How will it do this?<br />

With regard to every <strong>death</strong>, we look at a number <strong>of</strong> <strong>Review</strong> Factors:<br />

• The original case records<br />

• Exhibits<br />

• Any Fingerprint evidence<br />

• Family concerns<br />

• Any Intelligence records<br />

• The original investigation<br />

• Any linked issues (Analysis)<br />

• Any "Open source" material (books, newspaper articles,<br />

television programmes, internet, public records etc).<br />

Our approach to <strong>the</strong> investigative process is designed to concentrate on<br />

what evidence, if any, exists, what potential remains for ga<strong>the</strong>ring new<br />

evidence - ei<strong>the</strong>r from new lines <strong>of</strong> enquiry, missed opportunities,<br />

advances in forensic science - or what opportunity exists for turning<br />

existing information/intelligence <strong>into</strong> evidence.<br />

Our "contract" is with <strong>the</strong> families; by this we mean that we deal with<br />

families on a basis <strong>of</strong> honesty, trust and confidentiality. We approach<br />

each case independently, no case is deemed more important than ano<strong>the</strong>r,<br />

and we make no moral or political judgement about <strong>the</strong> victims. We seek<br />

only to conduct a factual review to a modern, pr<strong>of</strong>essional policing<br />

standard, to determine whe<strong>the</strong>r any additional evidence can be found, and<br />

we will always ask families what questions <strong>the</strong>y would like us to try to<br />

answer. We will respond with as much information as we can, subject to<br />

legal and ethical considerations.<br />

Whilst <strong>the</strong> Chief Constable <strong>of</strong> <strong>the</strong> PSNI set up <strong>the</strong> <strong>HET</strong>, it was designed<br />

to provide re-assurance to families that it would be operationally<br />

independent. It has external managers answering directly to <strong>the</strong> Chief<br />

Constable, and contains a mix <strong>of</strong> people, serving police and retired<br />

<strong>of</strong>ficers, some from outside Nor<strong>the</strong>rn Ireland and some from <strong>the</strong> PSNI.<br />

We have established separate units, so that, if a family requests an<br />

entirely external review, it will be conducted by staff with no previous<br />

connection to Nor<strong>the</strong>rn Ireland.<br />
