Editorial
Safety is one of the four core values set out for our
Singapore office. To align to China National Petroleum
Corporation (CNPC) safety culture, it is our corporate top
priority including emphasis on environmental protection,
which we demonstrated through our collective hard work
via Compliance & Social Responsibility. During this second
quarter of the year, we further lifted HSE awareness with a
series of relevant activities particularly in June, our annual
HSE Month. It was timely that CNPC announced its 2012
Corporate Social Responsibility (CSR) Report on 28 May
2013, highlighting the key initiatives and implementation
carried out as well as the performance progress achieved
throughout last year.
During the entire HSE Month, there were many activities
carried out to promote the value and importance of
Safety. The Management team led by example with onsite
inspections at our terminals and petrol stations. Many
employees participated in our HSE quiz competition,
courses, trainings and emergency response drills, etc.
Coincidentally in June, Singapore and neighbouring
countries encountered a serious haze emergency. PSI
reading breached the hazardous mark on a number of
occasions. The company immediately responded with
precautionary measures to ensure that the continual wellbeing
and health of our employees are not compromised
with regard to a safe working environment. This
commitment illustrated our dedication towards achieving
“Safety First”. We will continue to incalculate this value in
our daily work life.
Whilst we were surrounded with “haze” in our HSE
Month, we are clear our company have another new
station – SPC Ang Mo Kio Ave 5 – officially added to
our expanding retail network. We are also proud that our
Singapore office had received five Platts awards for our
good trading performance.
Moving forward, we would encourage every staff to work
towards building a robust corporate culture progressively
with our very own Vision, Mission and Values.
Vision, Mission and Values Posters
By Chan Jin Kiat, Human Resources
When someone mentions
DNA to me, the first thing
that comes to my mind
is not “deoxyribonucleic
acid”. Instead, I think about
DNA being “the underlying
fundamentals or characteristics
of someone or something” 1 .
When we set ourselves the task
of having a theme that allows our
colleagues to best associate the
importance of our core values
in guiding us towards achieving
our Vision and Mission, the
analogy of our core values being
the company’s DNA really
hit it home for us! Therefore,
when we discussed our “Vision,
Mission and Values” posters, the
DNA molecule and DNA chain
became integral features in the
design of our posters.
The poster on the left
communicates our company’s
Vision, Mission and Values.
Using a DNA molecule, the
poster illustrates that our core
values will help guide and lead
each of us towards helping our
company achieve its Vision and
Mission. The poster on the right
communicates, in more detail,
the essence of each of our core
values, the key focus areas for
each of them and the behaviours
that we are expected to have in
living out the values. Using the
DNA chain in the poster on the right, it is intended to illustrate that we, as employees of PCSG/SPC/
COSG, collectively form an important DNA chain that can help bind and unite us together to overcome
any challenges and work towards a new frontier.
From the month of June 2013, the posters were installed progressively for display in various locations
throughout our offices in Millenia Tower, Jurong Bulk Plant and Pulau Sebarok Terminal. We do hope
that these posters will provide our employees with an increased awareness and understanding of our
Vision, Mission and Values. In time to come, our employees will be able to fully apply the values to
themselves and live by them to help our company achieve greater success.
Corporate Value Introduction Series:
SAFETY
By Benjamin Ong, Refinery Projects & Commerical, Refining
This is the first article to an introductory series on our corporate
values. We begin by highlighting safety and the importance of
consistent compliance to safe and environmental practices and
being socially responsible towards both the community where
we conduct our businesses and the environment. These help to
create a safe working environment and maintain the company’s
aim as a responsible oil and gas operator in the region.
As employees, we play a significant role in contributing to
our company’s Health, Safety and Environmental (HSE)
performance through six practices, namely:
1. Observance of good HSE habits and practices;
2. Complying with PCSG’s HSE policies, procedures,
laws and regulations;
3. Continuous identification, intervention and elimination
of potential HSE hazards;
4. Including care and concern for human lives and the
community as part of business decision making;
5. Acting responsibly to protect the environment; and
6. Adopting energy-efficient, eco-friendly practices.
How these six practices function can be illustrated with the
Reason’s Swiss Cheese Model in the figure. Each cheese slice
represents a protective layer of check-and-control measure
that prevents an incident from occurring. These measures can
include activities like pre-work risk assessments, procedural
controls and audit, which unfortunately may have inherent
limitations and gaps, represented by the “holes” in the cheese.
