PRESIDENT’S REPORT<br />

<strong>MTA</strong> is contributing to<br />

economic recovery in<br />

Australia by forging ahead<br />

with expansion of its Royal<br />

Park training site and<br />

increasing the number of trade<br />

and post-trade courses on offer<br />

to twenty.<br />

The recently completed $2.7<br />

million expansion of the<br />

<strong>MTA</strong>-GTS Royal Park<br />

workshops will improve and<br />

enhance the benefits to the<br />

retail automotive industry and<br />

to South Australia.<br />

As the Association is steadily<br />

and ever-increasing in number<br />

and strength, the flow-on<br />

benefits are that we expect to<br />

be able to employ and train<br />

more apprentices in the<br />

coming years.<br />

Responding to industry needs<br />

the infrastructure expansion<br />

Although we are still<br />

cautious as the marketplace is<br />

still brittle and employers are<br />

reluctant to put on new staff.<br />

We expect that the future<br />

will contain many<br />

uncertainties and that the<br />

upturn will likewise contain<br />

irregularities; the question for<br />

the new Government that<br />

business wants answered is<br />

what does 2010 hold in store<br />

to overcome these challenges?<br />

For example, I read recently<br />

that Federal Opposition<br />

Leader, Tony Abbott, is<br />

considering a range of tax<br />

breaks and incentives for small<br />

business. This would<br />

encourage innovation and<br />

expansion – a move which<br />

gives <strong>MTA</strong> some level of<br />

confidence that requests are<br />

being heard and acted upon.<br />

plain-sailing from here, that<br />

there are still risks and<br />

challenges to be faced, such as<br />

the changing and uncertain<br />

industrial landscape.<br />

This uncertainty is increased<br />

by the award modernisation<br />

process and the Federal<br />

Government’s ‘Fair Work’ Act.<br />

The <strong>MTA</strong> is actively<br />

involved in negotiating with<br />

the Federal Government<br />

on the Industrial Relations<br />

front and the final<br />

adjustments to the Vehicle<br />

Industry Award.<br />

Another issue is the current<br />

WorkCover levy – and <strong>MTA</strong><br />

is calling on the Government<br />

to review its claims<br />

management operations and<br />

restore the bonus/penalty<br />

scheme.<br />

was a carefully considered<br />

move, one no doubt envied by<br />

other organisations and one<br />

which is certainly high on the<br />

wishlists of other training<br />

providers.<br />

I can only speak for the<br />

automotive industry, but can<br />

say that only just a few months<br />

into the economic recovery,<br />

things are looking very<br />

different from this time last<br />

year.<br />

The slump in demand is<br />

losing momentum, and<br />

members comment more<br />

frequently that the most<br />

difficult part of the Global<br />

Financial Crisis seems to<br />

be over.<br />

Another great piece of news<br />

<strong>MTA</strong> is pleased about the<br />

handover of keys from the<br />

South Australian Government<br />

of an ex-Fleet Toyota Prius<br />

during April 2010.<br />

The Prius will be used as a<br />

training aid in both apprentice<br />

and post-trade training at the<br />

Royal Park training complex.<br />

With this kind of investment<br />

and action emerging I am<br />

hopeful that for many<br />

automotive businesses the<br />

environment will improve<br />

throughout 2010, in line with<br />

consumer and business<br />

confidence also improving.<br />

However, I would caution<br />

that if anyone believes it is all<br />

of the many important issues<br />

facing our industry; I<br />

encourage you to actively<br />

participate in meetings and<br />

events to see and hear about<br />

how <strong>MTA</strong> is making a real<br />

difference in representing your<br />

interests.<br />

EXECUTIVE DIRECTOR’S REPORT<br />

The next phase of the<br />

development of automotive<br />

training by the <strong>MTA</strong> is rapidly<br />

taking shape.<br />

The new $2.7 million heavy<br />

vehicle workshop has been<br />

completed and is now<br />

operational hosting its first<br />

intake of heavy vehicle<br />

mechanics completing their stage<br />

1 training.<br />

In <strong>June</strong> of this year we will<br />

bring in our first group of<br />

apprentice trailer technicians<br />

who will be trained in a whole<br />

range of aspects for semi trailer, b<br />

double and other trailer repairs<br />

and maintenance.<br />

The apprenticeship package has<br />

been developed by the <strong>MTA</strong> and<br />

its national training body <strong>MTA</strong>A<br />

to fill a major<br />

gap in the heavy vehicle<br />

market place and is now<br />

endorsed nationally by the<br />

Federal Government.<br />

There has literally been no<br />

qualification which covers one of<br />

the largest areas of transport in<br />

Australia. The <strong>MTA</strong> has now<br />

fixed that!<br />

For every prime mover, there<br />

are at least two trailers according<br />

to industry intelligence with<br />

some operators having three<br />

and four trailers per prime mover<br />

depending on their industry and<br />

extent of their geographic spread.<br />

The trailer maintenance and<br />

repair has been left to people<br />

trained generally in other<br />

automotive trades or staff<br />

without formal training.<br />

In addition to apprentice<br />

training, we will be able to review<br />

current unqualified employees<br />

working in the trailer sector<br />

under a structured process to<br />

recognise prior learning and<br />

undertake gap analysis training<br />

to ultimately provide a formal<br />

qualification to these staff<br />

members.<br />

From an industry perspective,<br />

we have a responsibility (as far as<br />

we are able) to ensure that the<br />

vehicles on our roads are<br />

maintained in a manner which<br />

ensures efficiency, safety and<br />

takes into account environmental<br />

impacts.<br />

The modern heavy vehicle<br />

trailer of today, has technology<br />

embedded that is starting to rival<br />

automotive vehicles. And rightly<br />

so, given the loads and speeds at<br />

which they are running on our<br />

