Figure 2 also suggests that applications, user services, and network services may be deployed by both <br />

FirstNet and each PSE. Both FirstNet-­‐deployed and PSE-­‐deployed applications can be simultaneously <br />

utilized by NPSBN-­‐Us. Further, an application may build upon and utilize user services deployed by <br />

either FirstNet or the PSE. The arrows in Figure 2 represent services utilized by an application or user <br />

service. While it is anticipated that PSE deployed applications will utilize FirstNet deployed network <br />

services, it is not currently anticipated that FirstNet applications will utilize PSE-­‐deployed Network <br />

Services. <br />

In this context, “FirstNet Managed Interoperability” is intended to indicate FirstNet will manage and <br />

control nationwide interoperability models for FirstNet deployed applications. Similarly, “PSE-­‐Managed <br />

Interoperability” is intended to indicate the PSE will manage and control local, tribal, state, and federal <br />

interoperability models for PSE-­‐deployed applications. <br />

Today, agencies use specialized applications and user services of their own. FirstNet’s role is to enable <br />

these specialized user services. This section does not define requirements to enable specialized user <br />

services via network services. For example, the Priority and Quality of Service (QoS) network service <br />

capabilities (Section 4.3) enable streaming services, such as cellular telephony, voice, and video services. <br />

4.1.1 General User Service <strong>Requirements</strong><br />

Following are requirements pertaining to general user service needs on the NPSBN. <br />

1 PSE O&M Users SHALL be able to configure, on a per-­‐user or per-­‐group basis, which <br />

applications are authorized for use by the PSE’s users. <br />

This requirement should apply to all applications, whether deployed by FirstNet, the PSE, or <br />

other application hosting entity. <br />