Incidents could be an explosion, injury at work or reputational
loss/embarrassment for the company due to an oil spillage and
damage to the environment. They occur when all the holes from all the
protective layers coincide and a hazard or risk passes through the layer
undetected, subsequently developing into a full-scale incident.
When each employee applies the six practices diligently to the
existing protective layers, the “holes in the cheese” are controlled
and reduced layer by layer. Conversely, when these six practices are
neglected, the number of incidents will generally increase. With a
practice of continuous identification of HSE hazards, employees will
begin to take more precautions and identify better ways to
strengthen existing controls, thereby identifying gaps and
closing the “holes” in the cheese, increasing the chances of
hazard or risk detection and improving the general HSE level
of the workplace.
So as you are reading this, where are some areas in which you can
apply these six practices to make our safety system more robust and the
“holes” smaller?
Highlights of HSE Month
By Lim Swee Yong, HSE & Low Fang Ling, Retail Sales, Marketing
In line with PetroChina’s Corporate HSE culture, we kicked off
this year’s HSE Month with a HSE Quiz competition on 3 June,
and followed by series of activities as showing below.
1. HSE Quiz
In 2013’s HSE Quiz competition, a total of 77 submissions were
received by the end of the closing date – the highest participation
rate since our first HSE quiz initiative in 2008. Among all the
participants, 61 of them scored above 80% and 21 of them won
prizes. The top award goes to Mr Melvin Tan of E&P, who scored
full marks.
1. Arrival of Brinks personnel 2. Robbers disguised as
customers
3. Robber attacking Brinks
personnel when he was about
to exit the station with cash
2. Security Emergency Response Drill
Marketing Retail Operations conducted a Security Emergency
Response Drill based on a robbery scenario at SPC Sengkang
Service Station on 17 June. The drill involved the Singapore Police
Force, Brinks Singapore Pte Ltd (service provider for collecting
cash from SPC service stations), petrol station networks and HSE
personnel.
The main objectives of this drill were to validate the Emergency
Response Procedure at SPC service stations when handling
a robbery, which involves site closure, customer and vendor
management, and evacuation; to heighten our staff’s awareness on
robbery; and to develop common understanding and coordination
efforts with the Singapore Police Force and Brinks.
The exercise gave us vast insights into how the authorities operate
and how we should react in an event of emergency.
Now then, let the pictures tell the story.
4. Robber herding everyone
into the office
5. The robbers escaping from
the front door of the C-Store
3. Facing the Haze Crisis
The trans-boundary smoke from the fires in Sumatra started
affecting Singapore on 13 June. It eventually caused the threehour
Pollution Standard Index (PSI) reading to hit a record high
of 401 on 21 June.
Keeping our commitment of fulfilling the “Safety First” HSE
policy, many measures were taken to minimize the health impact
from the terrible haze. We implemented our haze contingency plan
based on the guidelines issued by the Ministry of Manpower and
provided regular updates on health and safety advisories to all
staff. Numerous N95 respiratory masks were prepared (some were
air-freighted from our Head Office in Beijing) for both outdoor
service operation staff and indoor employees’ personal usage.
With all these efforts, we were able to ensure the health of every
colleague as well as prevent the disruption of essential services at
all our petrol stations, terminals and the Millenia Tower office.
5. Attending the OSRL Member Forum
On 12 June, Mr Lim Swee Yong, Senior Manager of HSE
Department participated in the Oil Spill Response Limited
(OSRL) Member Forum as an Authorized Personnel. OSRL is
funded by some 160 oil and energy companies, and has responded
to more than 350 oil spill incidents in the past 25 years. The
Forum provided us with the opportunity for active engagement,
a review of strategic industry projects and an update on OSRL’s
activities. It also gave us a chance to network and strengthen the
connections between OSRL members.
OSRL also organised a tour to showcase the Hercules aircraft that
is based at Seletar Airport, followed by an Open House in Loyang
on 14 June.
4. BCLS and AED Training Session
To further enhance the emergency response capability of our
employees, we engaged Raffles Medical Group to conduct two
one-day sessions of the Basic Cardiac Life Support (BCLS) and
Automated External Defibrillator (AED) course on 6 and 13 June
respectively. All participants passed both the theory and practical
tests and are now certified to perform BCLS and AED procedures
for two years.