roads.<br />

Anti-lock brake systems,<br />

stability control programs,<br />

remote lighting systems, load<br />

management and protection<br />

equipment are a few of the<br />

innovations which are changing<br />

the nature of the heavy transport<br />

industry. In addition we are<br />

seeing more and<br />

more “bespoke” or specially<br />

designed purpose-built trailers<br />

for specific uses.<br />

Our new course will ensure<br />

that we have staff who are welltrained<br />

to support the heavy<br />

vehicle sector in this changing<br />

and growth area.<br />

In the past 18 months the<br />

<strong>MTA</strong> and its Group Training<br />

Scheme have expanded the<br />

training program and developed<br />

training aids to deliver on diesel<br />

engine maintenance and repair.<br />

This training will enable us to<br />

provide a wider range of training<br />

to both light and heavy vehicle<br />

apprentices.<br />

Alternative fuelled vehicles are<br />

firmly on the agenda and diesel<br />

continues to grow steadily as a<br />

power source in the light vehicle<br />

area and we need to ensure our<br />

training reflects the changing<br />

workshop mix.<br />

The training scope is also being<br />

expanded to include electric and<br />

hybrid vehicle training and we<br />

are very pleased to be able to<br />

embark on this project with our<br />

first Toyota Prius which was<br />

generously provided by the South<br />

Australian Government recently<br />

(see cover story).<br />

We are also watching with<br />

interest the developments by our<br />

local manufacturer Holden,<br />

which will launch a version of<br />

the Commodore later this year<br />

that will be capable for running<br />

on as little as 15 per cent petrol<br />

and up to 85 per cent ethanol.<br />

The <strong>MTA</strong> is also fuelling<br />

debate in other areas following<br />

the March 2010 State Election.<br />

The issue of WorkCover and<br />

the removal of the bonus/penalty<br />

system without any form of<br />

replacement has been at the<br />

forefront of initial lobbying<br />

efforts with the new Minister for<br />

Industrial Relations Hon. Paul<br />

Holloway. The employer<br />

community is rightly upset that a<br />

scheme which has delivered<br />

significant benefits to employers<br />

who focus on safety and welfare<br />

of their employees, is being<br />

scrapped and as a result it<br />

appears they will have to pay a<br />

higher WorkCover levy.<br />

The <strong>MTA</strong> is firmly of the view<br />

there MUST be a bonus/penalty<br />

system which (in part) will<br />

encourage all employers to strive<br />

to improve safety in the<br />

workplace AND that the average<br />

levy rate must be reduced to<br />

levels about half of where they<br />

currently sit.<br />

The issue of training is also at<br />

the forefront with the new<br />

Minister for Employment,<br />

Training and Further Education,<br />

Hon. Jack Snelling on apprentice<br />

training issues as well as our<br />

concerns at high priced<br />

institutionalised training being<br />

aimed at overseas students and<br />

the apparent failure of at least<br />

one organisation to deliver<br />

meaningful training outcomes.<br />

One step in the future and one<br />

the SA Deputy Premier<br />

South Australia’s Deputy<br />

Premier and Treasurer,<br />

Hon. Kevin Foley MP, was<br />

pleasantly surprised when he<br />

visited his old school which<br />

is now the home of the<br />

Motor Trade Association’s<br />

Group Training Scheme at<br />

Royal Park.<br />

Mr Foley was at the <strong>MTA</strong>’s<br />

training facility to officially<br />

hand over an ex State<br />

Government Toyota Prius<br />

which will be used for hybrid<br />

and electric vehicle training.<br />

Mr Foley was a secondary<br />

school student at what was<br />

called the Royal Park High<br />

School for three and half years<br />

back in the 1970s. While he<br />

did not complete his secondary<br />

schooling, he is the most wellknown<br />

former student having<br />

risen to the second highest<br />

political job in the state.<br />

As he walked through the old<br />

administration block which has<br />

now been converted to include<br />

two specialised classrooms for<br />

spray paint and mechanical<br />

lectures, Mr Foley reflected on<br />

his time there.<br />

“Oh I remember this area,”<br />

he said.<br />

“I had to wait here before I<br />

got to see the Principal when<br />

I was in trouble.”<br />

Asked how many times that<br />

occurred, he quickly said “only<br />

a couple.”<br />

Mr Foley was taken on a<br />

quick tour of the old<br />

auditorium which is now used<br />

to house many training aid<br />

vehicles donated by Holden<br />

and Mitsubishi.<br />

He was quite taken by the<br />

<strong>MTA</strong>’s oldest but pristinely<br />

restored FJ Holden which<br />

obviously brought back a<br />

few memories.<br />

He was then introduced to<br />

first year light and heavy<br />

mechanical groups.<br />

Congratulating the young<br />

apprentices on choosing an<br />

exciting trade he asked about<br />

their pay.<br />

When they told him it could<br />

be better, the Deputy Premier<br />

replied “Yes I can understand<br />

that at the moment but when<br />

you are qualified you will be<br />

well rewarded.”<br />

The old gymnasium which is<br />

now the light vehicle workshop<br />

still had a few reminders for<br />

the Deputy Premier of its past<br />

with its rebound ace floor and<br />

old basketball scoreboard still<br />

in place.<br />

Mr Foley completed his tour<br />

with an inspection of the new<br />

heavy vehicle workshop which<br />

was having the finishing<br />

touches put to it.<br />

“You are certainly thinking<br />

about the future in your<br />

training and that is important<br />

for this State.”<br />

Hybrid training for <strong>MTA</strong>-GTS apprentices<br />

The Motor Trade<br />

Association’s Group<br />

Training Scheme has received a<br />

major boost with the donation<br />

by the South Australian<br />

Government of an ex Fleet<br />

Toyota Prius.<br />

The Prius will be used as a<br />

training aid in both apprentice<br />

and post trade training at the<br />

Royal Park Training Complex.<br />

