The regular meeting of the <strong>Board</strong> of Trustees of the Sonoma County <strong>Junior</strong> <strong>College</strong> District convened at<br />

3:00 p.m., Tuesday, August 14, 2012 in Conference Room 4733, Bertolini Student Center on the <strong>Santa</strong><br />

<strong>Rosa</strong> Campus of <strong>Santa</strong> <strong>Rosa</strong> <strong>Junior</strong> <strong>College</strong>. Trustees in attendance: B. Robert Burdo, Richard W. Call,<br />

Don Edgar, W. Terry Lindley and Don Zumwalt. Trustees Jeff Kunde and Onita Pellegrini were absent.<br />

APPROVAL OF CLOSED SESSION AGENDA<br />

M/S/C (Burdo/Zumwalt) the Closed Session Agenda was approved as listed on the August 14, 2012<br />

agenda.<br />

OPEN SESSION<br />

The <strong>Board</strong> of Trustees of the Sonoma County <strong>Junior</strong> <strong>College</strong> District reconvened at 4:00 p.m., Tuesday,<br />

August 14, 2012 in the Student Activities Center, Bertolini Student Center on the <strong>Santa</strong> <strong>Rosa</strong> Campus of<br />

<strong>Santa</strong> <strong>Rosa</strong> <strong>Junior</strong> <strong>College</strong>. Trustees in attendance: B. Robert Burdo, Richard W. Call, Don Edgar, W.<br />

Terry Lindley, Don Zumwalt and student trustee Michelle Dowling. Trustees Jeff Kunde and Onita<br />

Pellegrini were absent.<br />

<strong>Board</strong> President Lindley called the meeting to order.<br />

1. ANNOUNCEMENT OF REPORTABLE ACTION TAKEN IN CLOSED SESSION<br />

There were no reportable actions taken in closed session.<br />

2. APPROVAL OF MINUTES<br />

M/S/C (Burdo/Call) the <strong>Board</strong> of Trustees approved the <strong>Minutes</strong> of the July 10, 2012 <strong>Board</strong> of<br />

Trustees meeting.<br />

3. PRESENTATION OF EMPLOYEE OF THE MONTH – HECTOR GARCIA, HORTICULTURE<br />

TECHNICIAN II, SHONE FARM<br />

Leonard Diggs, Manager, Shone Farm. presented Hector Garcia as the August Employee of the<br />

Month. He acknowledged Hector’s impact on students in training them techniques as well as his<br />

positive outlook in performing all aspects of his job. Hector was presented with a Recognition<br />

Plaque from the <strong>College</strong>, two season tickets to SRT, a gift certificate to the SRJC Culinary Café,<br />

and gift from colleagues.<br />

5. BOARD MEMBER REPORTS<br />

A. <strong>Board</strong> Facilities Committee<br />

Trustee Burdo reported the following from the August 7, 2012 <strong>Board</strong> Facilities Committee<br />

meeting:<br />

B. Robert Burdo Culinary Arts Center Project – An update was provided on the close out of<br />

the last prime contractor and final extension for Wright Contracting.<br />

Shone Farm, Porter Barn Wood Fencing Replacement – Tony shared photos of the eastside<br />

corral wood fencing that requires replacement. The <strong>Board</strong> Facilities Committee approved a<br />

freestanding steel corral design, which will be installed by District staff.<br />

Bussman AC Unit Replacement Update – Tony reported that the installation of the new<br />

cooling unit for the data center is in progress, with completion by late August or sooner.<br />

Steve Olson Lane and Entry Monument Update – The project has already broken ground,<br />

with the current schedule of completion by early October, 2012.<br />

Cogen Replacement Project – Tony reported that the temporary chiller will be installed by<br />

August 10, with replacement of the old engines to begin soon after and completion by early<br />

November, 2012.<br />

Following this report, Trustee Burdo made a brief review about the <strong>Board</strong> Facilities<br />