6. HSE Inspections by the Management Team
Our Management Team has been conducting regular HSE
inspections and visits at PST, JBP, petrol stations and other
commercial sites as part of a visible leadership commitment. As of
the end of June, our company has completed 38 inspections across
service stations, terminals and the Millenia Tower office.
Mr Xia Hongwei leading the HSE inspection with his team at PST
6. Everyone evaculating
through the storeroom
exit and assembling at the
forecourt for roll call
7. Station manager handling
a reporter after the robber
has left
8. Station manager briefing
the police on the robbery
events
9. Police officer dusting for
fingerprints and collecting
other evidence
10. Post-Robbery Emergency
Response Review and debrief
with police officers and all
participants
We thank each and every one of you for making our HSE Month
a success and we look forward to your active contribution towards a
safer workplace!

Striving For A Zero-Incident
Safety Culture
By Kevin Siak, Marketing Services, Marketing
Operating 365 days a year, Jurong Bulk Plant (JBP) is the storage and distribution centre
for SPC’s domestic marketing business. Its operating philosophy is to operate the plant
safely and to be the most cost-effective and efficient fuel distributor in Singapore. In a bid
to provide a safe environment for all our workers, an ambitious two-year HSE initiative was
launched in 2011. Three key milestones have since been achieved:
Milestone 1
JBP carried out an extensive exercise in 2011 to review and update all safety
processes to meet the relevant legislations, codes of practice and industry
best practices. This effort was to align JBP to the Ministry of Manpower’s
Occupational Safety and Health Management System (OSHMS).
Milestone 2
After the OSHMS was implemented in 1Q 2012, JBP engaged an external
consultant to audit its safety management system to verify its sufficiency. More
resources were then allocated to critical areas that were identified.
Milestone 3
In 4Q 2012, JBP engaged a consultant to guide it through a Hazard and
Operability Study (HAZOP) to demonstrate that the design of the plant and its
equipment is robust for all possible normal and emergency operating conditions.
JBP continually improves its safety processes and implements sound procedures. In 2012,
JBP introduced the Traffic Flow Management System within its premises to ensure a
safer traffic flow within the terminal and ensure safety of the people moving around in its
high-traffic environment. A Lightning Detection Warning System was also installed to
provide early warnings for potential lightning dangers. A fleet of tank trucks was equipped
with GPS tracking devices for delivery security as well.
JBP is relentlessly committed to upholding safety culture as an enduring value and top
priority, in order to better support SPC’s marketing businesses.
VLCC Ayacucho Sea Trial
By Zhou Bing, CV Shipping
Ayacucho, the first of our four VLCCs owned by CV Shipping Pte
Ltd, named after one of the oil fields in Venezuela, was delivered on
7 April 2013. A sea trial was planned before the official sailing and
operation in order to comply with regulations. This also ensured that
Ayacucho met her operational commitments and readiness.
Due to the draft restriction in Bohai Bay, Ayacucho sailed
towards Jeju Island, Korea for the sea trial instead, where the
water depth exceeds 105 metres, five times the depth of the ship’s
mean draft.
One of the biggest challenges we faced prior to sailing off from
Bohai Shipyard was the extreme cold weather in Huludao, Liaoning
Province, China, which was as low as -20°C. The harsh weather was
evident as the sea extending 20 nautical miles beyond Bohai Shipyard
was ice-bound. The heavy fog reduced visibility to almost zero and
posed extra risks for a safe navigation. In order for Ayacucho to
depart from the jetty smoothly, she had to be assisted by four tug
boats which served as ice breakers.
The sea trial programme contained a series of tests that Ayacucho
had to undergo successfully. The main components of Ayacucho
included the main engine, navigational equipment, cargo gears,
outfitting, emergency equipment, etc. Each of the components had
different checklists and measurement reports, such as speed and
consumption test, endurance test, manoeuvring test, and vibration
and noise measurement. They were all done in an elaborate manner
so as to ensure that the results will accurately reflect the vessel’s
performance. In addition, every machine part was tested thoroughly
and any problem was immediately recorded or rectified.
At the same time, some results such as bunker consumption and
speed were collected during the sea trial journey to provide owners a
gauge of the vessel’s actual specifications.
