April 14, <strong>1988</strong>---Medellin, Colombia: A group <strong>of</strong><br />

approximately six terrorists entered the Binational<br />

Center, evacuated all employees from the building,<br />

and then detonated explosives that caused extensive<br />

damage to the building. The library and one floor <strong>of</strong><br />

the building were almost totally destroyed. The<br />

terrorists wrote the following slogans on the walls <strong>of</strong><br />

the building: "Andres Tamayo Popular Militia,"<br />

and "Gringos Out <strong>of</strong> Latin America." Little is<br />

known about the Andres Tamayo Popular Militia,<br />

other than it is a self-characterized splinter group <strong>of</strong><br />

the Nineteenth <strong>of</strong> April Movement (M-19).<br />

U.S. businesses that were bombed were Texas<br />

Instruments, Goodyear, Croydon S.A., and the Hare<br />

Krishna Yoga Center. Yardley <strong>of</strong> Colombia (UK),<br />

and Banco Sudameris (FR) were also bombed.<br />

Authorities reported considerable property damage<br />

and at least three injuries (all Colombians) in this<br />

series <strong>of</strong> bombings. The Andres Tamayo Popular<br />

Militias took credit for the attacks in phone calls to<br />

local media. The group stated that the attacks were<br />

in retaliation for U.S. intervention in Central<br />

April 16, <strong>1988</strong>mLima, Peru: Two U.S.<br />

Information Service (USIS) Binational Centers in<br />

Lima were simultaneously bombed by suspected<br />

MRTA terrorists. The explosions caused extensive<br />

damage to both Centers, and two bystanders were<br />

injured at one <strong>of</strong> the Centers.<br />

April 17, <strong>1988</strong>--Medellin, Colombia: According<br />

to press reports, seven businesses were bombed in a<br />

20-minute period between 9:55 p.m. and 10:15 p.m.<br />

April 17, <strong>1988</strong>---San Jose, Costa Rica: At about<br />

8 a.m., a bomb detonated on the street 50 meters<br />

south <strong>of</strong> the entrance to the Costa Rican-American<br />

Cultural Center injuring five people, including two<br />

<strong>Americans</strong>. Several cars parked nearby were<br />

damaged by shrapnel, and windows in adjacent<br />

buildings were broken. Witnesses reported that<br />

the bomb had been thrown from a passing car. Two<br />

previously unknown groups called local news<br />

agencies and claimed credit for the attack.