Earlier this year the <strong>MTA</strong><br />

put a submission to Treasurer<br />

Kevin Foley seeking his<br />

support for the project.<br />

Mr Foley, who has<br />

responsibility for the State<br />

Government’s vehicle fleet,<br />

said that he was pleased to be<br />

able to support the initiative,<br />

recognising the <strong>MTA</strong>’s<br />

commitment to training in the<br />

automotive industry.<br />

“We are entering a major<br />

new era with hybrid and<br />

electric vehicles and we need<br />

to ensure our training remains<br />

at the forefront of<br />

technological change,” <strong>MTA</strong><br />

Executive Director John<br />

Chapman said.<br />

“We will be converting the<br />

Prius to a plug in electric<br />

hybrid vehicle based on<br />

technology and hardware from<br />

the United States.”<br />

“We are<br />

entering a<br />

major new<br />

era with<br />

hybrid and<br />

electric<br />

vehicles.”<br />

The plug in conversion kit<br />

allows the Prius to be run as a<br />

full electric vehicle for up to<br />

60-80 kilometres with the<br />

normal hybrid back-up kicking<br />

in when the battery supply is<br />

exhausted. Users can simply<br />

plug in their vehicle to a home<br />

based charger at night.<br />

For many motorists, the cost<br />

of running a vehicle fall to a<br />

few dollars per week based on<br />

electricity costs.<br />

The <strong>MTA</strong>’s Group Training<br />

Scheme currently has more<br />

than 500 apprentices<br />

undertaking their training at<br />

their specialist training centre.<br />

Post Trade courses are<br />

also undertaken to support<br />

existing tradespeople.<br />

Yorke Peninsula Country zone meeting<br />

The Yorke Peninsula<br />

Country Zone Annual<br />

General Meeting was held<br />

at the Wallaroo Marina<br />

Hotel on <strong>May</strong> 3, with a<br />

fantastic attendance of 14<br />

member businesses.<br />

Over 30 people were given a<br />

presentation on current <strong>MTA</strong><br />

activities by <strong>MTA</strong> Divisional<br />

Manager, Peter McMahon<br />

followed by Craig Walker from<br />

<strong>MTA</strong>A Superannuation. Craig<br />

provided members with<br />

information as to the current<br />

standings of the superannuation<br />

market place and also the<br />

possible effects of recent<br />

government announcements.<br />

The keynote speaker on the<br />

evening was Michael Sheehan<br />

from the <strong>MTA</strong> Industrial<br />

Department. Michael gave<br />

members a presentation on<br />

the current situation of<br />

the Fair Work Act and<br />

Award Modernisation.<br />

Members also debated the<br />

current OH&S laws and that<br />

more and more red tape is<br />

being pushed onto small<br />

business owners.<br />

The evening was also an<br />

The <strong>MTA</strong> would like to<br />

thank all those members who<br />

attended the evening. This<br />

zone has seen a steady growth<br />

in the number of members<br />

attending zone meetings<br />

and with so many young<br />

faces attending the future<br />

looks bright for businesses<br />

in this region.<br />

The <strong>MTA</strong>’s Executive<br />

tabled industry concerns to the<br />

Senate Select Committee on<br />

Fuel and Energy in March.<br />

His presentation centred on<br />

issues affecting small and<br />

independent fuel retailers,<br />

commission agents and<br />

members who have fuel retail<br />

operations connected to their<br />

business.<br />

Mr Chapman outlined the<br />

<strong>MTA</strong>’s concerns and the<br />

following is an excerpt of his<br />

presentation.<br />

Mr Chapman outlined “issues<br />

threatening the viable and<br />

profitable operations of<br />

members whose very existence<br />

is endangered in a market in<br />

which regulatory arrangements<br />

favour large retailers and big<br />

oil companies, enabling their<br />

domination and manipulation<br />

of the market.<br />

“The first concern is the need<br />

for adequate arrangements for<br />

access to oil company<br />

terminals for all buyers at a<br />

competitive wholesale price.<br />

The current regulatory<br />

arrangements do not provide<br />

for that,” he said.<br />

“The wholesale market for<br />

petroleum products in<br />

Australia is dominated by the<br />

four major oil companies,<br />

Caltex, BP, Shell and Mobil,<br />

with independent imports only<br />

accounting for a small<br />

proportion of the market. As a<br />

result there is very little<br />

competition in the wholesale<br />

market and the market is<br />

defined by the lack of<br />

transparency in determining<br />

the wholesale process of<br />

petroleum products.<br />

“The government must<br />

recognise that, due to this lack<br />

of transparency, fuel retailers<br />

invariably become price takers<br />

and are unable to contest<br />

the price either at the<br />

terminal or on delivery to their<br />

service station.<br />

“<strong>MTA</strong> believes that this lack<br />

of cooperation and<br />

transparency in wholesale<br />

pricing is not in the best<br />

interests of motorists or<br />

fuel retailers and service<br />

station operators.<br />

“<strong>MTA</strong> believes that the<br />

introduction of true terminal<br />

gate pricing arrangements<br />

where costs incurred after the<br />

terminal gate are itemised and<br />

charged separately, and where<br />

access to terminals to purchase<br />

“<strong>MTA</strong> strongly argues<br />

against the introduction of<br />

any mechanism which<br />

will reduce competition<br />

and result in a decrease<br />

of consumer benefits”<br />

fuel at the terminal gate is<br />

available to all suitably<br />

qualified buyers, would<br />

significantly increase the level<br />

of competition and the degree<br />

of price transparency in the<br />

wholesale market.<br />

“The second concern is that<br />

both the wholesale and<br />

retail petroleum markets are<br />

highly concentrated.<br />

“This concentration has led<br />

to a loss of diversity, a loss of<br />

competition and a loss of<br />

“The <strong>MTA</strong> strongly argues<br />

against the introduction of any<br />

mechanism which will reduce<br />

competition and result in a<br />

decrease of consumer benefits<br />

