Message from <strong>the</strong> President and Board Chairs<br />
2010 has been a year of celebration for WCBR—a time of reaffirming, renewing and celebrating<br />
<strong>our</strong> mission and ministry of service to seniors for <strong>the</strong> past 20 years. Many activities and events<br />
took place in October, <strong>our</strong> anniversary month, including a special gala for Health Care and<br />
Catered Living residents, a resident and staff celebration show, <strong>the</strong> depiction of <strong>our</strong> <strong>history</strong> through <strong>the</strong><br />
gallery hallway display, an anniversary calendar, and a treasure chest event which created a memory<br />
box filled with items representing <strong>the</strong> past 20 years—to be re-opened during <strong>our</strong> 30 th anniversary.<br />
The highlight of <strong>our</strong> celebration was <strong>the</strong> anniversary service<br />
and gala which featured several guest speakers, including<br />
some founding members of <strong>our</strong> community who recounted<br />
<strong>our</strong> accomplishments and honored <strong>our</strong> residents and staff<br />
who first came to <strong>the</strong> WCBR community to live and work.<br />
After <strong>the</strong> pre-dinner cocktail party <strong>the</strong> evening continued<br />
with an outstanding dinner presented by <strong>our</strong> dining services.<br />
The celebration concluded with dancing and socializing as<br />
we happily reflected on <strong>our</strong> great accomplishments of <strong>the</strong><br />
past 20 years.<br />
Every year brings a host of accomplishments through <strong>the</strong> work and support of <strong>the</strong> WCBR team—<strong>our</strong><br />
residents, trustees, staff and donors. O<strong>the</strong>r highlights of 2010 are worth noting.<br />
• The Foundation exceeded annual giving objectives through generous donor support.<br />
• Foundation investments began to rebound.<br />
• Corporate operational performance was positive and exceeded budget expectation.<br />
• The Employee Emergency Program was established.<br />
• Social Accountability was addressed with <strong>the</strong> formation of an active committee consisting of<br />
staff, trustees, and residents.<br />
• Plans were finalized for <strong>the</strong> renovation of Health Care Center, third floor.<br />
• The Board of Trustees approved activities necessary to explore <strong>the</strong> possible renovation and<br />
expansion of <strong>our</strong> original Monticello apartments.<br />
It is with tremendous gratitude and pleasure that we acknowledge all those who shaped WCBR and<br />
brought us to <strong>the</strong> place we are today—embracing <strong>the</strong> <strong>future</strong> to fur<strong>the</strong>r <strong>the</strong> mission <strong>our</strong> organization.<br />

<strong>Celebrating</strong> <strong>our</strong> Foundation<br />
What a fabulous year—2010—filled<br />
with glorious 20 th anniversary<br />
celebrations! Worthy of significant<br />
celebration is <strong>the</strong> philanthropy that has supported<br />
<strong>the</strong> WCBR Fellowship Fund, which<br />
stood at $1.5 million when we opened in<br />
1990 and has grown to over $8 million. The<br />
giving tradition of <strong>our</strong> founders has continued<br />
to support <strong>the</strong> Fellowship Program,<br />
even through <strong>the</strong> recent economic challenges.<br />
The Fellowship Program provides confidential<br />
financial assistance for WCBR residents<br />
who, through no fault of <strong>the</strong>ir own, have<br />
limited financial res<strong>our</strong>ces.<br />
Fortunately, 2010 has brought some recovery<br />
to <strong>the</strong> investment market and <strong>the</strong> extension<br />
of <strong>the</strong> IRA Charitable Rollover through<br />
2011 have both contributed to increased<br />
Fellowship Fund investments as donors feel<br />
more secure about giving.<br />
As we embrace <strong>the</strong> <strong>future</strong> we envision<br />
programs and activities which will fur<strong>the</strong>r<br />
<strong>our</strong> mission. Two new initiatives that relate<br />
directly to <strong>the</strong> Foundation began in 2010. The<br />
Employee Emergency Program, established<br />
in September 2010, provides limited<br />
financial assistance to eligible employees<br />
who are experiencing financial hardship<br />
due to certain emergency situations beyond<br />
<strong>the</strong>ir control.<br />
Also established in 2010 was <strong>the</strong> Social<br />
Accountability Committee which will<br />
consider <strong>our</strong> organization’s role in <strong>the</strong><br />
larger community. You will be able to read<br />
more about this topic in <strong>the</strong> article by<br />
Peter Buchanan on pages 19 and 20. For<br />
<strong>the</strong> Foundation, this may mean a limited<br />
expansion of Fellowship Assistance to help<br />
those in <strong>the</strong> broader community with partial<br />
funding for entrance into WCBR. In order<br />
to help individuals in this manner creative<br />
funding solutions will need to be explored<br />
and <strong>the</strong> long-term Fellowship Fund will<br />
need to be increased.<br />
Throughout 2010 <strong>the</strong> generosity of <strong>our</strong><br />
donors once again allowed <strong>the</strong> Foundation<br />
to fully fund <strong>the</strong> Fellowship need as well<br />
as <strong>the</strong> need of o<strong>the</strong>r Foundation programs<br />
such as Employee Education. We are deeply<br />
grateful and honored to receive consistent<br />
year after year generosity from so many of<br />
<strong>our</strong> donors, as well as <strong>the</strong> so important first<br />
time gifts from <strong>the</strong> newest members of <strong>our</strong><br />
community.<br />