Committee, indicating that it is a subcommittee of the full <strong>Board</strong> that is made up of three<br />

trustees. This body meets once a month on the first Tuesday of the month. The purpose is<br />

to go over facilities related items in detail. He noted that a great deal of time is spent on<br />

reviewing, listening, discussing, and if needed, requesting more information before making a<br />

recommendation to bring forward to the full board for approval.<br />

B. SRJC Foundation<br />

Trustee Edgar gave the following Report:<br />

–The SRJC Foundation is pleased to announce that fiscal year 2011-2012 more than $7.6<br />

million was secured in support of students, faculty and programs at the college. Included in<br />

this total was an outright anonymous gift of $5 million that will be used to establish a<br />

Teaching Fellows Program, Completion Incentive Award, and provide need-based<br />

scholarships.<br />

–On August 15 the SRJC Foundation and Scholarship Office will host the 18 th Annual Circle<br />

of Honor to recognize donors who have provided scholarship and program support, and to<br />

introduce donors to student recipients. For the 2012-2013 academic year, over $1.3 million<br />

will be awarded for scholarships, internships and program awards.<br />

–The SRJC Foundation and Bertolini Family remain committed to bringing back the Day<br />

Under the Oaks, May 2013. Sarah Laggos, the Foundation’s new Alumni Relations and<br />

Annual Fund Director will serve on the planning committee.<br />

C. <strong>College</strong> President Report<br />

President Chong reported the following<br />

–the Paramedic Technician graduation ceremony was held May 27, with Trustee Burdo<br />

present to represent the <strong>Board</strong>.<br />

–SRT had a great season; he was able to attend two productions.<br />

–Shone Farm Olive Oil was awarded double gold at the Sonoma County Harvest Fair<br />

Professional Olive Oil Competition. He thanked Chris wills, Leonard Diggs and staff for their<br />

part in this endeavor.


–At this year’s PDA will be the launch of an educational master plan project. Will also include<br />

a guest speaker Rob Johnstone on best practices 101.<br />

–Fall classes will begin August 20. Student Services staff have worked all summer in<br />

preparation, including student ambassadors.<br />

–Introduced Sarah Laggos, new director of the Foundation’s Alumni Relations and Annual<br />

Fund who will reach out to former SRJC students.<br />

C. <strong>Board</strong> Member Comments<br />

–Trustee Burdo congratulated Trustees Edgar, Call and Lindley on their re election to a new<br />

term. These trustees ran unopposed for their seats on the <strong>Board</strong> of Trustees.<br />

–Student Trustee Michelle Dowling gave the following report<br />

•she attended the Associated Students annual retreat, noting the fiscally responsible decision<br />

to condense the trainings and workshops to two days instead of three, that resulted in cost<br />

savings of facility fees and food expenditures.<br />

•she attended the CCLC annual Student Trustee workshop that included legislative update,<br />

information on how community colleges are funded, update on Governor Brown's tax<br />

initiative that will dramatically impact education and public services depending on its passage<br />

during this November's election.<br />

•she attended the CCC Association of Student Trustee's (CCCAST) meeting that focused<br />

primarily on legislative issues including the Middle Class Scholarship Act, AB 1500/AB 1501.<br />

This bill would bring $150 million back to the community college system, yet is controversial<br />

since this amount is based on assumed projections of a closed corporate tax loophole, and is<br />

not guaranteed in the text of the bill.<br />

•she looks forward to participating on the Student Success Task Force: Increasing Student<br />

Completion Panel during PDA day.<br />

Approved the out-of-country travel to Borås, Sweden for Lisa Beach, adjunct faculty in the<br />

Computer Studies Department, from September 7-22, 2012 to meet with instructors and<br />

students from the Swedish Student Project, at no cost to the District.<br />

B. INSTRUCTOR LOAD REPORTS FOR SPRING, SUMMER AND FALL 2012<br />

Approved the final Spring 2012 Instructor Load Report, changes to the Summer 2012<br />

Instructor Load Report since the July meeting, and an initial Fall 2012 Instructor Load

