Support for EU projects<br />

The European Union makes<br />

substantial f<strong>und</strong>s available to local<br />

authorities in its member states<br />

for projects and activities relating to<br />

the economy, research, employment,<br />

education, consumer protection<br />

and environmental protection.<br />

It operates a wide range of activity<br />

and development programs focused<br />

on a very diverse array of issues,<br />

ranging from initiatives for education<br />

and professional qualifi cation,<br />

urban development and climate<br />

protection to integration, the battle<br />

against youth unemployment and<br />

the promotion of intercultural<br />

<strong>und</strong>erstanding.<br />

In supplying such f<strong>und</strong>s, the EU<br />

encourages organizations to try out<br />

new cross-border strategies and pool<br />

experience in the international arena.<br />

Munich participates in knowledge<br />

transfer and the learning process in a<br />

number of these projects. The City<br />

Council would like to see this dialogue<br />

stepped up, however. To this end, the<br />

Department of Labor and Economic<br />

Development’s European Affairs Team<br />

has therefore developed a service<br />

portfolio to support local government<br />

units that engage in international<br />

projects.<br />

The various specialist departments<br />

independently oversee all kinds of EU<br />

projects. On request, however, they<br />

can now receive assistance from the<br />

European Affairs Team. Insuffi cient<br />

capacity and resources and a lack of<br />

EU-specifi c knowledge often presents<br />

an obstacle to units that want to apply<br />

for and engage in EU projects. To<br />

make this task simpler and help departments<br />

to fi nd suitable EU promotion<br />

programs, the European Affairs<br />

Team therefore provides advice and<br />

assistance in the form of the following<br />

modules:<br />

Project development assistance<br />

Advice on applications and help with<br />

completion<br />

Identifi cation of the right cooperation<br />

partners<br />

Project handling<br />

Costing and fi nancial management<br />

Support for personnel acquisition<br />

Advice on contracts<br />

Project management support<br />

One of the main aims of EU projects is<br />

to open up new perspectives and help<br />

Munich to develop European standards<br />

in collaboration with other cities.<br />

Another is to contribute to greater<br />

mutual <strong>und</strong>erstanding.<br />

Munich is provided on pages 40 – 43.<br />