and believes the development<br />

of consumer policy within this<br />

and any other market should<br />

be based upon the principle<br />

that diversity and competition<br />

provide consumers with the<br />

best benefits.<br />

“The ability of independent<br />

operators to compete against<br />

oil company and supermarket<br />

sites is restricted because of<br />

the inherent unfairness in<br />

terms of competition and costs<br />

and the potential of misuse of<br />

market power of the existing<br />

market, the removal of the<br />

sites and franchising acts and<br />

the failure of the existing Oil<br />

Code and TPA provisions to<br />

reinstate the protections<br />

previously provided by these<br />

repealed acts.”<br />

The Committee is focussing<br />

on matters associated with fuel<br />

and energy, including the<br />

price of fuel, regulation and<br />

taxation arrangements and<br />

alternative fuels.<br />

Environmental Initiative for <strong>MTA</strong>-GTS<br />

Solar solution at Royal Park<br />

The <strong>MTA</strong>’s Group Training<br />

Scheme, through a<br />

number of environmental<br />

initiatives, is leading the<br />

way for South Australian<br />

training facilities.<br />

The recently opened $2.7<br />

million expansion of the <strong>MTA</strong>’s<br />

Royal Park workshops will<br />

virtually off set its entire power<br />

usuage with the installation of<br />

an impressive solar system.<br />

The solar system is the third<br />

largest installation in South<br />

Australia, only falling behind<br />

the Adelaide Airport and the<br />

Wayville Showgrounds and will<br />

output 150MWh per year.<br />

Good said the Solar System,<br />

which is being managed by<br />

local company Solar SA, is<br />

easy to monitor and is not<br />

only important for the<br />

Group Training Scheme but<br />

also the environment.<br />

“The installation means that<br />

we are one of the largest solar<br />

power generators in the state,<br />

which is a feather in our cap,”<br />

Mr Good said.<br />

“We are able to monitor the<br />

system externally through a<br />

web-based system. This allows<br />

easy access to information<br />

concerning its production and<br />

performance over long periods<br />

of time.<br />

“The monitoring can be set<br />

to send email alarms if there is<br />

anything peculiar occurring<br />

with the system, meaning<br />

minimal monitoring skill or<br />

maintenance on our behalf.”<br />

Royal Park currently uses<br />

100MWh per year, with an<br />

estimated 50-60MWh increase<br />

with the expanded workshop,<br />

which will be virtually off<br />

set by the 150MWh per<br />

year system.<br />

SolarWorld’s 215W panels<br />

have been used extensively<br />

through the project, with the<br />

new workshop boasting 459<br />

modules in total.<br />

“The solar panels are located<br />

on the north and south side of<br />

the new building. There are<br />

five rows of panels on the<br />

north side, with the south<br />

side hosting three rows,” Mr<br />

Good said.<br />

The solar solution, which is<br />

guaranteed for 25 years, is a<br />

long term commitment to the<br />

environmental wellbeing of<br />

South Australia.<br />

Clipsal 500 success flows to the <strong>MTA</strong><br />

The <strong>MTA</strong> significantly<br />

expanded its presence at<br />

the Clipsal 500 this year with<br />

a new display to promote<br />

automotive apprenticeships<br />

and training and a record<br />

number of apprentices<br />

working with the V8 teams.<br />

The Group Training Scheme<br />

displayed three of its striking<br />

utilities outside the high<br />

traffic area of Murray<br />

Walker’s Extreme Machines.<br />

The site was staffed<br />

throughout the four-day<br />

event.<br />

“It is absolutely critical that<br />

we keep our industry’s<br />

opportunities for employment<br />

at the forefront of employers<br />

and potential apprentices’<br />

minds,” Executive Director of<br />

the <strong>MTA</strong> John Chapman said.<br />

“The SA Motorsports Board<br />

have been very supportive in<br />

the past of our activities and<br />

with new CEO Jason Allen<br />

we were keen to explore new<br />

opportunities.”<br />

The <strong>MTA</strong>’s Group Training<br />

Scheme has had a temporary<br />

panel and paint repair facility<br />

at the Victoria Park circuit<br />

throughout the V8 Supercar<br />

event’s history.<br />

This year a total of 22<br />

apprentices took part in the<br />

event either as part of the<br />

repair team or by being placed<br />

directly with a V8 Supercar<br />

team.<br />

“This is a once in a lifetime<br />

opportunity to be part of the<br />

fast and furious action of a<br />

race team,’ Mr Chapman said.<br />

“We had ten apprentices<br />

with the V8 teams including<br />

two of our female<br />

apprentices.”<br />

A total of 277,800 people<br />

attended the four-day event<br />

which was the second largest<br />

crowd on record.<br />

Motorcycle safety on the agenda<br />

South Australia has been<br />

urged to follow Victoria’s<br />

controversial lead in an assault<br />

on motorcycle safety.<br />

The Chairman of the<br />

Victorian Motorcycle Advisory<br />

Council, Hon. Neil O’Keefe<br />

issued the challenge to<br />

representatives from industry,<br />

government and users attending<br />

a special Motorcycle Safety<br />

Forum in Adelaide during<br />

February.<br />

In Victoria a levy has been<br />

applied to all motorcyclists to<br />

fund safety initiatives and<br />

research into accidents. Twothirds<br />

of the funding is going<br />

towards “black spots”.<br />

The levy is supported by the<br />

development of a transport<br />

strategy which includes<br />

motorcycling and improvements<br />

to rider training and education.<br />

“We must be doing something<br />

right in Victoria as the trend<br />

line for motorcycle accidents is<br />

moving downwards while the<br />

national trend continues to rise,”<br />

Mr O’Keefe said.<br />

Mr O’Keefe is a former<br />

Federal Transport Parliamentary<br />

Secretary who is also an avid<br />

motorcyclist. He rode from<br />

Victoria to Adelaide for the<br />

meeting.<br />

Mr O’Keefe stressed the need<br />

for continued improvements in<br />