Resolution #12-12, Facilities Renovation and Repair, submitted by Joel Gordon, in the<br />

amount of $18,960.00, from the California State Department of Education, with no district<br />

match required. This grant supports efforts to maintain a healthy, safe and accessible<br />

environment for children in subsidized child care and child development programs. (Award<br />

notification received)<br />

Career Technical Education (CTE) Entrepreneurship and Health Information Technology,<br />

submitted by Lorraine Wilson and Debra Sands-Miller, in the amount of $141,916.00, from<br />

the California Community <strong>College</strong> Chancellor’s Office, with a 10% in-kind district match in<br />

the form of salaries, benefits and facilities. This grant will support research and curriculum<br />

development for Entrepreneurship certificate program which will replace the Small<br />

Business Management certificate. (Pending award notification)<br />

Gateway to <strong>College</strong>, submitted by Jane Saldana-Talley, in the amount of $325,000.00,<br />

from the Gateway to <strong>College</strong> National Network, with no district match required. This is a<br />

dual credit program that serves youth who are unlikely to graduate high school, allowing<br />

them to earn a high school diploma while progressing toward a college degree or<br />

State Council on Developmental Disabilities (SCDD) Area 4 <strong>Board</strong> Cycle 35 Program<br />

Development, submitted by Lindsay Eigenauer and Laura Aspinall, in the amount of<br />

$15,000.00, from the California State Council on Developmental Disabilities, with no district<br />

match required. This grant will provide funding to expand the Vocational Skills Coach job<br />

coaching portion of the <strong>College</strong> to Career program already in existence. (Pending award<br />

Renewal<br />

Resolution #13-12, California State Preschool Program, submitted by Joel Gordon, in the<br />

amount of $174,942.00, from the California State Department of Education, with no district<br />

match required. This grant provides a practicum experience for child development<br />

students and students from other disciplines, allows parents to attend classes and work<br />

while enrolled, and promotes the healthy growth and development of young children.<br />

Resolution #14-12, General Child Care and Development Program, submitted by Joel<br />

Gordon, in the amount of $209,966.00, from the California State Department of Education,<br />

with no district match required. This grant provides a practicum experience for child<br />

development students and students from other disciplines, allows parents to attend classes<br />

and work while enrolled, and promotes the healthy growth and development of young<br />

CARES Plus, submitted by Joel Gordon, in the amount of $26,708.00, from the Childcare<br />

Planning Council, with no district match required. This grant will provide support services<br />

to CARES Plus participants via the Child Development, Counseling and Tutorial<br />

Mental Health Services Act – Prevention and Early Intervention (MHSA-PEI), submitted by<br />

Susan Quinn, in the amount of $90,000.00, from the County of Sonoma, with no district<br />

match required. This grant will provide preventative mental health services within the<br />

district. (Pending award notification)<br />

–Trustee Call commended all staff involved in seeking and getting these grants, and<br />

complimented Joel Gordon on continuously successfully pursuing grants.<br />

F. QUARTERLY FINANCIAL REPORT<br />

Approved the submission of the Quarterly Financial Status Report to the Chancellor’s<br />

Office for the period ending June 30, 2012.<br />

G. DESTRUCTION OF RECORDS<br />

Authorized the Purchasing Director to destroy the records as indicated on the list included<br />

with agenda.<br />

MANAGEMENT SERVICES, REQUEST FOR EXTENDED SERVICES<br />

Robert Burdo Culinary Arts Center Project, Construction Management Services contract, in the<br />

amount of $35,574.00, for a revised contract price of $1,972,574.00.<br />

INFORMATION<br />

11. HIGH SCHOOL EQUIVALENCY PROGRAM (HEP) GRANT<br />

Catherine Wilson, Manager, Career Center and Interim Manager, Assessment Services, made<br />

a presentation on the High School Equivalency Program (HEP) federal grant awarded to SRJC<br />

from the Office of Migrant Education-US Department of Education. The award of $2,079,024 is<br />

for a five year period commencing July 1, 2012 for the purpose of providing migrant and<br />

seasonal farmworkers and their families an opportunity to complete their education. Catherine<br />

noted that enrollees in the program will benefit from tutoring, career advising, counseling, GED<br />

testing, stipends for books, materials and scholarships, and be exposed to CTE programs,<br />

transfer programs and opportunities to improve employment.<br />

Ricardo Navarrette commended Catherine Wilson on her success in attaining grant funding on<br />

a very highly ranked proposal.