Additionally, senior-ranking crew from Northern Marine
Management (NMM, our ship management services provider) was
assigned to be on board during the sea trial. This was an important
step for them to familiarise themselves with the machinery systems
and equipment on board. The crew displayed incredible teamwork
along the way, which enabled them to communicate more effectively
during their course of work in the future.
Ayacucho’s successful sea trial programme not only boosted the
confidence of the owners but also raised the bar for upcoming voyages.
Emirati and Chinese
Cultural Bridge Forum
By Wang Na, PetroChina International (Middle East) Company Limited
In a bid to promote mutual understanding between Emirati and
Chinese, staff from PetroChina International (Middle East) Company
Limited (PCME) attended a forum themed “Open Doors, Open
Minds” at the Shaikh Mohammad Centre for Cultural Understanding
(SMCCU) on 15 May 2013.
Various traditional Emirati cultural customs and practices were
introduced in detail. Topics like how Bedouins conduct a meeting
and how Chinese build long-term professional relationships with
Emirati partners were fully elaborated over the discussions.
Secondment in SRC
By Lau Ching San, Supply & Planning, Refining
It came to me as a surprise when I was informed that I would spend
my next six months in SRC (Singapore Refinery Company) as a
secondee with the Commercial Department. The main role of the
Commercial Department revolves around the commercial aspects
of SRC that seek to derive maximum economic value from the
optimisation of plant operations with alignment in the interest of the
shareholders.
During my first week, I was introduced to their Injury and Incident
Free orientation programme, where a safety mindset is inculcated
into every working staff. This is in line with SRC’s safety slogan
“Everyone deserves to go home safely”, and it has left a deep and
lasting impression on me.
I soon realised that SRC adopts a learning culture within the
organisation in which knowledge and information sharing is part of
their working lifestyle. It encourages the staff to constantly engage
each other and improve communication and working relationships
through better understanding of the role and work performed by each
member of staff.
I also noticed that SRC’s Commercial Department conducts
weekly communication sessions between the management and staff.
This provides an avenue for the management team to disseminate
important messages and for the staff to highlight any immediate
concerns. Coincidently, CDU Complex Turnaround happened to fall
during March to April and I was pleasantly surprised when they told
me to suit up in Personal Protective Equipment and follow a senior
staff member for a tour of the plant. I was deeply impressed with
the dedication and effort put in by all the staff involved, regardless
of those out in the field or within the planning container rooms, to
ensure that the turnaround proceeded in a timely and safe manner.
I was also exposed to the vibrant post-work activities offered to the
staff, ranging from Tai Chi, and parenting talks to sports activities
such as softball, table tennis, archery, dragon boating, etc. It
was a wonderful way to improve interaction between the various
departments as well as for the newcomers to introduce themselves.
The secondment has not only allowed me to build upon established
working relationships with SRC staff members, it has also deepened
my understanding of SRC’s work processes, concerns and the
challenges faced. I believe that, in time, this will further enhance our
communication and work performance in the future.
Mr Wu Qiunan, Deputy General Manager of PCME, attended the
panel discussion and shared his views about the similarities and
differences between Emiratis and Chinese in relation to paving
a way for better business relationships in the future. About 30
representatives from the Dubai government and Chinese companies
attended this forum.
Dragon Boat Festival
To celebrate Duanwu Festival (“ ”, also known as Dragon
Boat Festival), our colleagues from PetroChina International
(Vietnam) Office attended the Mountain Climbing Event organised
by China Business Association, Ho Chi Minh City Branch, on 15
June, which included a series of activities ranging from a mountain
climbing competition to outdoor expedition and dining. Most of the
event participants came from the Chinese enterprises based in Ho
Chi Minh City. This event has not only widened the network with
various agencies but also strengthened employees’ engagement and
team bonding.
Learning Session
A learning session on the labour laws of Vietnam was conducted by
the reputable Ha Hai and Partners Law Firm at our Vietnam Office
on 18 June. During this session, topics including the features of the
new labour laws of Vietnam, the regulations of document preparation
for foreigners in Vietnam, and the immigration regulations for
Chinese nationalities were highlighted.
Through the knowledge of relevant laws and regulations gained
through this learning session, our work efficiency will definitely
be increased.

