EFFICIENCIES<br />
The <strong>CECOM</strong> Software Engineering<br />
Center developed and maintains the<br />
Financial Disclosure Management,<br />
referred to as FDM, system, a web-based<br />
user friendly system automating financial<br />
disclosure reporting and reviewing.<br />
The system provides significant cost<br />
avoidance for the Department of Defense<br />
and other government executive branch<br />
agencies. In the three-year period from<br />
2008 to 2010, FDM saved the <strong>Army</strong> an<br />
estimated $9.2 million over the paperbased<br />
financial disclosure reporting<br />
process and is projected to provide over<br />
$8.4 million in cost avoidance for DoD<br />
and non-DoD agencies this year.<br />
The Software Engineering Center’s Data<br />
Center Services team is supporting the<br />
Office of the Secretary of Defense move of<br />
their public facing applications to DISA. The<br />
OSD Chief Information Officer requested<br />
SEC’s support for data center consolidation<br />
efforts in the Pentagon, based on SEC’s<br />
work supporting the <strong>Army</strong> Data Center<br />
Consolidation Plan. SEC’s Data Center<br />
Services team is developing the architecture<br />
to consolidate eight existing public facing<br />
applications; consolidating and eliminating<br />
redundant applications, streamlining,<br />
migrating and hosting the resulting four<br />
OSD public facing applications at DISA for<br />
Enterprise Information Technology Services<br />
Directorate; an office of the Washington<br />
Headquarters Services. By implementing<br />
best practices and reducing unnecessary<br />
applications, SEC is providing OSD with<br />
cost avoidance by consolidating the<br />
remaining applications and<br />
providing a smaller, streamlined<br />
server footprint.<br />