safety, which could be assisted<br />

by working closer with<br />

motorcycle dealers.<br />

“Why can’t we get dealers to<br />

survey their customers on a<br />

range of safety issues and we can<br />

reimburse dealers a small fee of<br />

say $5 or $10,” he said.<br />

“This way we would get much<br />

better and more accurate data<br />

than using a survey company<br />

and at a cheaper cost.”<br />

Other speakers dealt<br />

with the importance of<br />

protective equipment including<br />

clothing and trends in<br />

motorcycle safety.<br />

The forum was opened by the<br />

Minister for Road Safety Hon.<br />

Michael O’Brien MP who<br />

stated that one in five fatal<br />

accidents in South Australia<br />

involved motorcyclists.<br />

“Motorcyclists account for 15<br />

per cent of fatalities yet only<br />

three per cent of the vehicle<br />

fleet,” he said.<br />

“This forum is a great<br />

opportunity to feed ideas into<br />

the Government to improve<br />

motorcycle safety.”<br />

O’Keefe to Adelaide later in the<br />

discussion with Federal Leader<br />

of the Opposition, Hon. Tony<br />

Abbott MP when he visited<br />

Adelaide in late March.<br />

<strong>MTA</strong> Executive Director John<br />

Chapman raised the industry’s<br />

concerns with the Henry<br />

Review of Taxation and its<br />

possible impacts on Fringe<br />

Benefit Taxes applying to motor<br />

vehicles and also the unfairness<br />

of the Luxury Car Tax.<br />

“We need to keep our concerns<br />

on taxation directly in front of<br />

our elected leaders,” Mr<br />

Chapman said.<br />

“We cannot afford to have our<br />

industry threatened by taxation<br />

changes.”<br />

Mr Chapman also raised the<br />

issue of training of students<br />

from overseas in ways which was<br />

not supported by the Australian<br />

retail motor industry.<br />

“While the Federal<br />

Government has made some<br />

changes to clean up a pretty<br />

ordinary system where many<br />

overseas students have been left<br />

without proper training after<br />

paying large amounts of money,<br />

we wanted to make sure the<br />

Federal Opposition understands<br />

our position,” Mr Chapman<br />

said.<br />

“We also sought Mr Abbott’s<br />

support for our automotive<br />

trades remaining on the new<br />

skills shortage lists being<br />

produced by the Department of<br />

Immigration and Citizenship<br />

through Skills Australia.”<br />

<strong>MTA</strong>-SA joins National Motor Vehicle<br />

Theft Reduction Council<br />

The Executive Director of<br />

<strong>MTA</strong>-SA John Chapman<br />

has been appointed as the<br />

Motor Trades Association of<br />

Australia representative on the<br />

National Motor Vehicle Theft<br />

Reduction Council.<br />

Mr Chapman attended his<br />

first meeting which was held in<br />

Adelaide in March. He replaces<br />

his Western Australian<br />

counterpart Mr Peter Fitzpatrick<br />

AM who has recently retired.<br />

“It is a very important role and<br />

the Council has done some<br />

good work in helping reduce the<br />

level of vehicle theft in<br />

Australia,” Mr Chapman said.<br />

“The Council is working on<br />

many projects and importantly<br />

at the moment is looking at the<br />

issue of the criteria for<br />

repairable write-offs.”<br />

Mr Chapman said the<br />

NMVTRCs annual strategic<br />

planning consultation process<br />

has been delayed until <strong>June</strong><br />

2010, in part due to the need to<br />

have resolution of the repairable<br />

write-off criteria.<br />

Action against backyard car dealers<br />

“Backyard car dealing is<br />

often not reported and can be<br />

very hard to detect. People<br />

who purchase vehicles from<br />

backyarders often have no clue<br />

if they’ve been ‘had’ as they<br />

believe they’ve been dealing<br />

with a genuine private seller,”<br />

Minister for Consumer Affairs<br />

Gail Gago said.<br />

The Office of Consumer and<br />

Business (OCBA) is targeting<br />

‘backyard’ car dealers by using<br />

data held by other government<br />

agencies and private<br />

organisations to help find out<br />

where they are operating.<br />

The <strong>MTA</strong> has welcomed the<br />

decision, pledging to work<br />

with the OCBA to ensure<br />

these unlicensed dealers are<br />

stamped out.<br />

“The <strong>MTA</strong> welcomes the<br />

new efforts by OCBA to crack<br />

down on those who give our<br />

industry a bad name,” <strong>MTA</strong><br />

Executive Director John<br />

Chapman said.<br />

“We will be working with<br />

OCBA to further increase<br />

compliance activities which<br />

will be able to be funded from<br />

the Second Hand Vehicle<br />

Dealers Compensatin Fund<br />

following the change in the<br />

legislation last year.<br />

“Our industry would rather<br />

use these funds to prosecute<br />

the crooks than have to<br />

compensate the poor car<br />

buyers who have been ripped<br />

off by these scoundrels,”<br />

he said.<br />

“Second-hand vehicle dealers<br />

must hold a licence and must<br />

also meet certain obligations,<br />

such as marketing their<br />

products in a truthful and<br />

ethical manner and providing<br />

warranties in most cases,”<br />

Minister Gago said.<br />

“’Backyarders’ often falsely<br />

represent the history of<br />

vehicles and may adjust<br />

odometer readings to inflate<br />

the selling price.<br />

“Consumers are left with no<br />

protection if something goes<br />

wrong with a car bought from<br />

a backyard dealer, whereas<br />

when purchasing from a<br />

licensed dealer, consumers are<br />

guaranteed vehicle ownership,<br />

should be informed of<br />

previous owner details and<br />

receive a warranty in certain<br />

circumstances.”<br />

Since OCBA’s current<br />

activity began, one ‘backyarder’<br />

has been reported for<br />

unlicensed dealing and is<br />

awaiting charges. Two<br />

backyarders have signed<br />

formal assurances that they<br />

will cease and desist from<br />

illegal conduct and are in the<br />

process of obtaining secondhand<br />

vehicle dealers licences.<br />

OCBA is currently<br />

investigating four other<br />

alleged offenders.<br />

Under the Second-hand<br />

Vehicle Dealers Act 1995 a<br />