By Ade Wiranti, SPC Mahakam Hilir Pte Ltd
Inter-Department
Annual Sports
Competition
By Gavin Chen, System & Projects, Finance & Accounting
Although still in the exploration stage, SPC Mahakam Hilir (SPC MH), the
company engaged for the exploration of oil and gas projects under Special
Unit for Oil and Gas (SKKM), has promoted the practice of Corporate
Social Responsibility (CSR) to its surrounding residents.
On 2 April, SPC MH kick-started the cement plant works inauguration
at Jalan Pelita VI in RT 17 Sambutan District, Samarinda City, East
Kalimantan, Indonesia. The cost of cementing and hardening for the Jalan
Pelita project with a total length of 800m and a thickness of 25cm was
about Rp 1.6 billion. An inspection for the installation of clean water pipes
and drilling of a water well were carried out at the same time. This event
was also attended by senior government officials of the Sambutan District.
“The cementation and hardening for the Jalan Pelita project demonstrate
our concern for the residents in the community as well as for the intention to
support leisure facilities and good transportation systems in this area. This
project will contribute to strong economic growth. SPC MH will hire more
local labourers for the upcoming operation of the project,” said General
Manager of SPC MH, Soekoesen Soemarinda, who was accompanied
by Operations Manager Eramsyah Ilham and Fardian, Field Operations
Representative.
Deputy Mayor of Samarinda, Ismail Nusyirwan, who was accompanied
by Chairman of Parliament (DPRD), Siswadi, and Management of Oil
and Gas (SKK Migas-Balikpapan), Kholison Yanin, mentioned that the
assistance from SPC MH was highly appreciated and set a good example
to other enterprises in Samarinda to practise CSR as well.
“We appeal to every citizen to render help and support to SPC MH. We have
instructed the heads of related districts and villages to provide necessary
assistance during the construction process. These are the government’s and
city’s assets, which could support the growth of the economy in Samarinda,”
said Mr Nusyirwan.
The inauguration
ceremony commenced
of Samarinda, Ismail
Nusyirwan (second right),
and witnessed by the
Chairman of Parliament,
Recreation Committee is presenting the first
Inter-Department Annual Sports Competition. For this
year’s event, Table Tennis, Basketball, Badminton and
Futsal will be organised from 14 May to 31 July. A total of
4 teams formed by different departments will participate
in this event to compete for the Final Championship! The
winning team that scores the highest total points earned
in each sport will be awarded the trophy and prizes in this
year’s D&D on 16 August.
The goals of this event are to promote:
• A healthy lifestyle – The only way to stay healthy is
to eat properly, get sufficient rest and exercise regularly.
Without exercise, eating healthily and resting well will
not be enough to help you lead a healthy life.
• Team building – Because teamwork is required in team
sports, these group events will encourage team building
and improve the cohesiveness of departments, whether
you are participating or cheering for the teams.
• Talent discovery – By organising these events, we are
able to represent our Company when the need arises.
So let us cheer for our teams and wait with great anticipation
for the winners!
SPC Retail Annual
Dinner 2013
By Annie Yew, Retail Sales, Marketing
From 9–10 May 2013, we held our annual Network Service Station’s
Annual Dinner on two consecutive nights at Furama City Centre.
It was a meaningful and important event and attended by 350 staff
each night. It was an opportunity to express our special thanks to our
front line staff, who work tirelessly for 24/7, 365 days a year, come
rain or shine.
The theme of this year’s event was “Army Dayz” and many predinner
activities were planned around it. There were shooting games,
an instant photo booth, camouflage painting, etc. Another planned
event was to stage a “rescue mission to capture all terrorists hiding in
the grand ballroom!” That activity brought on laughter and applause
when the audience saw their station managers decked out in army
gear with “camouflaged” faces!
Another fun activity was the “First Dish” presentation by the station
managers and the retail staff, where all tables were served a mass-tin
full of “Want Want” Rice Crackers! Each attendee was also presented
with an “Army Dayz” themed ez-link card.
Mr Vincent Tay, Vice President, Marketing played host during the
two-day event. He stressed the importance of HSE and also reminded
all staff to continue providing good customer service.
Mr Adam Xiong, Executive Director and Executive Vice President,
attended the event on both nights. He presented Award Certificates
to stations with outstanding performances for 2012 and prizes for the
top 10 winners of the lucky draw.
Throughout the evening, guests were constantly engaged and
captivated by the food, and of course the exciting stage activities.
On the second night, many guests and staff were spotted dancing the
night away.
