schools with<br />
enrollments under 1000 students. Our scores ranked us 4 th out <strong>of</strong> the 12 schools in the Interstate -8<br />
conference.<br />

E. CURRICULUM REPORT<br />
Department Information:<br />
Mitch Hamann, department chair for CTE, presented at the IBEA Fall Conference on November 8-9. He<br />
presented hands-on sessions on Google Search and Adobe Photoshop. IBEA is an organization <strong>of</strong> business<br />
educators from middle school, high school, community colleges and 4-year universities. Representatives<br />
from the CTE department met with JJC instructors on October 16 th to renew current articulation agreements<br />
for next year.<br />
In accordance with the district textbook cycle, Language Arts textbooks will be adopted in 2007-2008 for<br />
implementation in 2008-2009. Ann Quinzio-Zafran (Language Arts Department Chair) will be coordinating<br />
this adoption process.<br />

Monday, November 19, 2007<br />
Department meetings for the high school’s 2008-2009 school year will begin on November 20th and will<br />
continue until December 13 th . Meeting are held in the morning and/or after school with each department to<br />
discuss changes to the high school curriculum guide, classes, class assignments and course descriptions.<br />
Social Studies department has been working on validating their curriculum and will be writing assessments<br />
this summer. Foreign Language, Physical <strong>Education</strong>, Health, Driver’s <strong>Education</strong>, Fine Arts, and Career and<br />
Tech <strong>Education</strong> are working on curriculum surveys which will be completed by early May, and they will be<br />
writing curriculum this summer.<br />
Staff Development:<br />
The 2007-2008 staff development is tentatively scheduled and was reviewed. The early dismissal on<br />
November 7 was used for a variety <strong>of</strong> building and district initiatives. The writing training was held at the<br />
middle school and the groups were broken into a mixture <strong>of</strong> subjects including: ACT writing exam, content<br />
area writing, 6-week writing unit, voice and writing resources.<br />

The math, language arts, science and special education departments have been working on standardized<br />
summative local assessments. To date there have been 43 local assessments created in Benchmark with over<br />
4000 forms scanned into the system. Samples <strong>of</strong> some <strong>of</strong> the types <strong>of</strong> reports available were reviewed; these<br />
are actual reports with real data with all identifying information removed.<br />
♦ The Item Response Analysis Report gives the teacher information about specific questions that each<br />
student missed, their percentage score, how the entire class performed on various questions, the<br />
Outcomes/Components that were assessed and the specific questions that were aligned to each <strong>of</strong> them.<br />
♦ The Class Mastery Report gives the teacher specific information about each student’s mastery <strong>of</strong> the<br />
various Outcomes/Components that were assessed and how the class performed against the entire group<br />
that was assessed.<br />
♦ The Individual Student Mastery Report gives the teacher and/or parent information about the specific<br />
Outcome/Component that was assessed, when the student was assessed, points assigned to each<br />
Outcome/Component and the cut score needed to master.<br />

received and was reviewed.<br />
3. Prior to the December 17 th <strong>Board</strong> <strong>of</strong> <strong>Education</strong> meeting, the FCCLA will host an old-fashioned winter<br />
dinner at 5 p.m. in the High <strong>School</strong> LRC. The madrigals will also be performing. All board members<br />
and administration were invited to attend.<br />
4. <strong>Coal</strong> <strong>City</strong> Intermediate <strong>School</strong> received an Academic Improvement Award from the Illinois State <strong>Board</strong><br />
<strong>of</strong> <strong>Education</strong>. They received this award due to the significant academic improvement shown by their<br />
students between 2004 and 2006. In 2004, they had 69.2% <strong>of</strong> their students meet or exceed standards in<br />
both reading and math. In 2006, that number jumped to 86.5%!!! This improvement <strong>of</strong> more than 15<br />

6. A Freedom <strong>of</strong> Information Request was received from the Chicago Area Laborers-Employers<br />
Cooperation and <strong>Education</strong> Trust. The response to that request was reviewed.<br />
7. Dr. Bugg reported on the Tort fund tax objections. On Tuesday, November 13, after the conclusion <strong>of</strong><br />
Dr. Bugg’s testimony, Attorney Slattery rested his case. The district’s legal council filed a motion for a<br />
“Directed Verdict”, which would excuse the district from arguing the case. The judge granted the<br />
motion which meant that the district won the 2003 tax objection case. This was a very positive outcome<br />
for <strong>District</strong> <strong>#1</strong>.<br />
Dr. Bugg cautioned that although we won the 2003 objection, the district still has the 2004 and 2005<br />

objections pending. The legal fees that were incurred to defend the 2003 objection alone have been<br />
about $152,000. When all is said and done, the <strong>District</strong> could expend almost $500,000 in legal fees to<br />
defend the legal tort fund expenditures. In an effort to avoid further legal costs, Dr. Bugg asked the<br />
<strong>Board</strong> to consider sending a direct mailing to the 450 taxpayers who have signed on to this case with<br />
Attorney Slattery. The letter would communicate information regarding the lawsuit and a postcard in<br />
which residents could ask to be removed from the lawsuit. All <strong>Board</strong> members were in favor <strong>of</strong> the<br />
direct mailing.<br />
8. A sample <strong>of</strong> the proposed Drug Survey for Middle <strong>School</strong> and High <strong>School</strong> students was reviewed.<br />
9. Saturday, December 15 is the Charity Basketball game at the Intermediate <strong>School</strong>. A dedication<br />
ceremony, including community members who played basketball on that court, will take place during<br />
the game.<br />
10. Dr. Bugg commended the football team for tremendous effort during this season. He notified the <strong>Board</strong><br />
that a formal letter <strong>of</strong> complaint had been filed with the IHSA.<br />

