<strong>CECOM</strong>-FWD and the Total Force<br />

We’re faced with interesting<br />

times as the <strong>Army</strong><br />

transitions to sustainment after<br />

being focused on overseas<br />

contingency operations for the<br />

past 11 years.<br />

We’re adjusting to achieving our goals using<br />

less fiscal resources than before. We’re<br />

identifying ways to improve our processes<br />

and expand the synergy between <strong>CECOM</strong>,<br />

our partners and our customers. And we’re<br />

focused on developing leaders within <strong>CECOM</strong><br />

to guide the command in meeting the needs of<br />

our Combatant Commands and deliver optimal<br />

C4ISR support to the <strong>Army</strong> of the Future.<br />

As the <strong>Army</strong> continually takes prudent<br />

measures to reduce spending without<br />

sacrificing critical operational capabilities, it’s<br />

the work our <strong>CECOM</strong> personnel are executing<br />

now that will position the command for<br />

success in the long run.<br />

We’re streamlining our field support entities so<br />

that <strong>CECOM</strong> establishes a regional presence<br />

offering the full-spectrum of C4ISR support in<br />

one place. Our <strong>CECOM</strong> centers and commands<br />

supply field service experts, representing CE-<br />

COM’s Forward presence at home and abroad.<br />

<strong>CECOM</strong>’s Total Force—military and civilian—<br />

work together each day to support the <strong>Army</strong>’s<br />

current and future operational needs. As our<br />

Soldiers return home to spend time with their<br />

families, our team of dedicated <strong>CECOM</strong> personnel<br />

have taken the lead in performing one of<br />

the largest and most vital missions we’ve had<br />

since our troops redeployed – redeployment<br />

retrograde operations and resetting our forces<br />

while remaining responsive and agile to meet<br />

the ever-changing needs of our Combatant<br />

Command customers.<br />

In the near term, the <strong>Army</strong> Chief of Staff<br />

names four areas on which he is strategically<br />

focused on as he ushers the <strong>Army</strong>’s transition<br />

to sustainment and withdrawal from theater<br />

operations:<br />

. Committing to the current fight through its<br />

successful termination.<br />

. Downsizing the force.<br />

. Adapting to the new security environment.<br />

. Meeting the requirements of the nation’s new<br />

defense strategy.<br />

And to support those objectives, we must<br />

continue to leverage the capabilities of the<br />

<strong>CECOM</strong>’s Total Force to increase <strong>CECOM</strong><br />

Forward’s rotational presence abroad where<br />

our personnel conduct retrograde operations.<br />

As we seek success, we must capitalize on the<br />

expertise and synergy our military and civilians<br />

bring to the mission as our Soldiers redeploy<br />

and equipment returns stateside.<br />

As we plan for the <strong>Army</strong> of the Future, we are<br />

realigning our field support efforts to provide<br />

services based on a regional support structure,<br />

rather than the embedded model we<br />

used in the past. This regional alignment will<br />

enable <strong>CECOM</strong> Forward to provide the gamut<br />

of software and logistics reset services in one<br />

station, providing one-stop-shop for <strong>CECOM</strong><br />

services. <strong>Army</strong> Total Force organizations and<br />

capabilities, like our <strong>CECOM</strong> Forward stations,<br />

enable responsive, support while adapting<br />

and operating in this new fiscally constrained<br />

environment.<br />

And we couldn’t do it without our<br />

<strong>CECOM</strong> team of experts. That’s why<br />

<strong>CECOM</strong> is ‘The Critical Link’ in driving C4ISR<br />

support services worldwide.<br />