The <strong>Westminster</strong>-Canterbury of <strong>the</strong> Blue Ridge community is caring and generous. Most gifts are<br />
directed to <strong>the</strong> Annual Fellowship Program which provides confidential financial assistance to<br />
qualified residents who cannot fully meet <strong>the</strong> cost of monthly housing fees, non-covered medical<br />
expenses, food and o<strong>the</strong>r necessities. Donations may also be directed to <strong>the</strong> Employee Education<br />
Program for tuition assistance and o<strong>the</strong>r education expenses or <strong>the</strong> Employee Emergency Program<br />
for eligible staff. Foundation support is solely through charitable gifts from residents, trustees, staff,<br />

In Celebration of Social Accountability<br />
Since <strong>the</strong> phrase “Social Accountability” often means different things to different people, here is a<br />
reasonably comprehensive definition, drawn from Google and Wikipedia. Social accountability<br />
is an organization’s mindfulness of social concerns and priorities, reflected often by a third party<br />
verification of <strong>the</strong> commitment by its internal and external stakeholders to:<br />
(1) Comply with employment, health, hygiene, safety and environmental laws<br />
(2) Respect basic civil and human rights, and<br />
(3) Better <strong>the</strong> community and its surroundings.<br />
The mission, vision and value statements, found elsewhere in this report, make clear WCBR’s<br />
compliance with <strong>the</strong> standards in (1) above, and respect for basic rights of <strong>the</strong> elderly in (2) above.<br />
They are built into WCBR’s DNA. Criteria for those commitments are measured constantly by local,<br />
state and federal authorities and, most important, by <strong>the</strong> WCBR Board of Trustees.<br />
Yet, despite a culture of giving by staff, <strong>the</strong><br />
philanthropic generosity of its residents, and<br />
numerous partnerships of trustees and management<br />
with organizations in <strong>the</strong> Charlottesville/Albemarle<br />
area, WCBR has never developed specific measures<br />
of its internal and external stakeholders’ betterment<br />
of its own and <strong>the</strong> surrounding community.<br />

To address that deficiency, WCBR’s Board of<br />
Trustees recently added a sixth goal to its corporate<br />
strategic plan, namely “demonstrate community are accountable.<br />

area” by developing and implementing a formal<br />
social accountability plan and a supporting<br />

step in developing a measure of WCBR’s betterment<br />
of <strong>the</strong> immediate surrounding community, <strong>the</strong> Resident Strategic Planning Committee (RSPC) agreed<br />
in 2010 to conduct <strong>the</strong> first ever survey of resident volunteer service in calendar 2009.<br />
WCBR residents gave 12,524 h<strong>our</strong>s of service valued at $252,708 and 1,266 gifts to 241<br />
different non-profit organizations in <strong>the</strong> Albemarle/Charlottesville area during 2009.<br />
These commitments exclude <strong>the</strong> thousands of h<strong>our</strong>s and hundreds of gifts residents contribute to<br />
WCBR and its Foundation programs, as well as <strong>the</strong> unknown h<strong>our</strong>s and contributions given to<br />
charitable organizations beyond <strong>the</strong> Albemarle/Charlottesville area. The distribution of those h<strong>our</strong>s<br />
and gifts is shown in <strong>the</strong> accompanying graphs on <strong>the</strong> next page.
After reviewing <strong>the</strong> results, President/CEO<br />
Gary Selmeczi convened a Social Accountability<br />
Task Force of trustees, residents and staff last<br />
October to review <strong>the</strong>se results and decide<br />
what additional information ga<strong>the</strong>ring would<br />
be necessary to develop a formal plan. Under<br />
consideration are similar surveys of staff and<br />
trustee h<strong>our</strong>s and gifts, identification of o<strong>the</strong>r<br />
existing but unmeasured relationships, and<br />
new ones that might help fur<strong>the</strong>r streng<strong>the</strong>n<br />
WCBR and <strong>the</strong> surrounding community. A<br />
formal plan is expected to be drafted in 2011.<br />