person who sells, or offers for<br />

sale, four or more secondhand<br />

vehicles in a 12-month<br />

period is presumed to be a<br />

dealer and must be licensed.<br />

The maximum penalty for<br />

unlicensed dealing in South<br />

Australia is $20,000.<br />

Vehicle thefts fall in South Australia<br />

Vehicle thefts in South<br />

Australia fell by 16 per<br />

cent last financial year but<br />

remain well above the national<br />

average.<br />

The total of 5,341 thefts in<br />

2008/09 was down from 6,322<br />

the previous year.<br />

The SA average of 4.22<br />

thefts per 1000 registered<br />

vehicles compares to the<br />

national average of 3.88.<br />

Similarly, the SA figure of<br />

3.31 thefts per 1000<br />

population is well above the<br />

national average of 2.88.<br />

South Australia had a<br />

registered fleet of just over 1.2<br />

million vehicles at December<br />

31, 2008 – with 54 per cent of<br />

these vehicles being factoryfitted<br />

with an immobiliser that<br />

met the current Australian<br />

standard.<br />

South Australia also enjoyed<br />

a slight two per cent increase<br />

in the number of stolen<br />

vehicles that were recovered<br />

from 76 to 78 per cent.<br />

The survey, which was<br />

carried out by CARS<br />

(Comprehensive Auto-theft<br />

Research System), found that<br />

South Australians were most<br />

likely to have their cars stolen<br />

on either a Friday or Saturday<br />

evening.<br />

The City of Salisbury (792)<br />

recorded the highest numbers<br />

of thefts for any Local<br />

Government Area in the state,<br />

followed by the Cities of Port<br />

Adelaide Enfield (682),<br />

Charles Sturt (616) and<br />

Playford (597).<br />

A number of councils<br />

experienced a reduction in<br />

theft numbers, led by the City<br />

of Onkaparinga and the Cities<br />

of Port Adelaide Enfield,<br />

Playford and Marion. There<br />

were a handful of Local<br />

Government Areas that<br />

recorded increases in thefts,<br />

including the City of Whyalla<br />

and City of Norwood<br />

Payneham and St Peters.<br />

1980s proved the most popular<br />

It was a fantastic night for<br />

members and their staff at<br />

the final round of speedway<br />

action at Murray Bridge<br />

Speedway on Saturday April 3.<br />

Approximately 80 <strong>MTA</strong><br />

members and staff attended<br />

and enjoyed the catered<br />

corporate facility overlooking<br />

the track for a night of full-on<br />

speedway action.<br />

The <strong>MTA</strong> sponsored the<br />

Demolition Derby which was<br />

to be the grand finale event of<br />

the season however, due to<br />

lack of registrations a ramp<br />

race was held instead. This<br />

spectacle didn’t disappoint race<br />

goers with plenty of hits and<br />

close shaves to everyone’s<br />

enjoyment.<br />

During the evening the<br />

<strong>MTA</strong>’s sponsorship was well<br />

rewarded with an abundance<br />

of trackside announcements<br />

Businesses are preparing to<br />

pass on $47 million of<br />

extra costs to South<br />

Australian consumers because<br />

of changes to WorkCover<br />

charges soon to be introduced.<br />

Businesses with low claim<br />

rates have previously received<br />

a performance rebate, leading<br />

to them paying lower<br />

WorkCover rates, while<br />

companies with high claims<br />

have paid the full cost.<br />

Master Builder Association<br />

director Robert Stewart said<br />

the “ridiculous” change would<br />

effectively penalise employers<br />

for their good behaviour.<br />

“Carrot and stick is the way<br />

it should work. We<br />

understand the stick<br />

(penalties) if people don’t do<br />

the right thing, but they are<br />

taking away the carrot,” he<br />

said.<br />

“All this does is take away<br />

the reward for the employer<br />

to do the right thing and<br />

spend money on their<br />

occupational health and safety<br />

and employ people with the<br />

right skills.<br />

“Instead, they get it ripped<br />

off them and treated like<br />

everyone else. It does nothing<br />

about improving WorkCover<br />

outcomes.”<br />

A WorkCover spokeswoman<br />

confirmed the arrangement<br />

would be discontinued, but<br />

said the scheme was<br />

ineffective in influencing<br />

return-to-work rates.<br />

“The bonus/penalty scheme<br />

was designed 20 years ago to<br />

improve OHS performance<br />

yet there is no evidence to<br />

suggest that this or similar<br />

schemes elsewhere have been<br />

effective at doing so,” she said.<br />

WorkCover retains the right<br />

to impose a supplementary<br />

levy or prosecute employers<br />

for poor performance.<br />

The organisation will decide<br />

on the scheme’s future at a<br />

meeting this month, but<br />

Opposition WorkCover and<br />

small business spokesman Iain<br />

Evans said businesses would<br />

likely pass the costs directly to<br />

their customers.<br />

“It will mean employers<br />

with good occupational health<br />

and safety records are going<br />

to be penalised with higher<br />

WorkCover costs, and those<br />

employers with worse records<br />

are going to pay less,” he said.<br />

“Removing it is going to<br />

increase business costs by $47<br />

million and businesses will<br />

pass on the cost.”<br />

The importance of having the<br />

correct insurance coverage was<br />

one of the topics covered at the<br />

Riverland Zone’s most recent<br />

meeting at Barmera.<br />

SGIC Business Insurance<br />

representative Jamie McInnes<br />

updated members on his company’s<br />

activities focusing on<br />

underinsurance.<br />

Disturbingly, SGIC has found<br />

that about 50 per cent of businesses<br />

are underninsured. The definition<br />

of underinsured is if the sum<br />

insured is less than 80 per cent of<br />

the actual value of the property.<br />

SGIC has also found that 83 per<br />

cent of businesses have inadequate<br />

insurance (that is not all business<br />

risks are covered).<br />

Auto Parts Recycler Division news<br />

As some members may have<br />

seen recently the NSW<br />

Government will introduce into<br />

Parliament a Bill banning the sale<br />

of repairable write-off vehicles.<br />

This proposal has quite a few<br />

