- Measurement: Utilization is measured against the amount purchased by the CPD from each contract for<br />

that month.<br />

Participation for management services contracts is established at project award and is tracked on either a monthly or<br />

quarterly basis.<br />

- Project Award: The numbers contained in the <strong>MBE</strong>/<strong>WBE</strong> Schedules that are submitted with a bid or<br />

proposal and accepted by the Department of Purchasing are reflected in the “Awards” field throughout this<br />

report. These numbers represent the commitment of the contractor to the utilization of its <strong>MBE</strong> and <strong>WBE</strong><br />

subcontractors during the contract term.<br />

- Tracking: Some of these contracts are primarily seasonal in nature (e.g. golf course management, harbors)<br />

so the contractors may report their <strong>MBE</strong>/<strong>WBE</strong> utilization on a quarterly rather than a monthly basis.<br />

Regardless of the frequency of reporting, the contractors must submit the <strong>MBE</strong>/<strong>WBE</strong> Utilization <strong>Report</strong> that<br />

identifies the subcontractors, the dollar amount, and percentage of participation. Along with this report each<br />

contractor must also submit copies of cancelled checks and/or waivers of liens that evidence payment to the<br />

<strong>MBE</strong>/<strong>WBE</strong> subcontractors identified in the report.<br />

- Measurement: Participation for these contracts is measured one of three ways:<br />

o<br />

o<br />

o<br />

Against the management fee alone;<br />

Against the operating expenses (“OE”) because the OE can be a significantly larger amount<br />

than the management fee and this allows for much more participation; or<br />

Against the management fee and/or the OE.<br />

Participation for small purchases is established prior to the time quotes are sought.<br />

- Pursuant to Chapter XI, Section D, 1, a, of the Code of the <strong>Chicago</strong> <strong>Park</strong> <strong>District</strong> the Department of<br />

Purchasing seeks quotes for purchases between $5,000 and $10,000. Additionally, pursuant to Chapter XI,<br />

Section F, 4, the Department of Purchasing works with the appropriate department to determine which<br />

Request for Quote will be restricted to <strong>MBE</strong> and <strong>WBE</strong> firms.<br />

- Pursuant to Chapter XI of the Code of the <strong>Chicago</strong> <strong>Park</strong> <strong>District</strong>, the Department of Purchasing is not<br />

involved in purchases under $5,000. Departments and the regions may get quotes on their own and the<br />

Department of Purchasing encourages them to get quotes from <strong>MBE</strong> and <strong>WBE</strong> firms.<br />

Participation for concessions is established by the concessions manager of the <strong>Park</strong> <strong>District</strong>.<br />

- Pursuant to the Code of the <strong>Chicago</strong> <strong>Park</strong> <strong>District</strong> the Department of Purchasing is not involved in the<br />

concessions program. The concession manager is encouraged to undertake outreach efforts to announce<br />

the annual concession Notice of Availability and hold workshops regarding the CPD’s concession program.<br />
