JRA (which also operates under the name Anti-<br />

Imperialist International Brigade [AIIB]) carried<br />

out the attack under this new name.<br />

On April 12, <strong>1988</strong>, suspected JRA member Yu<br />

Kikumura was arrested in New Jersey for<br />

suspicious behavior at a rest stop along the New<br />

Jersey Turnpike. Inside Kikumura's car, police<br />

found three'homemade antipersonnel bombs, and<br />

other bomb paraphernalia that were likely intended<br />

for a terrorist operation in the United States<br />

coinciding with the second anniversary <strong>of</strong> the U.S.<br />

retaliatory airstrike on Tripoli. Kikumura had<br />

previously been arrested in May 1986 at Schipal<br />

Airport in the Netherlands for possessing dynamite<br />

in his luggage, although he was eventually released<br />

because <strong>of</strong> legal technicalities. On February 8,<br />

1989, in Newark, New Jersey, Kikumura was<br />

convicted in a nonjury trial and sentenced to 30<br />

years' imprisonment for bomb possession with the<br />

intent to kill.<br />