issues that will affect South<br />

Australian members going<br />

forward and may have a<br />

detrimental effect on members<br />

who perform rebuilds as<br />

part of their day-to-day<br />

business activities.<br />

The proposed Bill may have<br />

several impacts in our state that<br />

may or may not force the state<br />

government to make some<br />

changes to our current legislation.<br />

If the Bill is passed in NSW does<br />

that then invite criminal elements<br />

to search for a new base to<br />

continue their activities? Will it<br />

mean an influx of RWOs<br />

imported into South Australia?<br />

Will it force the price of<br />

stock up?<br />

Another hypothetical is if all<br />

other state governments follow<br />

the same path as that of NSW<br />

will it mean that unlicensed<br />

rebuilders often blamed for the<br />

sometimes excessive prices of<br />

some stock now disappear and<br />

members will now be able<br />

to purchase better stock at<br />

realistic prices?<br />

Further to more stock being<br />

available, will this also mean that<br />

insurers will now repair more<br />

accident damaged vehicles rather<br />

than write them off? And will<br />

this also provide a better<br />

Collision Repair Division<br />

Executive Committee news<br />

The Collision Repair Division<br />

Executive Committee met<br />

recently for their by-monthly<br />

meeting. On the agenda for<br />

discussion was the Code of<br />

Conduct (CoC) external review,<br />

quality approved member<br />

programme, new times and rates<br />

and quoting templates.<br />

The Committee reviewed the<br />

CoC external review and the<br />

findings of the auditors and<br />

established an order of<br />

importance. The committee fully<br />

understands that the<br />

implementation of the findings<br />

of the auditors could be a long<br />

and drawn out affair.<br />

The number one concern for<br />

the committee was the auditors’<br />

observation that a seventh<br />

member is required to sit on<br />

the Code Administration<br />

Committee to break the<br />

deadlock of three industry and<br />

three insurance representatives.<br />

As most members who have<br />

read the report will notice the<br />

word “assessor” is mentioned over<br />

eighteen times. I can assure<br />

members that the people at the<br />

top of the insurance companies<br />

are fully aware of the Code and<br />

support it. While at the ground<br />

level, as I’m sure most members<br />

also know, the Code receives<br />

less respect.<br />

The Committee supports the<br />

Code of Conduct and in future<br />

the <strong>MTA</strong> and the Committee<br />

will be holding information<br />

nights to assist members in fully<br />

understanding the Code and<br />

its benefits.<br />

Collision Division Chairman,<br />

Brenton Abbott and I met with<br />

IAG’S acting Assessing Manager<br />

for South Australia, Mr Steve<br />

Larkin, in regards to the<br />

insurance company’s survey of<br />

their network on realistic times<br />

and rates (NTAR).<br />

The survey found that a third<br />

don’t want it, a third don’t<br />

understand it and a third would<br />

rather move towards NTAR.<br />

industry to further increase<br />

their market shares in secondhand<br />

parts?<br />

And another sometimes over<br />

looked benefit of repairable writeoffs<br />

is that it has provided a good<br />

training tool to apprentices in the<br />

collision industry. Watching<br />

young apprentices rebuild a<br />

vehicle that has massive damage<br />

to a roadworthy drivable vehicle<br />

provides confidence and a sense of<br />

achievement.<br />

This has led to IAG making the<br />

decision that a roll out maybe<br />

some time away. This once again<br />

is disappointing for the industry<br />

as it leaves members in no<br />

man’s land and not sure what<br />

the future holds.<br />

The Chairman and I both<br />

reiterated that members are tired<br />

of bearing the increases in costs<br />

of the industry and will be<br />

seeking increases going forward.<br />

I will also add that more and<br />

more insurers are trialling this<br />

method of quoting and soon it<br />

will become the common<br />

requirement of the industry.<br />

Members are reminded that they<br />

need to know NOW what their<br />

shop rates and costs are don’t<br />

wait until it arrives on your<br />

door step.<br />

Bodies have been awarded level 3<br />

Green Stamp Plus<br />

Environmental Accreditation.<br />

Last year, Nick lived out his Race Team Dream<br />

2010 is the second year <strong>MTA</strong>A Super has offered senior<br />

September 2009. Nick was 18 and a third-year apprentice<br />

when he won the prize, and impressed all at HRT with his<br />

commitment and enthusiasm.<br />

“It was great to have Nick join the Holden Racing Team for<br />

the duration of the 2009 L&H 500 endurance event at<br />

Phillip Island,” reflects Rhett Beere, marketing manager at<br />

Walkinshaw Racing.<br />

“He has a great work ethic and displayed enthusiasm and<br />

common sense at all times – these are certainly qualities<br />

that we look for in young team members.”<br />

Nick has some good advice for anyone dreaming about<br />

responsibility for determining<br />

which occupations are in short<br />

supply being transferred from<br />

the Federal Department of<br />

Education, Employment and<br />

Workplace Relations<br />

(DEEWR).<br />

The previous Migration<br />

Occupations in Demand List<br />

(MODL) has been abolished<br />

and the Critical Skills List<br />

(CSL) will be replaced by an<br />

updated Skills Occupation List<br />

(SOL) which will come into<br />

force from mid 2010.<br />

The <strong>MTA</strong> has been lobbying<br />

along with its Federal Body<br />

<strong>MTA</strong>A to have the<br />

Government continue to<br />

recognise key skills shortage<br />

areas in the automotive trades<br />

of mechanical (light/heavy),<br />

spray painting, panel beating<br />

and auto electrical.<br />

As part of keeping members<br />

up-to-date on the latest<br />

changes, the <strong>MTA</strong> hosted a<br />

Skilled Migration Seminar in<br />

March, which was attended by<br />

15 members.<br />

Department of Immigration<br />

and Citizenship Outreach<br />