12. ENHANCING THE INTERNATIONAL STUDENTS PROGRAM<br />

Peg Saragina, Coordinator, International Student Program will make a presentation on plans<br />

proposed to enhance and expand the International Student Program at <strong>Santa</strong> <strong>Rosa</strong> <strong>Junior</strong><br />

<strong>College</strong>. She noted the purpose of the program is to provide more global perspective for local<br />

students, increase diversity among the student population and increase revenue for the<br />

college. Her presentation included statistics on international student enrollment in top US<br />

states, F-1 visa students in several California community colleges including SRJC and the<br />

revenue generated. She then outlined the first steps in moving forward to expand the current<br />

program at SRJC.<br />

13. STATUS REPORT ON BOARD POLICIES AND PROCEDURES FOR PROGRAM<br />

APPROVAL AND EVALUATION<br />

Mary Kay Rudolph, Vice President of Academic Affairs, and Terry Shell, past president of the<br />

Academic Senate, provided a status report of the first year of implementation of the policies<br />

and procedures for Approval of Certificates and Majors and for Program Review, Evaluation,<br />

Revitalization and Discontinuance. Terry presented the Academic Senate’s perspective and<br />

reviewed the consultative process with the Vice President of Academic Affairs. Mary Kay<br />

Rudolph noted the in-depth review and scrutiny of data regarding transfer options, student and<br />

community needs and financial implications in making recommendations. This review will<br />

continue with further recommendations forwarded from EPCC.<br />

14. OUT-OF-STATE TRAVEL REPORT<br />

Doug Roberts, Vice President of Business Services reviewed the out-of-state conferences and<br />

meetings attended by district employees and the actual cost to the District,<br />

15. REPORTS<br />

A. Academic Senate<br />

Robin Fautley gave the following report:<br />

•meetings have been held regularly over the past month to discuss the Teaching Fellows<br />

Program, that will be funded through the anonymous gift of $5 million to SRJC. Among the<br />

discussion is how it will be set up and how will students be recruited, connecting students to<br />

mentors, and shepherding students through the educational experience.<br />

•Continued discussions about grants including recent participation in meetings on National<br />

Science Foundation and Hanover grants.<br />

•Attention is on events of this week: the Circle of Honor, the new faculty orientations for<br />

regular and adjunct faculty, events scheduled for Professional Development Day.<br />

•Robin looks forward to the beginning of a new academic year.<br />

B. Classified Senate<br />

Debbie Weatherly reported the following:<br />

•the classified staff are looking forward to the Professional Development Day, that will include<br />

the entire college staff meeting together on one campus throughout the morning. On Monday<br />

Debbie attended a workshop on appreciative inquiry that will be the method used during the<br />

breakout sessions.<br />

•The Classified Senate is planning to join with Staff Development to set up a mentoring<br />

program for classified staff. They will be recruiting seasoned staff members to team up with<br />

new members of the classified staff.


•the Classified Senate is planning their events for the year and will continue with morale<br />

programs such as GEM, Secret Pal, Friendship Week, Winter Cookie Fest, Classified BBQ,<br />

and Classified Recognition Week. They are also discussing ways to foster sustainability<br />

throughout the district by encourage use of recycled products.<br />

•Debbie is serving on the Strategic Planning Task Force, scheduled to meet on August 24.<br />

C. Associated Students<br />

Jessica Jones gave the following report:<br />

•Thanked the administration and Dr. Chong for including student input in the Strategic<br />

Planning session as well as PDA. The students are also eager to work with the Academic<br />

Senate in getting diverse faculty and student input in this process.<br />

•Busy week for students: they have a Goal Planning session on August 15; Associated<br />

Student mixer on Thursday afternoon in the Center for Student Leadership; the first Advocacy<br />

meeting will be held this week focusing on legislative issues, how to get students involved;<br />

students will also be working on collaborative action and sustainability plans. Students are<br />

also working on a planning retreat.<br />

•Associated Students have also been working on an Ambassador Program to help new<br />

students navigate through the library.<br />