OLD BUSINESS<br />
A. DISCUSSION/ACTION ON ADOPTING A BUDGET CALENDAR<br />
Chapter 105, Section 5/17-1 <strong>of</strong> the Illinois Revised Statutes (<strong>School</strong> Code) directs the <strong>Board</strong> <strong>of</strong> <strong>Education</strong> to<br />
designate a person or persons to prepare in tentative form, the Budget for the upcoming fiscal year. The<br />
<strong>Board</strong> is also required to “fix a fiscal year therefore”. The Budget Calendar, which was reviewed at the<br />
November <strong>Board</strong> Study Session, provides a detailed schedule <strong>of</strong> the budgeting process.<br />
Mr. Grove moved and Mr. Miller seconded for the <strong>Board</strong> <strong>of</strong> <strong>Education</strong> to adopt the Budget Calendar as<br />
presented and appoint the Superintendent, Director <strong>of</strong> Business Services and Building Principals to prepare,<br />
in tentative form, the <strong>School</strong> <strong>District</strong> budget for the fiscal year beginning July 1, 2008 and ending June 30,<br />
2009. President Hamilton asked if there was an opposition, hearing none, considers the motion approved.<br />
B. DISCUSSION/ACTION ON THE 2007 TENTATIVE LEVY<br />
The 2007 levy must be filed with the Grundy and Will county Clerk’s Office on or before the last Tuesday<br />
in December, which is the 25 th . The <strong>Board</strong> <strong>of</strong> <strong>Education</strong> must adopt the levy prior to this date in order to<br />
meet filing regulations. As reviewed at the November <strong>Board</strong> Study Session, the proposed tentative levy will<br />
not exceed the previous year’s tax extensions (excluding Bond and Interest Fund) by more than 105 percent.<br />
A public hearing will not be necessary.<br />
Ms. Gill moved and Mr. Miller seconded to adopt the Tentative 2007 Property Tax Levy for the <strong>Coal</strong> <strong>City</strong><br />

The High <strong>School</strong> Guidance Office has received requests for mid-year graduation/exclusion. Principal<br />
Miller recommends that the following students be considered eligible for mid-year graduation/exclusion.<br />
The students requesting mid-year graduation have met the necessary requirements for graduation. Those<br />
receiving mid-year exclusions will complete their requirements through correspondence courses by April 1,<br />
2008.<br />

B. DISCUSSION/ACTION ON LIBRARY / MEDIA GRANT PROGRAM<br />
Elementary <strong>School</strong> Librarian, Cindy Tira, has prepared a Library Grant Application. Illinois Statutes<br />
require the <strong>Board</strong> to review the library’s progress towards meeting the Illinois <strong>School</strong> standards for school<br />
library media centers. The library grant, if awarded, will provide a maximum <strong>of</strong> $.75 for each student in the<br />
<strong>District</strong>. The monies will be used for reference materials, books, s<strong>of</strong>tware, hardware, incoming line<br />
connection, etc.<br />
Ms. Gill moved and Mr. Jiskra seconded to approve the 2007 <strong>School</strong> Library Per Capita Grant Application<br />
and affirm the conditions outlined are being adhered to throughout the district. President Hamilton asked if<br />
there was any opposition, hearing none, considers the motion approved.<br />
C. DISCUSSION/ACTION ON GRUNDY COUNTY CHAMBER OF COMMERCE & INDUSTRY<br />
MEMBERSHIP<br />
The <strong>District</strong> has received a request from the Chamber to renew the annual membership. <strong>District</strong> <strong>#1</strong> has been<br />
a long time member <strong>of</strong> this organization.<br />

On October 15, the <strong>Board</strong> received and accepted a letter <strong>of</strong> resignation from <strong>Board</strong> member Marsha Boyd.<br />
The Regional Office <strong>of</strong> <strong>Education</strong> was notified <strong>of</strong> the vacancy and a request for individuals to submit a<br />
letter <strong>of</strong> interest to serve on the <strong>Board</strong> until the next election was publicized. Candidates were interviewed<br />
by the <strong>Board</strong> during the November <strong>Board</strong> Study Session <strong>of</strong> the Whole. At his time, it is appropriate to<br />
appoint Armand Bianchi to fill the vacancy on the <strong>Board</strong>.<br />
Mr. Grove moved and Mr. Miller seconded to appoint Armand Bianchi as a member <strong>of</strong> the <strong>Coal</strong> <strong>City</strong><br />