Officers, Ms Constanze<br />

Voelkel-Hutchinson told the<br />

group that the Temporary<br />

Business Long Stay (457) Visa<br />

remained an option with visas<br />

being valid for durations of one<br />

day to up to four years.<br />

However salary levels had<br />

been increased, she said,<br />

because the Government<br />

wanted to overcome criticisms<br />

that the 457 Visas had created<br />

a second industrial system;<br />

allowed overseas workers to be<br />

paid less than Australians and<br />

had been abused by some<br />

employers.<br />

Formal skill assessments have<br />

been progressively introduced<br />

since the middle of last year for<br />

high risk immigration<br />

countries including Brazil,<br />

China, Fiji, India, PNG,<br />

Phillipines, South Africa,<br />

Vietnam, Thailand and<br />

Zimbabwe.<br />

These assessments cover the<br />

key automotive trades.<br />

On a positive note, employers<br />

of new 457 Visa Holders are<br />

no longer liable for health costs<br />

with the responsibility shifting<br />

to vsia holders.<br />

The Department of<br />

Immigration and Citizenship<br />

has also been given greater<br />

powers for monitoring<br />

including right of entry to a<br />

business.<br />

Ms Robyn Hansen from<br />

Immigration SA outlined the<br />

many services the South<br />

Australian Government could<br />

provide to employers including<br />

on arrival services, advice and<br />

referrals and marketing events<br />

can be offset against other capital<br />

gains. Be aware that the ATO has<br />

warned against ‘wash sales’ where<br />

the asset is reacquired in some<br />

format within a short period of<br />

time. Remember for capital gains,<br />

the sale date is the key - not the<br />

settlement date.<br />

To prepay or not to prepay?<br />

Individuals and some small<br />

businesses can still benefit from<br />

prepaying some expenses for up to<br />

12 months, such as rent, interest<br />

and insurance. Just remember that,<br />

importantly, your cash flow needs<br />

to be able to sustain the payment.<br />

Write 5off bad debts before<br />

<strong>June</strong> 30.<br />

Trigger further tax deductions by<br />

reviewing your asset ledgers for<br />

obsolete and scrapped assets.<br />

Revalue closing stock at the lower<br />

of cost, market value or<br />

replacement value.<br />

trade creditors as at <strong>June</strong> 30.<br />

to income and other tests but can<br />

be a risk free return of up to<br />

tax-advantaged investment but if<br />

you exceed the contribution caps,<br />

it can be very costly. If you or your<br />

employees have salary sacrificed<br />

into super this year, be sure to<br />

check that you have not exceed<br />

Depending on your cash flow and<br />

marginal tax rate, there is still<br />

time to commence salary<br />

sacrificing into super, particularly<br />

if you believe you may be entitled<br />

through the Regional<br />

Sponsored Migration Scheme<br />

(RSMS) can assist with<br />

permanent residence visas for<br />

skilled tradespeople.<br />

“This requires proof that the<br />

position cannot be filled locally,<br />

a market rate will be paid and<br />

working conditions will be<br />

under an award and comply<br />

with all legislation as well as<br />

evidence of skills and<br />

qualifications of applicants,”<br />

Ms Hansen said.<br />

Transport an issue for Australians<br />

recent transport opinion<br />

A study has found one in<br />

five Australians nominate<br />

either transport (nine per cent)<br />

or infrastructure (10 per cent)<br />

as one of the two highest<br />

priority issues in Australia<br />

today.<br />

The survey, which was carried<br />

out by the Institute of<br />

Transport and Logistics<br />

Studies, is a quarterly study of<br />

1,000 adults.<br />

The highlights of the survey<br />

are detailed below:<br />

• Over half of Australians (58<br />

per cent) say the highest<br />

priority issue for transport<br />

in Australia is public<br />

transport improvements,<br />

more than twice as many as<br />

say road improvements (23<br />

per cent).<br />

• Less than one in five<br />

Australians (19 per cent)<br />

think transport in their local<br />

area has improved in the last<br />

year, with NSW residents<br />

the least positive.<br />

• Only one in five Australians<br />

(20 per cent) think transport<br />

in their local area will be<br />

better in one year’s time,<br />

with about half thinking it<br />

will be the same as now.<br />

Victorian residents are the<br />

most confident transport in<br />

their local area will be better<br />

in one year’s time.<br />

• A quarter of Australians (25<br />

per cent) think transport in<br />

Australia will be better in<br />

one year’s time than now,<br />

while slightly more (27 per<br />

cent) think it will be worse.<br />

NSW residents are the least<br />

confident of any state, while<br />

South Australian residents<br />

are clearly the most<br />

confident about transport<br />

improving.<br />

• Australians are more<br />

confident that transport in<br />

Australia will be better in<br />

five years than in one year,<br />

with almost half (46 per<br />

cent) thinking transport in<br />

Australia will be better in<br />

five years. NSW residents<br />

are the least confident of<br />

any state.<br />

• 53 per cent of Australians<br />

think their state government<br />

is most responsible for<br />

transport with Western<br />

Australian residents most<br />

likely to nominate their<br />

state government as<br />

responsible (60 per cent),<br />

and South Australian<br />

residents least likely (43 per<br />

cent). 27 per cent of<br />

Australians nominate both<br />

the state and Australian<br />

federal governments<br />

and only 14 per cent<br />

nominate the Australian<br />

federal government.<br />

• 44 per cent of Australians<br />

think the private sector<br />

should be involved more in<br />

the provision of public<br />

transport, while 29 per cent<br />

think the private sector<br />

should be involved less.<br />

NSW residents are<br />

noticeably more<br />

positive than Victorian<br />

residents about private<br />

sector involvement in<br />

public transport.<br />

· Sub-headings are signposts<br />
